ALLOCATION: (Average One Official for every 20 athletes. Maximum 10 Officials) ATHLETES TEAM OFFICIALS ( 2 Managers + 6 Coaches) PLEASE COMPLETE ANNEXURE A AND SEND TO SAREL BEKKER and Dawid Pieterse by 22 nd February 2018 to sbekker@bsport.co.za and Dawid.Pieterse@gauteng.gov.za 4.3 TECHNICAL OFFICIALS (ANNEXURE B) The names of Technical Officials should be completed on the Annexure B form and sent back by the 16 th FEBRUARY 2018 (See Annexure B), Marcus Connor to marcusconnor1969@gmail.com and Dawid.Pieterse@gauteng.gov.za Every District will each provide 5 Qualified Technical Officials and 1 Screening Official. JN will provide the rest of the Technical Officials. 4.4 ATTIRE OF TECHNICAL OFFICIALS Officials must be dressed in Black bottoms & White Tops for the purpose of officiating. Officials must report 60 minutes prior to the start of the meeting. 5. PARTICIPATING TEAMS & MAXIMUM NUMBER OF ATHLETES ALLOWED Limitations regarding participation of athletes: - Every District is allowed to send 2 athletes per event - Athletes are allowed to participate in any three (3) events - Athletes may only take part in the age group that corresponds with the year of birth. (Age 09 Born in 2009, Age 10 Born in 2008; Age 11 Born in 2007; Age 12 Born in 2006; Age 13 Born in 2005). 2

3 o No under 9 athlete may participate in any under 10 event o Athletes will not be allowed to compete in two different age groups. 6. TEAM ENTRIES CLOSING DATE: FRIDAY, 23 FEBRUARY :00 Please use the template supplied by Sarel Bekker and cc it to sbekker@bsport.co.za and Dawid.Pieterse@gauteng.gov.za 7. FINAL REGISTRATION OF DISTRICT TEAMS (ANNEXURE D) All District Chairman/ District Team Managers must report for the final registration of their teams between 14:00 and 17:00 on Tuesday, 27 th February 2018 at Ruimsig Athletics Stadium. (Withdrawals and replacements can be done during this time only) 8. ASIZING OF THROW IMPLEMENTS Individual implements for the throws must be handed in for asizing on the day of the Competition at Germiston Athletics Stadium at the Asizing room in the warm up area underneath the athletics Stadium at 7h30. All the implements will be available on the day of the events and will be brought to the Competition area. Ensure that implements are clearly marked. Take note that the implement becomes part of the pool of implements and can be used by all participating athletes. 9. VERIFICATION OF BIRTH 9.1 DOCUMENTATION Original ID Document, or Copy thereof certified by a Commissioner of Oaths (preferably the School Principal) OR Passport or Copy thereof certified by a Commissioner of Oaths OR Birth Certificate with a recent colour photo (not older than 6 months) attached thereto. After the photo has been attached to the Certificate, a school stamp should overlap the photo and birth certificate signed by the Principal / Commissioner of Oaths. Learners from Private Schools, home schooling or independent schools must conform to the same standards. Scanned documents will NOT be allowed. 9.2 SCREENING Every District must appoint a Screening Official who must be present for the duration of the meeting with the Districts Screening documentation as set out below. The Screening Official must develop a Screening file for the District adhering to the following Organisational requirements: a. The Official District Team List must be available. b. The file must be organised per age group c. Boys and girls separately d. In an Alphabetical order according to the Team list. All Team Managers must, however, verify their athletes who finish among the top 3 (three) in an event, before the medals are awarded. NB. Athletes will be disqualified if this arrangement is not adhered to by every District. Districts will be held responsible if an athlete is entered in the wrong age division. No concessions will be made for any district. 10. MEETING FOR TEAM MANAGERS AND TECHNICAL OFFICIALS 10.1 Competition Day 1: Technical Officials One hour before start of the competition. Team Managers - 08:00 and 16:00 Competition Day 2: Technical Officials One hour before start of the competition. Team Managers - 08: It is of vital importance that all District Team Managers and Officials attend these meetings. 11. CATERING AND TRANSPORT CATERING: The GDE will provide refreshments for athletes and officials TRANSPORT: Transport will be provided by the Department. Please Contact your District Official if you have any problems in this regard. 3

