With competition for junior, open and masters athletes covering track, field, relay and multi-events. Our championships are a stepping stone towards national-level competition, giving you the chance to earn Victorian team selection and represent your state against Australia s best. 1. TIMETABLE & PROGRAM FOR CHAMPIONSHIPS 3.1 Draft timetables for all championships can be downloaded from the Athletics Victoria website: The final timetable of events will be available approximately one week prior to the championships. 4. CONFIRMATION OF ENTRY 4.1 Athletes will receive instant confirmation of entry via upon completion of online entry. Any enquiries regarding entries into any championship prior to competition day shall be made to the Athletics Victoria office or 4.2 Any enquiries regarding entries, Check In or Call Room at the Championships on the days of competition shall be made to the Administration Delegate. 5. CHAMPIONSHIPS RULES 5.1 All events will be conducted in accordance with IAAF, Athletics Australia & Athletics Victoria rules. 5.2 Underage athletes entered in championships must be under the age as at December 31 in the year of competition. Please refer to the below table for reference: Age Group Table Age Group Table Year of Birth Under 14 1 Jan Dec 2003 Under 16 1 Jan Dec 2001 Under 18 1 Jan Dec 1999 Under 20 1 Jan Dec 1997 Open 1 Jan An athlete may not enter the same or similar events in more than one junior or masters age group on the same weekend. Note: the 1500m Walk, 3000m Walk & 5000m Walk; 110m Hurdles, 100m Hurdles, 90m Hurdles, 80m Hurdles and 60m Hurdles; 200m Hurdles, 300m Hurdles and 400m Hurdles and the 2000m & 3000m Steeple are classified as similar events. 5.4 Athletics Victoria will conduct a scheduled championship event where one or more entries have been received, but reserve the right to combine the event with similar events on the same program. If less than four competitors report on the day for an event, the Competition Director of the meeting may, combine the event with a similar event being conducted on the same day. The effected athletes will be notified as soon as possible. Separate medallions will be awarded in all cases where events have been combined. 5.5 For all AV Championship field competition U16, U15 and U14 will get 3 attempts with the top 8 getting 1 extra attempt. For Open, U20, U18 and U17 age groups will get 3 attempts with the top 8 getting 3 more attempts. 5.6 All entrants, including those from country Victoria and interstate will be required to contest all rounds of the championships. IAAF Rule will be in operation and athletes must familiarise themselves with this ruling. 5.7 Athletes wishing to use private implements must lodge them with the Technical Officer on duty at least two hours prior to the scheduled start time of their event on the day of competition. 5.8 Athletes must compete in their correct club uniform with their current official bib numbers (as supplied by Athletics Victoria) firmly affixed to the back and front (except in HJ and PV who may use one bib number). The bib number and any of Athletics Victoria s sponsors must be clearly visible at all times in line with IAAF Rule 5.9 No number other than the official registration bib and substitution numbers supplied by Athletics Victoria shall be permitted For identification by the photo finish cameras, athletes running in events over 400m will be issued with leg numbers which they must clearly display on their right hip/thigh area. 12 AV SUMMER HANDBOOK

17 VICTORIAN CHAMPIONSHIPS 5.11 Where possible, the number of finalists in events will be as follows: Event No. Finalists 100m, 200m, 400m, 800m & Hurdles m m, 5000m & Steeplechase 15 All Field Event 8 Walks 25 Note: Taking safety factors and timing into account, Athletics Victoria reserves the right to change the number of finalists in events. Start heights for High Jump and Pole Vault are set by Athletics Victoria and listed on the Athletics Victoria website. Any changes will be notified to athletes Any athlete who competes in any round of an event in a championship, and qualifies for a subsequent round, but withdraws without a signed medical certificate, will not be permitted to compete in any event conducted by Athletics Victoria for a period of 14 days from the date of the event in which the athlete failed to compete (Athletics Victoria Bylaw 10.11). The athlete may also be denied entry into any other event sanctioned by Athletics Australia. The medical certificate does not have to be produced for the athlete to scratch from the event, but must be produced within seven days or before the next event the athlete competes in (whichever is the sooner) to the Athletics Victoria office or ed to summer@athsvic.org.au. If the medical certificate is produced during the championship it must be given to the Administration Delegate. 6. ATHLETE CHECK-IN 6.1 All athletes must report to the TECHNICAL INFORMATION CENTRE (TIC) formerly called ATHLETE CHECK-IN and sign the check-in sheet at least one hour before the scheduled starting time of the first round of their event. They must then report to the CALL ROOM for their event, dressed in their competition uniform and ready to compete, no later than the times stated below, Athletes failing to do so will be disqualified from the event. 6.2 In the case of insufficient athletes checking in: a. Where heats, semis and finals have been scheduled in the timetable. If insufficient athletes report to the TIC by the required time for heats requiring progression to semi finals, then the semi finals shall be cancelled with the heats run at the heat time. b. Where heats, semis and finals or heats and finals only have been scheduled in the timetable. If insufficient athletes report to the TIC for the need to conduct heats or semi finals, then only the athletes who reported and signed in will progress to the final. The final will be held at the scheduled time unless otherwise specified by the Championships & Special Meets Committee. Note: For Athletics Victoria Junior and Schools Championships, finals will be held at heat time. 6.3 Field athletes must check in personal equipment at least two hours before the start of their event. Refer to rule Medallions will be presented to competitors placed first, second and third. Victorian Championship medallions shall be reserved for the best three placed Victorian competitors. CALL ROOM 7.1 All athletes are required to report to the CALL ROOM prior to any event in which they will compete (heats, semi-finals and finals), dressed in their competition uniform and ready to compete. 7.2 The closing times for reporting to the CALL ROOM prior to the scheduled time of an event are: EVENT Pole Vault High Jump & All throws Long Jump & Triple Jump Hurdles & Steeplechase All other track & relays events CLOSING TIME 70mins 45mins 35mins 35mins 25mins 7.3 Please note that ONLY ATHLETES and approved OFFICIALS will be allowed in the Call Room. 7.4 In the Call Room athletes will be marshalled and their competition uniforms, bib number(s), hip numbers (if applicable), shoes and other equipment checked to ensure they comply with competition rules. Once athletes have checked-in at the Call Room, they are not permitted to leave the Call Room until they proceed to the start of the event, accompanied by a marshal. Athletes who do not proceed to the start of the event accompanied by a marshal will not be allowed to compete, unless they had received prior approval. 7.5 If an athlete is likely to have a clash of events, the athlete must notify the Call Room of this at the time of reporting in for the first of their scheduled events. 8. ADVANCEMENT TO SEMI FINALS & FINALS 8.1 The heats, quarter-finals and semi-finals shall be arranged by the appointed Administration Delegate. The following advancement rules shall, in the absence of extraordinary circumstances, may be used to determine progressions for each round of track events: a. Events up to and including 800m: HEATS PROGRESSION RULE 2 First three in each heat and next two fastest time qualifiers (8) 3 First two in each heat and next two fastest time qualifiers (8) 4 First three in each heat and next fastest four time qualifiers go into semi final (16) 5 First three in each heat and next fastest nine time qualifiers go into three semi finals (24) 6 First three in each heat and next fastest six time qualifiers go into three semi finals.(24) b. Semi Finals SEMI FINALS 2 3 c. 1500m: HEATS PROGRESSION RULE First three in each semi final and next fastest two time qualifiers go into final (8) First two in each semi final and next fastest two time qualifiers go into final (8) PROGRESSION RULE First four in each heat and next fastest four time qualifiers go into final (12) First three in each heat and next fastest three time qualifiers go into final (12) First two in each heat and next fastest four time qualifiers go into final (12) d. 3000m, 5000m, 3000m Steeple: HEATS PROGRESSION RULE First five in each heat and next fastest five time qualifiers go into final (15) First four in each heat and next fastest three time qualifiers go into final (15) First three in each heat and next fastest three time qualifiers go into final (15) 8.2 In the event of progression to a subsequent round being decided on time, where more than the required number of competitors have the same qualifying time and where the number of qualifiers exceeds the number of lanes available, Athletics Victoria reserves the right to limit the field to less than the number of lanes available. 14 AV SUMMER HANDBOOK

PROTESTS 9.1 Any protest regarding the competition, shall in the first instance be made orally to the appropriate referee by the athlete or by a person acting on his/her behalf, within 30 minutes of the official announcement of the result. 9.2 The referee may decide on the protest or may refer the matter to the Jury of Appeal. If the referee makes a decision, the athlete may appeal to the Jury of Appeal within 30 minutes of the Referee s decision. 9.3 The appeal must be in writing, on the appropriate form signed by the athlete or a responsible official on behalf of the athlete and submitted to the Competition Secretary/Administration Manager. 9.4 The protest must be accompanied by a deposit of $50 which will be forfeited if the protest is not upheld (IAAF Rule 146). Protest forms are available from Administration. 10. RECORDS Athletes wishing to claim records should: a. Obtain a record application form from Administration. b. Ensure that all sections have been signed by the appropriate officials. c. Lodge the completed form with the Competition Secretary in Administration. 11. SPIKES 11.1 At Lakeside Stadium, Albert Park: The part which projects from the sole or heel must not exceed 6mm for track events and 9mm for all field events. Pyramid and Christmas tree spikes are permitted. Needle or pin spikes are not permitted At other venues: Spike size (and if they have to be conical) will be noted in the event information online. 12. INVITATION ATHLETES 12.1 Interstate athletes are eligible to compete at Victorian Championships provided they are a current financial member of their State or Territory association. International competitors are also eligible to compete by invitation; however they must be a current Member of a club affiliated with the governing body for athletics in their country. 13. CLUB DUTY ROSTER 13.1 Clubs must provide helpers for each Victorian Championship conducted. Clubs failing to comply may be fined $200 per Championship The times for which helpers are required will be assigned by Athletics Victoria. The same helper can work consecutive sessions. These times will be supplied to clubs with the details of their required numbers Clubs must notify Athletics Victoria of the names and s of their club helpers no later than one week before the Championship Club helpers must sign in with the Controller of Officials, where they will be allocated duties. 14. ELECTRONIC DEVICES 14.1 The use of mobile phones, pagers, portable media device or similar electronic devices is not permitted. They must not be taken into the competition area at any time during a Victorian Championship An athlete can be suspended from competition by the event referee for an infringement of Rule The competition area is defined as the Call Room, Post Event and the Main competition area (inside the fence line). If any other areas are used for competition the Championships & Special Meets Committee will advise what constitutes the competition area. AV SUMMER HANDBOOK

