The trailer has an extension so that the boat can be launched from your car into the keys. Price for all is negotiable. Give me a call if you would like to see it. 3 GREETINGS WINDJAMMERS JERRY STARKEY T hree things in life are true. Death, taxes and winter in Tahoe. Unfortunately for us sailors winter is coming and that means the end of our sailing season. However Oct. is looking good still and Jane and I are up for raft ups/lunch on any week-end. Lets try to get some more outings in. TOO FAST TO GET IN ONE FRAME Of course with winter also comes our always fun X-mas party. I am looking for "ammo" for our awards presentation at the time (rookie of the year and anything else). If any of you have ideas, fun only please, let me know. I would also again express my thanks for an outstanding Fannette Island day both on the lake and especially at the dinner. Thanks all. 3 Finally on a more s erious n ote. Thankfully Renee on Vixen did a great job of recovering her man over board situation (maybe he jumped). But we should all take a lesson from it that things can go wrong when everything is going right. Let us all be safety aware at all times. Well that is it for now see you all at the party. Fair winds. Jerry O n the afternoon of August 26, 2012 Ernie Jones and this writer, Steve Katzman, met with members of the U.S. Coast Guard. This was an informal m e e t i n g scheduled only a few hours before with Ensign Wil- liam Hawn and Chief Petty Officer Joshua Clark, both of Sector San Francisco Waterways Safety. These Coast guardsmen work with permits for marine events. The LTWYC obtains such permits thru San Francisco Yacht Racing Association (YRA). LTWYC is a member of YRA. We list our events with YRA every October and that goes on a YRA schedule that is ap- proved by the Coast Guard. It was also noted that we use our own private marks for our races and they are granted under permission obtained by one of our members, Vic Beelik. The Coast Guard's interest in meeting us was to see our clubhouse and get acquainted with some faces behind the permits. This writer found it refreshing to meet representatives of our government that did not want to collect a fee or say no to something. 3
4 We had a visiting boat for the Fannette Isle Race. Time Bandit, a J-22, skippered by Scott Mack, crewed by his wife Debby and other crew Ransom Burford. Ransom hails from our town, now resides in Grass Valley, and was part of Junior Sailing with Glen Barclay. Nearing the Ross Mark in breezy conditions they found the head stay swinging loose. A broken turnbuckle was to blame. They fastened the spinnaker halyard to a strong point on the bow to hold the mast up in place of the forestay. This saved the mast from falling and they retired from the race and made it back to shore under their own power. Our thanks to them for coming to do our race and our congratulations for saving their mast. 5 RULES RULES RULES T hree boats with asymm e t r i c a l chutes are running downwind toward the leeward mark. Two of them (Green and Yellow) are overlapped on port tack and converging with the third boat (Blue) on starboard. Yellow knows she must keep clear of Blue, but she cannot bear off behind Green so she hails Green for room to jibe. Green replies that there is no such rule. Blue has to jibe to avoid contact, and she protests Yellow. Yellow Green. protests As a jury member, how would you decide this? RULE 19 Room to Pass an Obstruction 19.1 When Rule 19 Applies Rule 19 applies between boats at an obstruction except when it is also a mark the boats are required to leave on the same side Giving Room at an Obstruction (a) A right-of-way boat may choose to pass an obstruction on either side. (b) When boats are overlapped, the outside boat shall give the inside boat room between her and the obstruction, unless she has been unable to do so from the time the overlap began... Rule 19 (and therefore this scenario) will remain the same for the new rulebook. (Continued on page 7) 5
6 VICE COMMODORE S COMMENTS ERNIE JONES T he formal sailing season has come to an end. The marks have been pulled and the all the racing results are being tabulated. The social season is not over yet and we still have several events remaining. Before getting into the coming events, I want to mention the Fannette Race and Party. It was a great day sailing and all the crews enjoyed the racing. The dinner following featured fresh Alaskan Halibut. There were almost sixty people in attendance and no one went away hungry. Ann and I want to thank everyone who attended; it was a pleasure to host the party. That being said, our next event is a tour of the North Sails Christmas Party Friday December 14th Loft in Minden on October 17 th at 6:30 P.M. I m sure all of you received the special flyer with all the details. Remember an RSVP is necessary by Sunday, Oct. 14 th to v i c e c o m m o - dorewyc@gmail.co m More information to follow Our October General Meeting will be October 21 st at the Fresh Ketch. Each person will be ordering from a restricted menu and will be paying their own bill. Reservations will still be required to allow the Ketch to provide the proper staffing. If you want to nominate someone for office or want to hold an office yourself, be sure to contact the nominations committee. The Christmas Party is being planned for Friday, December 14 th. If we can agree on the terms, it will be aboard the Tahoe Queen much the same as last year. Be sure to mark your calendars and more information will be provided as plans are formal- 6

Green and Yellow are approaching an obstruction, so rule 19 (Room to pass an obstruction) will apply to them. Green is a leeward boat and has the right of way over Yellow; therefore, according to rule 19.2(a), Green may choose to pass the obstruction (Blue) on either side. is the outside boat. Yellow also chooses to pass on that s i de; sinc e Green and Yellow are overlapped, Yellow is the inside boat and Green According to r u l e ( b ), Green must give Y e l l o w room to pass between her ( G r e e n ) and the obstruction (Blue). RULE 19 Room to Pass an Obstruction 19.1 When Rule 19 Applies Room is The space a boat needs in the existing conditions while maneuvering promptly in a s e a m a n l i k e way. So, here s how it works: Green and Yellow, two overlapped boats, approach a rightof-way boat (Blue) that is an obstruction. Green has right of way over Rule 19 applies between boats at an obstruction except when it is also a mark the boats are required to leave on the same side Giving Room at an Obstruction (a) A right-of-way boat may choose to pass an obstruction on either side. (b) When boats are overlapped, the outside boat shall give the inside boat room between her and the obstruction, unless she has been unable to do so from the time the overlap began... Yellow so she can choose to pass Blue on either side. Yellow must keep clear of Green, but if she has an inside overlap when the boats are at the obstruction then Green must give her room to pass the obstruction. Room includes enough space and time for Yellow to keep clear of Blue in this case Green must give Yellow enough room to jibe. Even though Green holds the right of way (over Yellow), she has to bear off and probably even jibe to comply with rule 19. Note that rule 20 (Room to tack at an obstruction) doesn t apply here because neither boat is sailing close hauled or above. Also, rule 20 does not cover jibing. Rule 19 (and therefore this scenario) will remain the same for the new rulebook) 7
