1 Western Reserve Model Yacht Club SAILING INSTRUCTIONS Saturday Series 2017 These Sailing Instructions apply only to Saturday club races of the WRMYC; separate Sailing Instructions are issued for the Evening Series, as well as special events such as Match Racing and Open or Regional Regattas. 1. CHANGES TO THESE SAILING INSTRUCTIONS RRS 88.2 c is modified in that oral changes may be given to competitors provided that all competitors affected are notified. The Race Director or Sailing Director may amend the Sailing Instructions, orally or in writing. Oral changes to the Sailing Instructions shall be consistent with the RRS 86 (Instructions shall not alter Definitions, Parts 1, 2, 7, etc.). Written changes to the Sailing Instructions will be posted via to Members, to take effect the next race date. 2. RULES Racing is governed by the Racing Rules of Sailing (RRS) as modified by RRS Appendix E, the class rules of the Soling One Meter Class, (S1M), these Sailing Instructions, and any amendments to these Sailing Instructions. 3. SCHEDULE a. The season Racing Schedule as published on the WRMYC web site: and will serve as Notice of Race. This schedule is considered part of these Sailing Instructions. b. Racing starts at 11 AM Eastern Time and no Heat shall be started after 1:30 PM. 4. RACE MANAGEMENT a. The Sailing Director (SD) is responsible for the WRMYC racing program, and its management, including appointment of Race Directors. The SD may participate in Heats and Series, and will remove him/herself from Protests where he/she is involved as a protester/protestee, or witness. b. Race Directors (RD) are appointed by the SD to be responsible for a specific race day, and/or regattas.rds do not compete on days where they officiate and will receive points for the day they officiate equivalent to the average of their other races in the series after throwouts, rounded down to the nearest whole number. In the absence of the SD, the appointed RD assumes the role(s) and responsibilities of the SD. c. The SD and Technical Director (TD) are responsible for assuring compliance with Class Rules. d. SD and/or TD may make an exception for minor Class Rules violations and may allow a competitor and yacht to compete, with the understanding that the violation will be corrected by the next race day. e. The Sailing Director, (SD) or Race Director, (RD) may cancel the Race Day for any good reason and shall attempt to notify all competitors by or telephone. Failure to contact shall not be grounds for protest. The courses, as well as the starting and finishing lines, shall be selected and set by the Race Director (RD) with the help of the SD, if necessary Saturday Sailing Instructions (Revised 4/11/2017) Page 1

2 5. ELIGIBILITY Competitors must be a current Member in good standing of Western Reserve Model Yacht Club and the American Model Yacht Association (AMYA) to compete. a. Join AMYA at: amya.org b. Members join WRMYC by mailing dues check payable to WRMYC with contact information to the club Secretary-Treasurer. (Annual Dues apply to BOTH Saturday and the Evening Series). c. Guests may compete in two Saturday Series race days, before it is required that they become a Member of WRMYC and AMYA. 6. RULES Racing is governed by the Racing Rules of Sailing (RRS) as modified by RRS Appendix E, the Class Rules of the Soling One Meter Class, (S1M), any amendments to these Sailing Instructions, and these Sailing Instructions. Changes to the Racing Rules: a. RRS Rule 31 TOUCHING A MARK is changed to allow boats to touch a mark, other than a Starting or Finishing Mark when starting or finishing. Boats must still pass the mark on the required side. b. Alternate Penalty: Alternate Penalty: in lieu of retiring from the Heat, a boat breaking a rule in Part 2 may take an alternate penalty consisting either one complete 360 degree turn or two complete turns (720 degrees) penalty as required by Rule 44 and modified by E4.4. The RD will notify competitors prior to the start of the first heat what the alternate penalty will be for the day, depending on the wind conditions. The RD may change the alternate penalty later in the day as the wind changes, but the alternate penalty may not be changed for a given heat once the heat has started. For any event where an RD has not been assigned, the SD will determine and announce the appropriate alternate penalty. c. Skippers committing a foul are expected to do the alternate penalty or retire from the heat regardless of whether the fouled boat makes a verbal protest. d. In the event of a foul resulting in a disabled boat, (the fouled boat no longer able to continue the Heat) the infringing boat shall retire from the Heat. The disabled boat may petition for redress verbally with the RD. 7. YACHTS a. Competitors must compete using a Victor Soling One Meter yacht in compliance with the Soling One Meter Class Rules, and the Victor Model Products Assembly Manual. b. Yachts must have a valid permanent hull number registration sticker issued by the Class Secretary secured and visible in the hull. c. Sail Numbers: Yachts used in competition must carry sail numbers displayed per the S1M Class Rules (minimum 3 high numbers X 3/8 stroke). Sailors are asked to also have sail numbers in a minimum of 1-1/2 to 2 high digits on the jib. For yachts where application has been made for a permanent hull registration number but not received, the SD or RD may issue single-digit numbers on a temporary basis. Once the final sail numbers are received, the temporary number must be removed and replaced with the correct sail numbers. d. Adding or Removing Weight: Skippers wishing to add or remove weight from their boat may do so as follows: 1) The weight of the boat shall not go below the 10 pound minimum. Any weight added to bring the boat up to minimum weight must be permanently attached. 