ADDITIONAL RULES PERTAINING TO THE TRACK & FIELD RELAY CHAMPIONSHIPS 15.1 In the case of underage relays, all members of the relay team must be under the appropriate age as of December 31 in the year of competition Team managers must confirm and submit their team list in running order at the Technical Information Centre (TIC; formerly Check In ) AT LEAST 90 MINUTES before the scheduled starting time of the event that their team is running in Up until 30 minutes before the scheduled starting time of the event, changes will be accepted to the running order. No changes will be accepted after this time without a medical certificate to prove an athlete cannot compete. If the appropriate medical certificate is supplied an athlete can be substituted, but there can be no change to the running order Once a relay team has started in a competition, only two athlete substitutes may be used in the composition of the team for subsequent rounds. Teams must be of same gender in order to be eligible for competition Competing athletes must represent their first claim club in all Championship events except in the special case of the Victorian Track & Field Relay Championships. In the Victorian Track & Field Relay Championships, an athlete affiliated first claim with a country club may compete with another team for which they are an affiliated second claim member provided that: a. The athlete has an official letter from his/ her first claim club giving permission for the athlete to compete. b. The athlete has previously competed for the second claim club on at least three occasions in the season in which the Championships are held. Athletes qualifying under Rule 5.3 must wear the official registered uniform of their first claim summer club, with their current bib numbers, as supplied by Athletics Victoria, securely fixed at the four corners to their competition uniform. They shall be worn visibly on the breast and back. The whole of the number including any sponsors name and/or logo must be clearly visible at all times. Athletes failing to do so will not be permitted to compete. This also includes the presentation ceremony If on the day there are insufficient starters to conduct heats, the final will be held at the scheduled time of the final. If there are insufficient starters to conduct heats, semi finals and finals, the semi finals will be eliminated, heats will then be run at the time of the heats and the final will be run at the final time The four competing members of a disqualified team will be ineligible to compete further in that event. 16. ADDITIONAL RULES PERTAINING TO THE MULTIPLE EVENT CHAMPIONSHIPS 16.1 Combined Events athletes must report to the Call Room for the first event of each day of competition The Combined Events referee is in charge of the Combined Events and will notify the athletes at the completion of each event when the next event will start Athletes must notify the Combined Events Referee if they are intending to withdrawal form the competition Any athlete who fails to make a start or trial in any of the scheduled events of the competition shall not be permitted to take part in subsequent events, and shall be considered to have abandoned the competition. The athlete in this case shall not figure in the final place classifications In all track events a competitor will be disqualified when he/she has recorded two false starts in an event (IAAF Rule 162.7) Only one system of timing may apply to each track event of a Multiple Event. Therefore if there is a failure of the electronic timing for an event or heat of an event, the times for all heats in that event of the Multiple Event shall be hand times. 16 AV SUMMER HANDBOOK

21 VICTORIAN CHAMPIONSHIPS 16.7 All combined event competitions shall be scored using formulae or tables from the IAAF Handbook (2013 Edition) of scoring tables for men s and women s Combined Events competitions, with no alterations for age groups The Combined Events for the Open age group will be as per IAAF rule 200. 28 AV SHIELD AV Shield is the cornerstone competition for club athletes throughout the state of Victoria with seven zones, made up of four metropolitan and three country zones. AV Shield caters for all athletes of any ability level, age or gender. For the 2014/15 season AV Shield will now include ten (10) rounds of competition plus an AV Shield Final with the introduction of a Zone vs. Zone competition within the new AV Shield structure. The new competition pathway will allow for a greater level of competition with three (3) zone rounds, an AV Shield Final and Zone Final that will be sanctioned competition (therefore all performances will be recorded and eligible for selection purposes). These sanctioned meets will provide a higher level of competition with a stronger pool of athletes, officials and a greater overall experience for clubs and members. The Zone Final will operate in memory of Alan Glover and a perpetual trophy will be presented to the winning zone. METRO ZONES Blue Zone Red Zone White Zone Yellow Zone COUNTRY Ballarat Bendigo Geelong 1. GOVERNING RULES 1a. AV Shield competition shall be conducted in accordance with IAAF rules. The only exceptions and qualifications to the IAAF rules are those stipulated within the 2014/15 Summer Competition Handbook. 1b. Zone Competition shall be given AV Shield status if: i. It follows the events and programs outlined in Rule 5. Any variations must be authorised by the AV Shield Competition Committee. ii. During the 2014/15 season there are ten (10) scheduled rounds of track and field competition, plus the AV Shield Final. 1c. All metropolitan zones must maximise the sharing of competition amongst available and suitable venues. 1d. In the case of any disputes regarding AV Shield competition rules, the AV Shield Competition Committee will be engaged to resolve them. 1e. Athletics Victoria reserves the right to amend rules throughout the duration 2014/15 AV Shield season. 2. REGISTRATIONS 2a. To compete and score points at a given round of AV Shield, an athlete s registration must have been lodged with Athletics Victoria at least five days prior to the date of competition. If an athlete requires a club transfer, or wishes to compete for their second claim club in AV Shield, they must satisfy the requirements detailed within the 2014/15 Athletics Victoria membership terms and conditions to be eligible to compete and score points. 2b. An athlete who misrepresents themselves as another athlete, in the course of competition, will be disqualified. The Competition Manager will investigate any misrepresentation and may impose a penalty on any club where it was determined that the club was aware of any misrepresentation. Details of such transgressions will also be referred to the CEO of Athletics Victoria for further consideration. 24 AV SUMMER HANDBOOK

29 AV SHIELD Where an athlete misrepresents themselves as another athlete and such transgressions are determined or notified to Athletics Victoria outside of the course of competition, Athletics Victoria may retrospectively disqualify that athlete and if appropriate impose a points penalty for any club that was aware or reasonably should have been aware of any misrepresentation. 3. INVITATIONS/TRIALLING MEMBERS/CLUB HELPERS TRIALLING MEMBERS A competitor in an AV Shield event is classified as a Trialling Member if they are not a registered member with Athletics Victoria for the 2014/15 season. Trialling members are restricted to two trial days throughout the AV Shield season and will be charged a $10 fee (per round). Members of a Little Athletics Centre will not be charged a trial fee. All trialling members must report to the administration area before competing. For insurance purposes, non-registered athletes and non-registered Officials are required to complete the Trial Member Form before the commencement of the meet. Zone representatives will be given a list of trialling members after each AV Shield round for them to refer to if they have a trialling member competing at their zone. Once a trialling member has competed twice, they are required to become a member of Athletics Victoria and an Athletics Victoria affiliated club to be eligible to compete. CLUB HELPERS / NON REGISTERED OFFICIALS Club Helpers and non-registered officials are required to sign in at each event on the Official Sign In Sheet. Victorian officials are also required to sign in at each event on the Official Sign In Sheet. INVITATION ATHLETES A competitor in an AV Shield event is classified as invitation if they are one of the following: Registered but not competing in their nominated age group/division at their Zone, or Registered but subject to any other rule which precludes their result from being considered valid for AV Shield purposes. 3a. Country Zones Country Zones may charge an entry fee for all athletes (members & non-members). 3b. There will be no invitation entries granted for events that are held at Lakeside Stadium with exception to athletes from Gippsland Region. 3c. There will be no invitation entries granted at the 2014/15 AV Shield Final. 4. UNIFORM REGULATIONS 4a. Athletes must compete in their current and approved club uniform, with their supplied 2014/15 Athletics Victoria bib numbers firmly affixed to the back and front of their competition singlet or top. Pole vault and high jump athletes are only required to affix one bib number to either their back or front. In line with IAAF Rule 143, the bib number and any of Athletics Victoria s sponsors must be clearly visible at all times. No bib number other than the official Athletics Victoria 2014/15 bib number or Athletics Victoria supplied substitution numbers, shall be permitted. 4b. Dual Athletes may wear their Little Athletics Victoria (LAVic) uniforms at AV Shield. Dual athletes must, however, wear their supplied 2014/15 Athletics Victoria bib numbers. 4c. Athletes may compete in tights, leggings or tracksuit pants, with the exception of walk competitors, who must ensure their knees are visible at all times during competition. 4d. The Competition Manager has the authority to disqualify any athlete from further competition, if the athlete concerned does not comply with Athletics Victoria uniform regulations. AV SUMMER HANDBOOK

32 AV SHIELD 6. TIMETABLE AMENDMENTS Timetables may change throughout the AV Shield season and it is strongly advised that all athletes check the Athletics Victoria website ( prior to each round. The Competition Manager has the discretion on competition day for events to be brought forward progressively. However, events may not be conducted more than 15 minutes earlier than the published time, unless one week s notice has been given to all Secretaries and Team Managers of competing Athletics Victoria clubs. 7. Age Group Calculations i. Clubs shall nominate teams based on the available age groups described here. The AV Shield Committee may allocate Open teams to divisions at each zone. Athletes shall, by default, belong to the age group and hence a team, as per the accompanying Default Age Group calculation. Junior athletes can belong to that age group, or at most, one age group higher. Athletes who wish to compete in a team out of their default age group can only do so by nominating their amended age group to Athletics Victoria (via their club team manager), five days prior to competing in their first competition. The age group in which an athlete contests their first event and round of AV Shield, will be the age group in which they contest all remaining events and rounds of the 2014/15 AV Shield season, unless reallocated as per rule 7a.ii. ii. Clubs will have the option to reallocate athletes within existing eligible teams. Such nominations must be made to AV prior to 5pm on Monday 27th October. They will then compete in this team from round four (4) and for the remainder of the 2014/15 season. The team an athlete finishes the 2014/15 season in will be the team they are eligible to compete in at the Shield Final, providing they have met the individual eligibility requirements. (Refer Rule 17) No rescoring of earlier rounds will be permitted as a result of the team changes. DEFAULT AGE GROUP Open Men & Women: The open age group is for athletes who are 20 years of age or over on the 31st December Men & Women: The 40+ competition is restricted to athletes who are over 40 years of age on the 31st December For the 2014/15 AV Shield season 40+ athletes can compete in the open competition, but must do so for the whole season (i.e. no swapping between open and 40+ teams). Men & Women who are over 50 & 60 years of age on the 31st December 2014 will be permitted to compete as part of the 40+ team. Under 20 Men & Women: The under 20 competition is restricted to athletes aged 18 and 19 years of age on the 31 st December For the 2014/15 AV Shield season under 20 athletes can compete in the open competition, but must do so for the whole season (i.e. no swapping between open and Under 20 teams). 33 AV SHIELD season under 18 athletes can compete in the Under 20 competition, but must do so for the whole season (i.e. no swapping between under 20 and under 18 teams). Under 16 Men & Women: The under 16 competition is restricted to athletes aged 14 and 15 years of age on the 31st December For the 2014/15 AV Shield season under 16 athletes can compete in the Under 18 competition, but must do so for the whole season (i.e. no swapping between under 18 and under 16 teams). Under 14 Men & Women: The under 14 competition is restricted to athletes aged 13 years of age and under on the 31st December For the 2014/15 AV Shield season under 14 athletes can compete in the Under 16 competition, but must do so for the whole season (i.e. no swapping between under 16 and under 14 teams). iii. Relays To contest a relay at AV Shield, athletes must be registered for the 2014/15 season. Athletes may compete outside of their age group in a relay. Under aged athletes may compete in higher under aged relays or Division 1 or 2 relays. Over aged athletes can compete in lower over aged relays or Division 1 or 2. Division 1 and 2 athletes cannot compete in under age or over aged relays. Example 1: an under 16 athlete may compete in an under 18 age group or open relay. Example 2: a 40+ athlete may compete in an open relay. 7b. Women may compete in the men s competition, but must do so for the whole season. Swapping between men s and women s teams will be prohibited. Women must notify AV prior to the start of the 2014/15 season or before their first round of Shield if they want to compete in the men s teams. 8. COMPETITION 8a. In graded competition, athletes will compete in ability sections, regardless of age group, division or gender (where applicable). 8b. Para-Athletes shall compete within the graded competition where possible. 8c. Athletes over the age of 50 or 60 as per rule 7a are permitted to compete as part of the 40+ team using their specific hurdle heights and implement weights as outlined under rule 10c. 8d. Any athlete who is deemed not to have taken due care to abide by grading, may be issued a warning and/or may be disqualified. Warnings and disqualifications are at the discretion of the Track or Field Referees. 8e. In order to compete in the hurdles, steeplechase, pole vault and/or hammer throw, an athlete must be at least 12 years of age as at December , and/or able to demonstrate a sufficient level of competency in the event that they have nominated to compete in. 8f. An athlete may only compete once in a given track and field discipline, at a given round of AV Shield, regardless if they are competing for points or by invitation. Athletes cannot compete in multiple age groups of the same track and field discipline, at the same round of AV Shield. Example: If a male athlete is part of an under 14 team and wishes to throw the under 16 shot put, then he would compete in the under 16 shot put (by invitation) and would not earn points for his club. Subsequently, he would not be able to compete in the under 14 shot put at that round of AV Shield. 8g. The AV Shield Final events will be conducted on a division (Team versus Team) basis, except where is deemed impractical. Any event that requires more than one heat for a given division shall be graded within the division. AV SUMMER HANDBOOK

