2 Introduction 1 This selection policy has been agreed by Triathlon Scotland and Commonwealth Games Scotland (CGS). It provides detail on the process by which Triathlon Scotland will arrive at athlete nominations, which will be submitted to CGS for consideration, for final selection to Team Scotland for Gold Coast Achievement, by an athlete, of individual selection standards, detailed in this document, is therefore the first step by which nomination can be considered. The final decision in selection to the 2018 Games lies with CGS. 2 Triathlon Scotland will nominate only those athletes that have qualified under both the triathlon Specific Selection Standards stated below, and the CGS General Selection Policy (available on the CGS website) that should be read in conjunction with these standards. 3 Entry numbers per event and the overall number of athletes are in accordance with Commonwealth Games Federation (CGF) agreed numbers. If more athletes achieve the standards Triathlon Scotland will prioritise in accordance with the Sport Specific Selection Standards. CGS have assured a total of 3 places to triathlon (not including para-triathlon) subject to meeting the sport specific selection criteria. Any additional places will be subject to CGS Selection Committee discussions in February Team Scotland General Selection Policy Aim 4 Scotland selects a team that performs with distinction in 2018, achieving our highest ever number of medals at a Games out with Scotland and overall have a higher percentage of athletes meeting the selection standards when competing at these Games than in This Triathlon Scotland policy is consistent with the above aim. Athlete Eligibility 6 The eligibility criteria of the CGF, Article 24, must be met by all nominees, see Appendix 1. 7 Where prospective team members do not automatically comply with the above, in terms of birth or parents birth, they will only be nominated for final selection if they receive prior approval from the CGF under their guidelines. No applications will be considered after 1 March 2017 to allow any case sufficient time for review and any submission to the CGF. Games Competition Format 8 The triathlon competition comprises of the five separate triathlon events at the 2018 games which are:

3 Male Individual Sprint Distance Female Individual Sprint Distance Team relay event (team comprises of 2 male / 2 female) Male Para-triathlon PT1 Female Para-triathlon PT1 9 Individual and Relay: The maximum team size is 6, made up of three male and three female athletes.. 10 Para Triathlon: The maximum team size is four made up of two male and two female athletes. Sport Specific Selection Standards Selection period 1 January February Phase 1 Individual Sprint Distance Race: Selection period 1 January October 2017 Athletes for nomination will be considered under: medal potential medal support potential top With the exception of medal potential there is no priority order for the above therefore the decision to nominate will be to maximise potential performance. Individual Sprint Race Distance 12 Medal Potential: Two top four placings within Commonwealth competitors and finishing less than or equal to % of the overall race winner s time, in a World Triathlon Series (WTS) race (both standard and sprint distances) 12.1 If more than three athletes achieve the standard, then the athletes finish order at the WTS Grand Final - Rotterdam 2017 will be used to decide nomination. 13 Medal Support: Consideration will be given by CGS to selecting athletes if they are entered for the sole reason of providing support to a named athlete in a race of a tactical nature. The named athlete must be a potential medal winner and been selected under clause 12. Support athletes nominated under this category must be identified as such and meet general criteria of showing validated objective evidence of ability to perform this role. A separate written agreement to perform this role will be required at the time of nomination. Triathlon Scotland must discuss with CGS, not later than four months in advance of nominations, if any athlete is likely to be proposed on this basis Athletes being considered for a medal support role will be required to show evidence of consistent ability to perform at the standards required to support the identified medal potential athlete.

4 13.1 Athletes who meet the requirements for this type of role will be notified by Triathlon Team Management no later than 1 July Top 6 Potential: Selection to indicate potential to perform at top 6 in the Commonwealth Games Individual event will be prioritised with 14.1 taking priority over Athletes who achieve one top 8 finish from Commonwealth competitors and finish less than or equal to % of the overall race winner s time at WTS event Athletes who have achieved one or more of the following results will be considered along with evidence of individual performance standards in relation to a top 6 Commonwealth athlete (based on discipline specific analysis of WTS sprint racing, including the BTF ELO and WITTW models). Top 5 overall Commonwealth Competitors at an ITU World Cup and finish less than or equal to % of the overall race winner s time Top 10 ETU Sprint Championships 2017 and finish less than or equal to 102.5% of the overall race winner s time Top 3 overall in an ETU Cup Individual Medallist at U23 World Championships in Rotterdam 2017 Individual Medallist at Junior World Championships in Rotterdam The results in 14.2 do not have a priority order A maximum of two athletes will be nominated at this stage 15 Phase 2 remaining places: Selection period 1 November January Individuals: Any athlete who has met the individual selection criteria ( ) will be considered for nomination (selection period 1 Jan Jan 2018) Team Relay: Athletes who have been selected through Phase 1 will be included in the Team Relay. Additional athletes may be nominated as a relay team athlete, these athletes should make themselves available for selection for Nottingham BTF Team relays 2 nd September In order to be nominated an athlete must show validated objective evidence of: Prior agreed performance at identified super sprint or sprint distance race(s) and show a prior agreed level of individual discipline standards (based on discipline specific analysis of relay racing including World Team Relay Championships). and

