3 1 Preface This document details safety guidelines, support craft, qualified personnel and communications under which Dobroyd Aquatic Club Incorporated operates as part of the Club's NSW Aquatic Licence. This version supersedes all previous versions. 2 Type of Activity Sail Boat Racing and associated activities on dates as laid down in the DAC Race Calendar and Sailing Instructions (Refer to the DAC website for a copy of the current race calendar and sailing instructions) 3 Address Rodd Park, Henley Marine Drive Rodd Point, Sydney. Refer Appendix A 10 Insurance Each participating boat shall be insured. The minimum requirement is third-party personal insurance and third party property insurance that is valid for racing. Liability cover shall be for at least $10,000,000 AUD (Ten million Australian Dollars). Entering the boat on the sign-on sheet indicates that the Skipper has acknowledged that the boat is insured as per this requirement DAC Inc as per legislative requirements also holds public liability insurance. 11 Race Committee Vessel and Official Boats DAC1-4.2 metre Rigid Inflatable boat (RiB) with 30hp outboard, fitted with all standard NSW RMS:Maritime required safety equipment as well as VHF radio, emergency grab bags and towing ropes. 4 DAC2 4.2 metre Rigid Inflatable boat (RiB) with 15hp outboard, fitted with all standard NSW RMS:Maritime required safety equipment as well as VHF handheld radio, emergency grab bags and towing ropes. DAC3 3.8 metre Rigid Inflatable boat (RiB) with 18hp outboard, fitted with all standard NSW RMS:Maritime required safety equipment as well as VHF handheld radio, emergency grab bags and towing ropes. DAC4 3.8 metre Rigid Inflatable boat (RiB) with 15hp outboard, fitted with all standard NSW RMS:Maritime required safety equipment as well as VHF handheld radio, emergency grab bags and towing ropes. DAC Starters (Dobbie) is an 8 metre timber displacement vessel with diesel inboard, fitted with all standard NSW RMS:Maritime required safety equipment as well as VHF radio, first-aid kit,towing ropes and sailing flags. Other boats are also utilised during special events. Official boats (also called Safety Boats and Committee Vessel in this document) will be marked with "Dobroyd Aquatic Club", "DAC" or the club burgee (shown below) 12 Safety Guidelines 12.1 Sailing Instructions DAC has Sailing Instructions relevant to all events, the latest version of which can be obtained from the DAC Commodore or the DAC website. Safety guidelines extracted from these include: All races, series and regattas will be governed by the rules as defined in the Racing Rules of Sailing(RRS), the regulations of Yachting Australia, and the appropriate class rules and restrictions, all as modified by the Sailing Instructions (SI) their appendices and attachments. The Race Committee consists of the Commodore and Vice Commodore backed by the Sailing Committee of the DAC. The Race Officials on a sailing day consist of the Commodore, and/or Vice Commodore, Officer of the Day, Starters / Timekeeper, Rescue / Safety Boat crews and Class Captain(s). Sign-On For each race or session (where a session is multiple races back to back) a crew member from each boat intending to race, shall personally sign-on prior to the race by signing the race sign-on sheet in the clubhouse. Personal flotation devices: All competitors shall wear whilst racing, personal flotation devices which are in good condition and in accordance with the specifications issued or approved by a National authority affiliated to the International Sailing Federation, or a standards organization, or certification authority, recognized for the purpose by its respective government. Race Signal "Y" shall not be flown and no sound signal made, but is assumed to be in effect at all times when on the water. All competing boats are required to have towing rings, and bridles. All boats must conform to the YACHTING AUSTRALIA SPECIAL REGULATIONS PART 2 FOR OFF THE BEACH BOATS. Page 4 of 10