34 AV SHIELD 8.1 Track Events 8.1a. In track events the order of heats will be determined by the Competition Manager on the day. An announcement will be made to all competitors at the commencement of each round of competition and regularly throughout. If an athlete breaks, then the athlete is allowed to compete by invitation, in another heat. The Starter s Marshal need s to notify the scorers that this athlete cannot score points and is now competing as an invite athlete. 8.1b. At the completion of the graded heats there will be a specific age/gender heat for under 14 and under 16 athletes in all laned events. If an athlete is under 14 and runs in the under 14 age group race then the old rule of two (2) false starts is used. 8.1c. Athletes who are not present to be placed in the appropriate track heat for their ability, may be placed in or after the last graded heat (where permitted by the Track Referee). 8.1d. If time permits, athletes will be allowed one practice start, utilising starting blocks, for all track events. 8.1e. Hurdle events will be run by hurdle height and may be gender mixed. All other laned events will be separated by gender. Women may choose to compete with the men and will score points. No late entries will be accepted. 8.1f. Clubs must nominate the number and grades of their relay teams 30 minutes prior to the event. No late entries will be accepted. Team sheets (with athletes bib number and name) must be submitted within 30 minutes after the finish of the last relay race. If a team sheet is not submitted on time then that team will be given invite status. 8.1g. Relays shall be conducted either on ability or by division. 8.2 Field Events 8.2a. During the sign up period for a field event, only one name per person is permitted. Team Managers can only enter one (1) athlete per event per competition day. Any athlete, who is entered in a heat of an event and does not start, will not be permitted to compete in a later competition of that event unless approved by the Competition Manager or appropriate referee. 8.2b. A maximum of 20 athletes per timetabled field event session will be allowed through the AV Shield rounds. The Field Referee has the discretion to direct otherwise. During the final three (3) rounds, where the Zone vs. Zone competition will take place the Field Referee has the discretion to change the maximum athletes per field event down to fewer athletes. 8.2c. The progressions in the high jump shall be 5 centimetres. Athletes must nominate their minimum starting height when signing in for their event. The starting height for high jump is 1.05m 8.2d. In pole vault competitions, jumpers will be permitted to jump until they are eliminated by posting three (3) consecutive fouled attempts. The starting height for pole vault is 1.60m and will progress in 15cm increments. The minimum age for a pole vaulter is 12 years (as at December 31, 2014). Under 14 competitors must complete a pole vault assessment (to be completed by the Field Referee) prior to competition to prove competency. Athletes must nominate their minimum starting height when signing in for this event. 8.2e. In high jump competitions each athlete will have a maximum of eight (8) attempts unless eliminated with three (3) consecutive fouled attempts. Even with a successful clearance, athletes cannot progress past the height limit set by the timetabled event. 8.2f. In discus, javelin and hammer, all attempts will be pegged and only an athlete s longest throw will be measured and recorded. Except for the following: Athletes wishing to be eligible for AV Knockout in events with a specification i.e. throws and hurdle events will be granted the option to compete once as a club athlete and once as an invitational athlete at AV Shield competition during rounds 1 to 7. For Example: If an under 16 athlete competes using under 18 weights, heights and specifications then those performances will count towards AV Rankings and club points at shield competition. Athletes who wish to take advantage of this ruling must notify AV Shield zone organisers on the day of competition which age group they wish to compete in. 30 AV SUMMER HANDBOOK

35 AV SHIELD Example: If a male athlete is part of an under 14 team and wishes to throw the under 16 shot put, then he would compete in the under 16 shot put (by invitation) and would not earn points for his club. Subsequently, he would not be able to compete in the under 14 shot put at that round of AV Shield. 8.2g. In hammer, performances of fewer than 15m for men and 10m for women, will not be measured and therefore will not be a valid result. The minimum age to compete in hammer is 12-yearsof-age (as at December 31, 2014) any athletes who are 12 or 13-years-of-age should not take part in the hammer throw events unless they have received relevant coaching and advice from an Athletics Victoria recognised coach experienced in throwing events, prior to the day of competition and may be required to complete a competency assessment by the Field Referee. 9. TRACK LANE DRAW & FIELD EVENT ORDER OF COMPETITION 9a. Lane order and allocation is made at the discretion of the Starter s Marshal, except at the AV Shield Final. 9b. At the AV Shield Final, the AV Shield Competition Manager will determine the track lane draws and order of competition in field events. 10. EQUIPMENT 10a. Athletes may use their own implements for field events, provided that such equipment is available to all other athletes in that event. Such equipment should have a Weights and Measurements Certificate. Note: In the case of pole vault events, no competitor shall be allowed to use any other competitor s vaulting pole, except with the consent of the owner. 10b. The following event specifications will be used for AV Shield and the AV Shield Final unless advised otherwise. (See page 30) 11. EXTRA ATTEMPTS 11a. In the horizontal jumps and throws events the Competition Manager will have the discretion to allow a maximum of three (3) extra attempts when time permits. 11b. Only registered members of clubs assigned to the zone of competition shall be eligible for extra attempts. 12. SCORING 12a. A recorded performance, or best performance of recorded attempts excludes disqualification (DQ), no measure (NM), no result (NR), did not finish (DNF) and did not start (DNS). A valid result is a recorded performance by an Athletics Victoria registered athlete, competing for their club in their nominated team at their zone. A valid relay result is a recorded performance where all members of the relay are registered athletes for the club of their team. 12b. Only valid results can score points. 12c. Para-Athlete performances will be amended and ranked within the able bodied performances and score points. 50+ and 60+ athletes competing in 40+ competitions will have their performance amended and ranked. (See chart page 30) 12d. For scoring eligibility, an athlete must compete in their nominated age group, as specified by team managers to Athletics Victoria. Athletes can compete out of their nominated age group, however will be doing so by invitation and will therefore be ineligible to score points. 12e. In AV Shield rounds, athletes will be ranked in an event based on their performance for their recorded age group/division. The ranking order and number of competitors per event shall then determine point scoring for teams. Only valid results will score points. Any athletes, who are in excess of the competitor numbers required by teams entered in an event, will not count for points. Such athletes will however count for eligibility purposes. 37 AV SHIELD 12f. The number of points earned in an event will depend on the number of maximum scoring competitors per team, and the number of teams in the event. COACHING OF ATHLETES DURING COMPETITION In accordance with IAAF rules coaching assistance to competing athletes from within the field of play is prohibited. Exceptions may be granted by the AV Shield Competition Committee. 14. OFFICIALS & CLUB DUTIES 14a. Metropolitan Zones In metropolitan zones, Athletics Victoria will advise of official s availability to all zones. Zones will then appoint key officials and event supervisors for the AV Shield competition; it is up to the zones discretion as to which roles will be filled by these officials. Additionally, all zones will roster metropolitan clubs to provide club helpers for duties at all rounds of AV Shield competition. Athletics Victoria clubs will provide the club helpers in accordance with the roster and numbers specified by each zone; club helpers will assist in conducting the events. An event may only commence when a sufficient number of volunteer officials/club helpers are in place. If a rostered club does not provide the required club helpers (as detailed by Athletics Victoria in 2014/15 Summer Competition Handbook) 15 minutes prior to the scheduled start time of an event, the event will not be held. 38 AV SHIELD each of their competing teams (at the venue, on the day) penalised. Each of the infringing club s teams will have their points score reduced by the penalty score (refer Rule 12. Scoring) multiplied by the number of helpers not supplied. For multiple offences (that are against the spirit of this rule), the club that fails to provide club helpers for their rostered duties shall (at the discretion of the Zone Committee, and in consultation with the AV Shield Competition Committee) be subject to the following penalties: Loss of points as described above; and or A financial penalty of $250; and/or A ban of that Athletics Victoria club s athletes from competing at the next round of AV Shield competition. The Competition Manager shall notify the Club Duty Roster Manager/Team Manager of the club/s that breach Rule 14a, and the imposed penalties will be communicated to all clubs. 14b. In 5000/3000 metre track events, Athletics Victoria clubs must provide a lap scorer for each competing athlete that starts the race. Failure to do so will result in the disqualification of the athlete. 14c. Clubs eligible for the AV Shield Final must provide a number of club helpers for the day that will be determined by the AV Shield Competition Committee. Failure to provide helpers will result in loss of points. Club helpers must sign in with the Officials Manager on the day prior to making their way to the event they are scheduled on. 14d. Country Zones In country zones, the number of officials supplied by an Athletics Victoria club at its venue for AV Shield shall be determined by the local Region Committee. 15. DISPUTES 15a. Protests relating to matters that occur or develop during competition at a given round of AV Shield should be made no later than 30 minutes after the conclusion of the event. 15b. Any protest shall, in the first instance, be made orally to the Referee controlling the event. The Referee may decide on the protest or may refer the matter to the Jury of Appeal. If the Referee makes a decision the athlete has the opportunity to appeal that decision to the Jury of Appeal. The Jury of Appeal will comprise three (3) Athletics Victoria members (each of whom is from Athletics Victoria clubs not involved in the protest) and will be appointed by the Zone Competition Manager. 15c. The appeal to the Jury must be submitted in writing on the approved Athletics Victoria form (available from the Administration Manager), signed by a club representative, and be accompanied by a $50 deposit. The deposit will be forfeited if the protest is considered frivolous by the Jury of Appeal. 15d. The Jury of Appeal s decision is final. 15e. Protest forms will be made available from the Administration Delegate on competition days. 16. NON-COMPLETED COMPETITIONS If a round of competition cannot be completed due to inclement conditions or a situation out of Athletics Victoria s control, which affects the conduct of the competition, the following rules will apply: 16a. A contest for any division shall be considered complete if the number of events finalised in that division equate to 75% or more of the total number of events for that day s program. Athletes who have competed shall count for eligibility purposes. Athletes who have not competed, who wish to have their intention to compete recorded should report in person to either the Track or Field Referee and ask that their name be recorded for the event in which they would have competed. Such athletes shall for the purpose of eligibility be considered to have competed. 34 AV SUMMER HANDBOOK

