1 SAILING INSTRUCTIONS J24 Canadians September 17-20, 2015 Ashbridge s Bay Yacht Club Organizing Authority: Ashbridge s Bay Yacht Club (ABYC) and the Canadian J24 Class Association - Ontario District 1. RULES 1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) The Canadian sailing prescriptions will apply, and are included as Appendix I The Regatta Regulations of the International J/24 Class (IJCA) will apply Racing RRS 41 will be changed as follows: RRS 41: While racing, RRS 41 applies without modification. In addition, from the time a boat leaves her mooring for the first race of each day until she returns to her mooring, she shall not receive outside help except as permitted by RRS 41 from any outside source other than boats under the direction of the organizing authority or other competitors Bow numbers will be assigned to each boat and will be used as the identification for the boat during the regatta. Bow numbers shall be applied in accordance with the instructions supplied with the numbers and shall remain affixed until after a boat hauls out at the end of the regatta Per RRS 80, advertising shall comply with International Sailing Federation (ISAF) Regulation 20, and International J/24 Class Association rule Any questions regarding these sailing instructions shall be submitted in writing to the regatta office at the Jury Desk, first floor of the ABYC clubhouse, or via to rearcom@abyc.on.ca. The questions and any answers will be posted on the regatta notice board located in the main dining room of the ABYC clubhouse no later than 1800 hours on Thursday September 17 th (if sent prior to that day), or by 0800 of the day following submission If there is a conflict between the Notice of Race (NOR) and these Sailing Instructions (SIs), the SIs will take precedence. This changes RRS NOTICES TO COMPETITORS Notices to competitors will be posted on the regatta notice board in the main dining room of the ABYC clubhouse. Version

2 3. CHANGES TO SAILING INSTRUCTIONS Changes to the Sailing Instructions will be posted before 0900 hours on the day they will take effect. Any change in the schedule of races will be posted before 2000 hours the day before the change is to take effect. 4. SIGNALS MADE ASHORE 4.1. Signals made ashore will be displayed on the flagpole beside the ABYC clubhouse 4.2. When flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in the Race Signal AP When flag Y is displayed ashore, RRS 40 applies at all times while afloat. This changes the Part 4 preamble. 5. SCHEDULE OF RACES 5.1. Schedule of racing is as follows: Thursday, September 17 Friday, September 18 Saturday, September 19 Sunday September Measurement, Registration and Weigh-In 1800 Warning Signal for Practice Race After Welcome & Social 1030 Warning Signal for Race 1; Additional races to follow After Dinner 1030 After 1030 After Warning signal for first race of the day; Additional races to follow Social Warning signal for first race of the day; Additional races to follow Awards 5.2. Number of races: A maximum of nine (9) races will be sailed as conditions permit A maximum of four (4) races may be sailed on any one day, with no more than 7 races sailed in the first two days After a delay or postponement of more than 15 minutes, to alert boats that a race will begin soon, the race committee will display Code Flag R (Romeo) with 5 short sound signals accompanied by an announcement on VHF Channel 71. It will remain for four minutes, and will be lowered with one long sound, one minute before the warning signal On the last day of the regatta no warning signal will be made after 1500 hours. Version

3 6. CLASS FLAG The class flag will be the J24 Logo on a white background. 7. RACING AREA Appendix II shows the location of the racing area. 8. CHECK-IN, CHECK-OUT 8.1. Before the warning signal of the first race each day, each boat shall sail on starboard tack past the stern of a designated race committee boat displaying flag 'L' prior to the warning signal and hail her bow number until acknowledged by the race committee repeating the boat's number A boat that retires from a race or does not intend to compete in a race shall notify the race committee as soon as possible. 9. THE COURSES 9.1. The courses will be windward/leeward, with 4 legs (Course 4), or 5 legs (Course 5) as diagrammed in Appendix III An offset mark (1a) will be used in conjunction with mark 1. The offset mark will be placed to the left of the weather mark (looking upwind) at approximately a right angle to the weather leg and approximately 6-10 boat lengths (50-80 m) to port of Mark Mark 4 will be a gate consisting of two marks (mark 4p and mark 4s). Boats must pass through the gate and then round mark 4p to port or mark 4s to starboard if the gate is present. If the gate is not present, mark 4 shall be rounded to port as shown in the course diagram in Attachment III No later than the warning signal, the race committee signal boat will display the course designation and the approximate compass bearing and distance for the first leg from the starting line to mark No course shall be shortened to less than three legs in length. For purposes of this SI only, the distance between mark 1 and the offset mark is not a leg of the course. This changes RRS MARKS Mark 1 will be a yellow tetrahedron, mark 1a will be a yellow cylinder, marks 4p and 4s will be yellow tetrahedrons New marks, when used in accordance with SI 13.2 will be red tetrahedrons. 11. AREAS THAT ARE OBSTRUCTIONS No areas are designated as obstructions. 12. THE START Races will be started by using RRS 26. The race committee working VHF channel will be 71. Competitors may monitor the race committee working VHF channel but may not broadcast on it except in emergencies, to Version

