1 2017 International Optimist Dinghy Victorian Open, Intermediate & Green Fleet Championships 11 th - 13th March 2017 Corio Bay, Geelong, Australia Organising Authority:- Royal Geelong Yacht Club (RGYC) in conjunction with the Victorian International Optimist Dinghy Association (VIODA). NOTICE OF RACE 1. Rules 1.1 The Open and Intermediate fleets will be governed by:- a. The rules as defined in the Racing Rules of Sailing (RRS), and the Special Regulations of Australian Sailing (AS) - Part 2. b. RRS Appendix P shall apply changed as follows:- P2.2 shall apply to all second and subsequent penalties and P2.3 is deleted. 1.2 Green Fleet racing will be conducted under the World Sailing Introductory Rules for Racing and the Special Regulations of Australian Sailing (AS) - Part The sailing instructions will consist of the instructions in RRS Appendix S, Standard Sailing Instructions, and supplementary sailing instructions that will be on the official notice board located adjacent to the Club s slipway 2 Advertising Boats may be required to display advertising chosen and supplied by the organizing authority. If this rule is broken, World Sailing Regulation applies. [DP] 3. Eligibility and Entry 3.1 The Victorian Open, Intermediate and Green Fleet Championships are open to all International Optimist Class boats whose helms are financial members of a State or National International Optimist Dinghy Association, members of a club affiliated with Australia Sailing or another World Sailing Member National Authority and born after Eligible boats may enter by completing the online entry form, available at (Enter), together with the required fee by 1700hrs on 27 February Late entries may be accepted at the discretion of the Organising Authority until 10:00 11th March 2017 and will be subject to an additional late entry fee.

2 3.3 The divisions will be as follows: Fleet Green Intermediate Open Level Learning to race Intermediate Advanced 3.4 Competitors may only voluntarily change division (fleet) before registration closes at 10:00 on 11 March Allocation of any competitor to Open Fleet, Intermediate Fleet or Green Fleet is subject to the approval of VIODA, and may only be varied during the event by the Race Committee. 4. Fees 4.1 The required fees are as follows: Open & Intermediate Fleets Green Fleet 4.2 Late entry: $50.00 per boat. $150 per boat ($ for additional siblings) $100 per boat ($75 for additional siblings) 5. Equipment shall only be replaced with the written permission of the Race Committee. All Open and Intermediate fleet boats should produce valid Measurement Certificates and a completed measurement form for the hull and all equipment at registration. Measurement checks and/or inspection of measurement certificates may be carried out during the event at the discretion of the Race Committee and the VIC Measurer. Measurement forms are attached. Please complete these forms prior to the regatta.

3 7. Sailing Instructions The Supplementary Sailing Instructions will be available at registration and may be available on the event website. (LINK) 8. Venue 8.1 The regatta venue is Royal Geelong Yacht Club, Geelong VIC. 8.2 The racing areas will be on Corio Bay. 9. The Courses The courses to be sailed will be described in the Supplementary Sailing Instructions. 10. Scoring 10.1 Nine (9) races are scheduled of which five (5) races are required to be completed to constitute a series When five (5) races have been completed, a boat s series score will be the total of her race scores When from six (6) to eight (8) races have been completed, a boat s series score will be the total of her race scores excluding her worst score When nine (9) races have been completed, a boat s series score will be the total of her race scores excluding her worst two scores. 11. Support Boats 11.1 The Organising Authority invites the owner/driver of coach/support boats attending the event to register as a support boat to be available to assist the organising authority with safety matters when requested. These boats will be provided free docking facilities. It is recommended that the boat comply with the following: Carry a VHF Radio and monitor the fleet channels as advised by the Organising Authority; Sign on and off by radio to the RGYC Base station (Call sign RG Base) each day and declare the number of persons on-board; Hold a current power boat operators license; Restrict their speed to 5 knots within 100m of any competitor; and Assist the organising authority with safety matters when requested Registered coaches will be permitted in the Green Fleet race area. Registration can be obtained by application to the Royal Geelong Yacht Club representative on the day of registration. All other support personnel shall keep to leeward of the starting line prior to the start and more than 100 metres clear of any competitor or mark of the courses while boats are Racing, except when asked to assist by the Race Committee Registered support boats are required to render safety assistance if requested to do so by the race committee or a competitor When Flag W (with a long sound signal) is displayed on a Race Committee Vessel, all registered coach and support boats are required to remain afloat and assist all competitors until Flag W is lowered Support boats shall not signal to competitors by any means during a race. 12. Radio Communication Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP

Prizes Prizes will be given as follows: Open Championships (Open to any State or National Optimist Association member) 1st Female Skipper 2 nd Female Skipper 3 rd Female Skipper 1st skipper aged 12 on 31 December st skipper aged 11 on 31 December st skipper aged 10 or under on 31 December 2017 Victorian Championships (VIODA Members only) 1st skipper aged 12 on 31 December st skipper aged 11 on 31 December st skipper aged 10 or under on 31 December 2017 Intermediate Fleet (Open to any State or National Optimist Association member) Green Fleet (Open to any State or National Optimist Association member) Participation certificates for each competitor Please note: In Green Fleet and Intermediate Fleet, prizes will not be awarded to competitors who were awarded a prize for placing in the same fleet in a previous Victorian State Championship. Other prizes may be awarded at the discretion of the Organising Authority 14. Disclaimer of Liability Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 15. Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $AUD5,000,000 per incident or the equivalent. 16. Rights to use name and likeness: In participating in this Event, a competitor automatically grants to the Organising Authorities and the sponsors of this Event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him/her during the period of the competition for the said Event in which the competitor participates and in all material related to the said Event without compensation.
