1 1 Rules QCYC, MBBC, RQYS & WMSC KINGFISHER INTERCLUB NIGHT SERIES Notice of Race & Sailing Instructions Race 1-4th November 2017 Race 2-2nd December 2017 Race 3-3rd February 2018 Race 4-3rd March The series will be governed by: a The rules as defined in The Racing Rules of Sailing (RRS) b The Prescriptions and Special Regulations of Yachting Australia (YA) Part 1 Category 5N c The IRC rules Parts A, B & C will apply. The IRC Rule will not apply. There will be no limitation on crew number or weight except as required for boats rated as One-Designs which will comply with IRC Rule d The ORCi Rating System Rules and the Offshore Multihull Rule (OMR) will apply. e The AMS Rating System f The International Regulations for Preventing Collision at Sea apply at all times and replace the RRS between official sunset and official sunrise. The official time of sunset will be as printed in the The Courier Mail newspaper of the day. 1.2 RRS 50.2 & 50.3 will be changed as follows: Fixed and retractable spinnaker poles not attached to the foremost mast shall be permitted for the purpose of setting asymmetrical spinnakers. 2 Penalty system 2.1 During daylight hours RRS 44.1 will apply. 2.2 Between Sunset and Sunrise a yacht that concedes a scoring penalty is required to Page 1

2 complete and lodge a verbal declaration to the Race Committee boat when finishing and a 3 point penalty will be applied to their score. 3 Eligibility and entry 3.1 The series is open to all racing and cruising monohulls and multihulls on the register of a yacht or sailing club affiliated with a member yachting authority. 3.2 Eligible boats may enter by completing the attached form and sending it, together with the required fee, to the address below by 20 October Overnight Series Association c/- Neil Planck, 25 Bunny St Everton Park QLD 4053 Fax: neilplanck@gmail.com 3.3 Individual race entries must be received 5 days prior to the start of the race 3.4 Late entries may be accepted upon payment of a late entry fee. 3.5 Cheques should be made payable to Kingfisher Neil Planck 3.6 Electronic Funds Transfers may be made to: BSB A/C No Account Name: Kingfisher Neil Planck Using the boat name as reference. 4 Fees 4.1 Required fees are as follows: a Series entry $ including GST b Late entry fee $20.00 c Individual race entry $ Insurance Each participating boat shall be inured with valid third-party liability insurance with a minimum cover of $10,000,000 per incident or the equivalent. 6 Disclaimer of liability Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. All those taking part in this series do so at their own risk and responsibility. QCYC, MBBC, RQYS and WMSC are not responsible for the seaworthiness or a yacht, whose entry is accepted, or the sufficiency or adequacy of its equipment. 7 Advertising Boats may be required to display advertising chosen and supplied by the organising authority. 8 Safety 8.1 A decision to postpone, cancel or abandon any race can be made by the race committee. 8.2 Races will not be started when an official gale warning or stronger is current. 8.3 All yachts shall report in by radio or verbally to the race committee start boat race Page 2

3 control no later than 15 minutes before the start of the race. 8.4 Race participants are to give way and not hinder any normal traffic flow, especially commercial traffic unless for safety reasons. 8.5 Any competitor that sails within 500 metres of any commercial vessel may be instantly disqualified. Redress of time will be allowed. Please notify the race committee boat if redress of time will be needed. 8.6 Refer to Appendix C BRISBANE HARBOUR PROCEDURES for additional information. 9 Notices to Competitors Any notice to competitors will be posted on the official notice boards of QCYC, MBBC, RQYS and WMSC 10 Changes to Sailing Instructions Any change to the Sailing Instructions will be posted not less than four hours before the warning signal. 11 Radio Communication 11.1 The official radio channel shall be VHF All boats must maintain a listening watch on VHF All boats must maintain a listening watch on VHF 12 when near the shipping channels in order that they can be communicated with by Commercial Shipping. A vessel that does not call in at a mark may be disqualified. These notifications of position are an integral part of the event emergency plan and must be observed. If any participant experiences communication difficulty during the event, they must make every reasonable effort to ensure their mark rounding times are made known to the committee via any means available (e.g. radio relay or mobile phone) The Start/Finish Boat Race Control will act as the radio communication vessel for the duration of the race or until otherwise advised. If you cannot contact Race Control arrange for another yacht to relay your message Except in an emergency, a yacht shall neither make radio transmissions while racing nor receive radio communications not available to all yachts. 4 13 Measurement 13.1 Each boat shall produce a valid AMS / IRC / ORCi / OMR rating certificate prior to the start of the first race entered Any changes to a boats rating certificate shall be submitted prior to the start of the first race to which the change applies The Race committee reserves the right to check any measurements it deems necessary. 14 Schedule 14.1 Dates: Race 1-4th November 2017 Race 2-2nd December 2017 Race 3-3rd February 2018 Race 4-3rd March The scheduled time of the warning signal will not be before: Multihulls Monohulls 15 Courses 15.1 The courses are described in Appendix A Courses will not be shortened. This changes RRS Marks The Marks are described in Appendix B. 17 The Start 17.1 The starting line will be between a staff displaying an orange flag or shape on the race committee boat at the starboard end and the course side of the port-end starting mark A boat starting later than 30 minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4 & A If any part of a boat s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel 72. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes RRS 62.1(a) Should one boat appear at the starting line for the race, the yacht is entitled to sail the course and thereafter be declared the winner of the race 17.5 When flag AP is displayed, 1 minute, is replaced with not less than 5 minutes. This changes Race Signal AP A boat that is starting late may use her engine to get to the starting area but only more than thirty minutes after the starting signal. Any such boat must cease to use her engine before starting and at least 200 metres from the starting line. A boat shall report such circumstances to the Race Committee after the finishing the race. The Race Committee will decide whether the boat shall be scored as a starter. This alters RRS The Finish 18.1 The finish line will be between a staff displaying an orange flag on the Race Committee boat and the nominated mark for the other end of the finish line Contact the finish boat by radio when approaching the line and illuminate your sail Page 4

