For an individual to enter by standard, the first two entries must also have met or bettered the standard using the criteria below (i.e. the first two entries seed performances must be better than the third entrant s.) Entries shall be done electronically using procedures provided by the Minnesota State High School League. 1AA ENTRY DEADLINE IS TUESDAY, MAY 29, 2018 AT 7:00 PM CDT NOTE: Coaches must have their rosters input in the Minnesota State High School League website for their athletes to be entered and seeded in the competition. Coaches will NOT be able to add athletes that are not listed on their web roster of the high school league. Be sure that the athletes you wish to enter are part of your VARSITY roster. Section Qualifying Standards: The section qualifying standard is the three-year average eighth place finish in each individual event section meet final. (Section 1AA standards for 2018 are posted in the 1AA T&F area at mshsl.org). The Section 1AA qualifying standard performance must be in an outdoor meet during the current season. The Section 1AA qualifying standard performance must be met in a varsity meet involving 3 or more teams. 1

2 Junior Varsity performances will be accepted as meeting the section qualifying standard if the performance was achieved during junior varsity competition at a varsity meet with 3 or more teams. If a question arises about a submitted qualifying performance, coaches must be able to provide the meet results that show the athlete, the performance, the meet date, the names of the competing schools, and the F.A.T. system used at the meet. (Generally, F.A.T. printouts have all of that information as part of the meet results report). Fully automatic times (F.A.T) will be automatically accepted for section qualifying standard performances. Handheld times will be accepted if they meet all criteria in the 2018 NFHS rules. Procedures for Running Events: Preliminaries (run on first day of meet): The winner of each heat shall advance to finals regardless of his/her time in the race. When all heat winners are determined, the next fastest overall times shall advance no matter which heat in order to exactly fill all lanes on the track (see first item in next section.) Finals: The number of competitors to qualify for the finals in all individual running events of 800 meters or less will equal the number of lanes on the track. 3200m finals will be run in two timed sections on day one of the meet. Section two will be the top seeds and will have one more than half the number of entries in this event. If times are very close at the last seed for section 2, an additional runner may be placed in it. All remaining 3200m competitors will be seeded and run in the first section. The difference in number of runners between the two sections shall be no greater than m run finals will be run in two timed sections on day two of the meet at the event s normal place in a meet schedule. The final section of all relays will include the same number of teams as lanes and shall be the fastest seeded teams. Exception: there will be one section of the 4x800m relay. Teams will be seeded and placed in alleys for the start of this race. Staggers: All individual races in which competitors run less than 800 meters shall be run in the same lane the entire distance with appropriate staggered start lines. This will also apply to the 4x100m and 4x200m Relays. The 800m will be in lanes for the first full curve (one-turn stagger). 2

