4 WHANGAREI HARBOUR There are three ports within the confines of Whangarei Harbour. These are at Marsden Point and Portland. Marsden Point has two oil jetties which serve The New Zealand Refining Company. Northport Limited has a three berth facility up harbour of these jetties. Portland has one jetty which serves the Golden Bay Cement Company cement works. Currently one specialised bulk cement vessel uses this facility on a regular basis. LOCATION The Port of Marsden Point are situated in the province of Northland approximately 170km north of Auckland, New Zealand s largest city. 5 THE PORT OF MARSDEN POINT The location of this port make it the northern most multi-purpose port in New Zealand and the closest port to the majority of New Zealand's international markets. Northport Limited owns a three berth port facility at Marsden Point together with considerable backup land. Although primarily for the export of forest products, the terminal is a flexible facility catering for large multi-purpose vessels. Marsden Point is a deep water port served by a good road connection. Northland as a province, has much to offer international markets particularly in Forestry, Processed Timber Products, Agricultural, Horticultural Products and Cement which are all exported through these ports. A wide variety of cargoes can be handled at both ports. These include: coal, bagged cement, bulk fertiliser, gypsum, kiwifruit, logs, meat, veneer, triboard, and woodchip. PILOTAGE With the exception of the bulk cement vessel trading to Portland, all vessels 100 GRT or over have compulsory pilotage. Pilotage and tug services to Marsden Point cargo berths are arranged through Northport Limited. For NZRCo jetty berths they are ordered through the ship s agent after consultation with the refinery s marine operations. Pilotage is available on a 24 hour basis. ETA s should be given with as much notice as possible but at least 24 hours in advance of arrival at the pilot boarding ground. A minimum of 4 hours notice must be given when making changes to an existing order for tugs and pilot. The pilot boarding ground is beyond the Fairway Buoy and marked on charts NZ5214 and NZ521 in position S, 174, 34.6 E. The pilotage from the boarding ground to Marsden Point it is 6 nautical miles GENERAL PROCEDURES FOR ARRIVAL Vessels call up Whangarei Harbour Radio on VHF Channel 16 and 19 and will be instructed to either anchor or to standby for a pilot up 1 mile ESE of the Fairway Buoy. The pilot boards by pilot boat at the pilot boarding ground. The vessel proceeds in under pilot instructions. The pilot is in radio contact with Northport staff through Whangarei Harbour Radio on VHF Channel 19. The tugs will meet vessels at either No. 3 or No 7 buoys depending on their size. Vessels will invariably berth to the tide. Northport Limited has a requirement that vessels berth bows towards the centre of the wharf and this will be taken into account when scheduling a vessel s call at the Port. 6 COMMUNICATIONS Whangarei Harbour Radio Call Sign is ZMH 56 and a listening watch is kept 24hours/day on VHF Channels 16/19. A ship s listening watch must be kept on VHF channels 16 and 19 at all times when at anchor or manoeuvring in the harbour. Whangarei Harbour Radio is the official call up name for the radio station. SHIPPING ORDERS AND GENERAL ENQUIRIES For changes to shipping orders and to make general port operating enquiries during normal operating hours call the Duty Foreman on (09) Outside normal hours and weekends call Gatehouse Security which is manned 24 hours, Phone: (09) , Fax: (09) SHIPPING TO MARSDEN POINT Northport Berths Agents acting for ships MUST supply preliminary arrival information as early as possible (at least 24 hours notice for a pilot should be given). Ships should reconfirm their ETA at least 4 hours before arrival on Channel 16 or 19. If there is any departure from the ETA booked ie ½ hour or more then Whangarei Harbour Radio should be informed immediately. DUKC REQUIREMENTS - MARSDEN POINT Northport operates a dynamic under keel clearance (DUKC) system for vessels using Marsden Point berths. Prior to arrivals or departures, agents should have ship s masters fill out a DUKC Vessel Particulars Form (refer Appendix 1) for vessels under the following circumstances as the allowances in a manual calculation for under keel clearance may preclude a ship from entering the harbour when it may otherwise be possible: for vessels with a draft greater than 11m when the weather forecast predicts swells of 2m or greater Any vessel with a static underkeel clearance of 3m or less When requested by the pilot This form should be furnished along with preliminary information about the ship s visit to Northport Limited mops@northport.co.nz or fax: (09) Northport Limited - Port Information Rev:08 Page 5

