2 2019 International J/24 Class Australian Championships Notice of Race The 2019 International J/24 Class Australian Championships will be organised by the Cruising Yacht Club of South Australia (CYCSA), in cooperation with the South Australian J/24 Class Association. The Organising Authority for this regatta is the Cruising Yacht Club of South Australia (CYCSA). The notation (DP) in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. 1 RULES 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) of World Sailing. 1.2 The Prescriptions and Special Regulations of Australian Sailing shall apply; all races shall be classed as Category The rules of the International J/24 Class Association (IJCA) except as altered by the Sailing Instructions or this Notice of Race. IJCA Rule 5.3 is changed as follows: A boat may sail with different crew on different days provided the crew changes are declared at registration. The number of declared crew shall remain the same throughout the regatta. Crew changes not declared at registration require advance written approval of the Race Officer and will only be approved in exceptional circumstances. IJCA Rule C 10.2 (b) is changed as follows: A boat may carry one mainsail, one genoa, one jib and two spinnakers whilst racing. 1.4 From the time a boat leaves her mooring for the first race of each day until she returns to her mooring and while not racing, she shall not receive outside help, except as permitted by RRS 41, from any outside source except other competitors and official boats under the direction of the Organizing Authority (DP). 1.5 All boats must comply with the South Australian Harbors and Navigation Act 1993 and associated regulations. 1.6 The World Sailing Sailor Classification Code will not apply World Championship Qualifications 2

3 The J24 National Committee will use the 2019 Australian Championships to determine the eligibility for selection to the 2019 World J24 Championships held in Miami USA. In accordance with IJCA Regatta Regulations, for World Championships, helmspersons must be nominated by their NJCA and be registered members of the NJCA of the country they represent. The National Committee has determined Australia is entitled to 6 places at the World Championships. Additional spaces are available for one all-female crew and one for an under 25 years crew. The qualifying helmsperson is the person who starts, finishes and steers in all races in the qualifying event. Invitations to participate in the World Championships, will be provided to the helmspersons of the first six scratch placings in the Australian Championships. If the nominated helmsperson is unable to attend the World Championships, the qualification place will be passed to the next helmsperson until all six nominations are filled. The National Committee will use its discretion should an all-female and/or under 25 year crew wishes to be nominated for selection. 2 ADVERTISING 2.1 For the purpose of advertising, the classification of this regatta shall be in accordance with RRS Regulation Boats may be required to display advertising material chosen and supplied by the Organising Authority. 3 ELIGIBILITY AND ENTRY 3.1 The International J/24 Class Australian Championships is open to J/24 Class boats as defined by the IJCA Rules, in addition to fulfilling the following requirements: Each competitor shall be a member of a Club affiliated with their respective State or National Yachting Association Each competitor shall be a financial member of their respective State or National J/24 Class Association The owner of the J/24 as shown on the Measurement Certificate shall be a financial member of their State or National J/24 Class Association Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of AU$10,000,000 per event. A copy of the certificate of currency or policy document shall be lodged with the Organizing Authority. 3

4 3.2 Eligible boats may enter HERE, together with paying the required fee, by 17 December Late entries may be accepted. If accepted a late entry shall incur a late fee (refer section 4.3). 3.3 The boat-helmsperson combination nominated on the Entry Form shall constitute an entry. Any change to the nominated combination shall be considered a new entry. 4 FEES 4.1 A non-refundable entry fee is AU$500 (inc. GST), payable through the online entry system. 4.3 Late entries may be accepted, however, they shall incur a late fee of AU$100 if received after the close of entries (refer section 3.2). 5 SCHEDULE OF EVENTS 5.1 Regatta Schedule: Wednesday, 2 January 2019 Boat and crew registration, and crew weigh-in: 16:00 18:00 Thursday, 3 January 2019 Boat and crew registration, and crew weigh-in: 8:00 10:00 Regatta Briefing: 10:15 Racing: First warning signal not before 12:00 (it is intended that up to 3 races will be sailed this day) Friday, 4 January 2019 Racing: First warning signal 11:00 (it is intended that up to 4 races will be sailed this day) Saturday, 5 January 2019 Racing: First warning signal 11:00 (it is intended that up to 4 races will be sailed this day) Sunday, 6 January 2019 Racing: First warning signal 11:00 (it is intended that up to 2 races will be sailed this day) Presentation and closing function: 18: Up to Twelve (12) races are intended to be scheduled over four (4) days of racing. No more than four (4) races may be sailed on any day. 5.3 No warning signal shall be made after 14:30 on Sunday, January 6, REGISTRATION & MEASUREMENT 6.1 Registration will be conducted at the CYCSA in the Kinnaird Room at the nominated times (refer to section 5.1). 4

