1 2019 New Zealand Javelin National Championship Friday 29 th March Sunday 31 st March 2019 The Organising Authority is Howick Sailing Club, Howick Beach, Auckland NOTICE OF RACE NB: The notation [DP] in a rule in the Notice of Race means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. 1. RULES 1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing The Yachting New Zealand Safety Regulations Part 1 shall apply The Javelin Class Rules and Restrictions July 2008 will apply Racing rules 61.1(a) and 44.1 will be changed as follows: Yachts will be exempt from displaying a protest flag and shall inform the race committee boat at the finishing line of their intention to protest immediately after finishing. This changes rule 61.1(a) Racing rule 44.1 is changed so that a Two-turn Penalty is replaced by a One-turn Penalty. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules Appendix T, Arbitration, will apply. 2. ADVERTISING 2.1. Boats may be required to display advertising chosen and supplied by the organising authority. If this rule is broken, World Sailing Regulation applies. [DP]. 3. ELIGIBILITY AND ENTRY 3.1. The regatta is open to all boats of the Javelin class that comply with the Javelin class rules To be eligible to compete in this event a competitor shall be a financial member of a club or other organisation affiliated to the National Authority and each boat shall be a current member of the Javelin Class Association. Entry Fees Regatta entry fees: $ / boat Late entry fee (additional): $ Additional costs: There will be a Regatta Dinner held (in association with the A-Class and Zephyr Auckland Champs) on the Saturday night. This will start at approx. 1800hrs. Meal tickets can be purchased as part of the on-line Registration for $35/head. The Regatta Dinner will be supplied by the Spit Roast Company The Entry Fees along with Regatta Dinner tickets costs can be deposited to the Howick Sailing Club s ASB bank account: Please provide Javelin as the Reference and your sail number as Particulars Entries will be accepted on-line from 1 January On-line registrations will be available on the Howick Sailing Club s website - HowickSailingClub.co.nz. A registration link will also be displayed on the Javelin Class Association website/facebook On-line entry registrations will close at 2000hrs on Friday 15 th March Entry fees must be received in full by bank transfer no later than 2000hrs on Friday 15th March Late entries, accompanied by contest entry fee plus the late entry fee may be accepted at the Organising Authority s discretion until close of registration (11.30am) on Friday 29 th March All entry fees / late entry fees must be paid in full either by bank transfer, cash or cheque no later than close of registration on Friday 29 th March SCHEDULE OF EVENTS 4.1. The regatta has 9 races scheduled. Five (5) races are required to constitute a series No race shall start after 1530hrs on Sunday 31 st March Prize giving as soon as possible after racing is complete on the last day of the regatta Races maybe sailed in conjunction with other events New Zealand Javelin National Championship - NOR rework `Page 2 of 7

3 4.6. Javelin Class Association AGM is scheduled to start Friday afternoon after all boats are ashore and any protests heard but can be rescheduled to the following morning if racing is delayed. 5. MEASUREMENT (CLASS ASSOCIATION TO ARRANGE) 5.1. Each boat shall declare that they comply with the Javelin class rules. In addition, boats may be measured by a class official All new sails previously not measured shall require measurement Spot measurement checks may be carried out after Registration and during the regatta. Any Javelin selected shall be presented for and must pass the measurement check or risk disqualification from the regatta Measurement checks are available prior to close of Registration on Friday 29 th March. 6. SAILING INSTRUCTIONS 6.1. Sailing Instructions will be available on the Javelin Class Association website and the Howick Sailing Club website from 1 st March Sailing Instructions will be displayed at Registration on the Howick Sailing Club Notice Board. 7. VENUE AND RACING AREA 7.1. The races will be held off: Howick Sailing Club, Howick Beach, Auckland Attachment A shows the location of the regatta venue and racing areas. 8. COURSES TO BE SAILED 8.1. The courses will be windward/leeward Course diagrams/descriptions will be supplied with the Sailing Instructions Course diagrams/descriptions will be displayed on the Howick Sailing Club Notice Board. 9. FORMAT 9.1. The Series will be raced over 3 race days A minimum of 6 boats is required to sail to constitute the Series A minimum of 5 races to be sailed to constitute the Series. 10. SCORING When five or fewer races have been completed, a boat s series score will be the total of her race scores When from six or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 11. PRIZES Prize giving will be held as soon as possible after the completion of racing on 31 st March The following prizes will be awarded: Ray Eade Cup - 1 st place John Long Memorial Trophy - 2 nd place D.F.L Trophy last place finisher who completes all races in this regatta. Spot prizes may be awarded. 12. SUPPORT BOATS Support boats will be allowed Support boats must stay at least 50 metres outside the racecourse area, with the exception of those giving assistance to the race committee New Zealand Javelin National Championship - NOR rework `Page 3 of 7

4 12.3. Support boats are required to have VHF communications and be available to assist the race committee when required. 13. RADIO COMMUNICATIONS Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. This restriction also applies to mobile telephones. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 15. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1,000,000 per incident or the equivalent. Certificate of insurance is to be presented at registration. 16.
