1 ATHLETICS AUSTRALIA SELECTION POLICY OAA OCEANIA AREA CHAMPIONSHIPS TOWNSVILLE, AUSTRALIA 25 TO 28 JUNE 2019 This document sets out the basis on which Athletics Australia will select its team for the OAA Oceania Area in Townsville, Australia from the 25 th to 28 th June Preamble: Note on IAAF World Ranking System and 2020 Olympic Games As part of the new IAAF qualification system that may be implemented in 2020, Athletes score points based on a combination of result and place, with placing points weighted depending on the level of competition in which the result is achieved. The IAAF World Rankings are then based on the average score over a certain number of competitions in a defined period. Area are a highly weighted event for the purpose of this Ranking System behind only IAAF World Athletic Series and Diamond League events, providing the best opportunity to score big points in the Oceania region. Should the new IAAF World Ranking System be implemented for the 2020 Olympic Games, points earned in the are likely to count towards an athlete s ranking. 1 Aims The Oceania Area are the pinnacle event within the Oceania Region in which athletes can accumulate IAAF World Ranking points. Accordingly, Athletics Australia will send the strongest possible team in the open events. Additionally, it is also an opportunity to provide international team experience for U20 and U18 athletes. The policy is aligned with the Australian Institute of Sport High Performance strategy and with the Athletics Australia Strategic Plan to achieve medals, supported by additional top eight places, at the Olympic Games and IAAF World Athletics. Specifically, the policy aims to facilitate the following outcomes: Rewarding athletes for performing on the day at the trial; Page 1 Version /02/2019

2 Providing opportunity to compile ranking points for athletes with a realistic opportunity to qualify for the 2020 Olympic Games, and; Providing international competition experience for U20 and U18 athletes. Nomination, Selection Criteria and Athlete Numbers 2.1 Nominations for the Open Team will be available to any eligible athlete that has achieved the qualification standard within the qualification period. The Open events at the 2019 Australian Track & Field will act as the Oceania Area Championship selection trials for the Open age group. 2.2 A maximum of three (3) athletes in each event will be selected for the Open Australian Team. Athletes must be born in 2003 or earlier to be eligible for the Open Team. 2.3 There are no qualification standards for the U18 and U20 teams. 2.4 Nominations for the U20 Team will be available to any eligible athlete as per Section The U20 events at the 2019 Australian Track & Field will act as the Oceania Area Championship selection trials for the U20 age group. 2.6 A maximum of three (3) athletes in each event will be selected for the U20 Australian Team. Athletes must be born in 2000 or 2001 to be eligible for the U20 Team. 2.7 Nominations for the U18 Team will be available to any eligible athlete as per Section For all events except Combined Events, the U18 events at the 2019 Australian Track & Field will act the Oceania Area Championship selection trials for the U18 age group For Combined Events, the U18 events at the Australian Junior Combined Event will act as the Oceania Area Championship selection trials for the U18 age group. 2.8 A maximum of three (3) athletes will be selected in each event for the U18 Australian Team. Athletes must be born in 2002 or 2003 to be eligible for the U18 Team. 2.9 Nominations for the Para events will be available to any athlete that competed in the Open para events at the 2019 Australian Track & Field. The Open events at the 2019 Australian Track & Field will act the Oceania Area Championship selection trials A maximum of two (2) athletes will be selected in each event for the Open Para Australian Team. Athletes must be born in 2003 or earlier to be eligible This will be a fully self-funded team. Athletes are responsible for all costs including, but not limited to, travel, accommodation and team uniform. As a guide, Athletics Australia expects that the costs will be approximately $1, per person. Athletes will be required to commit to attendance, through team levy deposit, no later than Thursday 18 th April Page 2 Version /02/2019

