1 Sailing Instructions Stokes Bay Sailing Club INTERNATIONAL DART 18 NATIONAL CHAMPIONSHIPS Date 28 th, 29 th, 30 th & 31 st May RULES The event will be governed by the rules as defined in the Racing Rules of Sailing, except that: 1.1 Under exceptional circumstances, the race committee may permit sails carrying an identifying number other than that required by RRS 77 Appendix G. Prior written approval is required from the Race Committee. 1.2 Where there is a conflict between the Notice of Race, or the Dart 18 Class Rules and these Sailing Instructions, the Sailing Instructions will take precedence. CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0900 on the day it takes effect, except that any change to the schedule of races will be posted by 1800 on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the main signal mast on the SBSC bridge. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in race signal AP. 5. SCHEDULE OF RACES Races are scheduled 5.2 Racing is scheduled as follows 27 th & 28 th May Friday & Saturday am Registration & Measurement Time of 1 st warning signal 28 th May Saturday Race 1, Race 2 will follow ASAP after race 1 29 th May Sunday Race 3, Race 4 will follow ASAP after race 3 30 th May Monday Race 5, Race 6 will follow ASAP after race 5 31 st May Tuesday Race 7, Race 8 will follow ASAP after race 7 31 st May Tuesday Prize Giving ASAP after last race of the day There will be a maximum of three races on any one day The last possible starting signal on 31 st May will be 15.00hrs (unless after a General Recall). 6. CLASS FLAG 6.1 The class flag will be D 7. RACING AREA The racing area will be within 4 nautical miles of SBSC Clubhouse. 8. COURSES 8.1 Course to be sailed: As Addendum A to these Sailing Instructions. If Numeral Pennant 2 is flown from the Committee Boat at least 2 minutes prior to the warning signal, Course number 2 will be sailed. If Numeral Pennant 2 is not flown from the Committee Boat, Course number 1 will be sailed. 8.2 No later than the warning signal, the race committee signal boat may display the approximate compass bearing from the committee boat to Mark The course may be shortened in accordance with RRS32 except as follows A boat flying Flag F at a mark and making repeated sound signals, means after rounding this mark, boats should proceed directly to the finish line. If flown at a leeward gate means after passing through the gate, proceed direct to the finish line. This changes RRS 32.1 and Flag S may also be flown from the Committee Boat and/or the mark rounding boat. 9. MARKS 9.1 Marks 1, 2, 3, 3a, 3b & 4 will be orange inflatable buoys. Mark F will be a yellow pillar buoy. The change of course mark will be an orange inflatable buoy with a black band. 9.2 The starting vessel will be flying an orange flag from its mast or displaying an orange shape. 10. THE START 10.1 Races will be started using RRS The starting line will be between the mast on the committee boat displaying the orange flag or shape and the port end starting mark, which will be the mast flying an orange flag on a RIB, or an inflatable orange buoy. The Committee Boat is a yellow catamaran called Mellow Yellow A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes rule A CHANGING THE POSITION OF THE NEXT MARK Any change to the position of a mark will be in accordance with RRS 33, except:- If mark 1 is moved, mark 2 will no longer be a mark of the course 12. THE FINISH The Finishing Line will be between the mast on a race committee boat displaying a blue flag at the starboard end and the port end finishing mark, which will be a yellow inflatable buoy. PENALTY SYSTEM 13.1 RRS 44.1 is changed so that the Two-turns penalty is replaced by the One-Turn Penalty A boat that has taken a penalty or retired under RRS 31 (Touching a Mark) or RRS 44.1 (Penalties for Breaking Rules of Part 2) shall complete an acknowledgment form at the race office within the protest time limit. 14. TIME LIMITS 14.1 If no boat has passed Mark 1 within 60 minutes the race will be abandoned The time limit for the first boat in each race shall be 90 minutes Boats failing to finish within 45 minutes after the first boat finishes will be scored Did Not Finish. This changes RRS 35 and A PROTESTS 15.1 Protest forms are available at the race office located at Stokes Bay Sailing Club. Protests shall be delivered there within the protest time limit, which is 30 minutes after the last boat in the last race of the day comes ashore A schedule of protest hearings will be posted on the Official Notice Board within 30 minutes of the end of protest time. Hearings will be held in the protest room at Stokes Bay Sailing Club 15.3 The time limit for asking for a hearing to be reopened on the last day of the event is 30 minutes after the decision has been announced. This changes RRS On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS SCORING 16.1 The Low Point Scoring System of Appendix A will apply A minimum of 3 races will constitute a Championship Each boat s series score will be the total of her race scores, with her worst score discarded if 4 or more races have been completed. 17. SAFETY REGULATIONS 17.1 Personal buoyancy must be worn at all times when afloat Check-in and Check-out: A Tally system is in operation. You are allocated a Tally number on registration. Your Tally must be worn by helm and crew at all times whilst afloat. On completion of the race, or races, where they are held back to back, immediately on your return to the shore, your tally must be replaced on the Tally board in its correct position Any boat retiring from a race shall complete the declaration form, available in SBSC, immediately on returning to shore Any boat that fails to comply with SI 17.1 or 17.2 will be disqualified from the race/races concerned without a hearing. This changes RRS At the Race Committee s discretion, for the first offence, upon a donation of 5 made to the Gosport & Fareham Inshore Rescue Service c/o SBSC can be reinstated in that race In the event that you come ashore away from Stokes Bay SC, you must telephone the club on , as soon as practicable, to report your position and safety. 