4 withdraw/retire, or to satisfy the reporting requirements of RRS 44.3(b). The race committee may broadcast the intended time of warning signal and to count down the last ten seconds before the Warning Signal, Preparatory Signal and/or Starting Signal and competitors are encouraged to monitor the broadcast. Failure to make or to receive such broadcasts shall not be grounds for redress The starting line will be between the halyard or staff flying orange flags on two race committee vessels, OR a halyard or staff with an orange flag on a race committee signal boat at the starboard end and an approximately 5 foot orange inflatable at the port end The starting line shall be to leeward of marks 4p and 4s if these marks are set prior to the start A boat that starts more than five (5) minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes RRS 63.1 A4 and A Individual recalls will be signaled in accordance with rule The Race Committee will attempt to identify any boat that is OCS or BFD by broadcasting its bow number on VHF channel 71. The following will not be cause for redress: failure of boat to receive the broadcast; failure of the Race Committee to hail a boat s number, and a boat s position in the sequence of numbers. This changes RRS 62.1(a). 13. CHANGE OF THE NEXT LEG OF THE COURSE A change of the next leg of the course will be signaled according to RRS To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark(s) as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark If Mark 1 is changed after the start of a race there will be no offset mark (Mark 1a). 14. THE FINISH The finishing line will be between the halyard or staff flying orange flags on two race committee vessels, OR a halyard or staff with an orange flag on a race committee signal boat at one end and an approximately 5 foot orange inflatable at the other end. 15. TIME LIMITS AND TARGET TIMES If no boat has passed mark 1 within 30 minutes of the start, the race will be abandoned If no boat has finished within 2 hours of the start, the race will be abandoned The Race Committee may, at its discretion, finish a boat on the course. The Race Committee determines the method and order of finishing for boats finished on the course. This changes RRS 35, A4 and A The target time for the races is 70 to 85 minutes. Failure to meet the target times shall not be grounds for redress. This changes RRS 62.1(a). Version

5 16. PENALTY SYSTEM The Scoring Penalty, RRS 44.3 (SCP) as modified herein, will apply. RRS 44.2 One-Turn and Two Turns Penalties, is deleted RRS 44.3(a) is changed such that code flag I is acceptable, and the flag used by a boat taking a scoring penalty shall have a hoist of not less than 150 mm and a fly of not less than 200 mm and shall be flown from a leg of the back stay adjuster above the deck The reporting requirements of RRS 44.3(b) may be satisfied by contacting the race committee on VHF 71. The race committee will post a list of boats that have accepted a scoring penalty on the official notice board In addition to the reporting requirements of RRS 44.3 (b), a boat accepting a scoring penalty shall file a "Scoring Penalty Acceptance Form" available at the protest desk, first floor of the ABYC clubhouse, within Protest Time After-Race Scoring Penalty - A boat that may have broken a rule of Part 2 or RRS 31 while racing may take a penalty after racing and prior to the start of a protest hearing involving the incident. Her penalty shall be a Scoring Penalty of 40% (ASP) calculated as described in RRS 44.3(c). However, if she caused injury or serious damage or gained a significant advantage in the race or series by her breach, her penalty shall be to retire. This adds to RRS 44. A boat accepting an After-Race Scoring Penalty shall file a "Scoring Penalty Acceptance Form" at the protest desk, first floor of the ABYC clubhouse, within Protest Time A boat that complies with some but not all of the requirements of 44.3(a), 44.3(b) and SI 16.4 will receive an After-Race Scoring Penalty without a hearing. This changes RRS A boat failing to comply with SI 8.1, Check-in, shall receive a 10% scoring penalty in the next race without a hearing, calculated in accordance with RRS 44.3(c). This changes RRS 63.1 and A Penalties for breaking instructions 1.5, 1.6, 20, 21, 23, 24, 25, 26, 27, 30 may be less than disqualification if the jury so decides RRS 64.1(a) is changed to allow the jury to assign penalties in accordance with Appendix IV: ALTERNATIVE PENALTIES FOR BREAKING SOME IJCA RULES Add to RRS 64.1(c): If a boat receives a penalty when not racing under SI 16.8 or 16.9 that penalty shall apply to the race designated by the jury. 17. PROTESTS AND REQUESTS FOR REDRESS RRS 61.1(a) is changed such that the red flag shall have a hoist of at least 150 mm and a fly of at least 200 mm and shall be flown from a leg of the back stay adjuster above the deck Protest forms are available at the protest desk, first floor of the ABYC clubhouse. Protests and requests for redress or reopening shall be delivered there within the protest time limit The protest time limit is 60 minutes after the race committee signal boat docks after the last race of the day. The same time limit applies to protests or requests for redress by the race committee and jury about incidents they observe in the racing area. This changes RRS 61.3 and Version