2) Any additional weight must be located inside the hull. 3) The competitor must use whatever weight the first heat is sailed with for the rest of the day. 3 8. HEATS AND RACES The race day s Heats will constitute a Race, and the Series of Races a Series (regatta). There are from 6 to 12 Heats intended for each Race(day). A minimum of 5 Heats must be completed to constitute a Race for Series scoring purposes. 9. FLEETS There are two Fleets: a. Gold Fleet and Silver Fleet. Competitors will be assigned to each fleet at the beginning of each season at the SD s discretion. Members joining mid-season will be assigned to a fleet at the discretion of the SD. b. Gold and Silver fleets will start separately, separated by approximately one minute. In the event there are less than three boats participating in either fleet, the fleets will start together. However, the participants will be scored separately, according to their assigned fleet (so, if there are only two Silver fleet boats, they will start with Gold Fleet. However, they will be scored as either first or second place depending on how they finish. Gold fleet would be scored as if the Silver Fleet competitors were not in the race). c. Sailors assigned to Gold or Silver Fleet will remain in that Fleet for the entire season. 10. THE START a. One minute recorded or verbal starting signals will be used to signal the starting sequence. b. Launches after the beginning of the START sequence: Yachts not in the water and free sailing prior to the beginning of the one-minute Start sequence may be launched and may compete in the heat. However, at launch, the sailboat must be dropped straight down into the water and sail off under its own power. The yacht must not be pushed or powered off shore in any manner. 11. TUNING RACE(S) The purpose is to allow skippers to check out their boats and rigs for the day of racing. a. Before racing, one or more Tuning Race(s) may be run at discretion of the SD/RD. b. The Tuning Race should start promptly 15 minutes prior to the start of the day s racing (10:45 AM EST). The start should not be held waiting for a yacht to launch as this may result in delaying the counting races. c. The tuning Race is typically not as long as the regular Heats. Course(s) are determined by the SD/RD. d. Participation in the tuning race is on a voluntary basis. Finish positions will not count for that day s results. e. All RRS will apply including the exercise of penalties for rule violations. f. A period of at least 5 minutes after the tuning race shall be allowed before the start of the first race to allow for skippers to make any boat adjustments prior to the day s racing. The RD or SD will determine the length of the tuning period and announce it to the competitors. 12. HOLDS a. There shall be no Holds requested by competitors. The SD or RD may call for a delay at his/her discretion. b. During a Hold, competitors may make repairs or rig changes and adjustments Saturday Sailing Instructions (Revised 4/11/2017) Page 3

4 13. SPRING AND FALL SATURDAY RACING SERIES a. Results of daily Heats (after throwouts) form a finish place for the race (day). Race day placings are accumulated for Series standings. b. Spring Series and Fall Series will be scored separately. There will be awards for each series. c. The Spring and Fall Series results will be combined to form an Overall Score for Saturdays. The winner of the Saturday Series Overall (Season Champion) in each Fleet will be get their name engraved on the half model perpetual trophy. 14. PROTESTS a. The RD may observe Rules Violation(s) and direct a competitor to do complete the alternate penalty. If so directed, the competitor is required to do the penalty without complaint. If the competitor chooses not to complete the alternate penalty after being directed to do so by the RD, the competitor shall be disqualified from the heat. If the RD did not directly witness the foul, he/she should let the competitors work the issue out, either on the course or in a protest hearing. b. Protest notification- verbal notification of Protest should be in accordance with RRS E5.2. i. At the time of an alleged foul- the offended skipper is to hail his plus the offending skipper s sail number twice (Ex protests 5678 ) ii. The protested skipper can acknowledge the foul by hailing: 5678 doing turns., OR If the protested skipper does NOT agree to) the foul, 5678 does not acknowledge a foul. The protesting