1 Revised January 27, 2015 NORTH SHORE SECONDARY SCHOOLS' ATHLETIC ASSOCIATION BOYS' AND GIRLS' TRACK & FIELD POLICIES BCSS Registration Team Declaration and Player Registration for all Boys' and Girls' Track and Field teams must be submitted on-line to BC School Sports by April 7. Additional registrations may be made no later than April 27 or seven days before the beginning of zones playoffs, whichever is earlier. 2. BC Championships THREE athletes from the JUNIOR and SENIOR age divisions with the best performances at the North Shore Zone Meet will be awarded the three North Shore Zone entries. However, lower age level athletes who meet a qualifying standard may apply for consideration through the open Zone. Cost for Participation in NSSSAA Track and Field League: NSSSAA schools: $10 per athlete (local); $5 per athlete (traveling) athlete that attends at least one exhibition meet. Non-NSSSAA traveling schools: $250 NSSSAA Admin Fees and $5 per athlete for the season Non-NSSSAA local schools: $375 NSSSAA Admin Fees and $10 per athlete for the season 3. 3 -3-7. Four-Point Stance All divisions: A four-point stance (with or without starting blocks) must be used in all meets in the 100m, 200m, 400m, Sprint Hurdles, 400m Hurdles, 4x100m and 4x400m. 8. Uniforms All athletes are to wear school colours at all meets. Students not wearing singlets or tee shirts in school colours (or white top with shorts in school colour) will not be permitted to compete in the North Shore Finals Meet, Vancouver & District Meet or BC Meet. Students wearing jeans and/or unacceptable PE strip will not be allowed to participate. 9. Format for Competition at Exhibition Meets (for Bantam, Junior & Senior Age Divisions Only) Track events will have heats only (i.e. no semi-finals will be held) All meets will be timed. - Laned events (100m, 200m, 400m, Sprint hurdles and 400m hurdles) will have separate races for each age division. - Distance events (800m, 1500m, and 3000m) will have separate races for each age division, combined races involving more than one age division, or a single race involving all age divisions. The final decision on numbers of heats and combination of age divisions will be made by the Starting Clerks. - Open Boys' and Open Girls' Race walks will be done concurrently. Field events will be held one age division at a time. However, if there are only a small number of athletes in one age division, two or more age divisions may compete at the same time. The final decision on which method is to be used will be made by the Chief Official and Meet Director. Three attempts will be allowed for all events with the exception of the high jump where only two attempts at each height will be allowed (at the discretion of the official). The bar will be raised 5 cm at a time until only two competitors are left and then 2 cm at a time (or 5 cm if both athletes agree). It is OK to touch the mat or under the standard as long as the jump is completed. If not completed it is a foul if the plane is broken. Athletes competing in their age group at Exhibition Meets will be eligible to compete up at the preliminaries. 10. Entries All Meets A. Age divisions: Bantam in Year 1 of eligibility (Grade 8) and cannot be born prior to 2000 Junior in Year 1, 2 or 3 of eligibility and cannot be born prior to 1998 Senior & Open in Year 1, 2, 3, 4 or 5 of eligibility and cannot be born prior to 1996 Note: In instances where, for example, a grade 9 student was pushed ahead and is a grade 8 age, he/she would compete at the Junior level if this is his/her second year of high school (year 2 of eligibility). Conversely, a grade 8 student who is the same age as most Grade 9s, is allowed to compete as a Grade 8, assuming this is his/her first year in high school (year 1 of eligibility). Year of eligibility takes precedence over birth-date. Track: Athletes check in with the Starting Clerks just prior to the start of the event. Athletes will be given stickers to wear. If possible, each team should arrive with its own stickers. Stickers should be file folder sized and have the following information: Grade Level and Gender (i.e. JR Boys) School Field: Athletes sign in with the Head Official of the particular event at the start of the event. Entry stickers are required.

4 -4- Preliminaries and Finals Preliminaries will be run as scheduled, regardless of number of entries. In order to compete in the final, you must take part, in good faith, in the preliminaries. In the event that the competition has fewer than 8 entrants, no one will be eliminated from the final. A. A school is limited to three entries in the Preliminaries of each individual event for all divisions B. In Preliminaries, students can choose an unlimited number of events until they qualify for a maximum of 3 individual events, plus 2 relays. C. Athletes will be entered in the Finals of the FIRST THREE preliminaries in which they qualify. D. An athlete may not be on both an A and B relay team in the same event. E. A school is limited to one entry in each of the boys' and girls' 4x400m relay events; and two entries in each of the boys' and girls' 4x100 relay events. 11. Method of Qualification (for use on 6 lane track) a) If hand-held timing is used, the 100 metres will be run as follows: Entries Heats Advancing to Semis Advancing to Final 19 or more 4 Top times First 3 in each semi, plus next 2 fastest times Top times First 3 in each semi, plus next 2 fastest times No Semi Finals Top 8 times b) All Sprint hurdles (80m, 100 m., 110 m.) will be timed during the Preliminaries with the eight fastest times in each event advancing to the final. c) All 200s, 400s and relays will be timed during the Preliminaries with the eight fastest times advancing to the final. d) All boys and girls 800 and 1500 will be timed during the Preliminaries with the 12 fastest times (800m) and 16 fastest times (1500m) advancing to the final. e) There are no preliminaries for 300m/400m hurdles; however, in the event more than 8 athletes in a particular division that want to participate in the Finals, priority will given based on performance at the league exhibition meet. f) All field events will be measured during the Preliminaries with the eight best performances in each event, after three attempts, advancing to the final. If there are 8 or fewer entries in the throwing events being finalized during the Preliminaries, all competitors will receive six attempts even if none of the first three are measurable. g) In case of a tie for the last position, it will be the Referee s decision whether to have a run off or to include all ties athletes in the final. h) The following events will be run as FINALS during the week of Preliminaries: all 3000 metres, hammer, and pole vault. Exceptions: -Lane assignments for preliminaries will be drawn.

