1 IAAF WORLD ATHLETICS CHAMPIONSHIPS DOHA, QAT 27 SEPTEMBER 6 OCTOBER 2019 QUALIFICATION SYSTEM AND ENTRY STANDARDS (As apprved by the IAAF Cuncil in December 2018) AGE CATEGORIES Under 20 Athletes Under 18 Athletes Athletes aged 18 r 19 years n 31 December 2019, (i.e. brn in 2001 r 2000), may cmpete in any event except the Marathn and 50km Race Walk. Athletes aged 16 r 17 years n 31 December 2019 (brn in 2003 r 2002), may cmpete in any event except the thrwing events, the Cmbined Events, 10,000m, Marathn and the Race Walks. Athletes yunger than 16 N athlete yunger than 16 years f age n 31 December 2019 (brn in 2004 r later) may be entered. QUALIFICATION PERIOD Fr the 10,000m, Marathn, Race Walks, Relays and Cmbined Events: frm 7 March 2018 t midnight 6 September 2019 (regardless f the time zne) Fr all ther events: frm 7 September 2018 t midnight 6 September 2019 (regardless f the time zne) INDIVIDUAL ATHLETES Individual Athletes can qualify in ne f fur ways: 1. Autmatically by achieving the Entry Standard within the qualificatin perid in accrdance with criteria decided by IAAF 2. Based n the finishing psitin at designated cmpetitins as fllws (in these cases the athletes shall als be cnsidered as having achieved the Entry Standard): The Area Champins in all the individual events (except fr the Marathns). Hwever, in the case f 10,000m, 3000mSC, Cmbined Events, Field Events and Rad Events, the entry will be subject t the apprval f the Technical Delegates, based n the athlete s level. The Member Federatin f the Area Champin will have the ultimate authrity t enter the athlete r nt, based n its wn selectin criteria. Fr details see later. Fr the 10,000m, the tp 15 athletes finishing in the senir Men s and Wmen s races at the IAAF Wrld Crss Cuntry Champinships Aarhus Fr the Marathns, the tp 10 finishers at the IAAF Gld Label Marathns held in the qualificatin perid. 3. By Wild Card as: Reigning Wrld Outdr Champin Winner f the 2019 IAAF Diamnd League Leader (as at clsing date f the qualificatin perid): IAAF Hammer Thrw Challenge IAAF Race Walk Challenge IAAF Cmbined Events Challenge

2 If bth are frm the same cuntry, nly ne f the tw athletes can be entered with this Wild Card. If a Member Federatin has fur athletes in ne event as a result f this regulatin, all fur will be permitted t cmpete. 4. As a result f being amng the best ranked athletes as per the IAAF Tp Perfrmance within the respective qualificatin perids. This des nt apply t the 10,000m, Marathns and Race Walks where entries will cntinue t be administered by Entry Standards nly. Individual Athletes Ranking Prcess Fllwing the end f the qualificatin perid, the IAAF shall assess the number f athletes having qualified in accrdance with 1, 2 and 3 abve, plus the unqualified athletes. In rder t reach the established ideal number f athletes by event, respecting the maximum quta by Member Federatin, the IAAF shall then identify the athletes qualified by virtue f their psitin in the tp perfrmance lists. The IAAF shall, within 24 hurs f the clsing f the Qualificatin Perid, ntify the Member Federatins cncerned by t the fficial address (xxx@mf.iaaf.rg) and replies shall be expected within 24 hurs. Upn refusals r cancellatins, the next eligible athlete will be identified at the sle and exclusive discretin f the IAAF. RELAY TEAMS Each Member Federatin will be allwed t enter ne qualified team in each relay event, subject t the belw. A ttal f six athletes may be entered and these must include the individual athletes (up t fur) entered in the respective individual event (100m and 400m). This des nt apply t the Mixed 4x400m. Relay Teams can qualify in ne f tw ways: 1. First ten (twelve in the Mixed 4x400m) placed teams at the 2019 IAAF Wrld Relays. 2. Be ne f the best ranked teams at the end f the qualificatin perid t fill the remaining places (six r fur). Fr the purpse f being ranked, the results f relay races shall be valid nly n cnditin that they are part f a cmpetitin staged in cmpliance with IAAF Rules and that at least tw different internatinal teams, representing at least tw cuntries, cmpete in the race. Relays Ranking Prcess Fllwing the end f the qualificatin perid and knwing the Relay Teams that have qualified frm the IAAF Wrld Relays 2019 and thse eventually entered by the Hst Cuntry, the IAAF shall identify the teams qualified by virtue f their ranking psitin (accrding t the best perfrmances in the whle qualificatin perid). The IAAF shall, within 24 hurs f the clsing f the Qualificatin Perid, ntify the Member Federatins cncerned by t the fficial address (xxx@mf.iaaf.rg) and replies shall be expected within 24 hurs. UNQUALIFIED ATHLETES The participatin f unqualified athletes (including hst cuntry) shall be administered as fllws: Members wh have n male and/r n female athletes wh have achieved the Entry Standard r cnsidered as having achieved the Entry Standard (see abve) r qualified relay team, may enter ne unqualified male athlete OR ne unqualified female athlete in