5 12.2 Additional Safety Guidelines Additionally the standard instructions under which Club Members, Race Committee, Officer of the Day, Commodore and other officials are to conduct the Club s race days are: Decision to Race On each race day prior to completion of the briefing, the responsible Race Official(s), as per the Sailing Instructions, shall determine whether to race, based upon current and predicted weather conditions. If racing is approved, the responsibility for its continuance shall lie with the Commodore, Officer of the Day or Starters from the completion of the race briefing, until the race completion. The Officer of the Day at DAC may sail. He or she may be called upon to assist the Safety Boat via the radio in locating boats and if necessary, call the Coast Guard or Police for assistance. Abandonment In the event of abandonment on the water a foul weather system of informing competitors shall be used as follows: The Committee Boat shall raise the Code Flags N over H (Abandonment Signal) with three (3) sound signals Safety boats will advise as many boats as possible, if not involved in rendering assistance to boats or sailors The signal at the Club shall be sounded three (3) times on advice from the Commodore / OOD and/or the abandonment signal (refer above) displayed if available. Wind Limit All racing must cease (if on the water) or alternatively the start delayed (if ashore) when the average official (refer below) wind strength is determined as exceeding 22.5 knots. The responsible Race Official must also consider the strength and/or frequency of wind gusts above this figure and the prevailing direction of the wind in reaching a decision to cease racing, abandon a race or delay a race. Bureau of Meteorology official wind strengths are measured 9 metres above sea level and on the water recordings by hand held gauges (approx 2 metres above sea level) must be increased by approximately 16%, as calculated by the following formula. However, for ease of calculation purposes, on the water" recordings can be increased by 1/6 th to determine the official wind strength. Therefore, an 18 knot reading at 2 metres above sea level corresponds to an official (9 metres above sea level) reading of 21 knots. Similarly, 20 knots would correspond to over 23 knots, above DAC s operational wind limit for racing. n V 2 = V1 * (H2/H1) Where n = 0.10 (ocean/water) - Prior to the conclusion of the Race Briefing, or 20 minutes before the scheduled start time, whichever is the later, the responsible Race Official is the Commodore or in his/her absence the Vice Commodore. If neither is present, by unanimous decision of the Officer of the Day in consultation with the most senior member of the DAC Sailing present. Racing is not permitted (independent of any weather considerations) unless at least one member of the DAC Sailing Committee is present, who may elect to race. At all other times, the responsible Race Official is the Boat Captain of the Committee Vessel, unless the Commodore or Vice Commodore is actively monitoring racing ashore. Notwithstanding the above, all entrants are reminded of RRS rule 4 (Decision to Race). However, regarding the decision to abandon a race or not, the responsible Race Official(s) must consider the safety of all entrants as an absolute priority. Page 5 of 10

6 12.3 Lightning Policy It is impossible to lay down hard and fast rules as to the movement of lightning in and around Iron Cove. The following guidelines are intended to assist Race Officials and Safety Boat personnel in carrying out their duties. All Race Officials and Safety Boat personnel should keep constant watch for lightning in and around the race area and be aware of Bureau of Meteorology forecasts in this respect. All personnel should be aware that storm cells could travel very quickly towards the race area with potentially fatal results. If the Officer of the Day and/or the Commodore/Vice Commodore form the opinion that there is a danger to race competitors, then the race must be abandoned. Notwithstanding the above, all entrants are reminded of RRS rule 4 (Decision to Race). However, regarding the decision to abandon a race or not, the responsible Race Official(s) must consider the safety of all entrants as an absolute priority. 13 Qualified Personnel All DAC Safety Boat Captains are required to hold NSW Boat Licenses At least one(1) Safety boat is always manned with a minimum of 2 people on board during racing. Dobroyd Aquatic Club Clubhouse has an observer (either Officer of the Day, Shore Manager or their delegate) manning the VHF radio from 10 minutes prior to the first race commencement until the time of the final competing sailor returning to shore. 14 Communications VHF 15 Marine Radio in DAC Clubhouse and Safety boats: - DAC1, DAC2 (Handheld), DAC3 (Handheld) and DAC4 (Handheld), DAC Starters - Dobbie Call signs:-dac Safety 1, DAC Safety 2, DAC Safety 3, DAC Safety 4, DAC Starters (Dobbie), DAC Club DAC Clubhouse Telephone: For other contact details refer to the DAC website 14.1 Local Emergency Contacts: Refer to Appendix B -DAC's Risk Management Plan 15 Disclaimer of Liability Competitors and officials and other DAC members participating in events covered by these sailing instructions or as a consequence of these instructions do so at entirely their own risk. See RRS rule 4, Decision to Race. The organizing authority and DAC will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the events. Page 6 of 10

7 16 Incident Reporting and Management 16.1 Emergency/Injury: Recommended Procedures In case of emergency to club members (or guests) during competition, or when launching and retrieving all water craft, the DAC Sailing committee recommends the club member witnessing the incident follows these procedures: 1. Determine the nature and extent of the injury. 2. For injuries/accidents occurring on the water, call the nearest Safety / Support boat (VHF 15) 3. For injuries/accidents occurring off water contact the First Aid Officer or OOD (VHF 15). 4. For both on and off water emergencies where the injury is serious, or the patient has a loss of conscious then contact Once emergency personnel have been contacted and are on their way to the scene, remember to have one club member remain near a phone in case the emergency medical personnel require additional information or instruction. If possible, a club member should wait by the entrance to the car park, in a conspicuous location, to direct emergency personnel to the site. 6. Designate one club member to accompany the injury victim to the hospital. 7. Prepare and submit an Injury Report Form Non-emergencies: Recommended Procedures In the event of an injury that does not require immediate emergency medical personnel, these procedures are recommended: 1. Determine the nature and extent of the injury. 2. Obtain first aid on the spot as needed (contact the First Aid officer). 3. If the injury requires further medical attention, designate someone to take the individual to a health care facility. Under no circumstances should the injured person go unescorted Serious Accidents and Injuries The OOD is encouraged to contact one of the following agencies in case of an emergency: Emergency: 000 (or 112 on a mobile phone) Marine Rescue: VHF 16 Water Police: VHF 13 / 17 RMS Maritime: VHF 13 / 17 Police Assistance: ChemWatch: (emergency line) NSW Poisons Information Centre: Alcohol and Drug Information Service: Refer to Appendix B DAC Risk Management Plan Page 7 of 10