4 12. ENTRANCE FEES FOR SPECTATORS (As agreed at the SASA AGM 2014) ADULTS - R per person LEARNERS - R per learner not dressed in school uniform PARKING - R 20,00 per car ATHLETES - No charge 13. SURFACE OF TRACK All running and certain field events will take place on a tartan surface. Track and Long Jump = 7mm (Maximum length of Spikes) High Jump & Javelin = 9mm (Maximum length of Spikes) All sprints to start with starting blocks 14. QUALIFYING STANDARDS - Not applicable 15. MEDALS & TROPHIES Championship Medals will be awarded to the first three (3) athletes in the finals. A Trophy will be awarded to the Best Performer in Track Girls, Track Boys, Field Girls, Field Boys. SECTION B 1. GENERAL RULES 1.1 No littering within the grounds will be allowed. 1.2 Respect officials - poor behavior etc. can result in suspension / disqualification. 1.3 No alcohol or glass bottles will be allowed at the stadium. 1.4 Team Managers and Coaches are responsible for the good conduct and behavior of their own athletes. Disciplinary action will be taken against any defaulting Districts. 1.5 Athletes will not be allowed to compete in any event if in the opinion of the officials, he/she is not suitably attired. 1.6 First Aid will be provided at the stadium in the case of injuries or emergencies. 1.7 A medical doctor will be on standby. The cost of treatment by this doctor will be for the account of the athlete or his/her District. 1.8 Athletes who belong to a medical scheme must bring their membership cards in case of a serious injury. 1.9 Implements for the throwing events must be given in on registration for the purpose of ASIZING. The implement will be returned to the athlete at the end of the event No person, except officials, will be allowed within the arena. The same applies to athletes who are not participating. Only Team Managers may enter the competition area to launch a protest. 2. RULES FOR THE COMPETITION 2.1 Athletes must report to the officials at the CALL ROOM (under the pavilion warming up area) at least 30 minutes before the event commences in order to be escorted to the track. Team Managers must ensure that athletes have their Registration Sticker when they arrive at the Warm up areas and Call Room. Athletes that do not comply will not be allowed on the track. 2.2 Athletes must leave the arena immediately after they have completed their event. 2.3 During the finals of track events athletes must remain in their lanes after completing their event where Track judges will take them to the recording table. 2.4 Athletes who obtain any of the first 3 positions in the final must report at the CALL ROOM to the officials in charge of the medal presentation. 2.5 Quarter-Finals, Semi-Finals and Finals will take place in accordance with Rule Quarter-Finals in Sprints and Hurdles (4 heats) (a) 4 Heats: First 3 in each heat plus 4 fastest times = 16 (8 lanes) First 4 in each heat plus 2 fastest times = 18 (10 lanes) Semi-finals in Sprints and Hurdles (a) First 3 in each Semi-final plus 2 fastest times will participate in the finals Semi-Finals in Middle Distances - 800m, 1200m and 1500m (a) 2 Heats: First 6 in each heat. (b) A maximum of 12 athletes per final. All middle distance races events will be started from the curve except for the 800m which will be a staggering start. 4

5 2.5.4 Semi-Final in Field events according to ASA (Rule 180) Competition Rules for Semi-Final in Field events at the Gauteng Championships: o The computer will divide all athletes into 2 groups o The first 6 in each heat will qualify for the final. o In Shot-put and Long Jump events, 3 attempts will be allowed and the 8 best performers will proceed to the next 3 attempts. o In Discus and Javelin events, 3 attempts will be allowed and the 8 best performers will qualify for the Finals 2.6 STARTING RULE (IAAF Rule 162) (a) [From 1 January 2010] (Except in Combined Events) The Start False Start[From 1 January 2010] Any athlete responsible for a false start shall be disqualified. In case of a false start, the Starter s Assistants shall proceed as follows: Except in Combined Events, the athlete(s) responsible for the false start shall be disqualified and a red card shall be raised in front of him and a corresponding indication shown on the respective lane marker(s). (b) All athletes taking part in the Sprints, Hurdles and Relays must use starting blocks. (c ) THERE WILL BE ONE (1) FALSE START ALLOWED FOR THE PRIMARY SCHOOL ATHLETES ONLY. 2.7 ENTRY RULES (a) All competitors must be Bona Fide Primary School Learner, with a minimum age of 9 years and maximum of 13 years in the year of competition. (b) An athlete may participate in a maximum of 3 (three) events. (c) Athletes may only take part in the age group that correspond with the year of birth. (d) Athletes will not be allowed to compete in two different age groups. (e) A District may enter a Maximum of 2 athletes per event. 2.8 PROTEST/APPEAL: (ANNEXURE E) Protests concerning the result or conduct of an event must be made within 30 minutes of the official announcement of the result of the event. Any protest shall, in the first instance be made to the referee either by the athlete himself or by the Team Manager. If no consensus is reached, an Appeal may be lodged to the Jury of Appeal in writing, signed by the Team Manager on behalf of the athlete and must be accompanied by a deposit of R before the appeal is heard. The deposit will be forfeited if the protest is considered to be frivolous. 2.9 ASA Rules ASA Rules will be applied, unless amended by SASA. 3. PROGRAMME A copy of the preliminary programme is included. The official programme will be provided at the Team Managers meeting on 02 March Medals ceremonies Athletes who qualify for medals must report at the Call Room (Ceremony Assembly Area) at least10 minutes prior to the starting times of awards ceremonies. 5