Lane Assignment (Track Events) and Order of Competition (Field Events) Exhibition Meets Randomly assigned. -5- Finals The lane assignments in each track event and the order of competition in each field event are according to the rankings in a particular event as determined by the best performance by each athlete at the Preliminary League Meets. A. 100m Semi-finals finishers will be assigned lanes in the Final according to IAAF rules. B. All other running events will be assigned lanes according to IAAF rules C Field events The competitors will compete in the reverse order of their rankings in the particular event as determined by the best performance by each athlete at the Preliminaries: eighth best will compete first, seventh second, etc. D. All events where there is no Preliminary competition Steeplechase, 400m hurdles, randomly assigned 13. Substitutions and Scratches (Finals) A. (No substitutions are permitted in the Finals), except in relays where it is permissible providing: (a) the regular member is medically unable to compete; (b) proper notification is made to the Meet Referee prior to the event, and (c) the substitute has not already competed on another relay team in the same event. If no substitute is available, the relay team will not be given any place or points. B. Athletes unable to compete in a Final for medical reasons will not be given any place or points in individual events. C. Athletes must compete in all events in which they qualify for and are entered in the Final. An athlete who fails to show for an event, including relays, will be disqualified from further competition, including relays. 14. Reporting to Events All Meets A. All competitors and officials must be ready to begin at 3:30 p.m., or the appropriate designated time, during Exhibition Meets. If a school does not have its approved sponsor and/or coach in attendance at the coaches meeting, athletes from that school are not allowed to compete. B. It is the competitor's responsibility to know when and where his event is taking place. Events may be called on the public address system but a competitor's name will not be called. C. If a competitor is competing in a field event and a track event is scheduled at the same time, the competitor must report to the field event judge first, explain that he is in a track event, and then report to the track event immediately. Upon completion of the track event, the competitor must return to the field event without delay and must immediately inform the person in charge of the event that he has returned. Failure to report to one of the judges may result in disqualification. Finals (The following will not be strictly adhered to for Exhibition Meets) A. Competitors arriving late for a track event (after the race has been run) are out of that competition. B. Competitors arriving late for a field event (after the event has started) may join the competition and receive attempts for each round not yet completed. A round is considered to have begun when the first person in the round is called to make his attempt.

A competitor who returns from a track event or another field event to a field event (without delay and after first having reported in to the field event in question) may have an attempt for each round missed (except in pole vault and high jump) but only if the last round has not begun. A round is considered to have begun when the first person in the round is called to make his attempt. These attempts must be taken alternately so that no competitor has two consecutive attempts. If the last round has begun, then the competitor may have his last attempt, but only if the last listed competitor has not completed his last attempt. In the pole vault and high jump, the bar may not be lowered at any time for competitors who have been away at another event, and the event must progress at a reasonably normal pace. When a competitor returns, he may have attempts at the height not yet completed. These attempts must be taken alternately so that no competitor has consecutive jumps unless all other competitors clear the height and thus force the remaining competitor to take consecutive jumps. 15. Equipment Exhibition Meets Throwing implements will be provided by the Association. Athletes may bring their own starting blocks, measuring tapes and javelins, and must bring their own batons. Finals Discus and Shot: These throwing implements will be provided by the Association. Javelin: Javelins will be provided by the Association. Poles: Competitors must bring their own poles for the pole vault. Measuring Tapes: Competitors may bring measuring tapes. Starting Blocks: Competitors may bring their own starting blocks. Blocks will NOT be provided by the Association. Batons: Competitors must bring their own relay batons for practice, but only batons provided by the Association are to be used in competition. 16. Coaching No coaching from inside the competition area will be allowed in the Finals (i.e. while the event in question is in progress). Competitors receiving coaching will be liable for disqualification. 17. Disqualifications In the event of a disqualification of an individual or relay team, the coach will be contacted. Note: A relay team can be disqualified when a runner throws the baton after completing the race, or for other displays of poor sportsmanship, including improper language. 18. Protests and Appeals A. Coaches must not be on the field on the Final Day unless they are officiating. B. All protests and appeals must be made to the Meet Director and League Chairperson. Coaches must not speak to any judges regarding a protest or an appeal prior to speaking to the Meet Director and League Chairperson C. If necessary, the Meet Director and League Chairperson will call together the Jury of Appeal which will consist of three of the following: League Chairperson; Meet Director; Jumps Referee; Throws Referee (Field Referee); Track Referee; or Starter.

7 Points Finals A. Points for placings in both individual and relay events will be scored as follows: 1st 10 2nd 8 3rd 6 4th 5 5th 4 6th 3 7th 2 8th 1 B. Points from Open individual events will be credited to the age division of the individual, both for team points and for individual aggregate totals. C. When an unbreakable tie occurs, the points will be divided equally (e.g., a two-way tie for third place would give each competitor 5 1/2 points). D. Competitors in the Final of a field event will receive a place only if a height is cleared or a distance is recorded (without disqualification). E. Competitors in the Final of a track event will receive a place only if they complete the race (without disqualification). 20. Awards Finals A. Team NSSSAA Championship Banners for: AAA Overall, AA Overall B. Individual Aggregate Championships will be declared in each age division for boys and girls based on the total points scored in individual events only - Top Performers. C. Ribbons will be awarded to individuals and relay team members who finish first to eighth and will be sent to the schools after the meet. ******************************
