2 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 The Chinese Yachting Association prescriptions will not apply. 1.3 Decisions of the International Jury will be final as provided in RRS Appendix P, Special Procedures for Rule 42, will apply. 1.5 Class rules requiring competitors to be members of their class association will not apply. 1.6 For the Boy s Skiff, Girl s Skiff and Open Two Person Multihull, RRS 44.1 and RRS P2.1 are changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 1.7 In RRS 44.2 insert after the first sentence: However if Mark 1a is set, a boat may delay taking a penalty for an incident in the zone around Mark 1 or on the leg between Mark 1 and Mark 1a, until she has passed Mark 1a. 1.8 In RRS 30.4 and RRS P1 change sail number to national letters. 1.9 In RRS 63.1 add 64.4(b), after 64.3(d), 1.10 In all rules governing this regatta; Both athlete and competitor mean a person competing or intending to compete in the event [SP] denotes a rule for which a standard penalty may be applied by the Race Committee without a hearing or a discretionary penalty applied by the International Jury with a hearing; and [NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1(a) RRS 63.7 is changed to read: If there is a conflict between rules, the Protest Committee shall resolve that conflict in the manner that it believes will provide the fairest result for all boats affected If there is a conflict between languages the English text will take precedence. 2 [DP] [NP] SAFETY REGULATIONS 2.1 The Race Committee will protest a boat for a breach of these safety regulations. 2.2 Competitors shall wear personal flotation devices at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. The organizing authority reserves the right to reject any buoyancy jacket which it considers unsuitable. When no specifications are given in the class rules, personal buoyancy complying with appropriate international standards. 2.3 Boats not leaving the shore for a scheduled race shall promptly notify the race office. 2 Sanya 2017 Sailing Instructions
3 2.4 [SP] Check-Out and Check-in Ashore a) Both helm and crew shall individually check-out before racing by personally collecting their tally in exchange for their accreditation card which is then left ashore. b) Both helm and crew shall individually check-in immediately on returning to shore after racing, but no later than the protest time limit, by returning the tally personally to tally control in exchange for their accreditation card. c) Tallies shall be worn visibly, over clothing, on the right wrist by both helm and crew while afloat. d) The Tally Control Point will be located near the launching ramps. 2.5 A boat that retires from racing shall notify the Race Committee before leaving the racing area, or if that is not possible, shall notify the Race Office as soon as possible after returning ashore. 2.6 Boats retiring from racing in accordance with SI 2.5 shall complete a retirement declaration form at the Race Office before the protest time limit. 2.7 When Flags AP over H or N over H are displayed from a RC vessel, all boats shall immediately return ashore and will wait there for further information. (This changes race signals AP over H and N over H.) 3 [DP] CODE OF CONDUCT 3.1 Competitors and support team shall comply with any reasonable request from any official, including attendance at official functions, co-operation with event sponsors and shall not behave so as to bring the event into disrepute. 3.2 Competitors and support teams shall handle any boats or equipment provided by the organizing authority with proper care and seamanship, and in compliance with any written instructions. 3.3 [SP] Boats not racing shall avoid the area where boats are racing and any official boats. 3.4 [SP] Boats that are in a Course Area to which they are not assigned shall avoid the area where boats are racing and any official boats. 4 COMMUNICATIONS WITH COMPETITORS 4.1 Notices to competitors will be posted on the Official Notice Board located outside the race office and on the website Signals ashore will be displayed on the flagpoles located outside the Race Office. 4.3 Changes to the Sailing Instructions: Changes to the Sailing Instructions will be posted no later than two hours before the scheduled time of the first race affected by the change Any change to the Sailing Instructions will be approved by the Principal Race Officer and the World Sailing Technical Delegate. 4.4 When a visual signal is displayed over an area or event flag, the signal applies only to that area or event. The warning signal will be made not less than the time in minutes shown below after flag D is displayed or not before the scheduled time, whichever is later. 5 5 FORMAT OF RACING The regatta will consist of a single series. 6 SCHEDULE AND COURSE ASSIGMENT 6.1 The provisional race schedule, including the time of the first warning signals, and assignments of events to course areas will be posted in separate document as SI Addendum D An update to SI Addendum D will be posted daily no later than 19:00hrs on the previous evening of any race affected. 6.2 Course assignments will be posted: before 09:00hrs on the day it will take effect; or when flag AP is displayed ashore, 30 minutes before flag AP for that event or fleet is removed; or when flag AP is displayed afloat, the course area may be changed. A race committee boat will display flag L over the event(s) flag and move to the new course area. 6.3 On Saturday 9 and Sunday 10 December, practice sailing will be permitted only within times to be advised. 6.4 On Friday 15 December no warning signal will be made after 14:00. 7 THE COURSES 7.1 The course areas are shown in SI Addendum A. 7.2 The courses will be Windward/Leeward or Trapezoid with optional finishing legs. The diagrams in SI Addendum B show the courses, the course designations, the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 7.3 To change the next leg of the course, the Race Committee will (a) lay a new mark, (b) move the finishing line, or (c) move the leeward gate. When a new mark is laid, the original mark will be removed as soon as possible. When in a subsequent change and a new mark is replaced, it will be replaced by an original mark. 7.4 Courses will not be shortened. This changes RRS Sanya 2017 Sailing Instructions
