1 2016 OAKEN RUDDER REGATTA Indianapolis Sailing Club Indianapolis, IN September 10-11, 2016 The organizing authority for this regatta is the Indianapolis Sailing Club NOTICE OF RACE RULES: The current Racing Rules of Sailing (RRS), including the US Sailing Prescriptions, and the Sailing Instructions for this regatta shall be in effect. In case of conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions shall prevail. Changes to the Racing Rules of Sailing, RRS If the Race Committee signals a shortened course, by displaying Code Flag S with two sounds from a support boat, the next leg of the course is the last leg and ends at the Finish Line at the RC Boat. The shortened course shall be signaled as the first boat rounds the mark or passes through the gate beginning the new last leg of the race. Display of the shortened course signal shall be continued, without sounds, as all subsequent boats round the mark or pass through the gate. This changes RRS Competitors intending to protest about an incident that occurred in the racing area shall notify the RC Finish Boat, after finishing and while still in the immediate area of the RC Finish Boat, of their intent to protest including the sail number of the boat(s) being protested. This adds to rule 61.1(a). Races shall be started with a 4 sound Attention Signal 1 minute before the first Warning Signal. There will be 1 minute between the start of a boat class and the Warning Signal for the following boat class. ENTRY AND ELIGIBILITY: This regatta is open to past and present attendees of Indiana University or Purdue University. Only current sailing team members shall race in races that are to be counted towards the award of the Oaken Rudder. Alumni may sail any one design centerboard type sailboat by sailing corrected time utilizing the Portsmouth Yardstick as currently published by US Sailing. Alumni shall race separately for a separate Alumni award. REGISTRATION: Current College Sailors - Team Captain to send registration sheet to Jess Lawhead by September 2 nd. This registration fee will go towards all meals, prizes, & beverages. Proceeds from the regatta will go to support the sailing teams of Indiana University and Purdue University. COURSES: Course information will be provided in the Sailing Instructions given at registration. BOATS: The Indianapolis Sailing Club to provide sailboats for collegiate sailors. These boats will include Interlakes, Lasers, & Sunfish. Alumni will sail in one fleet, competing on corrected time utilizing the Portsmouth Yardstick as currently published by US Sailing. Each skipper must have the same crew throughout the regatta SCORING: The low point scoring system will be used. Collegiate competitors will race boat to boat. Alumni to race separately and to be scored time corrected. SUPPORT BOATS: Support boats will be provided by the Indianapolis Sailing Club. PRIZES: Collegiate Teams Alumni Sailors The winning sailing team will receive the Oaken Rudder to display at their home club. The Rudder to be brought back to the 2017 Oaken Rudder Regatta. 1st & 2nd place college teams to receive plaques to display at the clubs indefinitely Individual awards will be given to the top 3 finishers of the regatta. DISCLAIMER OF LIABILITY Competitors participate in the regatta at their own risk. See RSS 4 decision to race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. A waiver will be presented at Saturday registration that must be signed to participate in the regatta.

Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (Race committee, protest committee, Indianapolis Sailing Club, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor s participation in this event to the fullest extent permitted by law. To the fullest extent permitted by law, I hereby waive any rights I may have to sue the race organizers (Race committee, protest committee, Indianapolis Sailing Club, or any other organization or official) involved with the event with respect to personal injury or property damage suffered by myself or my crew as a result of our participation in this event and hereby release the race organizers from any liability for such injury or damage. 5 SAILING INSTRUCTIONS 1. RULES. Races of this regatta will be governed by the Racing Rules of Sailing (RRS); the prescriptions of US Sailing; and current class association rules, except as any of these are changed by these Sailing Instructions. Student competitors from the sailing teams from Indiana University and Purdue University will sail in fleets of Interlake, Snipe, Laser, or Sunfish sailboats of the Indianapolis Sailing Club (ISC). Alumni of these schools participating in this regatta may sail One Design sailboats brought to ISC for this regatta. Students sailing the ISC boats will compete on a boat for boat basis. Alumni will sail in one fleet, competing on corrected time utilizing the Portsmouth Yardstick as currently published by US Sailing. Each alumni skipper must have the same crew throughout the regatta 2. ELIGIBILITY and ENTRY. This regatta is open to members of the sailing teams from Indiana University and Purdue University and alumni sailors from these schools, all who have paid the registration fee. See the Notice of Race. Alumni shall be amateur, not professional, sailors. 3. NOTICES TO COMPETITORS. Notices to competitors will be posted inside the ISC Clubhouse on the Official ISC bulletin board. 4. CHANGES TO THE SAILING INSTRUCTIONS. Any change to the Sailing Instructions made after the Sailing Instructions are printed and available at Registration, will be announced and discussed at the Competitors Meeting, posted on the Official Bulletin Board, and will apply to the regatta. 5. SIGNALS MADE ASHORE. Signals made ashore will be displayed from the mast of the Race Committee, (RC), Boat, which will be located in the ISC harbor at its mooring. When Code Flag AP is displayed with two sound signals (one sound signal when lowered) the race is postponed. The next Warning Signal will be made not less than 30 minutes after AP is lowered. If racing has been postponed ashore with the display of Code Flag AP, the Harbor Signal ends the postponement. This modifies the RRS Race Signals meaning of AP, only for Signals Made Ashore. 6. SCHEDULE OF RACES & EVENTS. The racing area will be in the area of Geist Lake directly west of the ISC property.