6 17.4. The race committee will post a list of penalties being assigned by the race committee prior to the end of protest time limit. The deadline for requesting redress based on these scores will be either 30 minutes after posting of the penalty notice, or the protest time limit, whichever is later Notices will be posted within 15 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located in the Boardroom, ground floor of the ABYC clubhouse as soon as practical after a protest has been filed Notices of protests by the race committee or jury will be posted. Such posting within the protest time limit satisfies the requirement to inform boats as soon as reasonably possible under RRS 61.1(b) Breaches of instructions 1.5, 1.6, 23, 24, 25, 26, 27, will not be grounds for a protest by a boat. This changes RRS 60.1(a). The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI On the last scheduled day of racing the regatta a request for reopening a hearing shall be delivered (a) within the protest time limit if the party requesting party reopening was informed of the decision on the previous day; (b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes RRS On the last scheduled day of racing a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS ARBITRATION For a protest between two boats alleging a breach of a rule of RRS Part 2 or RRS 31, an arbitration meeting may be held prior to any protest hearing One representative from each boat will meet with the arbitrator. No witnesses will be permitted The arbitrator will advise on whether: a) one or both boats should take a penalty; b) the protest should be withdrawn; or c) the protest should go to the protest committee for a hearing When a boat accepts a penalty or the arbitrator advises that the protest should be withdrawn, the arbitrator will allow the protest to be withdrawn. This changes RRS When a protest is withdrawn, it will not be reopened or made the subject of a request for redress The penalty is to be calculated according to SI The arbitrator may be a member of the protest committee if there is a hearing The protest committee will schedule a protest hearing for any protests that are not withdrawn. Any boat that accepted an After-Race Scoring Penalty (see SI 16.5) will not be penalized further as a result of the protest hearing, unless the protest committee concludes that the boat caused Version

7 injury or serious damage, gained a significant advantage in the race or series, or broke a rule other than a rule of Part 2 or RRS SCORING Four (4) races are required to be completed to constitute a series When fewer than five (5) races have been completed, a boat's series score will be the total of her race scores. This changes RRS A REPLACEMENT OF CREW OR EQUIPMENT Substitution of competitors will be allowed only with prior written approval of the race committee. Unless the race committee specifies otherwise, any substitution permitted will be for 24 hours only The number of crew shall not change during the regatta Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. Substituted equipment shall comply with IJCA Class Rules Requests for substitution shall be submitted in writing at the protest desk located on the ground floor of the ABYC clubhouse and any reply shall be posted on the regatta notice board. 21. EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water a boat can be instructed by the race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 22. OFFICIAL BOATS Official boats will be marked ABYC on their hulls. 23. SUPPORT BOATS Support Boats shall comply with SI Support boats shall register with the Organizing Authority within the times designated for registration in SI 5.1 and clearly display the flag or other identification provided Support boats shall stay outside areas where boats are racing from the time of the warning signal for the first start until all boats have finished or the Race Committee signals a postponement or abandonment, unless instructed otherwise by the Race Committee Support boats shall carry a VHF radio tuned to the race committee channel Support boat drivers shall have valid third-party liability insurance in the amount of $1 Million CAD or the equivalent and provide proof of coverage at registration. 8 24. TRASH DISPOSAL Boats shall not put trash in the water. Trash shall be kept aboard and deposited in a trash receptacle on shore. 25. HAUL-OUT RESTRICTIONS Boats shall be afloat by 0900 on Friday September 18 th Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the jury. 26. DIVING EQUIPMENT, PLASTIC POOLS AND CAREENING RESTRICTIONS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats between the time and date specified in SI 25.1 and the end of the regatta Careening by any means for the purpose of cleaning or inspecting the hull is prohibited, unless permitted in writing by the jury The hull may be cleaned at any time by swimming or keelhauling using ropes or cloth. 27. RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio or other data transmissions while racing nor receive radio or data communication not available to all boats. This restriction also applies to mobile telephones. 28. PRIZES Prizes will be awarded to the top 3 boats entered. 29. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 30. INSURANCE Each participating boat shall be insured with valid third-party marine liability insurance with a minimum cover of $1 Million CAD or the equivalent during the regatta. Version

