2 /091 GENERAL NOTICE - CHARTS TO BE PUBLISHED: ADVANCE NOTIFICATION - MODIFICATION OF CHART NUMBER OF PRESENT EDITION A new edition of the following charts is planned in April 2017: INT 1474: Monding van de Westerschelde van Oostende tot Westkapelle INT 1480: Frans-Belgische Kust van Duinkerke tot Oostende. D11: Vlaamse Banken van Gravelines tot Oostkapelle. The main changes are: - New Traffic Separation Scheme (TSS) Off North Hinder. - Modification of Traffic Separation Scheme (TSS) & precautionary area At Westhinder. - Modification of precautionary area in the vicinity of the Thorntonbank and the Blighbank. - New precautionary area At Gootebank. - New two-way route Wespit. These changes will officially come into force as from 1 June Consequently the present edition of these charts must continue to be used until these changes will be into force. As from this Notices to Mariners, the present and future edition will be updated independently of each other. The following chart numbers of the present edition are therefore modified as following: Change chart number INT1474 (edition May 2015) into X101 - INT1474. Change chart number INT1480 (edition May 2015) into X102 - INT1480. Change chart number D11 (edition July 2015) into XD11. Short after the implementation of the above mentioned changes (1 June 2017), these X -charts will be cancelled /096(T) COASTAL ROUTE - DE PANNE-OOSTENDE - VICINITY MARIAKERKE - BUOYAGE MEASURING FRAMES BaZ /312(T) and /277(T) are cancelled. The buoys WL8 up to and including WL14 cover 2 measuring instruments established on the seabed in position 51 12,85 N ,46 E and 51 12,76 N ,56 E. Shipping is requested to pass at safe distance /097(P) THORNTONBANK-LODEWIJKBANK - WIND FARM RENTEL WORKING AREA AND BUOYAGE For the further installation of the wind farm Rentel in April 2017, works are planned between the Thorntonbank and the Lodewijkbank. The following buoyage and limits of the working area are then foreseen: Planned buoyage: 4 cardinal light buoys will be established in the approximate positions: REN-N 51 37,38 N ,01 E REN-E 51 35,21 N ,62 E REN-S 51 33,54 N ,52 E REN-W 51 35,58 N ,74 E 2 special marking buoys will be established in the approximate positions: REN-I ,37 N ,79 E REN-I ,23 N ,18 E Limits working area: The working area will be bounded by a line joining the buoys: REN-N; REN-I-1; REN-E; REN-S; REN-I-2; REN-W; REN-N. Measures: It is forbidden to enter the above-mentioned working area zone. Moreover, it is advised to navigate well outside the limits of this area. Subject to observance of the legal and regulatory provisions, authorization and other regulations, valid at that point in time, and, if necessary, prior to the granting of the required authorizations, this prohibition can be waived: - For warships, ships in use as marine assistance vessels or other vessels owned, managed or commissioned by a State, Region or Community and which at that time are exclusively used for non-commercial government services; - For the means of the concessionaire; - For the means of scientific research subject to prior consultation with the concessionaire. 3

4 - For the means deployed for the maintenance of the undersea telegraph and telephone connection, high-voltage cables and pipelines; - For vessels needing assistance; - For saving human life and property or attempts; - In case of force majeure /101 APPROACH WESTERN SCHELDT - VICINITY STEENDIEP - WRECK CHART CORRECTION Replace: Wreck 11,4 by wreck 12,4 (INT 1: K26) in position 51 36,07 N ,86 E /106(T) COASTAL ROUTE - DE PANNE-OOSTENDE - VICINITY OOSTENDE - YACHTING BUOY 2 ESTABLISHED The yachting buoy 2 is temporarily established in position 51 14,33 N ,25 E. The yachting buoy 2 is a yellow conical special marking buoy with radar reflector and yellow lying cross as top mark /107(T) COASTAL ROUTE - DE PANNE-OOSTENDE - VICINITY OOSTENDE - YACHTING BUOY S ESTABLISHED The yachting buoy S is temporarily established in position 51 14,13 N ,22 E. The yachting buoy S is a yellow conical special marking buoy with light character Fl.Y.5s, radar reflector and yellow lying cross as top mark /108(T) COASTAL ROUTE - OOSTENDE-ZEEBRUGGE - LIGHT BUOY THV1 AND FLOATING PIPILINE ESTABLISHED North cardinal buoy THV1, light character Q, is temporarily established in position 51 16,33 N ,82 E. The buoy THV1 covers a 700 m floating pipeline established between the positions 51 15,94 N ,11 E and 51 15,59 N ,30 E. Shipping is requested to keep a safe distance /109(T) APPROACH WESTERN SCHELDT - WIELINGENPAS - BUOY NIPPON MOVED Light buoy Nippon is temporary moved to position 51 22,58 N ,36 E. 4

