1 2017 Formula 18 Americas Championship September 5-9, 2017 Alamitos Bay Yacht Club Long Beach, California, USA SAILING INSTRUCTIONS The Organizing Authority will be the Alamitos Bay Yacht Club, 7201 E Ocean Blvd, Long Beach, CA and USF18. The notation [DP] denotes a Rule in the SI means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. [NP] denotes that a breach of this Rule will not be grounds for a protest by a boat. This changes rule 60.1(a). 1. Rules 1.1. The regatta will be governed by the Rules as defined in The Racing Rules of Sailing The following prescriptions of United States national authority will apply, Prescriptions to RRS 60.3, 61.4, 67, 70.5(a) and 76.1, which are stated in full below. Appendix R-Appeals, which will be posted on the official notice board: US Sailing prescribes that rule 60.3(b) is changed to: (b) request redress for a boat or call a hearing to consider redress; or RRS 61.4 Fees for Protests and Requests for Redress US Sailing prescribes that no fees shall be charged for protests or requests for redress RRS 67 Damages US Sailing prescribes that: (a) A boat that retires from a race or accepts a penalty does not by that action alone admit liability for damages. 2 (b) A protest committee shall find facts and make decisions only in compliance with the rules. No protest committee or US Sailing Appeals authority shall adjudicate any claim for damages. Such a claim is subject to the jurisdiction of the courts. (c) A basic purpose of the rules is to prevent contact between boats. By participating in an event governed by the rules, a boat agrees that responsibility for damages arising from any breach of the rules shall be based on fault as determined by application of the rules, and that she shall not be governed by the legal doctrine of assumption of risk for monetary damages resulting from contact with other boats RRS 70.5(a) After rule 70.5(a) add - US Sailing prescribes that its approval is required RRS 76.1 Exclusion of Boats or Competitors US Sailing prescribes that an organizing authority or race committee shall not reject or cancel the entry of a boat or exclude a competitor eligible under the Notice of Race and for an arbitrary or capricious reason, or for the reason of race, color, national origin, gender, sexual orientation, or age The Equipment Rules of Sailing shall apply. 2. NOTICES TO COMPETITORS 2.1. Notices to competitors will be posted on the official notice board located at the Alamitos Bay Yacht Club on the glass wall facing the boat basin. Except for notices of protests, all official regatta notices will be posted here Notices of protests and requests for redress will be posted on the protest notice board located outside the protest office opposite the ABYC galley. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 1000 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it is to take place. 4. SIGNALS MADE ASHORE 4.1. Signals made ashore will be displayed from the flagpole of Alamitos Bay Yacht Club When flag AP is displayed ashore. 1 minute is replaced with not less than 60 minutes in the race signal AP. 5. SCHEDULE OF RACES 5.1. Dates of Racing Wednesday September Racing first warning, 4 races scheduled Thursday September Racing first warning, 4 races scheduled Friday September Racing first warning, 4 races scheduled Saturday September Racing first warning, 4 races scheduled 5.2. A maximum of sixteen (16) races are scheduled 5.3. A maximum of four (4) races per day are scheduled To alert boats that a race or sequence of races will begin soon, the orange starting flag will be displayed with one sound at least five minutes before a warning signal is made. 3 5.5. On the last day of racing no warning signal will be made after 4:00 pm, except as a consequence of a general recall or postponement during a starting sequence. 6. CLASS FLAGS 6.1. The class flag will be a white flag with an F-18 insignia. 7. RACING AREAS 7.1. Location of racing areas will be as shown below. Racing areas will be posted by 1000 on the day they will take effect. C A B 8. THE COURSES 8.1. The diagram in Addendum A shows the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left The course shall be signaled by placards displayed on the race committee signal boat No later than the warning signal, the race committee signal boat will display the approximate compass bearing of the first leg. 9. MARKS 9.1. Mark 1 will be an orange inflatable shape Marks 1a, 2s and, 2p, will be yellow inflatable shapes New marks, as provided in instruction 11.1, will be a different color from the original The starting and finishing marks will be staffs displaying orange flags. 10. THE START The starting line will be between staffs displaying orange flags. One end shall and both ends may be on race committee boats The race committee will attempt to notify recalled boats by hailing her sail number over the designated VHF channel. Failure of the committee to make the attempt or for the competitor to hear the hail will not be grounds for redress. This changes RRS CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. September 1, 2017 Page 3 of 8

