1 2012 Sunfish World Championship October 14-19, 2012 The Organizing Authority is ISCA and the St. Petersburg Yacht Club St. Petersburg, Florida, United States of America SAILING INSTRUCTIONS 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing US SAILING Prescriptions to rules 68, and 76.1, as well as rules 61.4 and 76.3, will apply. They are stated in full in Appendix B. 1.3 An International Jury has been apppointed. There will be no appeal from its decisions as provided in rule If there is a conflict between languages the English text will take precedence. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located at the St. Petersburg Sailing Center (SPSC). 3 CHANGES TO SAILING INSTRUCTION 3.1 Any change to the format or schedule of races will be posted by 1800 on the day before it will take effect. 3.2 Any change to the sailing instructions will be posted before 0800 on the day it will take effect, or if flag AP is displayed ashore, 30 minutes before flag AP is removed. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the SPSC flagstaff. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes in the race signal AP. 5 SCHEDULES OF RACES Date Scheduled time of the warning signal Sunday October Practice Race Monday October First warning signal Tuesday October First warning signal Wednesday October First warning signal Thursday October 18 Spare/Lay day Friday October First warning signal 5.1 Races may be sailed back-to-back or with a break between races at the discretion of the race committee. 5.2 If another race is to be sailed shortly after a finish, the race committee will display flag Second Substitute (with no sound) as boats are finishing. The absence of Second Substitute indicates that boats should proceed ashore. 5.3 On the last day of racing no warning signal will be made after CLASS FLAGS Class flag will be the class approved ISCA flag. 7 RACING AREA The racing area will be on Tampa Bay east of the St. Petersburg Pier.

2 8 THE COURSES 8.1 The diagram in Appendix A shows the courses, including the order in which marks are to be passed and the side on which each mark is to be left. 8.2 On any course where a mark is shown as a gate, if there is only one mark in the place of a gate, competitors shall round it to port. 8.3 Courses to be sailed will be signaled on race committee signal boat by showing Numeral Pennant 1 or 2 at the stern of the race committee signal boat. 8.4 No later than the warning signal, the race committee signal boat will display the course designation and the approximate compass bearing of the first leg. 8.5 The length of the course will be set for a target time of 60 minutes. Failure to meet the target time will not be grounds for redress under rule 62.1(a) 9 MARKS 9.1 Marks 1, 2, 3p and 3s will be yellow tetrahedron inflatable buoys. 9.2 Mark 1a will be a small orange tetrahedron inflatable buoy. 9.3 New marks as provided in instruction 11 will be orange tetrahedron inflatable buoys. 9.4 The starting marks will be committee vessels. 9.5 The finishing marks will be a race committee vessel on the starboard end and an orange inflatable mark on the port end. 10 THE START 10.1 The starting line will be between a staff displaying an orange flag on the race committee starting vessel at the starboard end and a staff displaying an orange flag on the race committee vessel at the port end The race committee may lay an orange mark approximately half the distance between the signal boat and the port end boat. If present, it is for reference only and is neither part of the starting line nor a mark of the course A boat starting later than 5 minutes after her starting signal will be scored DNS. This changes rules A4 and A5. 11 CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 12 THE FINISH The finishing line will be between a staff displaying an orange flag on the race committee vessel and an orange inflatable mark. 13 PENALTY SYSTEM 13.1 Appendix P will apply Penalties for breaking a Rule other than those of RRS Part 2 will be determined by the jury. This changes rule 64.1(a). Penalties for these breaches may be less than disqualification if the jury so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI An action by the jury under Appendix P shall not be grounds for a request for redress by a competitor. The Jury may initiate a redress hearing and may give redress for an action by a member of the jury or its designated observer under rule P1. This changes rule 60,1(b), 60.3(b) and Appendix P4. 14 WHISTLE SYSTEM To encourage boats to take penalties afloat, jury members may blow a whistle when they see what they believe to be a breach of a rule.