6 8 MARKS 8.1 Marks 1, 2, 3, and 4, or associated gate marks, shall be inflatable marks and will be as follows: Area Marks 1, 2, 3, 4 New Mark Alpha Yellow Red Bravo Blue Red Delta Orange Red Charlie Pink Red 8.2 Offset Mark, when used, will be a black pyramidal mark. 8.3 Finish Marks, when use, will be a black pyramidal mark. 9 THE START 9.1 The Starting Line will be between a staff displaying an orange flag on the race committee vessel at the starboard end and either: a) the course side of the port-end inflatable starting mark, or b) a staff displaying an orange flag on the race committee vessel at the port end. 9.2 [DP] A buoy may be attached to the race committee starting boat anchor line just below keel depth. Boats shall not pass between this buoy and the race committee starting boat at any time. This buoy is part of the race committee starting boat ground tackle. 9.3 [DP] When a starting sequence is in progress, boats whose warning signal has not been made shall avoid the starting area. The starting area is defined as the area 50 meters from the starting line and marks in all directions. 9.4 Rule 26 and Preparatory Signals in Race Signals are deleted. Races will be started using the following signals. Times shall be taken from the display of visual signals. This changes RRS 26 and Race Signals. 6 Sanya 2017 Sailing Instructions

This changes RRS 35, A4 and A5. 12 SCORING 12.1 One race is required to be completed to constitute a regatta The Low Point System of RRS Appendix A will apply. RRS B8 is deleted When fewer than three races have been completed, a boat s series score will be the total of her race scores. When three or more races have been completed, a boat s score will be the total of her race scores excluding her worst score A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes RRS A4 and A To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the Race Office Nations Trophy For each event on each day: (i) Each National Authority will receive points equal to the total of her race scores of that day. National Authorities scored DNC or National Authorities not entered in an event will be scored for each race, points equal to one more than the number of National Authorities entered in the regatta. (ii) The National Authorities shall will then be ranked in order of lowest to highest. Boats (ii) T and the National Authority with the lowest score shall will receive one point, the second shall will receive two points and so on. (iii) If an event does not race on a day, all nations will score, for that event, points one more point than total the number of National Authorities entered in the regatta. (iv) If National Authorities have equal points Where there are ties in the ranking, the points for the place for which the boats National Authorities have tied and for the place(s) immediately below shall be added together and divided equally. (as per Appendix A7) Each National Authority s best four scores from all events will be combined as their day score in the Nations Trophy for that day The cumulative total of each National Authority s day scores will be their its overall score. 8 Sanya 2017 Sailing Instructions
9 Ties in the overall score will be broken by the rank in the combined events score on the last day. Any remaining ties shall will be broken by using the combined events scores on the second to last day, and so on until all ties are broken. 13 [DP] EQUIPMENT AND MEASUREMENT CHECKS 13.1 Addendum C - Use of Supplied Equipment applies The equipment will not be required to be pre-measured. 10 15.2 Actions by official boats, drones or helicopters shall not be grounds for requesting redress by a boat. This changes RRS 60.1(b). 16 [DP] SUPPORT AND SPECTATOR BOATS 16.1 Except for the World Sailing coaches, private or team support boats are not permitted. Team leaders, coaches and other support personnel may go afloat only in crafts supplied by the organizing authority, and clearly marked as such Team leaders, coaches and other support personnel shall neither make radio transmissions while afloat nor receive radio communications not available to all. 17 [DP] [NP] IDENTIFICATION AND ADVERTISING 17.1 When provided by the Organizing Authority, boats or competitors shall carry, display or wear the following as instructed: Bibs for all competitors Coloured bibs for Event leaders (1st, 2nd and 3rd); Coloured dots on the mainsail for Event leaders (1st, 2nd, 3rd); Bow number; Event advertising; Cameras and sound equipment; and Tracking and timing system equipment. 18 INTERNATIONAL JURY. PROTESTS, PENALTIES AND REQUESTS FOR REDRESS 18.1 Protest forms are available at the Race Office or Jury Office. Protests and request for redress or reopening shall be delivered to the Jury Office within the appropriate time limit The protest time limit for each event is 60 minutes after the last boat has finished the last race of the day or AP over A or N over A is displayed. Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located in the dinghy park, beginning at the time posted. Hearings may be scheduled to begin up to 30 minutes before the end of protest time Notices of protests by the Race Committee or Protest Committee will be posted to inform boats under RRS 61.1(b) A list of boats that have been penalized under Appendix P for breaking RRS 42 and under SI 22.9 will be posted. 10 Sanya 2017 Sailing Instructions
