3 7.00 BERTHING POLICY 7.01 Night time ing No berthing operations will be conducted at the following locations between the hours of darkness nominally 10hrs 0500hrs. Oil Jetty Timber Jetty 8 JFI (E) -- Starboard side alongside Adverse Weather Procedures The Figures shown below on the graph, provide an indication of the lateral wind forces that might be experienced by high-sided vessels, including tankers and container ships in varying wind conditions. In this case the largest container vessel expected at ACT (LOA 280m) is used as an example to set the maximums for weather, windage is approx 7,000m2. [All figures are reproduced by kind permission of the Nautical Institute] As can be seen from the diagram, using all available tugs at maximum bollard pull, the maximum wind speed for berthing / unberthing is 30kts. Using only the two 45t tugs at maximum bollard pull, the maximum wind speed the vessel can be safely handled falls to 25kts. In the following table, the trigger points for determining actions due to wind and sea state are as determined by the Vessel Traffic Services control tower. Wind speeds are the mean speeds observed over a 10 minute period. Therefore Marine Services are suspended as follows: Issued: Page152 of 275

If unable to move or engine failure, a tug must attend at the anchorage Other Criteria -- Applicable to all vessels 1. Rolling Advise Terminal if vessel rolls more than 4, i.e. 2 either side of upright position, or earlier if conditions dictate - this may occur with 1.5m beam seas. Weather forecast and conditions to be discussed between Pilot, vessel Master and Terminal. 2. Listing Advise Terminal if vessel lists more than 4 to take corrective action. 1) Pilot(s) on board / standby 2) tug to support mooring integrity 3. Pitching Advise Terminal if vessel pitches more than 2 metres. 1) Pilot(s) on board / standby 2) tug to support mooring integrity 4.