8 17 Two or more incidents occur simultaneously: Recommended Procedures The first responding Rescue / Support boats to the incident MUST take the initial steps to provide organization for the incident. For any incident, the responding Rescue / Support boat must do the following: Size up the situation and determine an action plan Determine if human life is at immediate risk Ensure that personnel safety factors are taken into account Establish the immediate objectives Determine if assistance is required (if yes, call for assistance VHF 15) Determine if there are any environmental issues that need to be considered (e.g., approaching storm) Get the injured person(s) to the nearest safety point 17.1 Change of Command (if required) Where there are two or more incidents. This kind of situation requires immediate organizing actions be taken to ensure effective incident management and control. Initially the designated First Aid officer will take command; if unavailable then command falls to the Commodore then OOD. This individual is to be kept informed and will, if necessary, contact external agencies. The following steps in assuming command of two or more incidents in progress: The Officer-in-charge if at all possible, personally perform an assessment of the incident situations The Officer-in-charge must be adequately briefed. This briefing should take place face-to-face if possible. The briefing must cover the following: o Incident history (what has happened) o Priorities and objectives o Current plan o Resource assignments (if more than one location) o Resources ordered/needed (confirming who else has become involved) o Status of communications o Any constraints or limitations (e.g., poor communications) o Incident potential is there a possibility the incident could get worse o Delegation of Authority It should be recognized that transition of command on an expanding incident(s) is to be expected. It does not reflect on the competency of the current commander. Using the above procedures will make the process work smoothly First Aid Officer and All DAC Rescue / Support boats (and club house): VHF 15 First Aid and Incident documentation procedures - Register of Incidents: Complete the Incident Report form in First Aid and Incidents folder located with the First Aid kits, responsibility; Officer-in-charge. OOD to note incidents and injuries in the Competition log book located in the Committee room Page 8 of 10

Weather Sydney Airport Weather Injury Missing Boat or Sailor Fire, Bushfire, Evacuation or Other Emergency The Good Samaritan Act provides cover for any member of the public to provide first aid assistance to an injured person. First Aid Kit is located inside the DAC Canteen and a) On the Water (Dobbie):-Each case must be judged on its merits, but the first issue is getting the injured person back to the beach. This may involve using the DAC1/2/3/4 Safety boat(s) or soliciting the Volunteer Marine Rescue Vessel, Sydney Maritime or Water Police. If the injury is serious, an ambulance should be notified and ideally be in attendance when the injured reaches the beach. b) On Club Premises or Beach: First aid assistance to be provided and medical assistance sought. If the injury is serious, an ambulance should be called. c) OOD to contact DAC Sailing Committee Member to determine family contact details from DAC Member Register. Notify family of situation if ambulance called. d) The OOD or Sailing Committee Member should document the event including all injuries with date/time, names, addresses and circumstances and file with DAC Secretary at earliest opportunity. a) Officer of the Day to check Sign-On Sheet and determine number of boats. b) If any doubt, organise local search enlisting DAC Safety Boats and DAC members. If other sailing Clubs are on the water such as Drummoyne contact for assistance if the boat/sailor is not located within a few minutes. c) Contact Water Police and Coast Guard if not located quickly. d) Officer of the Day to contact DAC Sailing Committee Member to determine family contact details from DAC Member Register. Notify family of situation. e) The Officer of the Day or Sailing Committee Member should document the event including date/time, names, addresses and circumstances and file with DAC Secretary at earliest opportunity. Evacuation Procedures:- a) All club exits are to remain clear at all times. If first aid fire fighting is unsuccessful, the building is to be evacuated and all persons to be accounted for by Committee and Duty persons. b) All persons to muster adjacent to gate near the entrance to Rodd Park c) If fire -The fire brigade to be notified ASAP. Fire fighting appliances at DAC are as follows: i. Fire extinguishers (Canteen, Boat Garage, Entrance area) ii. Fire blanket (Canteen) iii. Hoses (Two in Boat Garage) d) For all other emergencies contact the appropriate emergency service and notify a DAC Sailing Committee Member. e) The Officer of the Day or Sailing Committee Member should document the event including date/time, names, addresses and circumstances and file with DAC Secretary at earliest opportunity.