7 CUSTOMS, MAF, and TOWN BASIN MARINA All yachts in bound from overseas are directed to the Customs Berth as instructed by Whangarei Harbour Radio for Customs and MAF clearances. The Customs and MAF Departments should be advised of the yachts arrival time at the berth by phone, Customs: Bruce Cooper phone , MAF Whangarei phone This phone service can be provided by Whangarei Harbour Radio. Yachts requiring berths in the Town Basin or Kissing Point Marina can contact the Marina Office on VHF Channel 64 or telephone No. (09) FISHING BOATS and OTHER CRAFT All commercial vessels in and out of the Refinery, Portland and Whangarei must call up prior to entry to the harbour and prior to leaving the berth for sea. CALLS FROM VESSELS IN DISTRESS Calls from ships in distress heard on the VHF radio are treated with urgency. All details and times are logged, particularly the vessel s name, position, description of the craft, number of persons on board and the nature of the problem, e.g. fire, sinking, aground or other problems. The local search and rescue centre is the Whangarei Police. They should be notified as soon as possible and a call put out on the VHF to all vessels that may be in the area and can assist the distressed vessel. The police number is Whangarei Distress calls are handled by Northland Maritime Radio. This is a Government run radio. Maritime NZ Emergency Number: Maritime NZ Call Centre: ANCHORING INSTRUCTIONS (Refer to Chart NZ 521 and NZ 5214) FAIRWAY BUOY POSITION: S., E or miles bearing from Bream Head Characteristic Long flash every 10 seconds. Description Buoy with red & white vertical stripes ANCHORING POSITION FOUL GROUND ( S., E) i.e. 1 mile ESE of Fairway Buoy. Vessels should not anchor within a circle one mile radius centred on position S., E as the area is foul with a rocky bottom. Northport Limited - Port Information Rev:08 Page 6

8 WEATHER The prevailing wind is south westerly. Occasional strong north easterlies occur near the end of the summer. Fog effecting shipping operations is limited to 2 3 days per annum. DESCRIPTION OF APPROACH CHANNELS The approach to the refinery jetties has a shallowest depth of 14.7m at chart datum between the Fairway Buoy and No 1 buoy. The least width of 190m is between No 3 and No. 6 buoys. Tidal streams are strongest in the area of No. 7 buoy where rates up to 3 knots may be experienced. For vessels proceeding to Northport s Marsden Point cargo berths the controlling depth is 13m at chart datum. The swinging basin has a maximum width of 420m. For vessels proceeding to the Northport Limited Marsden Point Jetty berth the controlling depth is 7.8m at chart datum. From One Tree Point up to Whangarei the channel is shallower and narrower with a charted channel least depth at chart datum of 7.0m. The minimum width for most of its length is 90m. The least charted depth to Portland is 4.6m. Tidal streams at Marsden Point can be up to 3 knots on a spring tide. WAVE RIDER BUOY: There is a wave rider buoy situated on the starboard side of the channel midway between the Fairway buoy and No 1 buoy. It is marked with an orange flashing light. Vessels should not attempt to navigate between the Fairway Buoy and No. 1 buoy. NAVIGATIONAL AIDS The port is well lit with beacons and leading lights. Vessels may enter by day or by night. There is no shore based radar control of vessels. Radio control is through Whangarei Harbour Radio and local pilots. TIDAL DATA MHWS MHWN MLWN MLWS Marsden Point Levels given are above chart datum. DESCRIPTION OF TIDE REGIME WHANGAREI HARBOUR The range in tide increases the further up the harbour a vessel progresses. High water at Whangarei is approx. 33 minutes after high water at Marsden Point and low water Whangarei is approx. 14 minutes after low water Marsden Point, i.e. the tide is always lagging behind Marsden Point at Whangarei. 9 MAXIMUM DRAFTS The Whangarei Harbour ports are tidal, with the following max draft criteria at any state of the tide applying to vessels bound for or leaving from: M.P No 1,2 & 3 cargo berths Max HW 11.80m (Port/Starboard side to berth) Max LW 11.80m Refer to draft criteria below for draft restrictions Marsden Jetty Berth Max Draft 7.8m DOCKWATER DENSITY At Marsden Point it is sea water SHIP MANOEUVRING CRITERIA UNDER KEEL CLEARANCE The ports work on a minimum 10% under keel clearance for manoeuvring purposes. TIMING FOR MARSDEN POINT Boarding times for Northport s Marsden Point wharves are subject to whether the vessel is required to berth port or starboard side to the berth (Northport Limited has a requirement that vessels, with the exception of fertiliser and chip ships, are berthed with bows towards the centre of the wharves). Some larger vessels will only be handled near slack water. For information on the day refer to Northport. Berthing at the Marsden Point Cargo wharves is dependent on tidal streams not under keel clearance with the maximum draft of 11.8m being applicable for all states of the tide. For vessels with greater arrival and departure draft conditions, tide restrictions apply. DRAFT CRITERIA FOR MARSDEN POINT Arrival Drafts: < 11.8m Any state of the tide Arrival Drafts: > 11.8m to 13m - Tide restricted from 1 hr before HW to 1 hr before LW. Departure Drafts: < 11.8m Any state of the tide Departure Drafts: V/ls > 180m or Draft > 11.8m Slack water or at pilot s discretion and are dependent on weather, tidal stream and positions of other ships at the terminal. 