3 The 1600m and 3200m will use the double-waterfall stagger and be seeded using the state meet protocol. The 4x400 relay will use a 3-turn stagger (1 st runner in lane, 2 nd runner in lane for one curve). The 4x800 relay will use 3 alleys on a 9-lane track or 4 alleys on an 8-lane track and the alleys will use a one-turn stagger.1aamaterials2018 Preferred Lanes: For races that involve all nine lanes for at least one of their heats (consistent with state meet): 100m, 100m high hurdles, and 110m high hurdles (5, 4-6, 3-7, 2-8, 1-9) All races and relays run on curve (4-5, 3-6, 2-7, 1-8, 9) For races that involve eight or fewer lanes for all heats/sections: 100m, 100m high hurdles (G), 110m high hurdles (B), 300m hurdles, 800m, 1600m, 3200m, and 4x800m relay (4-5, 3-6, 2-7, 1-8) 200m, 400m, 4x100m relay, 4x200m relay and 4x400m relay (3-4, 2-5, 1-6, 7-8) Individual races less than 1600m in which the only entrants are the 2 per school (none by standard) will be run in 4 heats with the number per heat as balanced as possible. The number of lanes used in events with more than 32 entrants will depend on the total number of entrants and balancing the size of the heats. MSHSL policies will be followed for any wheelchair athletes and heats will be adjusted accordingly. If only a single wheelchair athlete is entered, s/he will compete in the first heat or section. Special Instructions for Running Events: A single PA announcement will be given for each race no less than 15 minutes prior to its scheduled start. Athletes are to report to the Clerks of Course when the call for the event is given. All instructions and hip numbers will be given to the competitors at this time. The Clerks will be located on the infield. Runners in the 100m, 200m, 400m, all hurdle races, and the final runner in the 4x100m and 4x200m relays are to return to the finish line in their assigned lanes after the completion of the race and remain there until dismissed by the finish line administrator. Runners in the 800m, 1600m, 3200m, and the 4x 400m and 4x 800m relays are to stay at the finish line in a single-file line in the order of their finish position until dismissed by the finish line administrator. Athletes who place in the top nine in each final running event are asked to report directly to the awards area upon the completion of their event for the awards presentations on the day of their final. A specific time in the schedule is set aside for awards on the first day of the meet for field events. Because family members and fans use the awards as a chance for keepsake photos of the day, coaches are reminded to have their athletes receive their awards in school track & field uniform. The printed schedule will be followed. The preliminaries schedule may be modified if more than 4 heats are needed per event after entries and 3

4 seeding are completed. In the event of potential weather issues, the games committee, in collaboration with the referee, may call for the schedule to roll as quickly as possible to avoid meet postponement. If a competitor is not at his/her position at the start of the race, the lane will be left open. If a competitor is not present to compete in the event and was not scratched prior to the start of the meet, the coach is responsible for notifying the clerk of course or field event judge. [Note that the athlete then becomes ineligible for the meet based on MSHSL policy.] Starting blocks will be provided. Schools may use their own if approved by the starter prior to the meet (all spike holes must have spikes in them, pyramid shape only, ¼ or less in length). Unofficial times may be posted on the scoreboard at the south end of the track. Batons will be available for all relay teams. Schools may provide their own subject to approval by the clerk of course at relay check-in. The track has an all-weather surface with nine 42 lanes. Spikes must be pyramid shape only, ¼ or less in length. Wind-aided performances in the finals that meet or better the state qualifying standards will NOT advance to the state meet. (Wind aided means a wind reading greater than +4.0 meters/second). This applies to the 100m, 200m, 100m hurdles (G), 110m hurdles (B), long jump and triple jump. Cut tennis balls will be available at exchange zones for relay aids. These must reside entirely within the runner s lane (i.e. they can be next to the left lane line and on the right lane line but NOT ON the left-hand line). No chalk marks or tape are allowed. Procedures for Field Events: All field event contestants must report to the event judge when the call is made for the event. All flights must check-in prior to the start of the first flight. Running events take precedence over field events when athletes are competing in both. Athletes who are competing in a field event must properly check out and be excused by the field event judge in order to compete in their scheduled running events. Athletes who may have a conflict between field and running events should be pre-clerked for the running event, then remain at the field event until it s time for his/her race. The athlete is to return to the field event immediately after his/her heat/race. Unless excused from the event, a competitor shall be charged with an unsuccessful attempt if a trial is not initiated within the time limit for the event specified by rule. If an athlete competing in the pole vault or high jump is excused to compete in a running event, s/he must return to the pole vault or high jump immediately after the completion of the running event. The athlete will then be placed in the rotation of remaining competitors who are still 4