18. REPLACEMENT OF CREW AND EQUIPMENT 18.1 Substitution of competitors shall only be permitted in the event of injury or illness and then only with the permission of the Race Committee Substitution of damaged or lost equipment will not be allowed unless authorized by the Race Committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 19. EQUIPMENT AND MEASUREMENT CHECKS 19.1 It is the duty of each competitor to ensure that their boat complies with the class rules Scrutineering will take place on Friday the 27 th May and again on Saturday morning the 28 th May Random scrutineering may take place at any time during the event Only one suit of sails can be scrutineered for each boat A boat or equipment may be inspected at any time for compliance with the Class Rules and/or Sailing Instructions. On the water, a boat can be instructed by the race committee to proceed immediately to a designated area for inspection Upon inspection if a boat is found to be non-compliant with the Class Rules and/or Sailing Instructions it will be disqualified from the races on that day. It will not be disqualified retrospectively from any race she has sailed up to that time. Any non-compliance with the Class Rules and/or Sailing Instructions must be rectified before competing in any further races of the event. 22. SUPPORT BOATS Team leaders and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment. 23. RADIO COMMUNICATION A boat shall neither make radio communications while racing nor receive radio communications not available to all boat. This restriction also applies to mobile telephones. 24. ENVIRONMENTAL POLLUTION A boat shall not cause or negligently allow containers, wrapping, fruit peel or cores to enter the water and shall use her best efforts to recover any item that enters the water. 25. PRIZES Prizes will be awarded to the first 8 overall 1 st Overall National Champion Trophy. 1 st Overall Skipper Junior The Junior Trophy will be awarded to the 1st helm of age 21 or under. 1 st Overall Skipper Master Masters Trophy will be awarded to the first team with a combined age of 90 and over. Ladies Trophy will be awarded to the first Lady Helm. Best Moo comer Trophy for the highest placed helm in their first Nationals. Other prizes may be awarded at the discretion of the Organizers. There may be daily prize giving. 26. SHIPPING Competitors do not have any rights over shipping that is constrained by deep-water channels and must take any action required in order to keep clear of all such ships. 3 27. LOCAL VARIATIONS Bathers Stokes Bay is a popular beach for swimmers in the summer months and all competitors should keep well clear of anyone in the water. These are classed as an obstruction and an early call should be made for water, in order to give them a wide berth, to any boat that may prevent you from keeping well clear. Either side of the Club is a line of yellow buoys to help prevent accidents with swimmers. The Race Officer will endeavor to set the course such that there will be no need to get close to the shore, but this is not always possible due to the wind direction. However, there is a local bye-law which makes the shoreline a Prohibited Area as follows: THE SHORELINE PROHIBITED AREA. No boat shall sail: Within 50 metres of the Gosport shoreline or to the landward side of the line parallel to the shoreline which joins any yellow Prohibited Area buoys (including the yellow buoy off the local inshore rescue service slipway), or its extensions (whether more or less than 50 metres from the shoreline) Except: If a boat is capsized or disabled or requires attention ashore or is helping those in danger If a boat is sailing to or from the slipway area off the Club The prohibited area is an obstruction for the purpose of rule 18 and 19. The Race Committee may direct a patrol boat to monitor the prohibited area which may blow a whistle to indicate when boats are seen approaching the 50 metre limit. The Race Officer may disqualify any boat for ignoring any warnings given by the patrol boat and continuing to infringe 27.2, without a hearing (in alteration of RRS 60.2 and 63.1 although a disqualified boat may seek redress under rule 60.1) NO BOATS OR TRAILERS ARE TO BE LEFT IN THE FIELD. Any boat contravening this instruction may be disqualified from that days race results. 28. ACKNOWLEGEMENT OF RISK & DISCLAIMER OF LIABILITY 28.1 Competitors participate in the regatta entirely at their own risk. See RRS Fundamental Rules rule 4, Decision to race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta Each owner/competitor is entirely responsible for the boats own safety and the safety of its crew, whether the boat is afloat or ashore, and nothing, whether in this Notice of Race or the Sailing Instructions or anywhere else, reduces this responsibility It is for each owner/competitor to decide whether the boat and its crew are fit to sail in the conditions in which it might find itself. By launching or going to sea, the owner/competitor confirms that the boat is fit for those conditions and that its crew is competent to sail and compete in them Each owner/competitor is responsible for ensuring the boat is equipped and seaworthy, so as to be able to face extremes of weather and that the crew has sufficient experience and fitness to withstand such weather Nothing done by the organizers can reduce the responsibility of each owner/competitor nor will it make the organizers responsible for any loss, damage, death or personal injury, however it may have occurred as a result if the boat taking part in the racing. The organizers encompasses everyone helping to run the race and the event and include the Organizing Authority, the National Dart Association, the Race Committee, the Race Officer, patrol boats and beach masters The provision of patrol boats does not relieve each owner/competitor of his/her responsibilities Under items 28.1, 28.2, 28.3, 28.4, 28.5 & 28.6 where applicable, parents or guardians of competitors under 18 yrs. will be required to take full responsibility for their dependents throughout the event and to sign the parental permission form provided with the entry form. The person accepting this responsibility shall be present for the duration of the Championship. 29. INSURANCE Each participating boat shall be insured with valid third-party insurance with a minimum cover of 2,000,000 per incident or the equivalent. 30. Sponsorship Boats will be required to display advertising chosen and supplied by the organizing authority (see rule 80 and ISAF Regulation 20, Advertising Code) and other information related to Regulation 20 SBSC 2016 Nationals SI iss 55 3 of 5
