1 ATHLETICS AUSTRALIA SELECTION POLICY 28 th FISU WORLD UNIVERSITY GAMES GWANGJU, KOREA 3 rd to 14 th JULY 2015 This document sets out the basis on which Athletics Australia will select its Team for the FISU World University Games in Gwangju, Korea, 3-14 July Aims The aim of Athletics Australia s Selection Policy for the World University Games is to nominate a quality team to represent Australia. The policy is aligned with the Athletics Australia Strategic Plan ( ) and with the Australian Institute of Sport Winning Edge Program. Specifically the policy aims to facilitate the following outcomes: Selecting athletes that are realistic medal contenders in Gwangju, Selecting athletes that are realistic top 8 finishers in Gwangju, and Providing athletes that are seen as future World Championship & Olympic top 8 finishers with international competition experience. Prioritising those athletes who demonstrate that they can plan the peak of their season and demonstrate competitive ability. Athletes can demonstrate this ability by: o o Performing well at Athletics Australia s 2015 Australian Athletics Championships, or Performing well at other Athletics Australia 2015 Australian Athletics Tour (AAT) meetings A cornerstone of this strategy is the commitment to select eligible qualified athletes in the 2015 World University Games Team. While certain categories of selection are at the discretion of the Selectors to ensure selection fairness, the overriding selection principle is of inclusion for all eligible athletes. 2 2 Standards, criteria and athlete numbers FISU Participation Rules dictate the number of athletes that can be entered and compete at the 2015 World University Games in each event. 2.1 Athletics Australia will select up to the maximum allowed under FISU rules as follows: For all events other than the 10000m, 20km Race Walk and Half Marathon two athletes per individual event, For the 10000m three athletes per individual event, and For the 20km Race Walk and Half Marathon up to five athletes per individual event. 2.2 To be selected athletes must meet the Athlete Eligibility Criteria (see Section 5). 2.3 All performances must be achieved within the Qualification Period (see Section 6) and must meet the Performance Eligibility Criteria (see section 7). For relay events there are no qualification standards. A nation can enter 1 team in each relay event. Page 2 Version /12/2014

3 3 Automatic Selection and Selection Priority Special weight will be given to performances achieved at the Australian Athletics Championships & World Championships Selection Trials (the Nationals ), the 10,000m Australian Athletics Championships & World Championships Selection Trials (the 10,000m Nationals ), the Australian 20km Walk Championships & World Championships Selection Trials (the 20km Walks ) and in the Australian Athletics Tour ( AAT ) meetings. 3.1 Australian Athletics Championships (all events except 10,000m, Half Marathon & 20km Race Walk) The first athlete at the Nationals Championship will be automatically selected provided that they are eligible (section 5) and have achieved at least the Qualification Standard from the start of the Qualification Period (section 6) up to and including the date of the Nationals Championship. (For the avoidance of doubt the Qualification Standard could be achieved at the Nationals Championship.) 3.2 Australian Athletics 10,0000 metres Championships The first athlete at the 10,000m Nationals Championship will be automatically selected provided that they are eligible (section 5) and have achieved the Qualification Standard after the start of the Qualification Period (section 6) up to and including the date of the 10,000m Nationals Championship. (For the avoidance of doubt the Qualification Standard could be achieved at the 10,000m Nationals Championship.) If the athletes that place first at the 10000m Nationals Championship do not hold the Qualification Standard at that time they will retain priority status through to the selection meeting. 3.3 Australian Athletics 20km Walk Championships The first athlete at the 20km Walks Championships will be automatically selected provided that they have achieved at least the Qualification Standard from the start of the Qualification Period (section 6) up to and including the date of the 20km Walks Championships. (For the avoidance of doubt the Qualification Standard could be achieved at the 20km Walks Championships.) If the athletes that place first at the 20km Walk Championships do not hold the Qualification Standard at that time they will retain priority status through to the selection meeting. 3.4 Half Marathon There will be no automatic selections for the half marathon. 4 4 Relays 4.1 The entry of relay teams will be entirely at the discretion of Selectors. 