1 SAILING INSTRUCTIONS 2016 Delta Lloyd Open Dutch Championships From 16 to 18 September 2016 at the IJsselmeer near Medemblik Open Dutch Championship for the following classes: Finn, Finn Master, Laser Standard, Laser Radial, Yngling, Contender, O-Jol, 29er, RS500 and F18 Class Championship for the 49erFX(open), SB20, RS:X 8.5, RS:X 9.5, Moth Class event for the: Laser 4.7 Organizing authority: The Royal Netherlands Watersport Association in conjunction with RYC Hollandia and Tigsports [DP] denotes a rule for which the penalty is at the discretion of the International Jury. [NP] denotes that a breach of this rule will not be grounds for a protest by a boat. [SP] denotes a rule for which a standard penalty may be applied by the race committee without a hearing 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The Rules for Championships Sailing, Windsurfing and Kiteboarding will apply. 1.3 No class rules will be changed under rule The Sailing Instructions may contain minor changes to the Rules. 1.5 If there is a conflict between languages the English text will take precedence. 1.6 For RS500 only: Rule 31 RRS is changed so that marks other than starting and finishing marks may be touched but not manhanlded without a penalty. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board(s) located near the regatta office. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2100 on the day before it will take effect. Reassignment of classes to racing areas will be posted before flag AP is removed; see instruction SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed at the main flagpole at the ISC Medemblik. When a signal is displayed over a class flag it applies to that class only. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in the race signal AP. version 13sep

2 4.3 When flag Y is displayed ashore, rule 40 applies at all times while afloat. This changes the Part 4 preamble. 5 FORMAT OF RACING 5.1 For all classes the format is a single series. 5.2 The following classes will race together in one fleet: o Laser Radial class: Laser Radial Men, Laser Radial Women and Laser Radial Masters o Laser Standard class: Laser Standard and Laser Standard Masters o Finn class: Finn and Finn Master class 6 SCHEDULE OF RACES 6.1 See Attachment B. 6.2 After a long postponement, to alert boats that a race or sequence of races will begin soon, an orange flag will be displayed (with one sound) for at least four minutes before a warning signal is displayed. 6.3 On the last day of the regatta no warning signal will be made after CLASS FLAGS Class Finn Finn Master Laser Standard Laser Radial Laser 4.7 SB20 Yngling Contender O-Jol 49erFX 29er RS500 Moth F18 RS:X 8.5 RS:X 8.5 Flag White with class insignia Yellow/White flag White with class insignia Light Blue with class insignia Code flag T Code flag E Code flag V Red/White flag Blue/White flag Light Blue with class insignia Code flag J Code flag K Code flag F Code flag G White with class insignia Light Blue with class insignia 8 RACING AREAS 8.1 Attachment A shows the location of racing areas. 8.2 Classes are assigned to racing areas as follows: See Attachment B 9 THE COURSES 9.1 The diagrams in Attachment C show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. The length of the course will be set to meet a Target Time as mentioned in SI 16 for the first boat of each race to finish. 9.2 No later than the warning signal, the race committee signal boat will display the approximate compass bearing of the first leg. version 13sep