4 12. THE FINISH The finishing line will be between staffs displaying orange flags. One end shall and both ends may be located on a race committee boat In the interest of starting another race in a timely fashion, the race committee may assign a finish position to the last finisher(s) provided that the position(s) can be determined in a reasonable manner. 13. PENALTY SYSTEM RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty A penalty for an incident that occurs within zone of the windward mark or on the offset leg shall be delayed and taken promptly when on the downwind leg. This changes RRS TIME LIMITS AND TARGET TIMES Time limits and target times are as follows: Time Limit Mark 1 Time Limit Target Time If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a), A Boats still racing thirty (30) minutes after the first boat sails the course and finishes, and not thereafter retiring, being penalized or given redress, will be scored TLE (Time Limit Expired) and will be assigned scored points equal to the number of boats finishing within the time limit plus two points. This changes rules 35, A4.1, A4.2, and A PROTESTS AND REQUESTS FOR REDRESS Protest forms are available at the protest office located opposite the galley. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit The protest time limit is 30 minutes after the race committee signal boat arrives at the dock or the race committee signals no more racing today whichever is later Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located within the protest office Notices of protests by the race committee, technical committee or protest committee will be posted to inform boats under RRS 61.1(b). 16. SCORING Three (3) races are required to be completed to constitute a series When fewer than five (5) races have been completed, a boat's series score will be the total of her race scores When five (5) to ten (10) races have been completed, a boat's series score will be the total of her race scores excluding her worst score When more than ten (10) races per boat have been completed, a boat's series score will be the total of her race scores excluding her two (2) worst scores A boat that did not finish will be assigned scored points equal to the number of boats finishing within the time limit plus two points. SAFETY REGULATIONS Check-Out and Check-In: Before the warning signal on the first race each day, all boats shall sail by the stern of the race committee signal boat, hail her sail number and obtain the acknowledgment of the race committee. [DP] A boat that retires from a race shall notify the race committee as soon as possible. [DP] 18. REPLACEMENT OF CREW OR EQUIPMENT Substitution of competitors will not be allowed without prior written approval of the race committee. [DP] Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. [DP] 19. EQUIPMENT AND MEASUREMENT CHECKS On the water, a boat can be instructed by a race committee or the technical committee to proceed immediately to a designated area for inspection. Ashore, equipment may be inspected or measured at any time for compliance with the class rules and the notice of race. 20. EVENT ADVERTISING Boats shall display event advertising supplied by the organizing authority. Instructions will be available at registration [NP] [DP] 21. OFFICIAL BOATS Official boats will be marked as follows: Race Committee Boats Blue flag marked with white RC and red anchor Judges Boat White flag marked with black letters JUDGE Press Boat White flag marked with black letters PRESS 22. COACH AND SUPPORT BOATS[DP] Coach/Support boats are allowed for this regatta. The skipper of each coach/support boat must register with the organizing authority and pay the applicable fee. [DP] All coaches and support personnel are required to attend a meeting which will be held immediately following the competitors briefing. [DP] All coach/support boats shall display an identification flag while on the water as directed by the race committee and return the flag at the conclusion of the regatta. No flag, banner, pennant, signal or shape other than that supplied by the organizing authority shall be displayed. [DP] Coach/ support boats must be prepared to render assistance to any boat in need and perform any other function requested of them by the race committee. [DP] Unless otherwise directed by the race committee, no coach/support boat may be within one hundred (100) yards of the course boundaries nor have any communication with a competitor between the first warning signal for a race and the time that race is abandoned or the September 1, 2017 Page 5 of 8

6 competitor has finished and is 100 yards outside the finishing line and course boundaries. This changes RRS 41. [DP] All coach/support boats must be equipped with their own VHF radios and monitor a designated VHF channel if requested to do so by the race committee. [DP] The penalty for failing to comply with these requirements will be applied to the appropriate competitors boats associated with the coach/support boat personnel at the discretion of the protest committee. Additionally, upon receiving a report, the organizing authority may take other disciplinary action against the registered coach and/or support personnel. [DP] 23. TRASH DISPOSAL Trash may be placed aboard support or official boats. 24. RADIO COMMUNICATION The Race Committee will use VHF radios to make competitors aware of its intentions, the course to be sailed, starting times, course changes, On Course Side (OCS), postponements, and other information regarding racing. Failure of the Race Committee to make a broadcast, the timing of a broadcast, or the failure of a boat to hear a broadcast shall not be grounds for redress under RRS 62.1(a) Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communications that is not available to all boats. [DP] 25. SMART PHONE TRACKING A Smart phone tracking system will be utilized for this event, which shall be for the sole purpose of entertainment for after race replay and analysis. Instructions will be available at Registration. If desired, Competitors shall have a waterproof pouch for storing their smart phone in their life jacket or on their boat. [NP][DP] 26. BERTHING Boats shall be stored overnight on a public beach in Alamitos Bay adjacent to Alamitos Bay Yacht Club. [NP] 27. PRIZES Prizes will be awarded in accordance with the Notice of Race. 28. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 29.