39 AV SHIELD 16b. For AV Shield Final eligibility purposes, performances in NON completed rounds will NOT be counted. It is up to the Zones discretion as to whether an athlete has fully intended to compete on a competition day that has been cancelled due to reasons out of Athletics Victoria s control. (e.g. extreme weather) The Competition Manager s decision is final. 17. ATHLETE ELIGIBILITY FOR FINALS Eligibility to represent a club in the AV Shield Final shall be determined by an athlete s participation in the preliminary rounds as defined by the following rules: 17a. Evidence of participation in preliminary rounds of competition shall be based on data provided by the AV sanctioned computer scoring system. There is an onus on clubs to check the accuracy of the data generated by this program during the season (within seven days from when results are published on the Athletics Victoria website). A club may ask to inspect the original result sheets if the computer data is considered to be inaccurate. Relay events will contribute to a team s AV Shield point score but will not count towards eligibility for the AV Shield Final. 17b. To compete in the AV Shield Final, an athlete must have a ranking in that event for their nominated age group, and have competed in three (3) completed rounds. Any round that is not completed shall not be included in this calculation (refer to Rule 16). Age group rules (refer to Rule 7) apply for the 2014/15 AV Shield Final. Athletics Victoria will retain the discretion of eligibility for the AV Shield Final. Athletics Victoria s decision is final. i. To be eligible to compete in the walks event for the AV Shield Final, athletes must have a ranking in their age group for a walk event competed in during a program two (2) competition. 17c. Relay teams at the AV Shield Final can be comprised of any athlete who is eligible for an individual event at the Final for that age group, for their club. 17d. Athletes registered first claim to a country region club, to satisfy rule 18b, may count up to 50% of rounds competed in any metro zone AV Shield competition; such competition will not earn any points. Athletes registered first claim to a metro zone club, to satisfy rule 18b, may count up to 50% of rounds competed in any country region AV Shield competition; such competition will not earn any points. Athlete s registered first claim to a metro zone club cannot exercise this right at any other metro zone. Athletes registered first claim to a country region club cannot exercise this right at any other country region. The number of rounds required by the home region of the athlete shall determine the number of rounds required under rule 18b. 17e. The AV Shield Competition Committee has discretion over eligibility. 18. TEAMS FOR THE AV SHIELD FINAL 18a. Eligible teams for AV Shield Final must confirm their intention to compete by 5:00pm Wednesday 21st January. Clubs that are in the AV Shield Final must nominate athletes for the all steeple and walks events, including three emergencies, by 5:00pm Thursday 22nd January b. The Premier team (i.e. top of the ladder) in each Division/Age Group from each Metropolitan Zone will be eligible to contest the AV Shield Final. Additionally, the runners up from each Metropolitan Zone will also be eligible to contest the AV Shield Final. In place of sending an individual club team, a country zone may nominate to send a combined zone team to the AV Shield Final. Combined open age teams, for men and women, will compete in Division Two. 40 AV SHIELD 18c. In the event a club has two open teams competing in the AV Shield Final, the club may not enter more than the number of scoring athletes for that event/age group for two teams. Athletes shall be ranked in performance order, as per rule 12, for scoring. 18d. If a club allows an ineligible athlete to compete in the AV Shield Final, they will lose all points scored by the athlete in the events for which he/ she is ineligible, and points shall be reallocated to other club teams accordingly. In addition, the athlete s team shall be penalised two (2) penalty units from its score for each transgression by each offending athlete. 18e. Tied Finals In the event of a tie at the AV Shield Final, the winning team will be determined by a count back. The team with the most first placed athletes will be deemed the winner. If the two teams can still not be split, the count back will continue to the team with the most second placed athletes and so on until a winning team is found. 19. UNFAVOURABLE WEATHER CONDITIONS In the event of inclement weather conditions on the day of AV Shield competition, any decision to cancel the meet, and/or modify the length or distance of events shall be made by the Competition Manager in consultation with the Referees. The Competition Manager is also empowered to alter the direction of track sprints events, in the event of unfavourable weather conditions. Athletics Victoria members who provide a mobile phone number with their annual registration will receive an SMS notification in the morning if competition is cancelled. Athletics Victoria acts in accordance with Sports Medicine Australia s unfavourable weather guidelines. To view these guidelines in detail, please refer to the Athletics Victoria website ( 18f. Incomplete Finals If circumstances prevail that prevent the completion of the full AV Shield Program, a premiership will be awarded if more than 75% of the program has been completed. Premierships will be awarded to the leading team in each division, based on the scores at the end of the last completed event, prior to when competition ceased. In the AV Shield Final, if less than 75% of the events are not completed, a Premiership will not be awarded. 36 AV SUMMER HANDBOOK

59 ZONE V ZONE AV Shield is the cornerstone competition for club athletes throughout the state of Victoria with seven zones, made up of four metropolitan and three country zones. AV Shield caters for all athletes of any ability level, age or gender. For the 2014/15 season AV Shield will now include ten (10) rounds of competition plus an AV Shield Final with the introduction of a Zone vs. Zone competition within the new AV Shield structure. The new competition pathway will allow for a greater level of competition with three (3) zone rounds, an AV Shield Final and Zone Final that will be sanctioned competition (therefore all performances will be recorded and eligible for selection purposes). These sanctioned meets will provide a higher level of competition with a stronger pool of athletes, officials and a greater overall experience for clubs and members. The Zone v Zone Final will consist of the top three (3) Metro Zones and a combined Country Zone. See Metro Zone v Zone fixtures below. Country Zones will be scored virtually from performances in their zones. 60 ZONE V ZONE 1. GOVERNING RULES 1a. Zone vs. Zone competition shall be held in accordance with IAAF Competition rules. All three rounds will be sanctioned National Permit Events, again in accordance with IAAF Competition rules. 1b. Zone vs. Zone competition results will be given eligibility if: i. It follows the events and programs outlined in rule 5. Any changes or variations must be authorised by the Athletics Victoria Summer Committee. ii. During the 2014/15 season there are three scheduled rounds of track and field Zone vs. Zone competition, plus the Zone Final. 1c. Athletics Victoria reserves the right to amend rules throughout the duration of the 2014/15 Shield season. 2. REGISTRATIONS 2a. To compete and score points at a given round of Zone vs. Zone competition, an athlete s registration must have been submitted and approved with Athletics Victoria at least five days prior to the date of competition. If an athlete requires a club transfer, or wishes to compete for their second claim club in the Zone vs. Zone competition, they must satisfy the requirements detailed within the 2014/15 Athletics Victoria membership terms and conditions to be eligible to compete and score points. 2b. An athlete who misrepresents themselves as another athlete, in the course of competition, will be disqualified. The Competition Manager will investigate any misrepresentation and may impose a penalty on any club where it was determined that the club was aware of any misrepresentation. Details of such transgressions will also be referred to the CEO of Athletics Victoria for further consideration. Where an athlete misrepresents themselves as another athlete and such transgressions are determined or notified to Athletics Victoria outside of the course of competition, Athletics Victoria may retrospectively disqualify that athlete and if appropriate impose a point s penalty for any club that was aware or reasonably should have been aware of any misrepresentation. 2c. To compete and score points at the Zone vs. Zone competitions an athlete must be a registered Athletics Victoria member as per rule 2a. 3. INVITATIONS/TRIALLING MEMBERS/CLUB HELPERS TRIALLING MEMBERS A competitor in a Zone vs. Zone competition event is classified as a Trialling Member if they are not a registered member with Athletics Victoria for the 2014/15 season. Trialling members are restricted to two trial days throughout the Zone vs. Zone competition (included within the AV Shield season) and will be charged a $10 fee (per round). Members of a Little Athletics Centre will not be charged a trial fee. All trialling members must report to the administration area before competing. For insurance purposes, non-registered athletes and non-registered officials are required to complete the Trial Member Form before the commencement of the meet. Zone representatives will be given a list of trialling members after each AV Shield/Zone vs. Zone round for them to refer to if they have a trialling member competing at their zone. For trialling member s eligibility please refer to rule 3e. Once a trialling member has competed twice, they are required to become a member of Athletics Victoria and an AV affiliated club to be eligible to compete. CLUB HELPERS / NON REGISTERED OFFICIALS Club Helpers and non-registered officials are required to sign in at each event on the Official Sign In Sheet INVITATION ATHLETES A competitor in a Zone vs. Zone event is classified as invitation if they are one of the following: Registered but not competing in their nominated age group/division at their zone, or Registered but subject to any other rule which precludes their result from being considered valid for Zone vs. Zone purposes. 56 AV SUMMER HANDBOOK