5 6.2 At registration each boat shall: (a) present a valid J/24 Measurement Certificate including Part C: Inventory of Required and Optional Equipment. (b) hold and lodge with the Organising Authority a valid Australia Sailing Special Regulations Equipment Audit Form - Category 6 (c) present proof that all crew members are financial members of their State or National Yachting Authority. 6.3 All crew members shall weigh-in at registration. Weigh-in will be conducted in accordance with the rules of the IJCA (refer IJCA rule 5.2). All crew must be weighed prior to 10:00 Thursday, 3 January Except that approved crew substitutions may be weighed between 09:00 and 09:30 on the first day that they will compete. Failure to do so shall invalidate the entry. 6.4 The Organizing Authority or a J/24 Class Association representative may conduct measurement and inventory checks of competing boats at anytime during the regatta. 6.5 No first time measurement of boats or sails will be available at the regatta. 7 SAILING INSTRUCTIONS 7.1 Sailing Instructions will be available upon registration at the CYCSA and may be available online on the National J/24 website prior to the regatta. 8 VENUE 8.1 Attachment 1 shows the location of the regatta venue. 8.2 Attachment 2 shows the location of the racing area. 8.3 Races will be conducted within five (5) nautical miles of the Adelaide coastline. 9 COURSES 9.1 All courses to be sailed will be windward/leeward type. The target time for races will be approximately 50 to 75 minutes. 10 PENALTY SYSTEMS 10.1 The penalty for breaking a rule of Part 2 shall be a One Turn Penalty (one tack and one gybe in the same direction). Infringements in the Zone as defined in the RRS shall be a Two Turn Penalty (two tacks and two gybes in the same direction). This changes RRS 44.1 and SCORING 11.1 Twelve (12) races are scheduled of which four (4) completed races are required to constitute the series. A boat s series score will be the total of her race scores 5

6 excluding her worst score after eight (8) races have been completed or her worst two scores after ten (10) races have been completed Performance Handicap System (PHS) results will be decided by application of the Time Correction Factor (TCF). The PHS TCF allocated by the Race Committee, will be re-calculated between races and will not be subject to redress. This changes RRS 62.1(a) Boats failing to finish within 15 minutes after the first boat sails the course and finishes will be scored Time Limit Expired (TLE) without a hearing. Boats scored TLE will be scored points equal to the number of boats finishing within the time limit plus two points by the Race Committee without a hearing. This changes RRSs A4.2, A5, and A SUPPORT BOATS (DP) 12.1 Team leaders, coaches and other support personnel or boats must not approach closer than 100 meters to any boat racing from the time of the Warning Signal until the last boat in that race has finished, without the approval of the Race Committee. 13 HAUL OUT RESTRICTIONS (DP) 13.1 All boats shall be afloat by 13:00 on Thursday, 3 January 2019, and shall not be hauled out during the regatta. Rudders shall remain affixed to the boat in their normal position during this time The Race Committee may approve a written request for a boat to be hauled out at any time provided that it is satisfied that this is required for essential repairs. When approval is given no other work shall be done other than work that could not have been done while afloat. 14 OTHER PROHIBITED ACTIONS (DP) 14.1 Careening by any means for the purpose of cleaning or inspecting the hull is prohibited during the regatta Underwater breathing apparatus (including snorkels), plastic pools or their equivalent shall not be used between the time the boat is to be afloat and the end of the regatta. The hull may be cleaned at any time by swimming or keelhauling using ropes or cloth. 15 RADIO COMMUNICATIONS (DP) 15.1 Except in an emergency, upon retiring from a race or at the request of the Race Committee, a boat shall neither make radio or other data transmissions while racing nor receive radio or data communication not available to all boats. This restriction also applies to mobile telephones In accordance with RRS 41, the Race Committee may broadcast on VHF Channel 77 information of interest to competitors. Any failure of, or defect in, such a broadcast will not be grounds for redress. This changes RRS 60.1 and 62. 6

7 16 PRIZES 16.1 Prizes will be awarded to all boats placed first to third on scratch and first to third on PHS handicap Results and prizes will be announced after the final race on Sunday, 6 January CRANE, TRAILER STORAGE & YACHT BERTHS 17.1 The CYCSA has facilities for crane access and trailer storage for competitors. It is CYCSA policy that an induction be held prior to operating the club crane. Interstate boats will need assistance from an appropriately trained CYCSA member to utilise the crane. Please contact the CYCSA reception on (08) or reception@cycsa.com.au for further information. 18 MEDIA AND IMAGE RIGHTS WAIVER 18.1 By entering this regatta, the owner (or charterer) and crew members on competing boats grant at no cost the absolute right and permission to use their names, voices, images, likenesses, and biographical material, as well as representations of their boat in any media (including television, print and internet), to the Organising Authority Competitors and crew members name, voice, image, likeness and biographical material shall not be used by the Organising Authority, Host Club, or any event sponsors in a way which constitutes an endorsement of sponsors products by said competitors and crew members, unless the relevant competitor or crew member is engaged by the sponsor to endorse said products or gives his/her prior written consent to such use By participating in this regatta Owners (or charterers) and crew members shall acknowledge and accept the granting of media rights referred to in this paragraph DISCLAIMER OF LIABILITY 19.1 All those taking part in the regatta do so entirely at their own risk and responsibility. Specific attention is drawn to RRS 4 which states; "The responsibility for a boat's decision to participate in a race or to continue racing is hers alone" It is the competitor s decision to enter the Event or to start and continue in any race. 7

8 Competitors shall accept that their participation in the Event is at their exclusive risk in every respect. By way of entry in the Event competitors shall indemnify the Organising Authority, and the Host Club, their Officers, Members, Staff and Agents in respect to all claims and demands of whatever nature which may be made upon them in connection with or howsoever arising from their participation or intended participation in the Event The Organising Authority, and its Officers, Members, Staff and Agents accept no responsibility in respect of loss of life, personal injury or loss or damage to property which may be sustained by reason of their participation or intended participation in the Event or howsoever arising in connection with the Event. 8