3 15 TIME LIMIT 15.1 Time Limit is 120 minutes for the first boat to sail the course and finish Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes rule 35, A4 an A5. 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available at official notice board. Protests and request for redress or reopening shall be delivered there The protest time limit is 60 minutes after the finish of the last boat which sails the complete course within the time limit. The protest time limit for the back to back races will be 60 minutes after the finish of the last boat which sails the complete course within the time limit of the last race of the day Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room, located on the second floor of the SPSC, beginning as soon as possible Notices of protests by the race committee or jury will be posted to inform boats under rule 61.1(b) A list of boats that, under instruction 13.2, have been penalized for breaking rule 42 will be posted On the last scheduled day of racing a request for reopening a hearing shall be delivered (a) within the protest time limit if the requesting party was informed of the decision on the previous day, (b) no later than 30 minutes after the requesting party was informed on the decision on that day, or (c) if no racing has taken place on that day, no later than 30 minutes after AP over A is displayed ashore. This changes rule On the last scheduled day of racing a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule Decisions of the jury will be final as provided in rule SCORING races are required to be completed to constitute a series When fewer than 6 races have been completed, a boat s series score will be the total of her race scores When from 6 to 10 races have been completed, a boat s series score will be the total of her race scores excluding her worst score When 11 have been completed, a boat s series score will be the total of her race scores excluding her two worst scores. 18 SAFETY REGULATIONS 18.1 Before the first race each day, a boat shall check in by sailing past the stern of the race committee signal boat and hailing her temporary sail number which will be acknowledged. This requirement will also apply when boats return to the racing area after having gone ashore between races A boat that retires from a race shall notify the race committee as soon as possible Boats not leaving the shore for the day s races shall notify the race committee immediately Rule 40 applies at all times while afloat except for brief periods when changing clothing,. This changes the Part 4 preamble. 19 REPLACEMENT OF EQUIPMENT Substitution of damaged or lost equipment will not be allowed unless authorized by the jury. Requests for substitution shall be made to the jury at the first reasonable opportunity.

4 20 EQUIPMENT AND MEASUREMENT CHECKS 20.1 Temporary sail numbers will be issued to all boats. They shall be affixed to the sail as directed by the Chief Measurer and/or his representatives at the time of measurement A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 21 OFFICIAL BOATS 21.1 The race committee signal boat will be marked with an official race committee flag Official judge boats will be marked with a black and white striped flag. 22 SUPPORT BOATS 22.1 Any support boats or spectator boats other than official race committee boats shall stay outside areas where boats are racing from the time the preparatory signal until all boats have finished or retired or the race committee signals a postponement or abandonment, unless asked to assist on the course by a member of the race management team During any starting sequence, support boats shall stay at least 50 meters below the starting line and its extensions. 23 TRASH DISPOSAL Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats between races. 24 RADIO COMMUNICATION A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 25 PRIZES Prizes will be given as follows: Top ten finishers, highest placed female, highest placed junior, highest placed master (40+) and highest placed grand-master (60+). 26 PHOTOGRAPHY CONSENT By entering the Championships competitors accept that they may be photographed and/or videotaped participating in the race and/or using the Championship facilities and they consent to the taking of such images and to the use, reuse, publication and republication of such images in any media, in conjunction with the competitors name or not, without compensation and without the competitors approval of such images or any use thereof. 27 DISCLAIMER OF LIABILITY 27.1 The International Sunfish Class Association and St. Petersburg Yacht Club and their officers, members and volunteers do not accept liability for loss of life or property, or personal injury or damage prior to, during, or after the Championship, and competitors take part in the Championship entirely at their own risk. See rule 4, Decision to race The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he/she is sailing By entering the Championship and deciding to race a competitor warrants, and where applicable the nominated responsible adult, that he/she is in good health and a competent sailor capable of racing a Sunfish in open water in 25 knots wind. 9/22/2012 phs

6 APPENDIX B US Sailing prescriptions that will apply Rule 68, Damages US Sailing prescribes that: (a) A boat that retires from a race or accepts a penalty does not, by that action alone, admit liability for damages. (b) A protest committee shall find facts and make decisions only in compliance with the rules. No protest committee or US Sailing appeal authority shall adjudicate any claim for damages. Such a claim is subject to the jurisdiction of the courts. (c) A basic purpose of the rules is to prevent contact between boats. By participating in an event govered by the rules, a boat agrees tha ressponsibility for damages arising from any breach of the rules shall be based on fault as determined by application of the rules, and that she shall not be governed by the legal doctrine of assumption of risk for monetary damages resulting from contact with other boats. Rule 76.1 Exclusion of Boats or Competitors US Sailing prescribes that an organizing authority or race committee shall not reject or cancel the entry of a boat or exclude a competitor eligible under the notice of race and sailing instructions for an arbitrary or capricious reason or for reason of race, color, religion, national origin, gender, sexual orientation or age. Rule 76.3 US Sailing prescribes that a boat whose entry is rejected or cancelled or a competitor who is excluded from a race or series shall be, upon written request, entitled to a hearing conducted by the protest committee under rules 63.2, 63.3, 63.4 and Rule 61.4 Fees for Protests and Requests for Redress US Sailing prescribes that no fees shall be charged for protests of requests for redress.