5 attempting to clear the height the excused athlete left the pole vault or high jump at. If an excused athlete does not return to the pole vault or high jump immediately after the completion of his/her running event and no competitors are remaining at the height s/he left at, the athlete will be required to re-enter the competition at the next height. During field event finals, an athlete excused for another event may take more than one trial when called for his/her normal turn, except that the highest preliminary mark athlete must have the opportunity at the last trial in the finals, should s/he so desire. Field event competitors excused for running events must return to the field event immediately after the conclusion of their heats of their running events. NOTE: The net effect of departing a few minutes before one s heat, running the race, and returning quickly after should typically be done in 10 minutes at the most. Coaches and athletes are expected to keep moving back to field events quickly for the progress of the meet. Shot Put And Discus: The shot put and discus circles are concrete. No spikes may be worn. Weigh-in of shot/discus: Thursday, May 31, 12:00-1:00 p.m. Saturday, June 2, 9:45-10:45 a.m. Weigh-in area is in the storage shed at the south end of the main bleachers. Only implements that meet weight and measurement specifications are allowed in competition AND warmup. Measurements in the shot put will be to the nearest lesser 1/4 inch via laser measuring. Measurements in the discus will be to the nearest lesser inch via laser measuring. Trial competition will be conducted in flights seeded by distances submitted in the entry process with the longest seed distances throwing in the final flight. Each competitor will have three trials in the preliminary flights. The top preliminary competitors will advance to the finals. The number in the finals shall be one more than the number of lanes on the track. If more than the specified number of finalists exceeded the state qualifying standard in the preliminaries, all who exceeded the standard shall advance to finals. Each finalist will have three trials in reverse order of performances from the preliminary round. Pole Vault: When a vaulter checks in at the event, the pole vault event judge and/or the field event referee will inspect the poles to verify they are legal equipment. It is the responsibility of the head coach to ensure that the vaulter uses the properly rated pole. The head coach shall verify that each vaulter will use the properly rated pole throughout the competition by providing the pole vault weight verification form included with these procedures. 5

6 All vaulters must wear an approved helmet during all practice, warm-up, and competition. A violation of the safe hand zone by a vaulter shall be deemed a failed try. The order in which competitors take their attempts will be determined by the heights submitted in the entry process. The order will move from lowest to highest. Measurements will be to the nearest lesser 1/4inch. The state qualifying standard is 13 9 standard is 11 0 Exception: If the state qualifying standard does not fall exactly on the prescribed height increments, the bar will be adjusted to the state standard if raising the bar to a new height would exceed the standard. This allows athletes the opportunity to qualify at standard. The next raise would bring it to the normal increment. (For example, if the bar is at 13 6, it would not raise to 14 0, but to 13 10, then 14 0 ). High Jump: Girls: Opening Height will be increments until 5 0 Then the bar will be raised in 1 increments until the completion of the event. The state standard is 5 5. Boys: Opening height will be increments until 6 2 Then the bar will be raised in 1 increments until the completion of the event. The state standard is 6 4 Measurements in the high jump will be to the nearest lesser 1/4 inch. Long Jump and Triple Jump: Trial competition will be conducted in flights seeded by distances submitted in the entry process with the longest seed distances jumping in the final flight. Each competitor will have three trials in the preliminary flights. The top preliminary competitors will advance to the finals. The number in the finals shall be one more than the number of lanes on the track. If more 6

7 than the specified number of finalists exceeded the state qualifying standard in the preliminaries within the allowable wind-aided parameter, all who exceeded the standard shall advance to finals. Each finalist will have three trials in reverse order of performances from the preliminary round. Measurements will be made to the nearest lesser1/4 inch. Additional Notes for Field Events: Pyramid shape only, ¼ or less length spikes may be worn for the pole vault, high jump, long jump and triple jump. Awards for the girls and boys long jump, girls discus, girls high jump, boys pole vault, and boys shot put will be presented after the 200m preliminaries on Thursday. Awards for the boys and girls triple jump, boys discus, boys high jump, girls pole vault, and girls shot put will be presented between the 200m and 3200m finals on Saturday. The top nine place finishers in all field events shall report to the awards area for the awards presentations. Because family members and fans use the awards as a chance for keepsake photos of the day, coaches are reminded to have their athletes receive their awards in school uniform and to refrain from clothing that would detract from others photos of their athletes. Wind aided (> +4.0 m/sec) performances in the long and triple jump that meet or exceed the state qualifying mark will NOT advance to the state meet. No more than two markings are permitted on the high jump approach area. Chalk may be used and will be provided. There will be a designated area for coaches near each field event. Coaches are not allowed outside of this designated area during the events except in areas available to all spectators. This area is allowed one to two (1-2) designated coaches per team per event. NFHS rules on the use of electronics by coaches will be followed and will be clarified at the firstday coaches meeting. Coaches are not to be in restricted or competition areas (the press box is restricted to meet officials only). NOTE: Coaches may not have managers, parents, athletes, etc. use their coaches box privileges in their places. 7