The yachting buoy O is a yellow spar special marking buoy with radar reflector and a yellow lying cross as topmark /120(T) COASTAL ROUTE - DE PANNE-OOSTENDE - VICINITY OOSTENDE - YACHTING BUOY 4 TEMPORARILY ESTABLISHED The yachting buoy 4 is temporarily established in position 51 13,38 N ,75 E. The yachting buoy 4 is a yellow conical special marking buoy with radar reflector and a yellow lying cross as topmark /121 APPROACH WESTERN SCHELDT - WIELINGENPAS - BUOY NIPPON DEFINITIVELY MOVED - CORRECTION OF CHARTS AND LIST OF LIGHTS BaZ /109(T) is cancelled. The south cardinal light buoy Nippon remains definitively moved in position 51 22,58 N ,36 E. (LL nat. no. 0118) /122(T) COASTAL ROUTE - OOSTENDE-ZEEBRUGGE - VICINITY WENDUINE - BEACH NOURISHMENT - LIGHT BUOY THV2 TEMPORARILY ESTABLISHED In the framework of beach nourishment, the north cardinal buoy THV2 is temporarily established in position 51 18,38 N ,11 E. 7

There are works in progress between the Thorntonbank and the Lodewijkbank for the further installation of the wind farm Rentel. In the framework of beach nourishment, the following pipelines are temporarily established: Vicinity Lombardsijde: between positions 51 10,21 N ,94 E and 51 10,00 N ,25 E. 11 /138(T) COASTAL ROUTE - OOSTENDE-ZEEBRUGGE - VICINITY BREDENE - LIGHT BUOY THV1 NEW POSITION Light buoy THV1 is moved to position 51 16,30 N ,77 E /139 COASTAL ROUTE - OOSTENDE-ZEEBRUGGE - VICINITY WENDUINE - LIGHT BUOY THV2 REMOVED BaZ /122(T) is cancelled. Light buoy THV2 is removed in position 51 18,38 N ,11 E /140(T) BLIGHBANK - WINDFARM 2nd PHASE: NOBELWIND - WORKING AREA AND BUOYAGE Ref.: BaZ /144(T). There are works in progress at the Blighbank for the further installation of the wind farm Nobelwind. The following buoyage of the working area applies: The following light buoys are removed: BB-S 51 36,30 N ,33 E BB-E 51 39,94 N ,68 E BB ,75 N ,87 E BB ,84 N ,55 E BB ,93 N ,23 E BB ,03 N ,59 E BB ,12 N ,51 E BB ,21 N ,42 E The following light buoys will be removed: BB-N 51 43,03 N ,91 E BB-W 51 38,66 N ,02 E The working area remains bounded by a line joining the positions of the buoys BB-W, BB-N, BB-E and BB-S. Once all here above mentioned temporarily buoys will be removed and the new definitive buoyage will be established, the working area will be withdrawn and a new safety zone will be established around the windfarm in exploitation. For now, the guard vessel will continue to guard /141 APPROACH WESTERN SCHELDT - THORNTONBANK - C-POWER WINDFARM - LIGHT BUOY VLIZ REMOVED BaZ /225(T) is cancelled. Light buoy VLIZ is removed in position 51 34,75 N ,59 E. 11