10 WEATHER CRITERIA The figures given are for guidance purposes only. Depending on wind gust strength and direction, the pilot may make a judgement call on a ship by ship basis to increase or decrease the weather criteria. Indicative maximum wind strength for normal ship handling at Marsden Point Cargo Wharves should be 30 knots mean wind speed. For high sided vessel such as car carriers and chip ships, the indicative maximum wind speed should be 20 knots mean wind speed. DETAILS OF WHARVES WHANGAREI WHARVES These wharves are privately owned. The owners need to be contacted directly to arrange berthing requirements. Various lengths can be accommodated. ARR/DEP CRITERIA FOR MARSDEN POINT BERTHS Subject to the pilot s discretion, the following conditions apply: a) Length of ships at the berth. Under normal circumstances the maximum aggregate length of the three ships should not exceed 480m. This allows for an absolute minimum spacing of 20m between ships and 5m at either end for the lines to be squared off. b) Where a vessel has to be berthed between 2 already berthed vessels, the minimum space required will be the ship s length plus 80m (This is required because it is a new operation and will be reviewed after some experience is gained) c) Vessels will normally arrive and depart at any time during the tidal cycle as required by the ships agent subject to Draft and DUKC criteria. 11 d) The pilot or Northport may delay any vessel on account of high winds or exceptional swell. e) Vessels of greater than 180m LOA and/or greater than 11.8m draft (10.5m whilst dredging continues) may be restricted to an appropriate tidal window for departures. This is particularly so in the case of the western and centre berths (No. 2 berth) when there is a ship at the eastern No. 3 berth. f) When two vessels working logs are at adjacent berths or planned to be, then berthing may be delayed to allow for ships to berth bow to bow to allow for HSE requirements on the wharf. CARGO HANDLING MARSDEN POINT EQUIPMENT and STORAGE Within the port boundaries there is approximately 12ha of open paved hardstand available for cargo storage and pre-assembly. Outside the boundary Northport has a further 100ha of industrial zoned land available for development (contact Northport Ltd). Forklifts, loaders and hoppers are readily available. There are no cranes in the port other than hiring in mobile cranes; hence vessels should have their own cargo handling gear. There are 8 reefer container points at the midpoint of No. 1 and 2 berths. There is ample hardstand area adjacent to MP1, MP2 and MP3 wharves for the preassembly of cargoes. Approximately 400m from the wharves is a 5,000m 2 Dry Goods Store available for transit storage of dry goods. Outside the port boundary there is storage shed for bulk cargos. 13 PORT SERVICES The ports has available a full range of services including hydrographic, oil spill, fire fighting response, telephones, fresh water and power as required. PORT SECURITY The ports at Marsden Point comply with the provisions of the Maritime Security Act 2004 and the International Code for the Security of Ships and Port Facilities. Marsden Point is a secure facility with authorised access only through a manned gatehouse. NZRCo has controlled access to the jetties for authorised personnel through its own manned gatehouse TUGS AND LINESBOATS There is adequate tug power available within the port. Towage is performed under UK Standard Towage Conditions (1986). Type and tug power used is dependent on the size of the vessel, tide and weather conditions on the day. Pilotage and Towage is arranged through Northport Limited CRANE BARGE Crane Barge Maui LOA 30.5m Beam 12.2m Draft 1.3m This crane and workbarge is available for hire. Contact Northport Ltd. ANTI-POLLUTION Maritime NZ has a large stock of oil spill equipment at Marsden Point. The New Zealand Refining Company operates a small oil spill recovery vessel based at the Refinery COMPASS ADJUSTER This service can be arranged through Northport Ltd GARBAGE COLLECTION On arrival vessels are supplied with a number of garbage bins as prescribed by the Ministry of Agriculture and Forestry regulations. These bins can be changed by arrangement with Northport Port Operations. Additional charges will be incurred by any vessel berthed or anchored outside the port quarantine areas of the Refinery jetties and Northport berths where the delivery of or a change in cans is required. 14 BUNKERS Bunkers can be taken at Marsden Point and via road tanker only. Bunkering at The New Zealand Refining Company Limited (NZRC) jetties can be arranged through NZRC / Northport / North Tugz. MISSION TO SEAFARERS There is a Mission to Seafarers at Marsden Point situated near Northport offices.. RAILWAY Marsden Point has no rail connection to the national rail system. 16 FIRE, POLLUTION, EMERGENCIES and IMMOBILISATION In the event of a fire on a ship other than at the Refinery Jetties. Call WHANGAREI HARBOUR RADIO CHANNEL 19 In the event of a medical or police emergency: Call:111 and ask for service required OR Call WHANGAREI HARBOUR RADIO CHANNEL 19 PORT ALARM On arrival a portable siren alarm is placed at the foot of the gangway which, in the event of an emergency, will be sounded. For all other emergencies: Contact Whangarei Harbour Radio VHF Ch 19 or Port Operations (09) DISCHARGE OF RAW SEWAGE The Northland Regional Council and Northport have a No Discharge of Raw Sewage" policy whilst inside the Whangarei Harbour. Masters of vessels visiting Northport s berths must complete on arrival the Northland Regional Council s Confirmation of Compliance with the Resource Management (Marine Pollution) Amendment Regulations 2002 form. (Refer Appendix 2) Ship s Agents must retain the completed form on the ship s port visit file in case there is a need for the Regional Council to make reference to it. Northland Regional Council Environmental Hotline IMMOBILISATION OF SHIP S ENGINE Immobilisation of ship s engine is permitted at NZRCo and Northport berths but authorisation must be sought from the respective owners and approval obtained from the Harbourmaster.