3 2.12 It is not the intention of Athletics Australia to select athletes for the same discipline in any combination of Open, U20 and U18 events The selection of a team for any of the U20 and U18 relays will come from athletes selected in individual events only. No athlete will be selected solely for a relay in the U20 and U18 age groups There is a formal requirement that all team members representing Australia in the upcoming Oceania Area in Townsville complete the online anti-doping education modules levels 1 and 2 via the ASADA website and the anti-match fixing education via the National Integrity of Sport Unit website prior to the start of competition To be selected, athletes must meet the Athlete Eligibility Criteria (see Section 3). 3 Athlete Eligibility Criteria Notwithstanding anything else in this Selection Policy, only athletes who meet the criteria outlined below will be eligible for selection: 3.1 Satisfy all IAAF nationality and Oceania Area Participation Rules. 3.2 Be a citizen of Australia. For the avoidance of doubt, Australian permanent residency is not acceptable. Athletes must hold or be eligible for an Australian passport. 3.3 Be a registered member of Athletics Australia through their Member Association. 3.4 Complete and submit the online nomination form (which can be found at for the event in which the athlete is seeking nomination. The form must be submitted no later than 11.59pm AEST Sunday April 7 th, Be and remain in good standing with Athletics Australia and at all times comply with Athletics Australia s Code of Conduct and conduct themselves in a way that does not bring themselves, their sport or the National Team into disrepute. Athletics Australia may consider past and present behavioural conduct in determining whether an athlete is in good standing. If Athletics Australia determines that an athlete is not in good standing, Athletics Australia may in its absolute discretion choose not to select that athlete. 3.6 Commit to signing and / or abiding by any Athletics Australia Team Agreement, Code of Conduct and other relevant Athletics Australia policies and Procedures as requested from time to time. 3.7 Commit to completing ASADA e-learning level 1 and 2 modules, the National Integrity in Sport, Keep Sport Honest e-learning (anti-match fixing) module and any other integrity education requirements Athletics Australia sets from time to time. 3.8 Acknowledge and agree to Athletics Australia s travel plan and arrangements outlined for these championships which will be published at 4 Selection & Qualification A trial will be held for all events except the open walks and relays. This discretion is absolute and need not be exercised For athletes in the open events, athletes must have achieved the qualification standard within the qualification period. Page 4 Version /02/2019

5 For athletes in the U20 and U18 events, athletes do not have to compete in the Selection Trial to be eligible for discretionary selection Any selections of athletes in the open relay teams will be at the discretion of the Selectors Any athlete in the open 100m or 400m must be included in the relevant relay squad No U20 or U18 athletes will be selected to compete in an U20 or U18 relay only. 4.3 Selection Process At the time of nomination, athletes will have the opportunity to nominate for multiple age groups for the same discipline (see Section 2 for age restrictions). However, it is not the intention of Athletics Australia to select athletes in the same discipline in any combination of Open, U20 and U The Selectors will select the Open team first, followed by the U20 team and finally the U18 team Athletes who have nominated for multiple age groups will be considered for the Open team first, if they are not successful, they will then be considered for their relevant age group team, providing they have nominated for both teams For the avoidance of doubt, it is permissible for an athlete to be selected in the Open team for one event and the U20 or U18 team for a different event. For example, an athlete born in 2000 may be selected in the Open 100m and U20 200m. 5 Eligible Performance Criteria 5.1 Performances must be achieved during competitions organised or authorised by IAAF, its Area Associations or its National Member Federations. Results achieved at university or school competitions must be certified by AA or the National Federation of the country in which the competition was organised. 5.2 Performances must be achieved during an official competition organised in conformity with IAAF Rules. 5.3 To be recognised for the purposes of this Policy, performances achieved in Australia must be achieved in a competition sanctioned by AA as an AA National Permit Meeting. A list of the National Permit meets can be found at For the avoidance of doubt, qualifying standards for the men s and women s walks will be accepted if they are achieved in competitions that meet the specific judging requirements required by the IAAF and sanctioned by AA. All queries in relation to qualifying opportunities for the men s and women s walks must be directed to the Competitions Manager at AA. 5.5 Performances achieved in mixed events (male & female), will only be accepted for Men s and Women s walking events. For the avoidance of any doubt, performances achieved in mixed events for all other events will not be accepted. Page 5 Version /02/2019

6 5.6 Wind assisted performances outside of the limits set out below will not be accepted. Outdoor performances in 100m, 200m, 110m Hurdles, 100m Hurdles, Long Jump, Triple Jump and Combined Events must be accompanied by wind gauge readings For 100m, 200m, 110m Hurdles, 100m Hurdles, Long Jump, Triple Jump the wind reading must not be above 2.0m/s (see IAAF rules d and b) For Combined Events the average wind reading must not be above 2.0m/s (see IAAF rule ) 5.7 Hand-timed performances for events up to and including 800m will not be accepted. 5.8 Indoor performances for all field events and for races of 400m and longer, will be accepted. 5.9 For race walks, road performances will be accepted For events 200m and over, performances achieved on over-sized tracks will not be accepted Performances must be achieved in a competition where a minimum of three athletes are competing For throwing events, all three athletes must be competing with the same implement specifications For hurdle events, all three athletes must be competing with the same hurdle heights. 6 Appeal Process The appeal process can be found in the Athletics Australia By-Laws (section 8) available at 7 Amendment to Policy This Policy can be amended at any time by Athletics Australia if it is of the opinion that such an amendment is necessary as a result of any change to the Participation Rules, to give effect to the Policy following discovery of a drafting error or oversight, or for any other reason determined to be in the best interests of Athletics Australia. Athletics Australia shall not be responsible or liable in any way to any one as a result of any such amendment. Page 6 Version /02/2019
