1 Notice of Race International Sail Limburg 2017 Organized by Connect Limburg in conjunction with Tourist Information Office (VVV) Roermond and the Roermondse Roei- en Zeilvereniging Maas en Roer June 24 th, 2017 Location: Zuidplas near Marina Maas en Roer, Roermond, the Netherlands 1. RULES 1.1. The regatta will be governed by the Racing Rules of Sailing Racing rule 44.1 will be changed as follows: the Two-Turns Penalty is replaced by the One-Turn Penalty. Changes of Racing Rules will appear in full in the sailing instructions. The sailing instructions may also change other racing rules No Class Rule changes will apply If there is a conflict between languages the English text will take precedence. 2. ADVERTISING Boats may be required to display advertising chosen and supplied by the organizing authority. 3 ELIGIBILITY AND ENTRY 3.1 The regatta is open for teams, each existing of a maximum of 4 people sailing. It is allowed to enter more than 4 team members, up to a maximum of Eligible teams shall make their entry by sending an to sending an to m.dohmen@connectlimburg.eu. This mail shall contain: Name of the team, name of the team captain, names of the other team members (at least 3, maximum 5, excl. the captain), background of the team (i.e. company or club) 3.3 Entry closing date: June 15 th, ENTRY FEE ,= excl. VAT per team, ( 242,= incl. VAT) including welcome coffee or tea with sweets at registration, a lunch package for each team member and barbecue after the races for each team member. 4.2 Entering does not immediately give a team the right to compete. When more than 18 teams have entered, Connect Limburg will, ultimately on June 16th, decide which teams will be selected for the event. 4.3 Selected teams will receive a confirmation and an invoice with payment instructions. The entry of a team is only valid after receiving the payment by the organization. 5. SCHEDULE 5.1 Registration: At the registration desk at R.R. &. Z.V. 2 5.2 Registration hours: Saturday June 24 th, 2017, from till hrs 5.3 Skippers meeting: Saturday June 24 th, 2017, hrs 5.4 Date of racing: Saturday June 24 th, 2017: Racing. 5.5 The Regatta will be scheduled for a maximum of four (5) scoring races for each boat. 5.6 The scheduled time of the warning signal for the first race is: Saturday June 24 th, 2017: hrs. 5.7 No warning signal will be made after hrs. 6 TRAINING FACILITIES For teams who wish to train in a J70, there will be training facilities on Friday June 23 rd, from AM till hrs. Reservations for a training period of maximum 2 hours can be made by sending a mail to wedcom@maasenroer.nl, containing the name of the team, the desired training hours, the name of the teamcaptain, who will be present at the training. Confirmation of the availability of the desired training hours will be given in the order of request. 7 SAILING INSTRUCTIONS The Sailing Instructions will be available after June 19 th on at hrs and will be handed out at registration. 8 VENUE Attachment B shows the location of the regatta harbor and the racing areas. 9 COURSES Attachment C shows the course, which will be an Upwind-Downwind course with a downwind gate. The approximate course length will be 20 minutes. 10 PROTESTS Appendix AR, Arbitrage, will apply. See Attachment AR. 11 SCORING 11.1 The Low Point scoring system will apply All races will be included in the final score of each boat. No discard will apply. 12 PRIZES 12.1 The first team in the overall ranking will receive prizes The winning team will be awarded with a perpetual prize of the event. 13 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 14 INSURANCE 14.1 Each participating crew member shall be insured with valid third-party liability insurance with a minimum cover of ,= per event or the equivalent A deposit of 1.000,= will be required for the use of a boat, also in training activities. This deposit will cover damage, breakage or loss of material that is attributable to the using team. 3 ATTACHMENT AR: ARBITRATION a. All protests related to RRS part 2 or RRS 31 and involving only two boats are subject to arbitration. In this context, in RRS 44.3 (c) 20% changed to 30%. b. RRS 44.1 is changed to permit a boat to take a penalty score during arbitration, as calculated in the modified RRS 44.3 (c). c. RRS 63.1 is amended by adding: The arbitrator may grant permission to withdraw the protest without approval of the protest. d. After a protest has been delivered, the arbitrator will hold an arbitration hearing, with one representative from each boat, unless requested by the protesting party to be allowed to withdraw the protest. Witnesses are not allowed. e. After hearing the statements of each representative, the arbitrator will come to the following conclusions: e.1 The protest is invalid or none of the boats has broken a rule. If the protestor agrees, the protest may be withdrawn. If the protesting party does not agree, then the protest will be handled by the Protest Committee. e.2 One or both boats have broken a rule. The boats that have broken a rule can take a penalty as mentioned in the custom RRS 44.3 (c) and the protest may be withdrawn. If it does not, then the protest will be handled by the Protest Committee. For a boat that has accepted the arbitration scoring penalty, rule 64.1 (b) applies. e.3 The arbitrator decides the need for a full protest hearing. The protest will handled by the Protest Committee. g. The abbreviation ARB will be used for an arbitration scoring penalty. 5 APPENDIX C: The course Upwind-downwind course with gate Finish downwind FINISH START Course: Start 1 Gate 2/3 1 Finish Mark 1 to be kept on port MARKS: Course marks 1, 2 and 3 will be yellow cylindrical buoys. Port starting mark will be a yellow cylindrical buoy with a black belt. Starboard starting mark will be an orange flag on the starting vessel. Starboard finishing mark will be a yellow cylindrical buoy with a black belt. Port finishing mark will be a blue flag on the finishing vessel.