11 18.5 For the purpose of RRS 64.3(b) the authority responsible is the World Sailing Technical Delegate Penalties for breaches of NoR 7.2, class rules or rules in the NoR and SIs marked [DP] or [SP] should the case go to a hearing, are at the discretion of the Protest Committee. A boat may accept a discretionary penalty before a hearing concerning the same incident by completing a form available at the Jury Office Breaches of rules in the SIs marked [NP] will not be grounds for a protest by a boat. This changes RRS 60.1(a) For breaches of a rule marked [SP], the Race Committee may apply a standard penalty without a hearing. A list of these breaches and the associated standard penalties will be posted on the Official Notice Board. However, the Race Committee may protest a boat when they consider the standard penalty to be inappropriate. A boat that has been penalised with a standard penalty can neither be protested for the same incident by another boat nor can another boat request redress for this race committee action. This changes RRS 60.1, 63.1 and Appendix A On the last scheduled day of racing, a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS If RRS Appendix N1.4 (b) applies, the time limit for requesting a hearing under that rule is 30 minutes after the party was informed of the panel s decision. 19 [DP] RADIO COMMUNICATION A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats, except in an emergency or when using equipment provided by the Race Committee. This restriction also applies to mobile telephones. 20 [DP] TRASH DISPOSALS Boats shall not intentionally put trash in the water. Trash may be placed aboard gear boats. 21 PRIZES 21.1 World Sailing Medals and Trophies will be awarded as per the Notice of Race The national authority whose competitor has won a World Sailing Trophy is responsible for ensuring the safe return of the trophy to the World Sailing representative at the 2018 championship venue so that it arrives by the official arrival day. 11 Sanya 2017 Sailing Instructions

16 ADDENDUM C [DP] USE OF SUPPLIED EQUIPMENT C1 General C1.1 All boats and boards will be provided for all competitors. C1.2 After an Organizing Authority supplied boat or equipment has been issued, it shall remain in the Sailing Venue or the Competition Areas. C1.3 On completion of the event, all equipment supplied to athletes shall be returned to the Organizing Authority in accordance with instructions that will be posted on the Official Notice Board. C1.4 The equipment will not be required to be pre-measured. However, a boat or equipment may be inspected at any time for compliance with the rules. C1.5 The boat s sails, spars, rigging, control lines and fittings shall be used as supplied. Except if permitted by the NoR and SIs, no modification or additions to the equipment shall be made unless authorized by the World Sailing Technical Delegate. C1.6 All fittings or equipment designed to be adjusted may be adjusted, provided that the class rules are complied with. C1.7 All equipment provided with the boat for sailing purposes shall be in the boat while afloat except when the provided equipment is replaced by items in compliance with instruction C6. C1.8 Competitors shall report any damage or loss of equipment, however slight, to the manufacturer s representative of the relevant class immediately after securing the boat ashore. Special forms will be available from the Race Office or manufacturer s representative to record the damage or loss. C1.9 Failure of supplied equipment will not be grounds for redress. This changes RRS 60.1 (b). C2 Laser C2.1 Competitors must use their own lines, sheet and blocks (including ratchet block, outhaul, cunningham, traveller and van systems), tiller and tiller extension. C2.2 Competitors will be supplied with a fully fitted Laser hull including the deck block fitting and the two single blocks and cleats for the deck led cunningham and outhaul systems. The boats will be supplied with mini side deck cleats for the mainsheet, centreboard, rudder, mast, boom and sail. C3 420 C3.1 Competitors must use their own tow-rope (in accordance with specification of the class rules). C3.2 Competitors may bring and use a fitting made of tape/wood/plastic and shock cord for retaining the spinnaker halyard. This fitting shall only be attached using tape and not in a position above the gooseneck C4 RS:X C4.1 Competitors must bring their own outhaul, downhaul systems (ropes, cleats and pulleys) and the uphaul line. No permanent fixings will be used to attach these. C5 29er C5.1 The boats will be fitted with foot straps. Competitors may install their own tiller extension, or twin extensions, but the attachment fitting must be left installed on the tiller at the end of the regatta. 16 Sanya 2017 Sailing Instructions
17 C6 Replacements of Equipment C6.1 Ashore: Requests for substitution of damaged or lost equipment shall be made to the manufacturer s representative for consideration by the World Sailing Technical Delegate. Permission will be given only when the World Sailing Technical Delegate is satisfied that the item of equipment is severely damaged, not deliberately mistreated, and cannot be repaired satisfactorily. A request shall be made at the first reasonable opportunity on a form available from the manufacturer s representative. C6.2 Afloat: When an item of equipment is damaged or lost shortly before a race and is replaced, the boat shall notify the Race Committee before the warning signal. As soon as practicable after coming ashore, the boat shall comply with instruction C6.1 and the replaced item shall be presented to the World Sailing Technical Delegate. If the World Sailing Technical Delegate decides that the item could have been used in the race or had been purposely damaged by anyone associated with the boat, he may request action under rule 69.1(a). C7 Advice to competitors regarding collision damage If your boat is involved in an incident with another boat which may have resulted in damage, and you believe the other boat was responsible for this damage, you are advised to protest even if the other boat takes a penalty. If on coming ashore the skipper of the other boat accepts responsibility for the damage and signs a statement to this effect on a damage registration form, the protest may be withdrawn under RRS Sanya 2017 Sailing Instructions
