2 1. RULES 1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) The prescriptions of Australian Sailing (SA) will apply SA Safety Regs Part 1, Category 5. apply 1.4. Each boat will be crewed by at least one person over the age of 18 years. 2. NOTICES TO COMPETITORS 2.1. Notices to competitors will be posted on the official notice board(s) in the window located at the northern end of the race office. 3. CHANGES TO SAILING INSTRUCTIONS 3.1. Any change to the sailing instructions will be posted before 08:00 on the day it will take effect, except that any change to the schedule of races will be posted by 18:00 on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1. Signals made ashore will be displayed on the flagpole located on the northeastern corner of the clubhouse When flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in the race signal AP. 2

RACING AREAS 6.1. Racing is mainly conducted on the Smooth Waters of southern Moreton Bay. Racing commonly commences and finishes within Waterloo Bay with the bulk of the course occurring east of Green and St Helena Islands. The longer courses are held South of The Main Shipping channel, as far East as Hope banks beacon and as far South as Cleveland point. The southern component of these courses can include the waters around Peel Island. (Maritime Safety Queensland had deemed this area of the bay to be a Category 1: Low Risk Area in relation to Aquatic Events Risk Management.) 7. THE COURSE 7.1. The courses will be selected from the WMSC Course Booklet The PRO may modify the selected course The PRO will attempt to select courses of approximately 2 hours duration for the fleet median performer for races 1 and The OOD will attempt to select courses of approximately 5 hours duration for the fleet median performer for race To shorten course, the Race Committee will move the finish line and advise the fleet on VHF 72 3

4 9. NAVIGATION MARKS 9.1. For all races, navigational marks must be observed. 10. MARKS The starting and finishing marks may be red, orange or yellow inflatable buoys. 11. THE START Races will be started by using Rule 26 with the warning signal made 5 minutes before the starting signal The starting line will be between a staff displaying an orange flag on the starting boat at the starboard end and the port-end starting mark. An inner distance mark, if laid, will be considered to be an extension of the starting boat. Boats shall not sail between the inner distance mark and the starting boat A boat starting later than 15 minutes after her starting signal will be scored Did Not Start without a hearing. This changes Rule A The start will be approximately 1.0 Nm east of the Manly Harbour entrance beacon All vessels not entered in the division starting shall keep clear of the start line in all directions while another division is under Starter s Orders. 12. THE FINISH The finishing line will be between a staff displaying an orange flag on the finishing boat at the starboard end and an orange or yellow inflatable buoy. 4

5 13. PENALTY SYSTEM For all boats Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 14. TIME LIMITS The time limit for all races 1 and 2 is 3.5 hours from the start signal Failure to complete the course within the time limits will result in a score of DNF. This changes Rules 35, A4 and A PROTESTS AND REQUESTS FOR REDRESS Protest forms are available at the race office, located at western side of the yacht club. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit The protest time limit is 90 minutes after the last boat has finished Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located in the race office, beginning at the time posted Notices of protests by the race committee will be posted to inform boats under Rule 61.1(b) Breaches of Instructions 10.7, 16, 20, 21 and 22 will not be grounds for a protest by a boat. This changes Rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI On the last scheduled day of racing a request for reopening a hearing shall be delivered: within the protest time limit if the requesting party was informed of the decision on the previous day; no later than 30 minutes after the requesting party was 5

6 informed of the decision on that day. This changes Rule On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes Rule SCORING The Low Point System of ISAF Appendix A will apply A series shall consist of no less than two races. 17. SAFETY REGULATIONS (Retirement) A boat that retires from a race shall notify the race committee as soon as possible. Failure to do so may lead to the yacht being excluded from this and subsequent regattas 18. EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 19. REPLACEMENT OF EQUIPMENT Substitution of damaged or lost equipment will not be allowed unless authorised by the race committee. Request for substitution shall be made to the committee at the first reasonable opportunity. 6

7 20. RUBBISH DISPOSAL Disposal of rubbish is not permitted. 21. RADIO COMMUNICATION All radio communication will be on VHF Channel Except in an emergency no radio transmissions are to be made by competitors while any division is under Starter s Orders Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones All yachts will monitor VHF 72 for the duration of the race 22. RADIO SIGN ON All yachts will sign on with RACE CONTROL BY RADIO prior to the warning signal for race1 and race 3. Radio sign on will only be accepted from yachts outside the Manly Boat Harbour. Failure to sign on will result in the yacht being scored DNS. At this time all yachts will advise the number of crew on board and their sail number 23. SIGN ON (DOCUMENT) All Skippers must sign on at the Wynnum Manly Yacht Club on Saturday, 5 th May between 08:00 and 08:30, Sailing Instructions, a list of entries and allocated handicaps will be issued at the time All Skippers are required to attend the regatta briefing to be held at WMYC on Saturday, 5 h May between 08:00 and 08:30. 7

8 24. SIGN OFF All yachts must sign off on the sheets provided at the Wynnum Manly Yacht Club each day. After Sunday s race yachts proceeding directly to home port are requested to notify the finish boat or OOD. 25. HANDICAPS Handicaps have been allocated in accordance with the yachts known performance The handicapper reserves the right to adjust the handicaps 26. PRIZES Prizes will be awarded. 27. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 28. GENERAL SAFETY OBLIGATION All competitors are reminded of their General Safety Obligation and their obligation to abide by it both on and off the race course. Your General Safety Obligation can be summed up thus: You must ensure your boat is safe, properly equipped and crewed, and operated in a safe manner. 8

9 29. CATEGORY 5 SAFETY By signing on, the Skippers agree to comply with YA SR Part 1, Category All vessels are reminded of their obligations under MSQ safety rules. 30. COLREGS APPLICATION All vessels are reminded that The Racing Rules of Sailing (RRS) apply only between those yachts that are participating in the event, for the duration of the event. Should interaction occur with non-participating ships, the International Regulations for Preventing Collisions at Sea 1972 (COLREGS) apply. 31. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $5,000,000 (recommended $10,000,000) for any incident.