9 Appendix I SAIL CANADA PRESCRIPTIONS Effective 1 January 2013 Sail Canada prescribes: Rule 46 Person in Charge Sail Canada prescribes that the designated person in charge, if resident in Canada, shall be a member of a club affiliated with Sail Canada. Rule 61.2 Protest Contents Sail Canada prescribes that no fee shall be charged for delivering a protest or a request for redress. Rule 64.3 Decisions on Protests Concerning Class Rules (insert directly under the title to the rule) Sail Canada prescribes that unless otherwise provided in its class rules, the ISAF Equipment Rules of Sailing shall apply to all classes racing in Canada. Rule 67 Damages Sail Canada prescribes that a boat that has been found by a protest committee to have broken a rule and caused damage shall be considered at fault for the purposes of rule 67. Rule 70.5(a) Appeals and Requests to a National Authority Sail Canada so prescribes. Rule 88.2 National Prescriptions Sail Canada prescribes that the sailing instructions of national or lesser events shall not change or delete any Sail Canada prescription. For events that have a no appeal protest committee or an international jury, prescriptions to rule 61.2 and 67 shall not be deleted. Appendix E8 Appendix G Changes to Identification on Sails (insert directly under title to the rule) Sail Canada prescribes that this rule applies to Canadian boats in all classes. Appendix R Procedures for Appeals and Requests (insert after the preamble) Sail Canada prescribes that it may delegate an appeal or request for confirmation or correction to an association appeals committee, such as a provincial association appeals committee or a racing association appeals committee. Decisions of an association appeals committee may be further appealed to Sail Canada. Appendix R2.1(a) Submission of Documents Sail Canada prescribes that no later than 15 days after receiving the association appeals committee s written decision, the appellant may send a further appeal and a copy of the association appeals committee s decision to Sail Canada. The appeal shall state why the appellant believes the association appeals committee s decision or its procedures were incorrect. Appendix R2.2 Submission of Documents Sail Canada prescribes that in the case of a further appeal to Sail Canada, this rule shall apply to the appellant as though it was an initial appeal, and to the appealed committee as though it was the protest committee. Appendix R3 Responsibilities of National Authority and Protest Committee Sail Canada prescribes that when an appeal is delegated to an association appeals committee, the responsibilities and actions required of the national authority in this rule, and in rules R4, R5, 71.2 and 71.3, shall be performed by the association appeals committee. When a decision of an association appeals committee is further appealed, Sail Canada shall send to the parties, protest committee and association appeals committee copies of the appeal. No member of the association appeals committee shall take any part in the discussion or decision on the appeal. Appendix R4 Comments and Clarifications Sail Canada prescribes that when a decision of an association appeals committee is further appealed, the parties, protest committee and association appeals committee may make comments on the appeal. Comments on the appeal shall be made no later than 15 days after receiving it from Sail Canada. Sail Canada shall send copies of the comments to the parties, protest committee and association appeals committee as appropriate. Version

10 Appendix II - RACING AREA LOCATION The racing area is centered approximately 1 NM SE of ABYC s harbor entrance, at N43º38.2, W 79º16.5. There are no significant obstructions once clear of the ABYC harbor. Depths on the chart section shown are in metres. There are no measurable tides. Wind/weather induced currents can reach knots.. 12 Appendix IV - Alternative Penalties for Breaking Some Class Rules Alternative scoring penalties shall apply for breaking certain class rules. All of these scoring penalties shall be calculated as described in RRS 44.3(c) and shall be applied to all races for which the boat was in noncompliance. CLASS SCORING INFRINGEMENT RULE PENALTY A copy of the Measurement Certificate and the Inventory of Required and Optional Equipment (Rule 3.7.3) are to be kept aboard the yacht one or both items are not on board Advertising does not conform to the restrictions o) The luff and/or foot of the mainsail set outside the distinguishing bands as defined in Rules 3.5.2(d) and 3.5.5(c) A bailing bucket of minimum capacity 9 liters fitted with a 40% lanyard is not on board liters or more of motor fuel is not on board when the boat crossed the finish line for the last race of the day The compass is installed but inoperable The throwable lifesaving device and attached sea anchor 40% not on deck and ready for use The required first aid kit and manual are not on board 4.3 Any of anchor(s), outboard motor, battery and fuel container are not secured against movement Elastic (shock) cord is used in the standing or running rigging The stowage of required or optional equipment other than unbagged sails on the cabin sole over the keel Use of other than normal sailing gear in normal, designed and proper storage areas to attain sailing weight The connection to the mast heel of any adjustment device or equipment. 8.4 The removal of the rudder from the water when the Sailing Instructions stipulate that the boat shall remain afloat for the duration of the regatta If a boat receives one of the above penalties, the protest decision shall include whether the same penalty can or will be applied to subsequent infringements. The protest decision may also specify that the boat cannot be protested again under the same class rule for a time period specified by the jury.