4.2 Should a relay team be entered in a particular event, athletes entered in the corresponding individual 100m or 400m will be automatically included in the relevant Relay Team. 4.3 Relay Team members not picked automatically may be added to the team and do not need to achieve the Qualification Standard. 4.4 Any World University Games Relay Team will consist of up to six athletes per relay discipline, drawn from any additional automatic Relay Team members (point 4.2) plus any athletes selected at the discretion of the Selectors. 4.5 Any World University Games Relay Team members will be nominated to create the most competitive possible team based on applicable relay skills, team cohesiveness and compliance with the Athletics Australia relay program. Results in individual events (e.g. 100m, 200m or 400m), while important, will not be the sole criteria for nomination to the relay teams. 4.6 The selection of the travelling Relay Team members is at the absolute discretion of Athletics Australia selectors. 4.7 For the avoidance of doubt, at the World University Games any athlete on the Team may be chosen to compete in the relays; being a member of the travelling Relay Team does not guarantee competing in the relay at the Games. The choice of athletes and their running order will be made by the Head Coach in consultation with the High Performance Director and the relevant team relay coaches. Page 4 Version /12/2014

5 5 Athlete Eligibility Criteria Only those athletes who qualify according to this clause will be eligible for selection in the Team: 5.1 Satisfy all FISU / AUS eligibility, nationality and 2015 World University Games Participation Rules. 5.2 Born between 1 st January 1987 and 31 st December 1997; and be either Enrolled and currently studying a diploma or higher course at a university, TAFE* (* conditions apply) or other tertiary institution (please note that deferred students are not eligible for selection); or Have graduated from a university in the year immediately prior to the event (i.e. graduated after 3 rd July In order to confirm eligibility, athletes will need to ensure that they complete the FISU Eligibility Certificate (this document must be signed by the University registrar or equivalent confirming the above requirements and then sealed with the University seal) and then provide the document to AUS (not Athletics Australia) for verification. Without this document (including appropriate signatures and seals), athletes will not be confirmed as part of the team. 5.3 Be a citizen of Australia. 5.4 Be a registered member of Athletics Australia through their Member Association. 5.5 Complete and submit the online Application for Consideration for Selection form (which can be found at for each event in which the athlete is seeking selection. The form must be submitted by the dates shown in section 6. The date for submission of the Application for Selection may be extended at the discretion of the Chairman of Selectors on the recommendation of the Director of High Performance. 5.6 Commit to signing the Athletics Australia Code of Conduct. 5.7 Be and remain in good standing with Athletics Australia and at all times comply with Athletics Australia s Code of Conduct and conduct themselves in a way that does not bring themselves, their sport or the National Team into disrepute. Athletics Australia may consider past and present behavioural conduct in determining whether an athlete is in good standing. If Athletics Australia determines that an athlete is not in good standing with Athletics Australia, in its absolute discretion Athletics Australia may choose not to select that athlete. 5.8 Agree to comply with a pre-championships preparation policy that will be published by Athletics Australia s High Performance Director. This policy may include the requirement to prove form and fitness to compete in the 2015 World University Games prior to travel into Korea. Failure by a selected athlete to comply with the pre-championships preparation policy will, at the discretion of the High Performance Director, result in an athlete who has been named by Athletics Australia at an earlier date being withdrawn from the final team for the World University Games. 5.9 Agree to undertake all reasonably expected education courses, including but not limited to ASADA e-learning modules level 1 & 2. 6 5.10 If the athlete is also seeking selection in the 2015 IAAF World Championships Team, they must obtain prior approval from the Head Coach and Director of High Performance. Applications should be in writing addressed to the Director of High Performance at setting out the reasons how competing in the 2015 FISU World University Games will enhance their performance in the 2015 IAAF World Championships. The Head Coach will consult with the Director of High Performance in making a decision on each request. 