5 will be required to attend an assessment camp (overseas) in January 2018 and other training camps between 1 November 2017 and 15 January 2018 to give final evidence of their suitability for Relay Support In the case that the number of athletes selected for individual events are enough to fill the relay team additional athletes will not be nominated for selection unless the relay team can demonstrate medal potential Relay team athletes will not be nominated for selection unless the relay team can demonstrate top 6 potential With the exception of medal potential there is no priority order for 15.1 and 15.2 therefore the decision to nominate will be to maximise potential performance. 16 Para-triathlon: Selection Period 1 January October Para Sport athletes must have an international IPC classification and license confirmed or for review beyond April CGS will receive from CGF qualification slots for PT1 based on the IPC World rankings database between 31 October 2016 to 31 October The IPC World ranking database will be adjusted to recognise a maximum of 2 athletes per CGA nation to allocate nine slots per event Athletes named in a qualification slot will only be considered for nomination to CGS by Triathlon Scotland where they demonstrate top 6 potential within the selection period, 1 January 2017 to 31 October Selection process 17 Athletes are required to demonstrate commitment to the Triathlon Scotland performance programme objectives and Scottish team s performances in their given event. 18 All nominated athletes must have completed the required Anti-doping education. 19 Races altered in terms of distance and/ or discipline (i.e. If a triathlon is made a duathlon) will not count for nomination 20 Any athlete who is selected at end of phase 1 would be expected to prove form by completing monitored sessions in accordance with their training structure. 21 Triathlon Scotland will send their initial two nominations to CGS, in priority order, by 17 November 2017 and final nominations, in priority order, by 5 February CGS will confirm initial team selections by 1 December 2017 and final selections by 20 February 2018

6 22 Final selection to the Games team is dependent on receipt of relevant information required by CGS such as completion and signing of the CGF Eligibility form and CGS Team Member Agreement. De-selection 23 Antidoping: Athletes suspended by their Governing Body as a result of ongoing or concluded anti-doping violation allegations, will not be considered for selection, and if previously selected will be deselected from the Gold Coast 2018 team. 24 Injury Management : Where injury issues are identified at or after selection, a fitness test may be used to determine that the athlete is capable of performing to the level that they were selected for the Games. The format will be determined by CGS after discussion with the Triathlon Scotland Team Management. This will be specific to triathlon and the athlete s condition and may include input from CGS medical staff. Any selection or de-selection decision, following such a test, will be final. 25 Athletes in breach of CGS policies, code of conduct and team agreement may be deselected. Appeal Process 26 An appeal against non-nomination to CGS by Triathlon Scotland is entirely a matter for the athlete and Triathlon Scotland. This should be held in accordance with Triathlon Scotland s own appeal procedures, but taking into consideration only the CGS selection policy and agreed sport specific selections standards and conditions. 27 Triathlon Scotland will notify all potential individual nominees (including Paratriathlon) in writing of the athletes nominated to CGS by 7 November Athletes who have not been nominated may appeal against their non-nomination. This must be a written appeal, following the Triathlon Scotland appeals process and be submitted to and received by the Triathlon Scotland Chief Executive Officer at the TS office by 12:00 on 10 November Any appeal will be considered on 13 November 2017 with athletes informed, in writing, of the outcome on the 15 November Triathlon Scotland will notify all potential nominees in writing of the athletes nominated to CGS by 24 January Athletes who have not been nominated may appeal against their non-nomination. This must be a written appeal, following the Triathlon Scotland appeals process and be submitted to and received by the Triathlon Scotland Chief Executive Officer at the TS office by 12:00 on 29 January Any appeal will be considered on 31 January 2017 with athletes informed, in writing, of the outcome on the 2 February An appeal against CGS non-selection on behalf of an athlete may only be submitted by Triathlon Scotland and not by any individual athlete. If an appeal is submitted to CGS by Triathlon Scotland, a CGS Appeal Panel will consider the case along with any additional information provided. The appeal must be made in writing within one week of notification of selection outcomes to Triathlon Scotland by CGS.

7 Appointment of Team Staff 30 A Team Manager will be appointed by CGS in consultation with Triathlon Scotland by April The final complement of triathlon team staff attending the Games will ultimately depend upon team numbers and composition and will be determined by CGS in consultation with Triathlon Scotland. This will include different categories of accreditation and access to the Games Village and other secure areas.

8 ARTICLE 24 Eligibility Appendix 1 1. Subject to Article 24(2), as a condition of entry to compete in the Commonwealth Games, all athletes must be citizens or subjects of the Commonwealth Country that enters them and must: (a) (b) not be currently under disqualification or suspension by the Federation, or their respective Affiliated Commonwealth Games Association (CGA) or International Federation (IF) or under the World Anti Doping Code; comply with all applicable rules and regulations of the Federation, their respective IFs and the World Anti Doping Code as may be modified and applied by the Federation to ensure that the overriding principles of the Commonwealth Games are observed. 2. Subject to Article 24(3), where an athlete was born in a Commonwealth Country that has common citizenship/passport with other Commonwealth Countries, the athlete may initially represent either the athlete's Commonwealth Country of birth; or the Commonwealth Country of birth of his or her father or mother that shares the same citizenship/passport. 3. After having represented one Commonwealth Country at the Commonwealth Games, an athlete may not represent another Commonwealth Country unless he or she receives the approval of the Federation, the relevant IF and the affiliated CGAs of the two Commonwealth Countries concerned. Applications under this article must be submitted to the Executive Board at least 12 months prior to the commencement of the Games. 4. It is the responsibility of all affiliated CGAs to ensure that their athletes are fully aware of and comply with the eligibility rules of the Federation. 5. The Executive Board will have the power to waive the provisions of Articles 24 (1-3) in its discretion. In relation this clause, the CGF Executive Board at its meeting in August 2004 gave the following guidelines: If an athlete has previously represented a country at a Commonwealth Games they may continue to represent that country at future Games. Athletes wishing to compete for a country on the basis of residency must show they have resided in that country for five years immediately prior to those Games. Further guidelines were given in August 2005 as follows: Athlete Eligibility - Athlete Dispensation Criteria The General Assembly noted the Executive Board s decision that in accordance with Article 25 (5) dispensations would be granted to athletes where common passports exist in that an athlete may represent the new country subject to having fulfilled all the requirements of the relevant International Federation.