12 /150 APPROACH WESTERN SCHELDT - WIELINGEN - CADZAND MARINA BaZ /184(T) is cancelled /153(T) COASTAL ROUTE - BEACH NOURISHMENT - UNDERWATER AND FLOATING PIPELINES BaZ /136(T) is cancelled. In the framework of beach nourishment, the following pipelines are temporarily established: Vicinity Lombardsijde: between positions 51 10,21 N ,94 E and 51 10,00 N ,25 E. Vicinity Bredene: between positions 51 16,46 N ,48 E and 51 16,23 N ,81 E. Shipping is requested not to anchor nor to fish above these pipelines and to pass free of them north of the most northerly position /154 BLIGHBANK - WIND FARM: BELWIND-NOBELWIND - WORKING AREA AND BUOYAGE CANCELLED BaZ /144(T) and /140(T) are cancelled. The works on the Blighbank for the installation of the wind farm Nobelwind are ended. The following light buoys are removed: BB-N 51 43,03 N ,91 E BB-W 51 38,66 N ,02 E The working are is cancelled. The following wave recorders are removed: BB ,30 N ,46 E BB ,72 N ,54 E /156 BLIGHBANK - WIND FARM: BELWIND-NOBELWIND - SAFETY ZONE - CHART CORRECTION From 11 May 2017, a safety zone is established around the 106 wind turbines in exploitation of the Belwind-Nobelwind wind farm. The access to the safety zone is forbidden excepted in specific cases as mentioned in the Royal Decree of 11 April 2012, publication 1 June Considering the above mentioned Royal Decree, the safety zone is bounded by the following coordinates: 51 43,20'N ,85'E 51 40,35'N ,61'E 51 36,81'N ,11'E 51 36,97'N ,77'E 12

13 51 38,02'N 51 38,90'N ,15'E ,30'E Insert: Wind farm with prohibited area (INT1 L5.2 en N2.2) bounded by the following positions: On the charts D11 and XD11: 51 37,95 N ,20 E 51 36,97 N ,77 E 51 36,81 N ,11 E 51 37,95 N ,57 E On the charts 101 (INT1474) and X101 (INT1474): 51 37,15 N ,66 E 51 36,97 N ,77 E 51 36,81 N ,11 E 51 37,15 N ,55 E /167(T) WESTERN SCHELDT - SARDIJNGEUL - DREDGING OPERATIONS, TEMPORARY CHANGES OF BUOYAGE AND REGULATION SHIPPING Due to dredging operations in the Sardijngeul, the following temporary changes of buoyage will be performed on 2 June 2017: Move: Buoy SG-W to position 51 26,295 N ,952 E Buoy SG3 to position 51 26,720 N ,210 E The start of the works is planned in week 23 and the works are expected to last for 2 weeks or shorter as possible or longer as necessary. During the works, the following regulations apply for the shipping: - The change of pilot in the Sardijngeul is forbidden if the dredging vessel is operating. - To pass and to cross oncoming vessels in the Sardijngeul has to be avoided as much as possible. The dredging operations will take place in the main channel between the buoys W8-W9 and buoy S14. Dredging operations: The dredging sludge will be dumped in a designated dumping section located in the main channel between the buoys W8-W9 and W10-Songa. The works will be conducted by the TSHD Elbe from 20 December 2017 until 25 February 2018 at the latest. Work is being done 7 days a week and 24 hours a day. Diving operations - survey: Prior to the dredging operations, soil survey will take place from 18 December 2017 in the southern part of the fairway in positions between 2000m West and 800m East of the buoy W7. These research works will be conducted from vessel Ram which is at anchor in the navigation channel. The most northerly anchors will not lie further than halfway up the channel. Partly because diving activities will also take place from the vessel, it is requested to pass the works with great caution. If necessary, traffic regulation will be carried out to allow shipping to pass safely. In the execution of both activities, there is a minimum visibility of 2000 m below which it is not allowed to work. The work vessels will be watching out on the traffic channels 14 and 69.