61 ZONE V ZONE 3a. Metropolitan Zones Athletics Victoria registered athletes will pay $10 (per round) to compete at venues not scheduled for their zone. 3b. Country Zones Country Zones may charge an entry fee for all athletes (members & non-members). 3d. There will be no invitation entries granted for events that are held at Lakeside Stadium with exception to athletes from Gippsland Region. 3e. There will be no invitation entries granted at the 2014/15 Zone Final. 4. UNIFORM REGULATIONS 4a. Athletes must compete in their current and approved club uniform, with their supplied 2014/15 Athletics Victoria bib numbers firmly affixed to the back and front of their competition singlet or top. Pole vault and high jump athletes are only required to affix one bib number to either their back or front. In line with IAAF Rule 143, the bib number and any of Athletics Victoria s sponsors must be clearly visible at all times. No bib number other than the official Athletics Victoria 2014/15 bib number or Athletics Victoria supplied substitution numbers, shall be permitted. 4b. Dual athletes may wear their Little Athletics Victoria (LAVic) uniforms at Zone vs. Zone competitions. Dual athletes must, however, wear their supplied 2014/15 Athletics Victoria bib numbers. 4c. Athletes may compete in tights, leggings or tracksuit pants, with the exception of walk competitors, who must ensure their knees are visible at all times during competition. 4d. The Competition Manager has the authority to disqualify any athlete from further competition, if the athlete concerned does not comply with Athletics Victoria uniform regulations. 5. PROGRAM OF EVENTS See pages TIMETABLE AMENDMENTS Timetables may change throughout the Zone vs. Zone season and it is strongly advised that all athletes check the Athletics Victoria website ( prior to each round. The Competition Manager has the discretion on competition day for events to be brought forward progressively. However, events may not be conducted more than 15 minutes earlier than the published time, unless one week s notice has been given to all Secretaries and Team Managers of competing Athletics Victoria clubs. Competition days are not to start any earlier than 1:00pm, allowing athletes who compete at Little Athletics to take part in the Zone vs. Zone competition. 7. 63 ZONE V ZONE DEFAULT AGE GROUP Open Men & Women: The open age group is for athletes who are 20 years of age or over on the 31st December Men & Women: The 40+ competition is restricted to athletes who are over 40 years of age on the 31st December For the 2014/15 Zone vs. Zone season 40+ athletes can compete in the open competition, but must do so for the whole season (i.e. no swapping between open and 40+ teams). Men & Women who are over 50 & 60 years of age on the 31st December 2014 will be permitted to compete as part of the 40+ team. Under 20 Men & Women: The under 20 competition is restricted to athletes aged 18 and 19 years of age on the 31st December For the 2014/15 Zone vs. Zone season under 20 athletes can compete in the open competition, but must do so for the whole season (i.e. no swapping between open and under 20 teams). Under 18 Men & Women: The under 18 competition is restricted to athletes aged 16 and 17 years of age on the 31st December For the 2014/15 Zone vs. Zone season under 18 athletes can compete in the Under 20 competition, but must do so for the whole season (i.e. no swapping between under 20 and under 18 teams). Under 16 Men & Women: The under 16 competition is restricted to athletes aged 14 and 15 years of age on the 31st v December For the 2014/15 Zone vs. Zone season under 16 athletes can compete in the Under 18 competition, but must do so for the whole season (i.e. no swapping between under 18 and under 16 teams). Under 14 Men & Women: The under 14 competition is restricted to athletes aged 13 years of age and under on the 31st December For the 2014/15 Zone vs. Zone season under 14 athletes can compete in the Under 16 competition, but must do so for the whole season (i.e. no swapping between under 16 and under 14 teams). ii. Relays To contest a relay event at a Zone vs. Zone event, athletes must be registered athletes for the 2014/15 season. Athletes may compete outside of their age group in a relay. Under aged athletes may compete in higher under aged relays or Division 1 or 2 relays. Over aged athletes can compete in Division 1 or 2. Division 1 and 2 athletes cannot compete in under age or over aged relays. Example 1: an under 16 athlete may compete in an under 18 age group or open relay. Example 2: a 40+ athlete may compete in an open relay. 7b. Women may compete in the men s competition, but must do so for the whole season. Swapping between men s and women s teams will be prohibited. Women must notify AV prior to the start of the 2014/15 season or before their first round of Shield if they want to compete in the men s teams. 8. COMPETITION 8a. In graded competition, athletes will compete in ability sections, regardless of age group, division or gender (where applicable). 8b. Para Athletes shall compete within the graded competition where possible. 8c. Athletes over the age of 50 or 60 as per rule 7a are permitted to compete as part of the 40+ team using their specific hurdle heights and implement weights as outlined under rule 10c. 8d. Any athlete who is adjudged not to have taken due care to abide by grading, may be issued a warning and/or may be disqualified. Warnings and disqualifications are at the discretion of the Track or Field Referees. 8e. In order to compete in the hurdles, steeplechase, pole vault and/or hammer throw, an athlete must be at least 12 years of age as at December , and/or able to demonstrate a sufficient level of competency in the event that they have nominated to compete in. 64 ZONE V ZONE 8f. An athlete may only compete once in a given track and field discipline, at a given round of Zone vs. Zone competition, regardless if they are competing for points or by invitation. Athletes cannot compete in multiple age groups of the same track and field discipline, at the same round of Zone vs. Zone. Example: If a male athlete is part of an under 14 team and wishes to throw the under 16 shot put, then he would compete in the under 16 shot put (by invitation) and would not earn points for their zone. Subsequently, he would not be able to compete in the under 14 shot put at that round of Zone vs. Zone. 8g. The Zone Final events will be conducted on a division (Zone versus Zone) basis. 8.1 Track Events 8.1a. In track events the order of heats will be determined by the Competition Manager on the day. An announcement will be made to all competitors at the commencement of each round of competition and regularly throughout. If an athlete breaks, then the athlete is allowed to compete by invitation, in another heat. The Starter s Marshal need s to notify the scorers that this athlete cannot score points and is now competing as an invite athlete. 8.1b. At the completion of the graded heats there will be a specific age/gender heat for under 14 and under 16 athletes in all laned events. If an athlete is under 14 and runs in the under 14 age group race then the old rule of two (2) false starts is used. 8.1c. Athletes who are not present to be placed in the appropriate track heat for their ability, may be placed in or after the last graded heat (where permitted by the Track Referee). 8.1d. If time permits, athletes will be allowed one practice start, utilising starting blocks, for all track events. 8.1e. Hurdle events will be run by hurdle height and may be gender mixed. All other laned events will be separated by gender. Women may choose to compete with the men and will score points. No late entries will be accepted. 8.1f. Clubs must nominate the number and grades of their relay teams 30 minutes prior to the event. No late entries will be accepted. Team sheets (with athletes bib number and name) must be submitted within 30 minutes after the finish of the last relay race. If a team sheet is not submitted on time then that team will be given invite status. 8.1g. Relays shall be conducted either on ability or by division. 8.2 Field Events 8.2a. During the sign up period for a field event, only one name per person is permitted. Team Managers can only enter one (1) athlete per event per competition day. Any athlete, who is entered in a heat of an event and does not start, will not be permitted to compete in a later competition of that event unless approved by the Competition Manager or appropriate referee. 8.2b. A maximum of 20 athletes per timetabled field event session will be allowed. The Field Referee has the discretion to direct otherwise. 8.2c. The progressions in the high jump shall be 5cm. Athletes must nominate their minimum starting height when signing in for their event. The starting height for high jump is 1.05m 8.2d. In pole vault competitions, jumpers will be permitted to jump until they are eliminated by posting three consecutive fouled attempts. The starting height for pole vault is 1.60m and will progress in 15cm increments. The minimum age for a pole vaulter is 12 years (as at December 31, 2014) and under 14 competitors must complete a pole vault assessment prior to competition to prove competency. Athletes must nominate their minimum starting height when signing in for this event. 8.2e. In high jump competitions each athlete will have a maximum of eight attempts unless eliminated with three consecutive fouled attempts. Even with a successful clearance, athletes cannot progress past the height limit set by the timetabled event. 8.2f. In discus, javelin and hammer, all attempts will be pegged and only an athlete s longest throw will be measured and recorded. 60 AV SUMMER HANDBOOK

65 ZONE V ZONE 8.2g. In hammer, performances of fewer than 15m for men and 10m for women, will not be measured and therefore will not be a valid result. The minimum age to compete in hammer is 12 yearsof-age (as at December 31, 2014) and athletes who are 12 or 13 years-of-age should not take part in the hammer throw events unless they have received relevant coaching and advice from an AV recognised coach experienced in throwing events, prior to the day of competition. 9. TRACK LANE DRAW & FIELD EVENT ORDER OF COMPETITION 9a. Lane order and allocation is made at the discretion of the Starter s Marshal, except at the Zone Final. 9b. At the Zone Final, the zone that has finished with the most accumulated points after the three rounds will be issued the middle lane. Lanes will then be allotted working outwards for the second, third and fourth placed zones. (Lane draws: 5, 4, 6, 3, 7, 2, 8, 1). 10. EQUIPMENT 10a. Athletes may use their own implements for field events, provided that such equipment is available to all other athletes in that event. Such equipment should have a Weights and Measurements Certificate. Note: In the case of pole vault events, no competitor shall be allowed to use any other competitor s vaulting pole, except with the consent of the owner. 10b. The following event specifications will be used for Zone vs. Zone competition and the Zone Final unless advised otherwise. See page EXTRA ATTEMPTS 11a. In the horizontal jumps and throws events the Competition Manager will have the discretion to allow a maximum of three (3) extra attempts where time permits. For the Zone Final all athletes will be allowed a maximum of three (3) attempts. Should time permit athletes will be allowed an additional three (3) attempts. 11b. Only registered members of clubs assigned to the zone of competition shall be eligible for extra attempts. 12. SCORING 12a. A recorded performance, or best performance of recorded attempts excludes disqualification (DQ), no measure (NM), no result (NR), did not finish (DNF) and did not start (DNS). A valid result is a recorded performance by an Athletics Victoria registered athlete, competing for their club in their nominated team at their zone in preliminary rounds, and for their Zone at the Final. A valid relay result is a recorded performance where all members of the relay are registered athletes for the club of their team at their zone in preliminary rounds, and for their Zone at the Final. 12b. Only valid results can score points. 12c. Para Athlete performances will be amended and ranked within the able bodied performances and score points. 50+ and 60+ athletes competing in 40+ competitions will have their performance amended and ranked. 12d. For scoring eligibility, an athlete must compete in their nominated Shield age group. 12e. Athletes will be ranked in an event based on their performance for their recorded age group/ division. The ranking order and number of competitors per event shall then determine point scoring for teams. In the preliminary rounds, athlete points will be allocated per event according to the following formula: 1. The top two (2) relay performances of each zones in each age group shall be ranked and scored 19, 13, 9, f For each Zone v Zone at Metro Shield on Rounds 6, 9 and 10, team ladder points shall be awarded as such Zone v Zone Win Zone v Zone Loss Highest Team Score (bonus) Example: 3 points 1 point 1points White (4200 points) v Blue (4600 points): Blue wins with 4600 points and is awarded three (3) points. One (1) point will be awarded to White zone. Red (3800 points) v Yellow (4000 points): Yellow wins with 4000 points and is awarded three (3) points. One (1) point will be awarded Red. If Blue Zones scores 1 bonus point as it has the highest score (4600) for that round. The top three zones on the Metro Zone ladder at the completion of the three rounds shall advance to the Zone v Zone Final. Country zones will be scored similar however performances will be scored virtually from each competition over each round. The team finishing top of the Country Zone ladder shall be declared the premier Country Zone for 2014/ g Zone Final The Metro Zone v Zone competition plus Zone Final will operate under IAAF rules and regulations with sanctioned National Permit Meet (NPM) status. The top three (3) Metro Zones plus a Combined Country Zone shall compete in the final Athletes must compete in at least one round of Zone v Zone competition to be eligible for selection to the Zone Final. The Combined Country Zone may include any athlete not registered first claim to a Metro club. Club uniforms will apply. Each zone will be required to meet and nominate eligible athletes for the Zone Final. Eligible zone final teams will comprise of two (2) eligible athletes in each division and two (2) reserves. Selection to the Zone Final will be based on the athlete rankings from AV Shield competition after AV Shield round ten (10). A country zone will be made up of the three regions of Ballarat, Geelong, and Bendigo making one country zone. The Combined Country Zone may include any athlete not registered first claim to a Metro club. Club uniforms will apply. The Zone Final will operate with a total of eight (8) athletes in each individual event. They will be scored from 1st to 8th on a 9, 7, 6, 5, 4, 3, 2, 1 basis. For Relays the Scoring shall be 13, 9, 6, COACHING OF ATHLETES DURING COMPETITION In accordance with IAAF rules coaching assistance to competing athletes from within the field of play is prohibited. 14. OFFICIALS & CLUB DUTIES 14a. Metropolitan Zones In metropolitan zones, Athletics Victoria will advise of official s availability to all zones. Zones will then appoint key officials and event supervisors for the AV Shield competition; it is up to the zones discretion as to which roles will be filled by these officials. Additionally, all zones will roster metropolitan clubs to provide club helpers for duties at all rounds of AV Shield competition. Athletics Victoria clubs will provide the club helpers in accordance with the roster and numbers specified by each zone; club helpers will assist in conducting the events. An event may only commence when a sufficient number of volunteer officials/club helpers are in place. If a rostered club does not provide the required club helpers (as detailed by Athletics Victoria in 2014/15 Summer Competition AV SUMMER HANDBOOK