6 8. MARKS. The racecourse will be set utilizing large orange tetrahedrons used as turning or gate marks and set within the racing area. A small orange tetrahedron will be used as an offset mark. A Yellow ball will be only used as the pin end of the start and finish lines for collegiate competitors See paragraph 14 below for alumni competitors. 9. HARBOR SIGNAL. The harbor signal is indicated by the RC as one sound signal, indicating that the RC is leaving its mooring for the racecourse. 10. THE COURSE. The race courses for this regatta will be either a Modified Triangle or a Modified Windward Leeward. The triangle course will be identified by a white triangle on a red or green background on the RC Boat. The Wind Leeward course will be identified by a white WL on a red or green background on the RC Boat. Both the Triangle and Windward Leeward courses will be 2 laps, finish upwind at the RC Boat. The finish line is open when not finishing. The RC may indicate a different racecourse for some of the fleets in the same race. 11. THE START. Starting Signals will be made in accordance with RRS 26 with the Warning Signal being made 3 minutes before the Starting Signal. The Starting Line will be between a yellow buoy adjacent to a RC Boat and the mast on that RC Boat that displays the RC flag. The lowering of Code Flags AP, First Substitute, N, and/or L will be accompanied with 4 sounds, one minute before the display of the Warning Signal. This changes RRS Race Signals. The Warning Signal Flag for the Interlake, Laser, and Sunfish Classes will be a flag with that Class logo. The Warning Signal flag for the alumni competitors will be Code Flag D. The starting order will be announced at the Competitors Meeting. 12. RECALLS. Individual recalls for competitors who are On the Course Side of the Starting Line at the start of a race will be signaled in accordance RRS General recalls will be signaled in accordance with RRS 29.2, except that 4 sound signals will be made when the First Substitute is lowered. 13. SHORTENING OF THE COURSE. The RC may shorten the course by displaying code flag "S" with repeatedly two sound signals at any mark of the course. Competitors shall then begin the new last leg of the course, which ends at the RC Boat. This modifies RRS THE FINISH. The finish line for the collegiate competitors is be between a yellow buoy on the Port side of the RC Boat and the mast on the RC boat, which displays the RC Flag. The Finish Line for the alumni will be positioned on the Starboard side of the RC Boat with a green shape as the finish pin. 15. SHALLOW WATER MARKERS. The series of shallow water marker buoys along the shores of the island indicate shallow water. For the purposes of RRS 18.5, the line formed between each shallow water buoy is a continuing obstruction. These shallow water buoys are not rounding buoys. Boats may sail inside of the shallow water buoys, but do so at their own risk.

7 16.TIME LIMIT. All race courses are intended be set such that the first boat to finish should be minutes after the race start. Any race in which no boat rounds the first mark of the course within 20 minutes of the starting signal will be abandoned. Any race in which no boat finishes the race within 90 minutes of the starting signal will be abandoned. If the last boat/s to finish in a race is/are unduly delaying the start of another race, and/or such action by is determined by the RC to be in the best interest of the regatta, the RC will terminate the race and score those boats in the place they would have finished, based on the judgment by the RC, at the time the race is terminated. If the RC is unable to clearly judge the relative position of 2 or more boats, 2 or more boats will all be given the same better score. The scoring of a boat by the RC under SI paragraph 16 will not be grounds for Redress. This changes RRS 62.1(a) and RRS Appendix A END OF RACING. The RC at the finish line will display Code Flag A when racing for the day has been completed. The RC also will hail and direct the competitors to return to the harbor. 18. PROTESTS. Competitors intending to protest about an incident that occurred in the racing area shall notify the RC, after finishing and while still in the immediate area of the RC, of their intent to protest including the sail number of the boat(s) being protested. This adds to RRS 61.1(a). Protests shall be written on forms available inside the ISC Clubhouse, located at or near the Official Club bulletin board just inside the front door. Protests must be filed with the RC Principle Race Officer (PRO) within 45 minutes of the sound signal given by the RC upon its return to the dock. The PRO, or representative, will be in the vicinity of the RC Boat during this time period. The protest committee will hear protests as soon as possible that same day in the approximate order in which they were received by the PRO. The Protest Committee will convene in or near the ISC Clubhouse, or near the RC Boat. 19. ALTERNATIVE PENALTY. The Two Turns penalty, RRS 44.2 shall apply. 20. SCORING. The Low Point System as described in RRS Appendix A.A4.1 will be used, with all races sailed in the regatta to count (no worst race throwout). Three races must be completed before recognition and trophies will be awarded for the student competitors while only 1 race must to be completed for recognition and trophies for the alumni competitors. 21. SAFETY. At the beginning of each day, all boats should check in with the RC on the water when Code Flag L is flown and receive acknowledgement from the RC. While the wearing of a USCGapproved Personal Flotation Device (PFD) is not required when not signaled, the Organizing Authority and the RC strongly recommend that each competitor wear a PFD at all times while on the water. When Code Flag Y is flown from the RC Boat, each competitor shall wear a PFD until Code Flag Y is removed. A boat that retires early shall attempt to notify the RC or a support boat as soon as possible
