1 The Flying Fifteen French Nationals & 20th International Flying Fifteen World Championship Incorporating: The Flying Fifteen French Nationals The Flying Fifteen International Regatta 1 RULES Dates: 15th -28th August, 2015 Venue: Crozon - Morgat, Brittany, France Grade FFVOILE: 2 Organising authority: CN Crozon - Morgat, in conjunction with Flying Fifteen International (FFI), Flying Fifteen France (FFF) and the Fédération Françise de Voile The regatta will be governed by: SAILING INSTRUCTIONS 1.1 The rules as defined in The Racing Rules of Sailing (RRS); 1.2 The prescriptions of the Fédération Française de Voile as detailed in Appendix The Flying Fifteen International (FFI) Championship Regulations. 2 ADDITIONAL IDENTIFICATION While racing, boats shall display bow numbers supplied by the Organizing Authority. 3 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located Room Salle Kador first floor of Centre Nautique.

2 4 CHANGES TO THE SAILING INSTRUCTIONS 2 Any change to the sailing instructions will be posted on the official notice board no later than 2 hours before the warning signal of the race concerned by the change(s), except that any change to the schedule of races will be posted by 1900hrs on the day before it will take effect. 5 SIGNALS MADE ASHORE 5.1. Signals made ashore will be displayed on the flag mast, located in front of the room Salle Kador first floor of Centre Nautique. 5.2 When AP Flag is displayed ashore, the warning signal cannot be made less than 45 minutes after the lowering of AP Flag. This changes Race Signals. 6 SCHEDULE OF RACES 6.1 Registration and Measurement. Saturday 15th August to Monday 17th August 0900hrs to 1600hrs & Friday 21st August 0900hrs to 1600hrs. 6.2 Briefings French Nationals - 17th August 1430hrs- Salle Kador first floor of Centre Nautique Worlds 22nd August 1030hrs - Salle Kador first floor of Centre Nautique 6.3 Dates of racing 17th August, 2015: Practice race 18th to 20th August: French Nationals Races 22nd to 28th August: World Championship Races 6.4 Number of races: - French Nationals: 6 races (2 per day) over 3 days. - World Championship: 7 Races For the World Championship the race committee will try to complete the championship in 6 days by sailing 2 races on one of the days of the championship. If the race committee is considering two races in one day, an advisory notice may be posted on the official notice board before 1000hrs. The race committee will display 1 race or 2 races on a white board on the starting boat. 6.5 The scheduled time of the warning signal for the first race each day is 1300hrs. 6.6 To alert boats that a race begins soon, an orange flag will be displayed with one sound at least five minutes before a warning signal is made. 6.7 On the last scheduled day of the World Championship, no warning signal will be made after 1530 hrs. 7 CLASS FLAGS Class flags will be the Flying Fifteen class insignia on a white flag. 8 RACING AREAS Appendix 2 Racing areas shows the approximate location of the racing areas. 9 THE COURSES 9.1 Courses are described in Appendix 3 Courses, including approximate angles between legs, the order in which marks are to be passed and the side on which each mark is to be left, as well as the approximate length of the course.

3 3 9.2 No later than the warning signal, the race committee will display the course to be sailed, approximate compass bearing and length of the first leg of the course. The following signals will be used: Course Signal 1 Numeral pennant 1 2 Numeral pennant 2 3 Numeral pennant 3 4 Numeral pennant 4 10 MARKS 10.1 Starting marks, course and offset marks, change of course and finishing marks will be as follows: Starting marks Course marks Offset mark Committee Boats Cylindrical Orange Buoy Cylindrical Red Buoy Change of course mark Cylindrical Yellow Buoy 10.2 A race committee boat signalling a change of a leg of the course ranks as a mark. Finishing marks Committee Boats, or a Committee Boat and a spherical orange buoy displaying a blue flag 11 THE START 11.1 RRS 26 applies with the warning signal five minutes before the starting signal The starting line will be between staffs displaying orange flags on two Committee Boats There will be one single start for the three fleets Open, Silver and Classic A boat starting later than 4 minutes after her starting signal will be scored DNS. 12 CHANGE OF THE NEXT LEG OF THE COURSE 12.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to the appropriate side. This changes RRS THE FINISH The finishing line will be between staffs displaying orange flags on two Committee Boats, or between a staff displaying an orange flag on a Committee Boat at the starboard end and a spherical orange buoy displaying a blue flag at the port end. 14 PENALTY SYSTEM 14.1 RRS 44.1 applies Appendix P modified as follows will apply. RRS P2.3 will not apply, and RRS P2.2 will apply for all penalties after the first one.

