RULES 2016 International Optimist Dinghy Victorian Green Fleet Championships 12, 13 and 14 March 2016 The Organising Authority is the Sandringham Yacht Club (SYC) GREEN FLEET SAILING INSTRUCTIONS 1.1 The Green Fleet will be governed solely by the ISAF Introductory Rules for Racing (refer Attachment B) and these Sailing Instructions. 1.2 The Yachting Australia Safety Regulations will apply International Optimist Dinghy Class Rules will apply, except rule 2.4.1, Registration and Measurement Certificate The Race Signals in the Racing Rules of Sailing will be used. 2. NOTICES TO COMPETITORS Any Notices to competitors will be posted on the Official Regatta Notice Board located at the Regatta Office. 3. CHANGES TO THE SAILING INSTRUCTIONS 3.1 Any change to the schedule of races will be posted by 1800 hrs on the day before it will take effect. 3.2 The Race Committee may instruct Green Fleet competitors of changes to these Sailing Instructions on the water. If made, these changes may be made verbally (by Race Committee personnel or, when authorised by the Race Committee, by VIODA appointed coaches) or on a white board displayed on the main committee boat. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from signal flagpole located at Off The Beach Centre. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in race signal, AP. 5. SCHEDULE OF RACES 5.1 Schedule: Friday March 11 Early Registration 1800hrs to 2000hrs Saturday March 12 Registration Information Session Racing Session 1 Opti Muster VIODA Sausage Sizzle 0800hrs to 1000hrs 1030hrs 1200hrs Sunday March 13 Racing Session 2 Opti Muster VIODA AGM VIODA Sausage Sizzle Monday March 14 Racing Session 3 Presentation 1030hrs 1730hrs 1030hrs 5.2 A Green Fleet Sailors daily Information session will be held before each days racing. 2 5.3 The warning signal for a subsequent race on the same day will be made as soon as practicable but not sooner than 10 minutes after the last boat finishes the previous race. 5.4 On the last day of the regatta, no warning signal will be made after 1500 hours. 6. CLASS FLAG The class flag for Green Fleet will be a green flag with a white class insignia 7. RACING AREA 7.1 Attachment A shows the location of the racing areas. 8. COURSE 8.1 The diagram in Attachment B shows the course. 8.2 All marks are to be left to port. 9. MARKS 9.1 Marks 1, 2 and 3 will be green inflatable buoys. 9.2 Start Marks will be Race Committee Boat and a stick mark flying an Orange flag. 9.3 Finish Marks will be a Race Committee Boat and a stick mark flying an Orange flag. 10. THE START 10.1 Races shall be started using a three minute sequence as follows Warning / Class flag flown at 3 mins to go, Preparatory flag flown at 2 mins to go, Prep flag down at 1 min to go, and Class flag down i.e. start at 0 mins The start line will be between a staff displaying an orange flag on a Race Committee Vessel at the starboard end and a stick mark flying an Orange flag at the port end. 11. THE FINISH The finish line will be between a staff displaying an orange flag on the Race Committee Vessel at the starboard end and a stick mark flying an Orange flag at the port end. 12. TIME LIMIT 12.1 Time limits and target times (in minutes) are as follows: Fleet Time Limit Mark 1 Time Limit Target Time Green If no boat has passed mark 1 within 15 minutes, the race may be abandoned. Failure to meet the target time will not be grounds for redress Boats failing to finish 10 minutes after the first boat sails the course and finishes, will be scored an Allocated Place. The Race Committee will allocate places based on a boat s position on the course when the time limit expires. The decision of the Race Committee is final. 13. IF A BOAT BREAKS A RULE 13.1 If you think that you or another boat has broken a rule or if you are unclear about the rules at any time during the race, you must describe the incident to the Rules Advisor after the race No formal Protest hearings or requests for redress will be allowed for Green Fleet competitors. Any issues or questions that arise will be dealt with in a group setting, as a learning experience for young sailors, by the Rules Advisors. 3 14. SCORING 14.1 When boats fail to finish in accordance with SI 12.3 the Race Committee will allocate a place based on their place on the course when the time limit expires A maximum of twelve (12) races are scheduled, of which a minimum of three (3) races are required to be completed to constitute a series. (a) When fewer than 5 races have been completed, a boat s series score will be the total of her race scores. (b) When from five to eight races have been completed, a boat s series score will be the total of her race scores excluding her worst score. (c) When nine or more races have been completed, a boat s series score will be the total of her race scores excluding her two worst scores 14.3 To request the correction of an alleged error in posted race or series results, a boat shall complete a Scoring Enquiry Form available at the Regatta Office Failure to sign-on and/or sign-off for any race session will be referred to the Rules Adviser who may then add two (2) points to boat s score who has broken a rule. 15. SAFETY REGULATIONS 15.1 Each competitor shall wear a properly secured personal flotation device (PFD) outside all clothing at all times while on the water except when temporarily adding or removing clothing. The only exception is a singlet style lycra racing bib Competitors shall sign-on before leaving the shore and shall sign-off upon returning to the shore within one hour of the finish of the last boat in the last race of the session. This may not be undertaken by a competitor s parent, guardian or coach. The method for signing-on and off will be explained at the daily information sessions Failure to sign-on or sign-off for any race session will be referred to the Rules Adviser for a decision A boat that retires from a race shall notify the Race Committee as soon as possible Competitors who require assistance should blow a whistle or wave the paddle or one arm. The Race Committee reserves the right to assist competitors who in its opinion require assistance, regardless of the wishes of the competitor The race committee reserves the right to check for safety equipment at any time during the series. 16. RACE COMMITTEE BOATS Race committee boats and patrol boats may display a club Burgee. 17. SUPPORT BOATS 17.1 SYC & VIODA welcomes all support boats and spectators. To ensure a safe regatta for all participants we ask that you. Register your boat details with the Organising Authority at registration Carry a VHF Radio and monitor the fleet channels as advised by the Organising Authority; Restrict your speed to 5 knots within 100m of any competitor; and Assist the Organising Authority with safety matters when requested. Carry a minimum of two (2) people on board if the forecast is over 15 knots All other support personnel shall keep to leeward and more than 100 metres clear of any competitor or mark of the courses between the preparatory signal and expiration of race time, except when asked to assist by the Race Committee. Failure to comply may result in protest of boats associated with the infringing vessel Coaching of Green Fleet skippers while racing is permitted, however coaching shall be limited to skippers in the bottom third of the fleet in any given race. Coach boats shall neither create wakes nor otherwise interfere with competitors and only coaches who are Green Fleet Coaches, accredited by the Organising Authority, will be allowed to coach on the course during racing. Violation of this Green Fleet Sailing Instructions Page 3 of 9

4 instruction may result in a penalty which the Rules Adviser deems appropriate, up to and including the disqualification of the coached skipper from the race/regatta. 18. RADIO COMMUNICATIONS A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 19. PRIZES All prizes will be awarded per the notice of race. 20. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk and responsibility. The Organising Authority and its agents (specifically including the personnel of the Organising Authority) together with other parties involved in the Regatta accept no responsibility or liability whatsoever for any loss, damage, injury or death which may occur to any person or property, whether ashore or afloat, as a consequence of participation in the Regatta or otherwise. 21. INSURANCE Each participating boat shall be insured with valid third party liability insurance with a minimum cover of AUD$5,000,000 (or equivalent) per event.