68 ZONE V ZONE Handbook) 15 minutes prior to the scheduled start time of an event, the event will not be held. Any club that fails to provide their allotted number of club helpers for an event will have each of their competing teams (at the venue, on the day) penalised. Each of the infringing club s teams will have their points score reduced by the penalty score (refer Rule 12. Scoring) multiplied by the number of helpers not supplied. For multiple offences (that are against the spirit of this rule), the club that fails to provide club helpers for their rostered duties shall (at the discretion of the Zone Committee, and in consultation with the AV Shield Competition Committee) be subject to the following penalties: Loss of points as described above; and or A financial penalty of $250; and/or A ban of that Athletics Victoria club s athletes from competing at the next round of AV Shield/ Zone vs. Zone competition. The Competition Manager shall notify the Club Duty Roster Manager/Team Manager of the club/s that breach Rule 14a, and the imposed penalties will be communicated to all clubs. 14a. In 5000/3000 metre track events, Athletics Victoria clubs must provide a lap scorer for each competing athlete that starts the race. Failure to do so will result in the disqualification of the athlete. 14b. Zones eligible for the Zone Final must provide a number of club helpers for the day that will be determined by the AV Shield Competition Committee. Failure to provide helpers will result in loss of points. Club helpers must sign in with the Officials Manager on the day prior to making their way to the event they are scheduled on. 14c. Country Zones In country zones, the number of officials supplied by an Athletics Victoria club at its venue for Zone vs. Zone competitions shall be determined by the local Region Committee. 15. DISPUTES 15a. Protests relating to matters that occur or develop during competition at a given round of Zone vs. Zone should be made no later than 30 minutes after the conclusion of the event. 15b. Any protest shall, in the first instance, be made orally to the Referee controlling the event. The Referee may decide on the protest or may refer the matter to the Jury of Appeal. If the Referee makes a decision the athlete has the opportunity to appeal that decision to the Jury of Appeal. The Jury of Appeal will comprise three Athletics Victoria members (each of whom are from Athletics Victoria clubs not involved in the protest) and will be appointed by the Zone Competition Manager. 15c. The appeal to the Jury must be submitted in writing on the approved Athletics Victoria form (available from the Administration Manager), signed by a club representative, and be accompanied by a $50 deposit. The deposit will be forfeited if the protest is considered frivolous by the Jury of Appeal. 15d. The Jury of Appeal s decision is final. 16. NON-COMPLETED COMPETITIONS If a round of competition cannot be completed due to inclement conditions or a situation out of Athletics Victoria s control, which affects the conduct of the competition, the following rules will apply: 16a. A contest for any division shall be considered complete if the number of events finalised in that division equate to 75% or more of the total number of events for that day s program. Athletes who have competed shall count for eligibility purposes. Athletes who have not competed, who wish to have their intention to compete recorded should report in person to either the Track or Field Referee and ask that their name be recorded for the event in which they would have competed. Such athletes shall for the purpose of eligibility be considered to have competed. 64 AV SUMMER HANDBOOK

69 ZONE V ZONE 16b. For Zone Final eligibility purposes, performances in NON completed rounds will NOT be counted. It is up to the Zones discretion as to whether an athlete has fully intended to compete on a competition day that has been cancelled due to reasons out of Athletics Victoria s control. (e.g. extreme weather) The Competition Manager s decision is final. 17. ATHLETE ELIGIBILITY FOR FINALS Eligibility to represent a zone in the Zone Final shall be determined by an athlete s participation in the preliminary rounds as defined by the following rules: 17a. Evidence of participation in preliminary rounds of competition shall be based on data provided by the AV sanctioned computer scoring system. There is an onus on clubs to check the accuracy of the data generated by this program during the season (within seven days from when results are published on the Athletics Victoria website). A club may ask to inspect the original result sheets if the computer data is considered to be inaccurate. Relay events will contribute to a Zone s point s score but will not count towards eligibility for the Zone Final. 17b. To compete in the Zone Final, an athlete must have a ranking in that event for their nominated division/age group, and have competed in at least one round of the Zone vs. Zone competition. Athletics Victoria has the discretion to allow athletes to compete who do not satisfy this condition. Any round that is not completed shall not be included in this calculation (refer to Rule 16). Age group rules (refer to Rule 7) apply for the 2014/15 Zone Final. 17c. Relay teams at the Zone Final can be comprised of any athlete who is eligible for an individual event at the Final for that age group, for their zone. 17d. Athletes registered first claim to a country region club, to satisfy rule 18b, may count up to 50% of rounds competed in any metropolitan zone AV Shield competition; such competition will not earn any points. Athletes registered first claim to a metro zone club, to satisfy rule 18b, may count up to 50% of rounds competed in any country region AV Shield competition; such competition will not earn any points. Athletes registered first claim to a metro zone club cannot exercise this right at any other metro zone. Athletes registered first claim to a country region club cannot exercise this right at any other country region. The number of rounds required by the home region of the athlete shall determine the number of rounds required under rule 18b. 17e. The AV Shield Competition Committee has discretion over eligibility. 18. TEAMS FOR THE ZONE FINAL 18a. Eligible athletes for Zone Final must confirm their intention to compete by 5:00pm Monday 2nd February, Eligibility will need to be confirmed online at using your personal login details. 18b. On the completion of the final Zone vs. Zone round the top four scoring zones will progress to the Zone Final. For selection to the Zone Final, the Zone Committee s will choose a team from any club, division or age group within their zone that can comprise any athlete from their zone who has a ranking/performance using the AV performance rankings after round ten (10) of AV Shield competition. The Country regions will join together and may nominate anyone from the three country regions with a performance/ranking from a previous Zone vs. Zone round to make a combined zone to compete at the Zone Final. The top four eligible and available athletes in track events in each division will be eligible for selection to the Zone Final. The top two eligible and available athletes in field events in each division will be eligible for selection to the Zone Final. AV SUMMER HANDBOOK

