1 Sailing instructions Global Challenge Texel Rating Cup For beach catamarans June 3 rd, 4 th, 5th and 6 th 2017 Global Challenge Texel Rating Cup for beach catamarans is part of 40th Sailing Week Round Texel, the World s Biggest Catamaran Race. The Organizing Authority (OA) is the Ronde om Texel Foundation, in conjunction with the Kustzeilvereniging Westerslag (KZVW), under the auspices of the Royal Netherlands Watersport Association (RNWA). [DP] [NP] [SP] denotes a rule for which the penalty is at the discretion of the Protest Committee. denotes that a breach of this rule will not be grounds for a protest by a boat. denotes a rule for which a standard penalty may be applied by the race committee without a hearing. 1 RULES 1.1 Global Challenge Texel Rating Cup will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 The Rules for Championships Sailing, Windsurfing and Kite boarding will apply. 1.3 The Texel Rating Rules will apply. 1.5 The following sailing instructions contain changes to the Racing Rules: SI 4.2, 4.4, 11.6, 12.2, 14.1, 15.2, 15.3, 16.1, 16.3, 16.7, 18.2, 18.7, 21.3, 22.3 and If there is a conflict between languages the original text will take precedence. 1.7 Every person on board who has his domicile in the Netherlands shall have the appropriate license. 2 NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on the official notice board, next to the Regatta Office on the beach at Paal 17.
2 3 CHANGES TO SAILING INSTRUCTIONS 3.1 Any change to the sailing instructions will be posted at least one (1) hour before the start of the race in which it will take effect. 3.2 Any change to the schedule of races will be posted by hours on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals ashore will be displayed at the flagpoles next to the Regatta Office. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP, this changes RRS To alert boats that they must not go afloat until further notice, flag AP will be displayed over flag B with two sounds. To alert boats that they are allowed to go afloat, flag AP over flag B will be removed with one sound. The warning signal will be made not less than 30 minutes after flag AP over flag B has been removed. 4.4 Flag Y will not be displayed; RRS 40.1 applies at all times while afloat. This changes the Part 4 preamble and RRS SCHEDULE OF RACE 5.1 The skippers briefing for the Global Challenge Texel Rating Cup, will be held at 11:30 hr. on the beach in front of the Regatta Office on Wednesday June 3 rd A total of 12 races are scheduled as follows. Saturday 3rd 2 course races 1 st warning signal 12:55 hr. Sunday 4 th 4 course races 1 st warning signal 10:25 hr. Monday 5 th 4 course races 1 st warning signal 10:25 hr. Tuesday 6 th 2 course races 1 st warning signal 10:25 hr. 5.3 Extra races per day may be sailed, provided that no more than 5 races per day are sailed and no more than 12 races are sailed in total. 5.4 To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for at least five (5) minutes before a warning signal is displayed. 5.5 When races will be sailed back-to-back, flag AP will be displayed on the water with one sound at the time of the first finisher of that race. This flag will be lowered with one sound, one (1) minute before the warning signal of the next race. 5.6 On Tuesday June 6 th no warning signal will be made after 15:30 hours. 6 CLASS FLAGS AND STARTING SEQUENCE 6.1 Two open classes will be formed on the basis of the boats Texel Rating (TR) and with the following class flags and starting sequence assigned: Class description Texel Rating Class Flag Global Challenge Texel Rating Cup TR less than or equal to 107 (TR 107) Code flag E Class I Global Challenge Texel Rating Cup class II TR greater than 107 (TR > 107) Code flag G
3 7 RACING AREA AND STARTING AREA 7.1 The racing area is at the North Sea off the beach near Paal The starting area has been defined as an area 300 meters to leeward and 100 meters to windward and 50 meters on both extensions of the starting line. 8 THE COURSES 8.1 The course diagram in Attachment A shows the courses, the course designations, the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 8.2 The course length and the angles between the legs may be adjusted for tide, current and wind conditions. 8.4 No later than the warning signal, the race committee signal boat will display the course to be sailed with the flag. 9 MARKS 9.1 Marks 1, 1a, 4s and 4p are colored cylinders. 9.2 The starting mark will be a green cylinder and the race committee signal boat. 9.3 The finishing mark will be a green cylinder and the race committee signal boat. 10 RESERVE 11 THE START 11.1 Races will be started by using rule 26 with the warning signal given 5 minutes before the starting signal The starting line will be between a staff displaying an orange flag on the starting mark at the starboard- end and the course side of the port-end starting mark [DP] A buoy may be attached to the race committee starting boat anchor line just below keel depth. Boats shall not pass between this buoy and the race committee starting boat at any time To port of the port-end of the starting line a second race committee boat can be stationed which may repeat the following visual signals: flags AP, X and First Substitute. Signals from the race committee signal boat at the starboard end of the line will prevail [NP] [DP] Boats whose warning signal has not been given shall avoid the starting area (as defined in SI 7.2) A boat starting later than 4 minutes after her starting signal will be scored Did Not Start (DNS). This changes RRS A4 and A5. 12 CHANGE OF THE NEXT LEG OF THE COURSE 12.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to starboard and the race committee boat to port. This changes rule 28.1.
