5 Swath Implementation as from 1st July 2012 Modus operandi as from 1/7/2012 at Wandelaar Pilot station : Swath vessel Wandelaar : main pilot platform One tender Swath on pilot station for boarding ops. One pilot launch (jol) on station for boarding ops. non- Swath vsls. One tender Swath transports pilots to/fm Ostend One pilotboat (classic) transports pilots to/fm Flushing Traditional monohull Pilotboat as back up Helicopter pilotage discontinued as from 01/07/2012 No changes on modus operandi at Steenbank Pilot station

6 Swath implementation(2) Requirements for boarding pilots by Swath One tender Swath in the proximity of the station vessel Wandelaar to embark/disembark pilots from/to Swath operable vessels*. One tender Swath will transport sea/coastal pilots between shore based pilot station and mv Wandelaar Pilot ladder placed at 3,5 m above water level for Swath operable vessels*. The speed to embark/disembark pilots must be 10 knots. Maximum wave / wind conditions to gradually increase. * See further

7 Swath implementation(3) Requirements for boarding pilots by pilot launch (jol) Pilot launch is each time lowered/hoisted from the mv Wandelaar (mother swath). All pilots do pilotage via both tender swath and pilot launch. Pilot ladder to be placed at 0,3m or 1 foot above water level for non-swath operable vessels. Maximum wave / wind for pilot launch operation as before with classic pilot vessel. Speed of boarding/disembarking from vessels about 4 knots.

8 SWATH implementation as from 1st December 2012 On 1st December 2012 the extended zone at Wandelaar Pilot station will be applicable. Approved by IMO New traffic separation scheme Extended precautionary zone (for pilot boarding area) Changes to anchorages The new procedures from 01-March-2012 with regard to BTV (bezwaar tot vervolg) and RTA will be strictly applied; Boarding operation can not be discontinued. No restricting RTA s can be accepted after pilot boarding.

11 SWATH operability Swaths will never board pilots on ships with : A freeboard or transition height of <2m Outward turning pilot door Rubbing strake without 40m interruption for pilot boarding space* Pilot will board these vessels by jol. Swaths may board occasionally pilots on ships with : A freeboard or transition height >2m and <4,5m AND/OR Manoeuvring speed on pilot boarding of <10 knots * See further

12 SWATH operability SWATHS will ALWAYS board pilots on ships : with freeboard or transition altitude > 4,5m AND full speed manoeuvres > 10 knots AND if following secondary conditions are being met: Secondary Conditions: Height of gangway in case of combination pilotladder/gangway; min. height from lowest platform till waterlevel : 7 meter Side door : (if used) must turn inwards (IMO condition) Side door to be at min.height of 4,5 meter above waterlevel at summer draft Rubbing strakes have minimum 40m opening for pilot boarding area Stab.fins retracted or deeper than 4m

14 Secondary Conditions (2) In case the ship has fenders / rubbing strakes (protection aside the ship ) a free area of 40 m where the Swath pilot launch will board is required

15 Secondary conditions (3) Stabilisers to be at least 4 m under the waterlevel or to be retracted

17 FAQ s - Swath operation (1) I do not know the Swath operability. How will my vessel be boarded by the pilot? The intake info on all vessels will be done about 1h before entering pilot boarding grounds and questions on actual freeboard and speed will be asked and passed to mv Wandelaar (pilot station) which will double check shortly before line-up of vessel(s). Can a vessel be NOT-Swath operable incoming and Swath operable on outward voyage (or vice versa)? Yes. Vessel is loaded inward and freeboard is too small for Swath operation. Outward vessel is in ballast and freeboard is now sufficient for Swath ops. We check actual situation on each voyage.

18 FAQ s - Swath operation (2) My pilotdoor is too low above the water. Can I still get the pilot by Swath? This is possible but only on following conditions: aa) your freeboard is less than 9m: if you have a long pilot ladder which you can safely rig from ship s deck till 3,5m above the water, then pilot can board by Swath. bb) your freeboard is 9m: if you can rig a combination ladder (gangway+pilotladder) and lowest part gangway is min.7m above waterlevel, pilot can board by Swath ( see drawing). Attention: check with ship if a long pilot ladder is on board. If not, ask them to buy one in order to comply with aa) or bb).

19 SWATH operation: FAQ s My vessel has no confirmed ok for berth by port auth. Can she start already her transit inward? No. You must have a ok -berth from the port system. If not vessel will not receive a pilot and should anchor. My vessel can enter the port but the RTA lock or coord. point is just too far away in time. The pilot should loose some time in the inward transit. Can the vessel start? No. We calculate the time needed for transit (speed vessel / tidal stream). Pilot will not board and not loose time underway. Vessel to anchor /drift till right time. Vessel will be called by mv Wandelaar to proceed at the right time for boarding the pilot.

20 SWATH operation: FAQ s There is storm. Pilot launch does not work and also Swaths do not work. How to get a pilot? - Shore based pilotage is started for certain types of vessels - The vessel must wait at anchor till weather improves - You could ask to send a pilot to a nearby port and have pilot o/b at dept. of nearby port - Heli is no more available. What happens if mv Wandelaar is not on pilot station? Then we use a classic monohull pilotboat to the pilot station working with pilot launch (jol) and one tender Swath.