4 15 TIME LIMITS AND TARGET TIMES Time limits and target times are as follows: 4 Class National Flying Fifteen World Flying Fifteen Target Time Time limit for the first to finish Finish window Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a) 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available at the jury secretariat located at Salle Jury (Upstairs CNCM). Protests and requests for redress or reopening shall be delivered there within the protest time limit The protest time limit is 60 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today Notices will be posted about 20 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in Salle Jury, beginning at the time mentioned on the official notice board Notices of protests by the race committee or jury will be posted to inform boats under RRS 61.1(b) A list of boats that have been penalised under Appendix P for breaking RRS 42 will be posted Breaches of instructions below will not be grounds for a protest by a boat. This changes RRS 60.1(a). - Safety rules - Advertising - Support boats - Trash disposal - Location of races 16.7 On the last scheduled day of racing, a request for redress or for reopening a hearing shall be delivered: (a) (b) Within the protest time limit if the requesting party was informed of the decision on the previous day No later than 30 minutes after the party requesting reopening was informed of the decision on that day or, for a request for redress, no later than 30 minutes after the decision has been posted. This changes RRS 66 and Decisions of the International Jury will be final as provided in RRS SCORING 17.1 One race is required to be completed to constitute a series The Championships shall be scored as single fleets for the Open (overall) scores and results For boats entered in the Silver Division, scores and results shall be determined from the Championship races, after the scores and results for all other boats have been excluded For boats entered in the Classic Division, scores and results shall be determined from the Championship races, after the scores and results for all other boats have been excluded.

5 When fewer than five (four in French Nationals) races have been completed, a boat s series score will be the total of her race scores When five (four in French Nationals) or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. This changes RRS 90.3 and A2. 18 SAFETY REGULATIONS 18.1 A checking system (check in and check out) may be applied, according to the following indications. Each race day each crew member must sign the attendance sheet before departure and again after return at the end of races or after he/she has retired. These sheets will be available in the Race Office two (2) hours before the scheduled warning signal for the first race of the day until the preparatory signal for that race. After racing, these sheets will be available until the end of the protest time limit A boat failing to comply with SI 18.1 will be given five (5) points penalty without a hearing for the closest race to the breach. This changes RRS A A boat that retires from a race shall notify the race committee as soon as possible. 19 REPLACEMENT OF COMPETITORS OR EQUIPMENT 19.1 Substitution of competitors will not be allowed without prior written approval of the race committee and any substitution thus granted shall not helm the boat Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity, and any substitution shall comply with Championship Regulation 10.2 and Class Rule EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer or equipment inspector to proceed immediately to a designated area inspection. 21 OFFICIAL BOATS Official boats will be marked as follows: Round red Sticker on the boat. 22 SUPPORT BOATS Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first fleet to start until all boats have finished or the race committee signals a postponement, general recall or abandonment. 23 RADIO COMMUNICATION Except in an emergency, a boat shall neither make nor receive radio transmissions, text messages or cellular phone calls while racing. [This changes Class Rule 14.5]. 24 PRIZES The trophies to be awarded are listed in the Notice of Race. For the Nationals, the following titles will be awarded: Champion de France Open 2nd France Open

6 6 3rd France Open Champion de France Silver/Classic 2nd France Silver/Classic 3rd France Silver/Classic 25 DECISION TO RACE The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Consequently, accepting to participate in a race or to continue racing, the competitor disclaims the organizing authority of any liability for damage (material and/or personal injury). 26 DISCLAIMER OF LIABILITY Risk Statement Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; g) They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew h) Their boat is adequately insured, with cover of at least 1,000,000 against third party claims. Inspections The fact that the race committee conducts inspections of a boat does not reduce the responsibilities of each competitor set out in this SI. 7 7 APPENDIX 1 FRENCH PRESCRIPTIONS FFVoile Prescriptions to RRS RRS 64.3 The jury may ask the parties to the protest, prior to checking procedures, for a deposit covering the cost of checking arising from a protest concerning class rules. RRS 67 Any question about or request for damages arising from an incident involving a boat bound by the Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the appropriate courts and will not be dealt by the jury. RRS In such circumstances, the written approval of the Fédération Française de Voile shall be received before publishing the notice of race and shall be posted on the official notice board during the event. RRS 78 The boat s owner or other person in charge shall, under his/her sole responsibility, make sure moreover that his boat complies with the equipment and security rules required by the laws, by-laws and regulations of the Administration. RRS 86.3 An organising authority wishing to change a rule listed in RRS 86.1 in order to develop or test new rules shall first submit the changes to the FFVoile, in order to obtain its written approval and shall report the results to FFVoile after the event. Such authorization shall be mentioned in the notice of race and in the sailing instructions and shall be posted on the official notice board during the event. RRS 88 Prescriptions of the FFVoile shall be neither changed nor deleted in the notice of race and sailing instructions, except for events for which an international jury has been appointed. In such case, the prescriptions marked with an asterisk (*) shall be neither changed nor deleted in the notice of race and sailing instructions. (The official translation of the prescriptions, downloadable on the FFVoile website shall be the only translation used to comply with RRS 90.2(b)). RRS 91 The appointment of an international jury meeting the requirements of Appendix N is subject to prior written approval of the Fédération Française de Voile. Such notice of approval shall be posted on the official notice board during the event.