4 13 THE FINISH 13.1 The finishing line will be between a staff displaying a blue flag on the finishing boat at the portend and the course side of the starboard-end finishing mark. 14 PENALTY SYSTEM 14.1 For the all classes rule 44.1 is changed so that the two-turns penalty is replaced by an one-turn penalty. 15 TIME LIMITS AND TARGET TIMES 15.1 Time limits for both classes are as follows: Time limit mark 1 Time limit Target Time Global Challenge Texel Rating Cup Class I Global Challenge Texel Rating Cup Class II If no boat has passed mark 1 within the Mark 1 time limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a) Boats of a Class failing to finish within fifteen (15) minutes after the first boat of that Class sails the course and finishes will be scored Did Not Finish (DNF) without a hearing. This changes RRS 35, A4 and A5. 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 Boats need not display the protest flag. This changes the 6m limit of RRS 61.1 (a.2) Protest forms are available at the Regatta Office. Protests and request for redress shall be delivered within the protest time limit For each Class, the protest time limit is forty-five (45) minutes after the last boat of her class has finished at the last race of that day. The same protest time limit applies to all protests by the Race Committee and Jury and to requests for redress. This changes RRS 61.3 and Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room, located near the regatta office, according to the posted schedule. The witnesses (if any) can only be heard, if they are in calling distance of the jury office at the time of the hearing concerned Notices of protests by the race committee or jury will be posted to inform boats under RRS 61.1(b) Start numbers of boats, penalized or disqualified without a hearing, will be posted on the notice board within ten (10) minutes after the protest time limit On the last day of the series a request for reopening a hearing or a protest decision in writing shall be delivered (a) within the protest time limit if the party requesting the decision on the previous day, (b) no later than thirty (30) minutes after the party requesting was informed of the decision on that day. This changes RRS 65 and 66.
5 17 SCORING 17.1 Twelve (12) races are scheduled, of which four (4) races of a Class shall be completed to constitute a championship and series (a) When fewer than 5 races have been completed, a boat s series score will be the total of her race scores. (b) When 5, 6, 7 or 8 races have been completed, a boat s series score will be the total of her race scores excluding her worst score. (c) When 9 or more races have been completed, a boat s series score will be the total of her race scores excluding her two worst scores To request a correction of an alleged error in posted race or series results, a boat shall complete a scoring inquiry form available at the Regatta Office. 18 [NP] [DP] SAFETY REGULATIONS 18.1 The race committee will protest a boat for a breach of these safety regulations Competitors shall wear personal flotation devices at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. Flag Y will not displayed, RRS 40.1 applies at all times when afloat. This changes Part 4 preamble and RRS Safety regulations will apply as written in the Notice of Race (NOR 14). All the mentioned safety requirements shall not be removed after finishing and arrival on the beach until the protest time limit has expired Competitors shall wear dry suit or wetsuit at all times while afloat, except briefly while changing or adjusting clothing or personal equipment All competitors sailing on a full foiling catamaran shall be helmed at all times while afloat and wear an impact (safety) jacket with a functional floatation device of at least CE50 Newton standard, or equivalent A boat that retires from racing shall notify the race committee before leaving the racing area, or if that is not possible, shall notify the race office as soon as possible after returning ashore Boats in distress: A boat, capsized or otherwise in distress, has to ask for help, if necessary. However committee or rescue boats will take their responsibility and assist if a boat is unable to race again within 10 minutes time, or they will help earlier for safety reasons. If a committee or rescue boats decides to assist a boat, capsized or otherwise in distress, such a boat will not be disqualified. This changes RRS [SP] A boat that retires from the race shall notify the Race Committee at sea if possible and shall in all cases inform the Regatta Office as soon as possible, but ultimately within the protest time limit Boats not racing shall remain clear of boats that are racing and official boats. 19 [NP] [DP] REPLACEMENT OF CREW OR EQUIPMENT 19.1 Substitution of competitors will not be allowed without prior written approval of the Jury. Request can be submitted through the Regatta Office Substitution of damaged or lost equipment will not be allowed unless approved by the Jury. Requests for substitution shall be made to the Jury at the first reasonable opportunity When damage occurs during the day the competitor shall inform the Race Committee. Substitution of damaged equipment before the next race may be permitted providing that the damaged equipment has been checked by the Race Committee at sea, and the substituted equipment is presented for measurement inspection after the end of the day s racing. Such substitution is subject to the approval of the Jury given retrospectively.