3 10 MARKS 10.1 Marks are not numbered. Course Area Orange Red Yellow Marks Orange Conical Mark5 is Blue Conical Red Cylindrical Yellow Cylindrical 10.2 The starting and finishing marks will be: Starboard-end Starting Mark: The RC Signal boat with a staff or mast with an orange flag Port-end Starting Mark: A dan buoy or RC signal boat with an orange flag. Finishing Marks: See Attachment C A race committee boat signalling a change of a leg of the course is a mark as provided in instruction AREAS THAT ARE OBSTRUCTIONS There are no areas designated as obstructions. 12 THE START 12.1 Races will be started by using rule 26 with the warning signal made 5 minutes before the starting signal. Except for RS:X 9.5 where warning signal is 7 minutes before starting signal The starting line will be between Starboard-end and Port-end Starting Mark as described in [NP] [DP] Boats whose warning signal has not been made shall avoid the starting area A boat starting later than 5 minutes after her starting signal will be scored Did Not Start. This changes rules A4 and A When Flag U is displayed as the preparatory signal, no part of a boats hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified, she shall be disqualified without a hearing but not if the race is restarted or re-sailed or postponed or abandoned before the starting signal. This changes RRS 26, 63.1 and A5. RRS 29.1 Individual recall does not apply. The scoring abbreviation for a flag U penalty is UFD. This changes A11 Scoring Abbreviations. 13 CHANGE OF THE NEXT LEG OF THE COURSE 13.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule THE FINISH The finishing line of each course is between de finishing marks as described in Attachment C. 15 PENALTY SYSTEM 15.1 Appendix P will apply For the F18, 49erFX, 29er, RS:X, Moth, RS500, Yngling, SB20 classes rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. version 13sep

4 16 TIME LIMITS AND TARGET TIMES 16.1 Time limits and target times are as follows: Class Time limit Mark 1 Target Time of a Race Time Limit of a Race 49erFX, RS:X, 29er, RS500, 15 min. 35 min. 45 min. If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a) 16.2 Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes rules 35, A4 and A5. 17 PROTESTS AND REQUESTS FOR REDRESS 17.1 Protest forms are available at the race office located at the ISC Medemblik. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit For each class the protest time limit is 60 minutes after the last boat has finished the last race of the day or after instruction 16.2 has been applied to that race Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located at the ISC Medemblik beginning as soon as possible Notices of protests by the race committee or jury will be posted to inform boats under rule 61.1(b) A list of boats that have been penalized under Appendix P for breaking rule 42 will be posted Breaches of instructions marked with [NP] will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the jury so decides On the last scheduled day of racing a request for reopening a hearing shall be delivered (a) within the protest time limit if the requesting party was informed of the decision on the previous day; (b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule On the last scheduled day of racing a request for redress from a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule Decisions of the international jury will be final as provided in rule SCORING races are required to be completed to constitute a series (a) When fewer than 5 races have been completed, a boat s series score will be the total of her race scores. (b) When 5 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the race office. version 13sep

5 19 [NP][DP]SAFETY REGULATIONS 19.1 A boat that retires from a race shall notify the race committee as soon as possible Boats not leaving the harbor for a day s race shall inform the RC prior to the start If any of the race signals AP over A or AP over H or N over H is made on a RC boat, all boats shall return to the harbor immediately While afloat it is strongly recommended to wear adequate personal buoyancy under all circumstances. 20 [DP] REPLACEMENT OF CREW OR EQUIPMENT 20.1 Substitution of competitors will not be allowed without prior written approval of the race committee Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 21 [DP] EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 22 [NP][DP] EVENT ADVERTISING Boats shall display advertising supplied by the organizing authority as follows: Delta Lloyd stickers shall be fixed on the first 25 % of the hull of each boat. The advertising sticker supplied shall not be reduced in size and shall be affixed with the forward edge no further than 10 cm from the edge of the deck and the bow of the boat on both sides of the hull. (Both sides per hull for F18) The stickers are available at the Regatta Office. 23 OFFICIAL BOATS Official boats will fly event flags. Jury boats will fly a white flag with Jury. 24 [NP][DP] SUPPORT BOATS 24.1 Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment The Penalty failing to comply with this requirement will be the disqualification of or, at the discretion of the Jury, other disciplinary actions against all boats associated with the Support Personnel who do so All Support Boats shall register at the Regatta Office Coach and Support Boats shall conspicuously display a Flag of the country they represent, or the Country Code on the boat. 25 [NP][DP] TRASH DISPOSAL Trash may be placed aboard support and race committee boats. A penalty for breaking rule 55 may be less than disqualification if the protest committee so decides. This changes rule [NP][DP] BERTHING Boats shall be kept in their assigned places in the boat park or harbour. 27 [NP][DP] HAUL-OUT RESTRICTIONS Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee. version 13sep