8 General Meet Policies: Scratches: Athletes who will be scratched from events must be reported to the clerk of course at the coaches meeting prior to the start of the meet. No substitutions or additions are permitted per MSHSL policy highlighted below. If an athlete is scratched from an event at the first day coaches meeting, s/he IS scratched from the meet. For Sub-Section, Section, and State Competition A contestant becomes officially entered into the first level of competition upon the entry deadline established by the section. If section meet procedures allow for scratches on meet day, this will be allowable at the first level of competition only, these must take place PRIOR to the start of the earliest event of the meet. An athlete that is scratched during this meeting is scratched from ALL events for which they were entered. Additions may not be made for any reason. Once the first level of competition meet begins and/or the athlete advances and the next level meet begins (i.e. sub-section to section or section to state), they must show up for all events in which they are entered. If the athlete does not compete in all events entered, it will result in disqualification of the participant in ALL events in which the contestant is entered (including events that are final). Medical exceptions to this policy will be handled on an individual basis at the meet by the Games Committee. A signed Physicians note must accompany all requests. [MSHSL Track & Field Policy] Advancement: The first and second place individuals and relay teams in each event qualify for the state meet. Standards for additional qualifiers can be found on the Track & Field web page at as well as in the 1AA T&F area of the league website. These standards must be met in the finals of running events. They can be met in any trial of the throws and horizontal jumps based on section procedures. Qualifying marks in the straightaway running events and horizontal jumps must be achieved with a tail wind equal to or less than +4.0 m/sec. In the event of a 2-athlete tie for first in an event, both competitors will advance as the two automatic qualifiers. Any others will only advance by standard. In the event that more than 2 tie for first, or there is a clear winner and 2 or more tie for second, tie-breaking procedures will be followed per rule to break the tie for advancement purposes. The Minnesota State High School League policy for advancement is that only those athletes meeting qualifying standards will advance in excess of the automatic berths. Thus, a tie for 2 nd place by high school league policy requires the run-off, etc. to determine the single 2 nd place qualifier. The National Federation Rules specifically leave the determination of the number and criteria for advancement to the games committee of the meet (in this case, the high school league and its meet policies). Should a run-off be necessary (or other additional competition to break a tie) and the loser of the run-off exceeds the qualifying standard during that additional competition without wind aid, s/he will advance to the state meet by standard. Only those athletes with the tied performances shall do any additional competition for the state meet qualifying spots. 8

9 Games Committee/Jury of Appeals: A Jury of Appeals will convene as needed to rule on allowable protests of referees decisions. Protests will be made in writing using the section form designed for that purpose and brought to the Meet Manager. If a committee member s school is directly involved in the dispute, that school will not participate in the final decision process resolving the dispute. The Jury of Appeals will consist of the Meet Manager and the following coaches: Boys Girls Faribault Lakeville South Farmington Red Wing Lakeville North Rosemount Rochester John Marshall Winona Awards: Scoring: Athletes are expected to receive their medals dressed appropriately as representatives of their schools. Appropriate is defined as the official school track & field competition uniform and/or official school track & field warm-ups. Spectators should be able to visually determine an athlete s school by his/her dress on the awards stand. Medals will be awarded for 1 st through 6 th place in all events (the number of awards is determined by MSHSL policy). Trophies will be awarded to the champion and second place teams. In the event of a tie for a medal place, the athlete in the higher grade shall receive the medal and the tied athlete(s) shall receive the award(s) from the section at a later date. If the tied athletes are in the same grade the one whose school is a greater distance from the meet site shall receive the medal at the meet. In the event of a tie for team awards, the school farthest from the meet site shall receive the award at the meet. A duplicate will be ordered and delivered to the tied school at a later date. Scoring in all individual events and relays will be: First place Second place Third place Fourth place Fifth place Sixth place Seventh place Eighth place 10 points 8 points 6 points 5 points 4 points 3 points 2 point 1 point 9