6 20 [DP] EQUIPMENT AND MEASUREMENT CHECKS 20.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by the Race Committee to proceed immediately to a designated area for inspection. 21 [NP] [DP] [SP] ADVERTISING AND IDENTIFICATION 21.1 Boats have to display stickers of this event provided by the Organizing Authority in 2017, on the 25% front from the bow on the insides and on the outsides of both hulls while afloat [SP] While racing, boats shall display start numbers. The Organizing Authority will supply these numbers. These numbers shall be placed at different heights on the two sides of the mainsail, in the fourth main panel from the foot, and approximately 10 cm from the leach (see picture) [SP] If a boat has lost one or both start numbers during the race, she must report this to the Regatta Office within 30 minutes after finishing in order to avoid errors in the finishing list and disqualification by the race committee without a hearing. This changes RRS [NP] [DP] OFFICIAL BOATS 22.1 Rescue boats will fly a colored streamer with the Round Texel emblem Race committee boats will fly a white flag with letters RC Competing boats shall not interfere with committee or rescue boats. Actions by official boats shall not be grounds for requesting redress by a boat. This changes RRS 60.1 (b). 23 [NP] [DP] SUPPORT BOATS 23.1 Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. 24 [NP] [DP] TRASH DISPOSAL 24.1 Trash may be placed aboard support and race committee boats. A penalty for breaking rule 55 may be less than disqualification if the jury so decides. This changes rule RESERVE 26 RESERVE 27 [NP] [DP] RADIO COMMUNICATION & ELECTRONIC EQUIPMENT 27.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones Except for timing equipment and electronic compasses, a boat shall not have any electronic equipment aboard while racing.
7 28 PRIZES 28.1 Prizes for the Global Challenge Texel Rating Cup will be awarded and given as follows: The 1st, 2nd and 3rd place for boats with Texel Rating < TR 107 The 1st, 2nd and 3rd place for boats with Texel Rating TR Prices will only be rewarded if the helmsman and/or crew (and not their representatives) is/are present at the awards ceremony to be held with the awards ceremony on Saturday evening. 29 DISCLAIMER OF LIABILITY 29.1 Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or continue racing is hers alone. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event each competitor agrees and acknowledges that: a. They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b. They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c. They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission; d. Their boat is in good order, equipped to sail in the event and they are fit to participate; e. The provision of a race management team, patrol boats and other officials and volunteers by the event organizers does not relieve them of their own responsibilities; f. The fact that race officials may conduct inspections of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race. 30 INSURANCE 30.1 Each competing boat has to have a valid third party liability insurance policy, racing at the North Sea (including all events of the Round Texel Sailing Week) included and with a minimum coverage of per incident In case a boat has caused damage to another boat and has been disqualified, relevant info of that boat s owners details will be made available to the other boat. 31 RIGHT TO USE NAME AND LIKENESS 31.1 By participating in the (events of) Texel Sailing Week, a competitor automatically grants the Organizing Authority and the sponsors of the Texel Sailing Week the right to, in perpetuity, make, use and show, from time to time and at their discretion, any (still) motion pictures, live, taped or filmed television and other reproductions of the competitor and its material, during and after the Texel Sailing Week without any compensation. 32 ORGANISATION 32.1 The race officer is Menno Vercouteren
