1 BYC-POYC NAVIGATION CONTEST Easy Pickins in West Sound Saturday, April 26, 2014 Bremerton YC and Port Orchard YC welcome you to the Social Event of Easy Pickins in West Sound. As the name suggests, this will be your easiest contest of the IPBA season with high scores being a certainty for all. You learned all about Port Washington Narrows during Heavy Weather and the rest of the course is in, essentially, non-current waters. We look forward to your arrival for our Much Too Easy Social Event. Upon arrival at BYC and at POYC on Saturday, please hail our docking crews on VHF 68 low power. EVENT SCHEDULE: Friday: 1200 on Arrival at BYC 1800 Social Hour and Wine Tasting 1900 Dinner $8 and BYOB Saturday: 0900 Continental Breakfast 0900 Contest Review for Observers Turn in logs at BYC Navigation Contest 1630 Completed log turn in at POYC (on board Mouse Trap in shed D7) 1800 Social Time, Dinner and Awards Bring something for the Barbeque for your crew and your observer(s) and we will provide the taters, salad, rolls, and dessert - $7.00 and BOYB Remember: LOG RACING IS A SOCIAL EVENT!

3 BREMERTON YACHT CLUB/PORT ORCHARD YACHT CLUB EASY PICKINS IN WEST SOUND NAVIGATION CONTEST APRIL 26, 2014 SPECIAL RULES 1. Introduction: This contest shall be conducted under the Standard Rules of the International Power Boat Association, 1998 Edition, as modified by these Special Rules. The IPBA Standard Rules are available on the IPBA website at IPBA rules require that contestants operate in a safe manner in compliance with all Pilot Rules, Rules of the Road and Navigational Law, including local laws enacted by proper authority applicable to the Contestant s cruiser in the area where the contestant is operating (Rule No. 8.I). Failure to comply with the Rules of the Road will result in a l% penalty or disqualification (Rule No.14.A). 2. Observers: Observers will be provided to all contestants registered on or before April 22, Contestants who register after that date may have to provide an exchange observer. Observers will be assigned when your logs are submitted to the Contest Committee. Observers are honored guests on your boat and should be provided a lunch by you. Also, please bring an entrée for the grill for your observer(s). Please make them feel welcome, and take the time to let them know how you did. 3. Logs: Predicted Logs and Contest Logs shall be completed in ink and shall be submitted to the Contest Committee in the BYC clubhouse between 0830 and 1030 on the day of the contest. The completed and signed Contest Log shall be returned to the Contest Committee at Port Orchard YC prior to 1630 on contest day. It is recommended that the total error in seconds and handicapped percentage of error be calculated and entered on your log prior to turning in your Contest Log. The Contest Committee will accept Contest Logs only when submitted with the Contestant and Observer present together. Contest logs may be penalized if data has not been entered in shaded areas as described at the top of the logsheet. NOTE IPBA rules require the contestant to accept the score that the official race scorer computes unless you enter your total seconds of error on the Contest Log. If the total seconds of error on the Contest Log differs from what is calculated by the scorer, the contest committee will attempt to contact you at your cell number/contact info prior to the awards. Showing a copy of the Calculation Log is recommended if contacted by the contest committee to assist in determining your correct score. 4. IPBA Numbers: IPBA numbers must be displayed port, starboard and astern and be visible. Numbers and IPBA race flags will be available for purchase at the time of log check-in Saturday morning.