10 Meet Conduct: Only competitors and meet officials will be allowed on the track or in the infield during the meet (the lone exception for coaches shall be the coaches area at the high jump for the designated coaches). All coaches, spectators, and non-competing athletes are to be outside of the track and infield in the stands or other non-competitive or unrestricted areas. Field event areas each day are for that day s competitors only. Teammates not entered in the event, spectators, and team members from the gender not competing that day in the event are not allowed in the event area. Shelters for athletes from the sun and weather are allowed as long as they can reasonably fit in the area and allow the event head judge to see and supervise the athletes (no enclosed tents, canopies with enclosed sides all around, ice-fishing houses, etc. will be allowed). General warm-ups are to be conducted outside the track. Once athletes are clerked-in, they will be allowed to continue their warm-ups on the infield in a marked, designated area. The warm-up area may be used by athletes when the time for their events is near. 300m hurdlers may use the backstretch of the track in lanes on Thursday during the 100m prelims and the first section of the boys and girls 3200m.No additional warmup equipment is allowed on the track or infield (no mini-hurdles, etc.) Electronic devices are prohibited in competition and restricted areas. This refers to such things as ipods, other music devices, cell phones, video recorders, and so on. This applies to athletes, coaches, managers, and all associated with the team. We will clarify the competition and restricted areas at the Thursday coaches meeting. Certain meet officials shall be allowed to use their cellular telephones for meet communication only. Attendants shall not accompany a competitor to the starting line of any race. Each team is responsible for its own valuables. Please keep team camps in order and clean when leaving the meet. Please bring materials that you can use to secure tents, etc. on blacktop or on grass without driving stakes in the ground. Teams may store their camp materials (tents, etc.) in a locked room at the meet site between Thursday and Saturday. Buses may park in the high school bus loading area on Thursday after school and anytime on Saturday. Locker rooms are not available. Portable toilets are located near the track and field event areas. Head coaches with state meet qualifiers will receive a state meet parking pass from the meet manager. Other information for qualifiers will be found at Be sure to check the Coaches Clipboard and the Track & Field activities areas of the website. The coaches association asks all coaches to turn in their ballots for Section 1AA Coach of the Year and Assistant Coach of the year before the conclusion of the meet. Materials will be provided by the association by e- 10

11 mail before the meet. Time will be allowed during Thursday s coaches meeting for this and other coaches association items. Meet results will be posted on the press box after the conclusion of the event. Results will be available on-line at in the Track & Field area of the Section 1AA page and at wayzataresults.com. All meet results in preliminaries and finals are considered unofficial until 30 minutes after the completion of the meet session. Corrections to meet results must be made within the time frames stated in the current NFHS Rules. Changes can be made to official results due to clerical errors, corrections from timing errors or data entry errors. Meet management will make every attempt possible to prevent errors in timing, data entry and scoring. Coaches Meetings: A meeting for all boys head coaches and girls head coaches will be held in the team room at the complex each day prior to the start of the meet. The purpose of the meeting is for making scratches (on the first day), introducing meet officials, reviewing meet information, and answering any questions. Thursday, May 31 Long Jump - Girls Triple Jump Boys Pole Vault - Boys High Jump - Girls Shot Put - Boys Discus Throw - Girls Saturday, June 2 Long Jump - Boys Triple Jump Girls Pole Vault - Girls High Jump - Boys Shot Put - Girls Discus Throw - Boys The horizontal jumps will be contested simultaneously. Direction of competition for the horizontal jumps and the pole vault will be announced at the coaches meeting each day based on wind and other factors. 11