7 7 Eligible Performance Criteria 7.1 Performances must be achieved during competitions organised or authorised by IAAF, its Area Associations or its National Member Federations. Results achieved at university or school competitions must be certified by Athletics Australia or the National Federation of the country in which the competition was organised. 7.2 Performances must be achieved during an official competition organised in conformity with IAAF Rules. 7.3 To be recognised for the purposes of this Policy, performances achieved in Australia must be achieved in a competition sanctioned by Athletics Australia as an Athletics Australia National Permit Meeting. Athletics Australia operates a sanctioning process across all meets that involves the issuing of a permit National Permit or Recreational (State) Permit. A current list of all National Permit meetings will be available on the Athletics Australia website. 7.4 Performances achieved in mixed events, on the track and completely in the Stadium, shall not normally be accepted. If athletes and/or coaches are in doubt as to the interpretation of the IAAF and Athletics Australia Rules in relation to qualifying performances in Mixed Events they should contact the Competitions Manager of Athletics Australia. 7.5 Wind-assisted performances, beyond legal readings recognised by the IAAF, will not be accepted. 7.6 Hand-timed performances in 100m, 200m, 400m, 110m/100m Hurdles, 400m Hurdles and 4x100m relay will not be accepted. 7.7 Indoor performances for all field events and for races of 400m and longer, will be accepted. 7.8 Performances must be achieved in a competition where a minimum of three athletes are competing For throwing events, all three athletes must be competing with the same implement specifications For hurdle events, all three athletes must be competing with the same hurdle heights. 8 8 Selection Meetings There will be two selection meetings to determine the athletes who will be selected in the 2015 World University Games Team. 8.1 Selection for athletes in all events (except for the 10000m, Half Marathon and 20km Race Walk) will be in the week commencing Monday 30 th March 2015; 8.2 Selection of 10000m, Half Marathon & 20km Walk athletes will be in the week commencing Monday 4 th May 2015; 9 Prioritising athletes at the selection meetings 9.1 Trials winners holding the Qualification Standard. 9.2 The Selectors will then consider athletes in the following order: Most likely to finish in the top eight at a future World Championships or Olympic Games The following factors in any order the Selectors consider relevant: Repeat Qualification Standard performances Finishing order at the 2015 Australian Championships Head-to-head record in the qualification period Previous Championships record Current form and fitness 9.3 Squads of up to six athletes may be selected for the relay teams. For the avoidance of doubt, selection of relay teams is entirely at the discretion of the Selectors. 9.4 For the avoidance of doubt only athletes who have met the Eligibility Requirements may be nominated subject to the application of Sections 2 and 4. Furthermore the nomination of any athlete is at the absolute discretion of Athletics Australia. 10. Further Obligations after Selection Athletes selected in the Team for the IAAF World University Games in Korea according to the process and criteria set out in this Policy may be required to prove their fitness to compete in the World University Games by the achievement of a performance standard to be set by the Head Coach. This performance standard should usually be achieved within 2 months of the start of the. Failure by a selected athlete to meet the performance standard will, at the discretion of the Director of High Performance, in consultation with the Head Coach, result in an athlete who has been selected in the Team being withdrawn from the World University Games Team. 11. Appeal Process The appeal process can be found in the Athletics Australia By-Laws (section 8) available at Funding Australian University Sport imposes a levy on athletes selected to compete in the FISU World University Games. Athletics Australia is unable to cover the cost of this levy, however may be Page 8 Version /12/2014

9 in a position to offer limited assistance. In essence, this is a self-funded team, and athletes should expect a levy of up to $5,000 - $6, Amendment to Policy This Policy can be amended at any time by Athletics Australia if it is of the opinion that such an amendment is necessary as a result of any change to the Participation Rules, to give effect to the Policy following discovery of a drafting error or oversight, or for any other reason determined to be in the best interests of Athletics Australia. Athletics Australia shall not be responsible or liable in any way to any one as a result of any such amendment. Page 9 Version /12/2014