70 ZONE V ZONE Athletes shall be ranked in performance order, as per rule 12, for scoring. 18d. If a club allows an ineligible athlete to compete in the Zone Final, they will lose all points scored by the athlete in the events for which he/she is ineligible, and points shall be reallocated to other zones accordingly. In addition, the athlete s zone shall be penalised two penalty units from its score for each transgression by each offending athlete. 18e. Tied Finals In the event of a tie at the Zone Final, the winning team will be determined by a count back. The zone with the most first placed athletes will be deemed the winner. If the two zones can still not be split, the count back will continue to the zone with the most second placed athletes and so on until a winning zone is found. 18f. Incomplete Finals If circumstances prevail that prevent the completion of the full Zone Final Program, a premiership will be awarded if more than 75% of the program has been completed. Premierships will be awarded to the leading zone in each division, based on the scores at the end of the last completed event, prior to when competition ceased. In the Zone Final, if less than 75% of the events are not completed, a Premiership will not be awarded. 19. UNFAVOURABLE WEATHER CONDITIONS In the event of inclement weather conditions on the day of Zone vs. Zone competition, any decision to cancel the meet, and/or modify the length or distance of events shall be made by the Competition Director in consultation with the Referees. The Competition Director is also empowered to alter the direction of track sprints events, in the event of unfavourable weather conditions. Should a round be cancelled due to inclement weather the cancelled round will be scored by using the previous meet with that program. Athletics Victoria members who provide a mobile phone number with their annual registration will receive an SMS notification if competition is cancelled. Athletics Victoria will SMS members no longer than one hour prior to the first scheduled event of the competition day. 74 AV KNOCKOUT Athletics Victoria Knockout (AV Knockout) is a state wide track and field competition. In , AV Knockout will incorporate two (2) rounds of competition plus one (1) Final. Athletics Victoria will use the AV Rankings to select the top ranked athletes in gender, age and performance criteria. Competition will operate between December 2014 and February 2015 culminating with the AV Knockout Final on Saturday 7th March, GOVERNING RULES 1a. AV Knockout competition shall be conducted in accordance with IAAF rules. The only exceptions and qualifications to the IAAF rules are those stipulated within the 2014/15 Summer Competition Handbook. 1b. AV Knockout shall be given Australia Athletics sanctioned status if: i. It follows the events and programs outlined in Rule 19. Any variations must be authorised by Athletics Victoria. ii. During the 2014/15 season there are two (2) scheduled rounds of track and field competition, plus one (1) AV Knockout Final. 1c. Competition will be on one day, staged at suitable venues for all disciplines. 1d. In the case of any disputes regarding AV Knockout competition rules, Athletics Victoria will have full discretionary control over said disputes and competition rules. 1e. Athletics Victoria has the discretion to cancel an event if an event has less than three (3) athletes entered. 1f. Medallions will be presented to competitors who place first, second and third in A and B Finals at the AV Knockout Final only. Medallions will not be presented at Round 1 and Round 2 competitions. 2. REGISTRATIONS 2a. To compete at a given round of AV Knockout and be eligible for AV Rankings, an athlete must be a current financial member of Athletics Victoria on the date of competition. If an athlete requires a club transfer, or wishes to compete for their second claim club in AV Knockout, they must satisfy the requirements detailed within the 2014/15 Athletics Victoria Membership terms and conditions to be eligible to compete. 2b. An athlete who misrepresents himself/herself as another athlete, in the course of competition, shall be disqualified from competition and be ineligible for further rounds of AV Knockout and removed from the AV Rankings. Details of such transgressions shall also be referred to Athletics Victoria for further consideration. 2c. Athletes from other States are eligible to compete in AV Knockout and must be a financial member of their State body on the date of competition. 2d. Athletes must submit their intention to compete in their preferred event(s) by completing the online entry form at Please note there will be no late entries or entries on the day for this competition. 2e. An entry fee of $10.00 per person per event for both Rounds 1 and 2 will be chargeable. The AV Knockout Final will be on a selection basis and free of charge to the selected athletes. 2f. Athletes who pre enter AV Knockout competition Round 1 and 2 and do not make the ranking criteria for selection will be refunded the event entry fee. 2g. Athletes will receive confirmation of entry via upon completion of the online entry form and being eligible for each round of AV Knockout competition. 2h. 75 AV KNOCKOUT 3. INVITATIONS/TRIALLING MEMBERS 3a. Trialling members are ineligible for AV Knockout competition. All Victorian athletes must be a financial member of Athletics Victoria 3b. Interstate athletes are eligible to compete at AV Knockout provided they are a financial member of their State or Territory association. International competitors are also eligible to compete by invitation; however they must be a current financial member of a club affiliated with the governing body for Athletics in their country. 4. UNIFORM REGULATIONS 4a. Athletes must compete in their current and approved club uniform, with their supplied 2014/15 Athletics Victoria bib numbers firmly affixed to the back and front of their competition singlet or top. Pole vault and high jump athletes are only required to affix one bib number to either their back or front. In line with IAAF Rule 143, the bib number and any of Athletics Victoria s sponsors must be clearly visible at all times. No bib number other than the official Athletics Victoria 2014/15 bib number or Athletics Victoria supplied substitution numbers, shall be permitted. 4b. Rule 4a also applies to Little Athletics Victoria (LAVic). Dual athletes must wear their supplied 2014/15 Athletics Victoria bib numbers. 4c. Athletes must come appropriately dressed to compete for competition. Tights, leggings or tracksuit pants will not permitted at AV Knockout competition. Walk competitors, must ensure their knees are visible at all times during competition. 4d. The Competition Manager has the authority to disqualify any athlete from further competition, if the athlete concerned does not comply with Athletics Victoria uniform regulations. 5. TIMETABLE AMENDMENTS 5a. As 2014/15 will be the first season of AV Knockout, timetables may change throughout the AV Knockout season and it is strongly advised for all athletes to check the Athletics Victoria website ( prior to each round. On competition day, events may be brought forward progressively. However, events may not be conducted more than 30 minutes earlier than the published time, unless one week s notice has been given to all Secretaries and Team Managers of competing Athletics Victoria clubs. 6. AGE GROUPS FOR COMPETITION 6a. Age Groups U16: Athletes born in 2000, 2001, 2002 U18: Athletes born in 1998 & 1999 U20: Athletes born in 1996 & 1997 OPEN: Athletes born in 1995 or earlier 6b. All athletes, by default, belong to their relevant age group based on year of birth at all rounds of the 2014/15 AV Knockout season. Under 16 & Under 18 athletes will not be permitted to move age groups at any stage for this competition. The minimum age in order to be eligible for AV Knockout competition is 13 years of age on 31st December Athletes wishing to be eligible for AV Knockout in events with a specification i.e. throws and hurdle events will be granted the option to compete once as a club athlete and once as an invitational athlete at AV Shield competition. For Example: If an under 16 athlete competes using under 18 weights, heights and specifications then those performances will count towards AV Rankings and club points at shield competition. Athletes who wish to take advantage of this ruling must notify AV Shield zone organisers on the day of competition which age group they wish to compete in. (For a full interpretation of Invitational rulings please refer to AV Shield Rules, Rule 3.) Under 20 Men & Women: The Under 20 competition is restricted to athletes aged 18 and 19 years of age on the 31st December For the 2014/15 AV Knockout season Under 20 athletes can compete in the open competition, but must do so for the whole season (i.e. no swapping between Open and Under 20 events) AV SUMMER HANDBOOK

76 AV KNOCKOUT 7. COMPETITION 7a. In AV Knockout competition, athletes will be seeded by gender, age and performance standard. Performances from the AV Rankings will be used to seed AV Knockout Rounds 1, 2 and Final. Please be aware that performances from AV Shield and Zone vs. Zone competition will be used for AV Rankings. 7b. Seeding for track athletes will operate under IAAF seeding rules and regulations. Field athletes will be randomised. 7c. AWD/Para athletes shall compete within the graded competition where possible under their classification. Wheelchair athletes will compete in separate events. 7d. Any athlete who is judged not to have taken due care to abide by grading, may be issued a warning and/or may be disqualified. Warnings and disqualifications are at the discretion of the Track or Field Referees. 7e. In order to compete in the AV Knockout hurdles, steeplechase, pole vault and/or hammer throw, an athlete must be at least 13 years of age on the 31 December 2015, and be able to demonstrate a sufficient level of competency in the event that they wish to compete in. Please note that for AV Knockout the age group parameters begin at Under 16. 7f. An athlete may only compete once in a given track and field discipline, at a given round of AV Knockout. Athletes cannot compete in multiple age groups of the same track and field discipline, at the same round of AV Knockout. See rule 6. For age group eligibility. 7g. The AV Knockout events will be conducted on an individual performance basis. Track events will run as Finals only. Field events will operate with three (3) attempts only. The best performance will be recorded and featured in the official result and AV Rankings. 7.1 Track Events 7.1a. In track events, start lists will be established from individual seasons bests featured on the AV Rankings. Start lists will be published in advance. To assist athlete call up times. 7.1b. The IAAF false start rule 162 will be in operation at the AV Knockout Final only. 7.1c. Athletes who enter and are not present to be placed in the appropriate track heat for their ability, may be placed in or after the last graded heat (where permitted by the Track Referee). If in the case a Call Room is in operation, athletes must adhere to the event guidelines set out by Athletics Victoria. 7.1d. Hurdle events will be run by age group and hurdle height will be determined on the age parameters. 7.1e. Relays where applicable shall be conducted on a randomised seeding basis. 7.2 Field Events 7.2a. Any athlete, who is entered in an event and does not start, will not be permitted to compete in a later competition of that event/competition unless approved by the Competition Manager or appropriate referee. 7.2b. A maximum of three (3) attempts will be permitted in throws and horizontal jumps competition. Pole Vault and High Jump athletes will only be eliminated after three (3) consecutive fouled attempts at a nominated height. 7.2c. Field competition will be divided into pools based on starting height and performance criteria. 7.2d. The progressions in the high jump shall be five centimetres. Athletes must nominate their starting height when completing their entry online for their event by submitting a personal or season s best performance. This will determine which pool they are allocated. The lowest pool will commence with a starting height for high jump of 1.30m. 7.2e. In pole vault competitions, athletes will be permitted to jump until they are eliminated by posting three (3) consecutive fouled attempts. The starting height(s) for pole vault are 1.60m, 2.40m, 3.00m and 3.80m and will progress in 15cm increments. Please see rule 6. for age group eligibility. 7.2f. All field attempts will be recorded and only an athlete s best performance will be recorded on the AV Rankings and be eligible for AV Knockout competition. 72 AV SUMMER HANDBOOK

77 AV KNOCKOUT 8. TRACK LANE DRAW & FIELD EVENT ORDER OF COMPETITION 8a. Lane order for track athletes will operate under IAAF seeding rules and regulations. 8b. Field athletes will be randomised. 8c. In certain cases, Athletics Victoria reserve the right to change the number of finalists in events. 9. EQUIPMENT 9a. Athletes may use their own implements for field events, provided that such equipment is available to all other athletes in that event. Such equipment should have a Weights and Measurements Certificate. Note: In the case of pole vault events, no competitor shall be allowed to use any other competitor s vaulting pole, except with the consent of the owner. 9b. The following event specifications will be used for AV Knockout Final unless advised otherwise. See table below. EQUIPMENT SPECIFICATIONS WOMEN S 9c. At Lakeside Stadium spike guidelines should be adhered to. The part which projects from the sole or heel must not exceed 7mm for track events and 9mm for all field events. Pyramid and Christmas tree spikes are permitted. Needle or pin spikes are not permitted. 9d. At other venues: Spike size (and if they have to be conical) will be noted in the event information online. 10. EXTRA ATTEMPTS 10a. In the horizontal jumps and throws events if time permits additional attempts will be provided. This will be at the Field Referees discretion. 11. RANKINGS 11a. A recorded performance, or best performance of recorded attempts excludes disqualification (DQ), no measure (NM), no result (NR), did not finish (DNF) and did not start (DNS). A valid result is a recorded performance by an Athletics Victoria registered athlete, competing for their club. 78 AV KNOCKOUT 11b. Only valid results are eligible for AV Rankings. 11c. For 2014/2015 AWD/Para athletes performances will be ranked within the able bodied performances. 12. COACHING OF ATHLETES DURING COMPETITION 12a. In accordance with IAAF rules coaching assistance to competing athletes from within the field of play is prohibited. 13. OFFICIALS & CLUB DUTIES 13a. Clubs must provide helpers for each AV Knockout conducted. Clubs failing to comply may be fined $200 per competition. 13b. The times for which helpers are required will be divided into four (4) hour sessions. The same helper can work consecutive sessions. These times will be supplied to clubs with the details of their required numbers. 13c. Clubs must notify Athletics Victoria of the names and s of their club helpers no later than one (1) week before the event. 13d. Club helpers must sign in with the Controller of Officials, where they will be allocated duties. 14. DISPUTES 14a. Protests relating to matters that occur or develop during competition at a given round of AV Knockout should be made no later than 30 minutes after the conclusion of the event. 14b. Any protest shall, in the first instance, be made orally to the Referee controlling the event. The Referee may decide on the protest or may refer the matter to the Jury of Appeal. If the Referee makes a decision the athlete has the opportunity to appeal that decision to the Jury of Appeal. The Jury of Appeal will comprise of three independent Athletics Victoria members and will be appointed by the Competition Manager. 14c. The appeal to the Jury must be submitted in writing on the approved Athletics Victoria form (available from the Administration Manager), signed by a club representative, and be accompanied by a $50 deposit. The deposit will be forfeited if the protest is considered frivolous by the Jury of Appeal. 14d. The Jury of Appeal s decision is final. 15. NON-COMPLETED COMPETITIONS If a round of competition cannot be completed due to weather or some other situation which affects the conduct of the competition, the following rules shall apply: 15a. A contest for any competition shall be considered complete if the number of events finalised in that competition equate to 75% or more of the total number of events for that day s program. If the event is cancelled, performances to that point will be eligible for AV Rankings and eligibility for further rounds. 15b. For AV Knockout Final eligibility purposes, performances in NON completed rounds will NOT be counted and used as part of the AV Rankings. 16. ATHLETE ELIGIBILITY FOR FINALS Eligibility to represent in the AV Knockout Final shall be determined by an athlete s participation in AV Knockout rounds 1 and 2 and shield competition as defined by the following rules: 16a. Evidence of participation in preliminary rounds of competition shall be based on data provided by the AV sanctioned results system. 16b. Athletes who wish to compete must pre enter online before AV Knockout round 1 and round 2. Athletes will only be eligible if they are featured within the AV rankings and ranked in the top sixty (60) in their age category and discipline for round 1, and the top thirty two (32) AV ranked athletes in their age category and discipline for round 2. The top sixteen (16) AV ranked athletes will be selected from the AV Rankings to compete in the AV Knockout Final. Athletes must submit their availability in advance. 16c. To compete in the AV Knockout Final, an athlete must have a ranking in that event for their nominated age group, and have competed in at least one (1) round of AV Knockout. Age group rules (refer to Rule 6) apply for the 2014/15 AV Knockout Final. 74 AV SUMMER HANDBOOK