3 ne event f the Champinships (except the Rad Events and Field Events [see belw], Cmbined Events, 10,000m and 3000m Steeplechase). Members whse best athlete excels in a Field Event r Rad Event, may submit t the IAAF the name f their athlete whm they wuld like t enter tgether with their best perfrmance during the qualificatin perid. The Technical Delegates will decide whether r nt t accept such entry and, t d s, may seek the pinin f the relevant Area Assciatin. If the Hst Cuntry des nt have an athlete wh has achieved the Entry Standard in an event, r a qualified Relay Team, it may enter ne athlete (r Relay Team) in that event, with the exceptin f the Cmbined Events and Field Events where the abve shall apply. In all cases the name and event f the unqualified athlete must be submitted n later than 26 August 2019 t events@iaaf.rg. Fr Marathns and Race Walks, IAAF publishes n its website a list f curses and cmpetitins that cmply with the belw. Marathns Perfrmances fr qualifying purpses may nly be achieved n a curse measured by an IAAF/AIMS Grade A r B Internatinal Rad Race Curse Measurer with the measurement certificate established n mre than 5 years befre the date f the race. The verall decrease in elevatin between the start and the finish shall nt exceed 1:1000, i.e. 1m per km. The cntact address fr any matters related t qualifying marathn curses is alessi.punzi@iaaf.rg Race Walks Perfrmances achieved at Race Walk Events staged at Internatinal Cmpetitins defined under IAAF Rule 1.1(a), (b), (c), (d), (e), (f), (g) r (j) are valid twards the achievement f the Entry Standards prviding the fllwing cnditins (where applicable) are respected: the curse is measured by an IAAF/AIMS Grade "A" r "B" Internatinal Rad Race Curse Measurer with the measurement certificate established n mre than 5 years befre the date f the race; a minimum f 3 Internatinal r Area Race Walking Judges are n duty. Perfrmances achieved at Internatinal Cmpetitins defined under IAAF Rule 1.1 (i), r at Natinal Cmpetitins, are valid twards the achievement f the Entry Standards ONLY if the Member Federatin cncerned submits a specific applicatin t the IAAF. The applicatin letter, indicating the date, venue and prgramme f events f the Cmpetitin, must cnfirm that the abve cnditins will be respected. It must be submitted befre the race n the Applicatin Frm prvided in the Dha 2019 IAAF Circular Letter. Exceptinally, in accrdance with IAAF Rule 147, perfrmances achieved in events f 5000m and 10,000m may be accepted in circumstances where there were insufficient athletes f ne r bth genders cmpeting t justify the cnduct f separate races and there was n pacing r assistance given by an athlete(s) f ne gender t an athlete(s) f the ther gender. If applicable, Member Federatins must submit a specific request t the IAAF Cmpetitins

5 Department prviding the dcumentatin as required. Perfrmances which are wind assisted r fr which a wind reading is nt available shall nt be accepted. Hand timing perfrmances in 100m, 200m, 400m, 800m, 110m/100m Hurdles, 400m Hurdles and 4x100m Relay will nt be accepted. Indr perfrmances fr all field events and fr races f 200m and lnger, will be accepted. Fr the running events f 200m and ver (including cmbined events), perfrmances achieved n versized tracks shall nt be accepted. Fr the Race Walks track perfrmances (20,000m r 50,000m) shall be accepted; perfrmances achieved in cmpetitins cnducted with the penalty zne (pit lane) rule shall be accepted. Fr the Cmbined Events at least ne f these cnditins must be met: The wind velcity in any individual event shall nt exceed plus 4 metres per secnd. The average wind velcity (based n the algebraic sum f the wind velcities, as measured fr each individual event, divided by the number f such events) shall nt exceed plus 2 metres per secnd. The Area Champin (in each individual event t be cntested at the Wrld Champinships) autmatically qualifies fr the Wrld Champinships, irrespective f whether his perfrmance has reached the Entry Standard. This des nt apply t 10,000m, 3000mSC, Cmbined Events, Field Events and Rad Events where the entry f the athlete will be subject t the apprval f the Technical Delegates. 2. The Area Champin shall be the ne wh has achieved the title either in 2018 r The Member Federatin f the Area Champin will have the ultimate authrity t enter the athlete r nt, based n its wn dmestic standard r qualificatin system. 4. If the Member Federatin f the Area Champin enters the athlete, he will be cnsidered as having achieved the Entry Standard. 5. If the Area Champin, fr whatever reasn, is nt entered, his quta will nt be delegated t the secnd placed athlete and the nrmal entry rules and cnditins apply.

6 6. Fr thse Area Champinships that d nt have certain events, the Area Assciatins can rganise alternate Area-specific event Champinships with cnditins cnfrming t Area Champinships Regulatins. The IAAF shall be ntified f such alternative Champinships at least ne mnth in advance f the events being held.