4 5. Time: Time shall be Pacific Daylight Time (PDT). The official time is local GPS time. 6. Stop Watches: A stop watch will be allowed only for timed runs, time outs and verification of official time by the observer in accordance with Rule No. 8.O. Only a stop watch will be used for timed runs and shall be available to the Observer who shall confirm the proper time has been run. The stopwatch shall be cleared and stopped when its use is no longer permitted. 7. Throttles: Throttles may be adjusted during the contest to vary engine RPM from the basic RPM shown on the log by plus or minus 10 percent (10%). 8. Flat Water Speed: Flat Water Speed is the speed of your boat at the basic Cruise RPM shown on your Contest Log without consideration for wind or current. 9. Handicap: The current IPBA handicap as set forth in the Standard Rule Book shall be used to determine the net percentage of error. For predicted speeds of less than 7.0 knots, the handicap for 7.0 knots shall be used. For predicted speeds of more than 23.0 knots, the handicap for 23.0 knots shall be used. 10. Navigation Aids: Radar MAY NOT be used for contest navigational purposes, but MAY be used at any time the skipper deems it necessary for safety purposes (See IPBA Rule No. 9 Safety Rule). Chartplotters and electronic charts may be used to replace paper charts as long as the chartplotter or computer is not connected to GPS and does NOT display speed, time or position information (SOG, COG, Time of Day, tracking or latitude/longitude). NOTE Be sure that event marks (such as pressing the F5 key on Coastal Explorer and Nobeltec navigation programs) do not display Time of Day. If electronic charting is used, a large scale printout of the course layout must be made available to the observer. Autopilots and depth sounders may be used as long as they do not use active GPS signals for waypoint arrival or for steering the boat. Electronic ranging devices may not be used. Cell phones must be turned off or may be placed in airplane mode in the possession of the observer or scrutinizer with alarms or other signaling turned off. 11. Chart: The recommended charts for this contest are and The Official Mileage for this contest is 18.8 NM, which cannot be exceeded. 12. Finish Classes: There are three (3) finish time brackets in this contest. Finish Class Flat Water Cruise Speed (knots) Finish Time and under to 9.00 inclusive and above
5 EASY PICKINS IN WEST SOUND 2014 COURSE DESCRIPTION: GENERAL: This contest course will be run on the waters of Dyes Inlet, Port Washington Narrows, Sinclair Inlet and Port Orchard. START LINE is an extension of the Bremerton Yacht Club A string with the outer end between 150 and 200 yards to port. From a standing start, proceed at 7.0 knots or less flat water boat speed to when the end of Rocky Point is abeam to port within 350 yards. At this point start Timed Run TR1 on course 285 T for 0.25 NM. Then proceed until the north end of the Marine Drive peninsula is abeam within 350 yards to port, then turn to starboard to a heading of 280 T until on a range of the Jackson Park Pier and Elwood Point. From there, proceed directly to CP1. Bremerton Yacht Club A string '(15.8 )N, '(45.9 )W End of Rocky Point '(13.1 )N, '(06.3 )W End of Marine Drive peninsula '(33.8 )N, '(44.0 )W End of Jackson Park Pier '(11.3 )N, '(13.3 )W End of Elwood Point '(28.1 )N, '(06.4 )W CONTROL POINT CP1 is when the house on the Erlands Point spit is abeam to port within 250 yards. At CP1, adjust your throttles to Cruise Speed and start Timed Run TR2 on course 349 True for 0.50 NM. At the end of TR2, immediately start Timed Run TR3 to Blind Point 1 followed immediately by Timed Run TR4 to Blind Point 2. At the end of TR4, proceed to CP2. House on Erlands Point Spit '(20.7 )N, '(10.4 )W Blind Point '(44.2 )N, '(05.7 )W Blind Point '(46.4 )N, '(51.7 )W CONTROL POINT CP2 is the extension of the Tracyton boat ramp within 500 yards of the end of the ramp to port. At CP2, reduce speed to a flat water speed of 7.0 knots or less and proceed to Control Point CP3, remaining clear of Port Washington Narrows Marina by at least 250 yards to starboard enroute. Tracyton Boat Ramp '(31.0 )N, '(35.6 )W Port Washington Marina (45.1 )N, (37.7 )W CONTROL POINT CP3 is when the Point Herron Light is between 100 yards and 250 yards abeam to port.
6 At CP3, adjust your throttles to Cruise Speed and proceed to Control Point CP4. Point Herron Light '(56.0 )N, '(49.5 )W CONTROL POINT CP4 is the extension of the Illahee Town Dock, between 300 and 500 yards of the outer end of the dock to port. At CP4, start Timed Run TR5 on course 90 T for 0.35 NM. At the end of TR5, proceed to the extension of Point White Dock within 200 yards of the outer end of the dock to port. From this point, proceed on course 166 T until Waterman Point Light 11 is abeam to port. Then proceed to the finish at Control Point CP5. Enroute to CP5, pass Waterman Dock, the north mile marker, and Radar Target G, within 200 yards to port. Illahee Town Dock (45.9 )N, (42.0 )W Point White Dock (57.9 )N, (38.9 )W Waterman Dock (24.4 )N, (55.9 )W North Mile Marker (48.3 )N, (38.8 )W Radar Target G (12.0 )N, (18.5 )W CONTROL POINT CP5 is the Annapolis Radar Target E when abeam to port within 100 yards.