6 28 [NP][DP] DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. 29 [NP][DP] RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 30 PRIZES Helsmen and crew of the winning boat of the open Dutch championship acquires the title "Dutch Champion", the medal(s) and the Blue Pennant of the RNWA. Prizes will be given to every member of the crew of the first, second and third ranked boat in the championship. For the Class events the prizes are as follows: Prizes will be given to every member of the crew of the first, second and third ranked boat in the final standings. 31 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizers will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 32 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of EURO 1,500,000 per event or the equivalent. 33 RIGHTS TO USE NAME AND LIKENESS By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. 34 OFFICIALS Principal Race Officer: John Borstboom Race Officer Blue Course: Arie Jan Snel Race Officer Green Course: Rob Hoogstra Race Officer Red Course: Marcol de Klerck Chairman International Jury: Rafael (ESP) version 13sep

14 ATTACHMENT D PRESCRIPTIONS of the RNWA (Royal Netherlands Watersport Association) Rule 6 The Dutch Doping Regulation of the RNWA applies for all events under the responsibility of the RNWA. Rule 46 A responsible person who has his domicile in the Netherlands shall have a valid racing license or event license, issued by or in name of the RNWA. The Race Committee shall verify if this requirement is fulfilled. If this requirement is not fulfilled the Race Committee shall reject or cancel the entry of the boat in accordance with rule 76.1 or the Race committee shall protest the boat. Rule 47 With exception of the responsible person every other person on board, who has his domicile in the Netherlands, shall have a valid crew license, event crew license, racing license or event license, issued by or in name of the RNWA. If this requirement is not fulfilled the entry of the boat shall be rejected or cancelled in accordance with rule 76.1 or the Race committee shall protest the boat. Rule 67 Damages a. Every issue of liability or claim for damages arising from an incident while a boat is bound by The Racing Rules of Sailing shall be subject to the jurisdiction of the court and not considered by a protest committee. b. A boat that takes a penalty or retires does not thereby admit liability for damages or that he has broken a rule. c. A goal of the rules is avoiding contact. By participating in an event under the rules a boat accepts that the responsibility for damages occurred by breaking a rule will be based on guild caused by applying the rules and not on accepting the risks. Rule 70.5 Approval of the RNWA is required for denying the right of appeal if this is necessary for reasons stated in rule 70.5(a).The approval shall be posted on the official notice board of the event. Rule 78.1 Every boat (excluding boards), competing in races in a national or international recognized class, and owned by a person, who has his domicile in the Netherlands, shall have a valid certificate, issued by the RNWA. The Race Committee shall verify that a participating boat has a valid certificate, according to the class rules or this prescription. If a boat does not fulfill this requirement, with exception of what is mentioned in rule 78.2, his entry shall be rejected or cancelled according to rule 76.1, or the Race Committee shall protest the boat. Rule 78.3 The in rule 78.3 mentioned measurer shall be: an International Measurer recognized by ISAF, or, a measurer appointed by ISAF, or, an official measurer in accordance with the Equipment Rules of Sailing, or, an equipment inspector in accordance with the Reglement voor klassencontroleurs. and must be able to prove that. The Race Committee shall help this measurer or equipment inspector by prescribing that the boats, which are called for inspection, have to report without delay at a designated place. 15 measurer is appointed, the RNWA may appoint a equipment inspector or measurer, under rule 78.3, for an event under his responsibility. In that case the appointed measurer shall show the appointment by the RNWA in writing to the Race Committee. This written appointment shall be posted at the official notice board of the event. Rule 88.2 It is not permitted that Sailing Instructions contain changes to the Prescriptions of the RNWA or prescribe that they do not apply, without prior written permission of the RNWA. Rule G1 Unless prescribed otherwise in the class rules, the rules G1.1(a), G1.1(c), G1.2 and G1.3 (as far as applicable) also apply for the by the RNWA recognized national classes. version 13sep