5 numbers so that you can be identified For Race 1, 2 & 4 the Race Committee boat will be anchored approximately 100 meters south of the Mud Island South Cardinal Mark. a If the Race Committee boat is no longer on station boats shall pass within 50 meters of the Mud Island South Cardinal, leaving it to starboard for race 2 and 4 and to port for race 1. The boat s finish time is to be taken when the boat is due south of the mark For Race 3 the finish will be between a laid mark and the Redcliffe Jetty East Cardinal. a If Race Committee boat is no longer at the finishing mark the boats finish time is to b be taken when the boat is between the marks. If the laid mark is not in position the boats finish time is to be taken when the East Cardinal is due west When there is no Race Committee boat on station at the finish boats are required to contact Neil Planck (Mob or neilplanck@gmail.com) with a message advising the boat name and finish time The Race Committee boat may nominate an alternate finish line depending on conditions. All the competitors will be advised if an alternate finish line is set. 19 Scoring and results 19.1 The Low Point System of RRS Appendix A will apply One (1) race is required to be completed to constitute a series Each boats series score shall be the total of her race scores Arbitrary handicaps (THCF) will be at the sole discretion of the Race Committee, 19.5 Any yacht that has not paid the series entry fee by the start of the first race will not be counted in the series points score Any yacht that has not paid for an individual race 3 days prior to the race they wish to enter, their result will be regarded as a did not start Results will be posted to the Kingfisher web site and group forum. Apply for group membership using the link below. Please indicate your yacht name in the group membership request. Results will also be ed to competitors who provide an address. Results will not be faxed unless specifically requested. 20 Protests and Requests for Redress 20.1 Immediately after finishing a protesting boat is required to contact the Race Committee and inform them of its intention to protest Protest forms are available at the race office of each participating yacht club. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit For each class, the protest time limit is no later than 1800 hours on the Sunday following the day on which the race was started Within 24 hours of the expiry of the protest time limit, competitors who are parties to a hearing or named as witnesses will be notified by phone and informed of the location and time of the hearing 20.5 Notices will be posted no later than 24 hours after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. The notice will include the location of the protest room and the time of the hearing. It is the sole Page 5

6 responsibility of the parties to the protest to present themselves to the hearing with such witnesses as they may require Breaches of instructions 2, 17 & 18 will not be grounds for a protest by a yacht. This changes RRS 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides Requests for re-opening a hearing shall be delivered no later than 24 hours after the requesting party was informed of the decision. This changes RRS Requests for redress based on a protest committee decision shall be delivered no later than 48 hours after the decision was posted. This changes RRS Presentation and trophies 21.1 There will be prizes for the individual races and for the series Other prizes will be presented at the discretion of the Race Committee. 10 Appendix C - BRISBANE HARBOUR PROCEDURES The Port of Brisbane is closely regulated. Competitors are expected to be familiar with the following regulations and Port procedures: Subsection of section 3 of the 2012 Brisbane Port Procedures: Recreational vessels reporting: A recreational ship equipped with VHF radio is required to maintain a listening watch on VHF channel 16 and either channel 12 or 13 depending on its area of operation. A recreational ship must maintain a listening watch on VHF channel 12 prior to entering a shipping channel if the ship intends to navigate within and along the shipping channel for a distance of 400 metres or more, and must respond to calls on VHF channel 12. This applies between the pilot boarding ground at Point Cartwright (Mooloolaba) to the Coffee Pots in the Brisbane Entrance Channel. When operating in and along a shipping channel the recreational ship should navigate on the outer edge of the channel. For reasons of safety, a recreational ship should only cross a shipping channel at 90 to the channel (refer to the July 2007 MB1 Maritime Safety Queensland Manly to Mooloolaba boating safety chart for recommended crossings).