79 AV KNOCKOUT 16d. For AV Knockout Final the top eight (8) ranked athletes in each discipline, age group and gender will be selected to compete in the A Final. Athletes ranked from nine to sixteen (9-16) will be selected to compete in the B Final. It is at the discretion of Athletics Victoria to allow guest athlete spots. 16e. Athletes who do not wish to be considered for selection in the AV Knockout Final must notify Athletics Victoria at least one (1) week in advance of the event. The next best ranked athlete will be selected and invited to compete. If an athlete fails to notify Athletics Victoria of their withdrawal or involvement the athlete will be removed from the AV Rankings and disqualified from the next round of AV Knockout competition. Disqualifications will also carry over to the following year. 16f. Athletics Victoria reserves the right to amend rules throughout the duration of the 2014/2015 AV Knockout season. 17. UNFAVOURABLE WEATHER CONDITIONS 17a. In the event of unfavourable weather conditions on the day of AV Knockout competition, any decision to cancel the meet, and/or modify the length or distance of events shall be made by the Competition Manager in consultation with the Referees. The Competition Manager is also empowered to alter the direction of track sprints events, in the event of unfavourable weather conditions. 17b. Athletics Victoria members who provide a mobile phone number with their annual registration will receive an SMS notification if competition is cancelled. 17c. ELECTRONIC DEVICES 18a. The use of mobile phones, pagers, IPods or similar devices in the competition area is not permitted. Devices must not be taken in to the competition area at any time. 18b. 81 NATIONAL PERMIT MEETS ATHLETICS AUSTRALIA NATIONAL PERMIT MEETS It has become apparent over the past few seasons that that the procedures and communication processes of National Permits Meets requires further clarification and consolidation. The issuing of permits is an important process to ensure the integrity of performances and the ratification of records and international qualifiers. Athletics Australia has the responsibility, if required, to justify any performance that it submits to the IAAF, and as such, must ensure that an appropriate system for meet ratification exists within Australia. WHAT ARE NATIONAL PERMITS? A meet with a National Permit is directly sanctioned by Athletics Australia. Performances achieved at these meets can be used for International qualifiers (for any meet where the IAAF are governing body) and for National record applications. Member Associations may deliver competition structures outside this structure, but performances will not be eligible for international qualifiers or national records. The following meets may be National Permit Meets; All meets delivered by Athletics Australia, or in partnership with Athletics Australia, will automatically be classed as National Permits. All State Championships, delivered by the Member Association, or in partnership with the Member Association, will be automatically classed as National permits unless otherwise directed by that Member Association. All other meets delivered by a Member Association, or in partnership with a Member Association, where the Member Association is confident that the rules and regulations of the IAAF will be enforced. Other meets, which are in the Member Association s jurisdiction, and are delivered under the rules and regulations of IAAF (i.e school competitions) PROCESS FOR NOMINATING PERMIT MEETS Athletics Australia Website Athletics Australia will collate a full listing of National Permit Meets on its website prior to the commencement of each summer season. Each Member Association should provide a list of dates and venues to Athletics Australia prior to 30 September 2014 through to the end of their season. This listing is a working document and will be updated as additional requests for National Permit Meets are submitted to AA. Any meet that is scheduled subsequent to the initial listing must be provided to Athletics Australia with at least 10 days notice so it can be duly advertised on the AA website. Member Associations Websites In addition to the collated list on the AA website, Member Associations must advertise the meet on their website (and if applicable, their competition handbook). Some reference must be made on the website of its status as a National Permit Meet, so the level of the competition is clear and transparent. On this listing, reference must be made to the entry guidelines & events offered. The listing must be placed on the website no less than 10 days prior to the first day of the meet. The results of the meet must also be displayed on the website (in the relevant section) as soon as practical at the completion of the meet. Notes for MA s on Awarding Permits Member Associations have the responsibility to award National Permits in their jurisdiction, as they are the best placed to understand the standard of competition and the level of officiating present. Member Associations must ensure that the meet is of sufficient standard to be a National Permit Meet. Below are a few key components to consider; The Member Association must be of the opinion that the competition is conducted in conformity with the IAAF rules. An appropriate number of officials must be on site to ensure these rules are upheld. AA does not mandate a minimum number of officials present, but in general, at least two qualified officials should preside over any field event. Unless permission is otherwise sort from Athletics Australia, Little Athletics meets should not be awarded National permit status Secondary schools carnivals may be awarded National Permit status. However, these should be of State Championships level or above (not zone or regionals), and the Member Association must be confident that the correct rules and regulations are upheld. In most cases, this would mean that the AV SUMMER HANDBOOK

82 NATIONAL PERMIT MEETS event is delivered by the Member Associations, or alternatively, have qualified officials supplied by the Member Association. Such events must be published on the AA and MA website as a National Permit meet. Permit meets do not have to be traditional track and field events. It may be the case that only one event, or one event group is offered at the meet (throwers club, a long jump competition etc). The competition venue and relevant infrastructure (for example- throwing cages) must comply with IAAF rules. This is usually the case at synthetic tracks, but would need appropriate ratification at venues that have only throwing or jumping facilities. ATHLETICS AUSTRALIA DISCRETION With the exception of events delivered by Athletics Australia AA or international competitions held within Australia, AA will not award permit status without the express consent of the Member Association whose jurisdiction the meet falls under. While Member Associations may ratify competitions, Athletics Australia remains the ultimate arbitrator, and at its discretion, may decline a Member Association the right to host a National permit meet, if in the opinion of AA, there is doubt over the conduct of the competition. The reasons for this will be fully disclosed and discussed with the relevant Member Association. Further, Athletics Australia may, at its discretion, reject a performance at a National Permit Meet if doubt is raised over the validity of performance, or the IAAF conditions that normally apply for World Athletics Series competitions for qualifying are not met. The following conditions should be noted to ensure the performance can be ratified. This list is not exhaustive, and highlights a number of frequently asked questions around validity of performance; In all cases for events of less than 5000m, performances will not be accepted if achieved in a mixed event. Mixed events are only permitted for 5000m if a reasonable number of male and female athletes are not present to hold these events separately. Performances from male and female events held simultaneously will be accepted for field events and events of greater than 5000m if the results are published separately. In addition to the point above, male athletes may not pace female athletes. No fewer than three (3) athletes must participate (and provide bona fide effort) for a performance to be ratified. For the avoidance of doubt, where multiple age groups compete simultaneously, three athletes must participate (and thus be displayed in the results) in the relevant age group. In the case of open competition in hurdle or throwing events, there must be three (3) athletes participating with the relevant specification (i.e. hurdle height or implement weight). A wind gauge must be operational for events of 200 metres or less or Long/Triple Jump events, and the wind reading must be within the legal limit (2m/s) All performances for events up to and including 800 metres must be electronically timed. Events of greater than 800m may be hand timed, however three (3) stopwatches operated by three qualified officials must record the performance. QUALIFICATION FOR NATIONAL EVENTS The ratification of performance is not as stringent for National Championship qualification and therefore more leniencies are afforded to athletes (as performances do not need to be justified to the IAAF). The following additional conditions apply. Performances from National Permit Meet will be accepted, unless AA (or in the case of the Australian Juniors-the MA), at its discretion, deems that the performance clearly was not achieved under the rules of competition. Athletics Australia may also accept performances from other competitions delivered by Member Associations, if prior approval is sort (For example- Shield competition in Victoria) Athletics Australia will also not enforce the three person ruling as it is outlined above. Providing the performance was otherwise achieved under the rules of competition, the performance will be accepted. Performances at Little Athletics competitions of state level and above will also be accepted for national qualifying. This may also be extended to regional rounds (for the Australian Juniors) if prior approval is sort from the Member Association. 78 AV SUMMER HANDBOOK

86 Financial assistance to athletes is available under the following schemes: THE FRED LESTER DISTANCE RUNNING FUND TRAINING GRANTS The trustees of the Fred Lester Distance Running Scholarship Fund assists distance runners to achieve higher levels of performance through financial support for specific initiatives. Coaches or athletes may apply. Activities such as training camps, specific coaching initiatives aimed at improving performance or attendance at competitions as part of a planned development programme, will be considered for funding. An amount of up to $3000 is available for appropriate initiatives. Preference will be given to athletes above 20 years of age. Submissions must address the following guidelines; Name and contact details of applicant (athlete or coach). Please supply , address and telephone numbers. Long and short term goals Specific details of the initiative to be funded, including the role of the initiative in the athlete s development Summary of best performances to date.