skipper can answer: 1234 protests 5678, closing the incident and taking the incident to Protest Hearing, OR I withdraw, withdrawing the Protest. There should be no further dispute during the heat. The incident goes to the Protest Committee without further debate iii. Good Sportsmanship dictates that any competitor that realizes he/she committed a foul is expected to do the alternate penalty or retire from the race regardless of whether the fouled boat makes a verbal protest. iv. Formal Protests: when the offending skipper fails to do a penalty/alternate penalty, the skipper alleging a foul may file a Formal Protest at the end of the Heat with the RD. - Skippers involved in a formal protest will be granted up to 10 minutes immediately after the final heat of the day to record relevant facts for presentation to the Protest Committee. - The Race Director or Sailing Director will assemble a Protest Committee of three persons not involved in the incident after the final heat of the race day. - Any penalties will be reflected in that day s results. - Decisions made by the Protest Committee are final with no right of appeal. 15. TIME LIMITS a. The RDs watch shall be official for purposes of Time Limits. b. There is a 12 minute time limit for each Heat, during which the first-place yacht shall finish or the Heat is abandoned and scores are not recorded for that Heat. c. The individual time limit for the completion of each Race shall be 5 minutes after the finish of the first yacht. All yachts that have not finished after the time limit expires shall be recorded as Did Not Finish (DNF). d. To keep the Race moving, prior to the expiration of a time limit, the RD may ask the competitors still on the water if they will accept a score based on their relative positions on the course. e. When a single yacht remains on the course, it will be scored as last place, if it started properly and the time limit has not expired Saturday Sailing Instructions (Revised 4/11/2017) Page 4

5 16. ABANDONING A HEAT Heats may be abandoned, but may not be shortened. Following abandonment, at his/her discretion, the RD may delay, or start another Heat OR cancel the remaining Heats for the day. 17. SCORING The Low Point Scoring System (RRS A4.1) will apply with the following exceptions: a. The Series Score will be the total scores for all the day s Heats minus one discard per six race scores of each Competitor. b. A competitor that does not compete for the day shall be scored as the number of boats that did compete in his/her fleet +1, with a 4 point minimum. c. RD Scores: The RD for the race day shall score his/her average points for the Series after throwouts rounded down to the nearest whole number. So, if someone is an RD for a Saturday race in the Spring, their score for that day will be the average of all their other races in the Spring series after throwouts. d. Regatta Points: a. A sailor competing at an away Regatta will be scored the average of his WRMYC series points for the club race day(s) missed. Calculation will be the average of his/her Series and rounded down to the nearest whole number. b. For a regatta sponsored by WRMYC that falls on a regular race day, regatta scores will be used for WRMYC Series scoring, disregarding non-wrmyc participants. 18. RACING VENUES All racing shall take place at BSA Camp Stigwandish, 7497 Ross Rd., Madison, OH In the event that BSA Camp Stigwandish is unavailable, racing may take place at Painesville Kiwanis Recreation Park, Painesville, OH The Sailing Director reserves the right to add, remove or change venues as conditions dictate with appropriate notice to competitors. 19. MARKS See the Diagram, Appendix 1 for approximate locations of marks. Diagrams are intended to give a general idea of mark positions. Inaccuracy of these diagrams shall not be grounds for protest. 20. RESCUING A MODEL YACHT In the event a yacht has an equipment malfunction, is dragging weeds, is entangled in weeds or has run aground, the competitor may rescue the boat and resume racing ONLY if the boat can be reached from the dock or from shore or by using a pole. Under no circumstance shall a yacht be rescued from a rescue boat prior to the conclusion of a heat. A yacht may be rescued from an unreachable area on the pond by boat in between heats. Anyone on the rescue boat must wear a US Coast Guard approved PFD at all times while on the water. The SD or RD may elect for a hold during rescue operations. Competitors may NEVER rescue a boat by swimming Saturday Sailing Instructions (Revised 4/11/2017) Page 5

6 21. COURSES a. The design of the course is at the discretion of the RD or SD. b. The start finish line shall not be crossed (is off limits) during a heat, except when starting or finishing unless otherwise specified by the RD or SD prior to the start of a heat or race day. c. Prior to each heat, the RD shall designate the course, the starting and finishing lines, the control area and any changes to the alternate penalty. The explanation shall be verbal and / or posted on a course board as determined by the RD. d. Marks may be rounded in the direction set at the Skipper s Meeting or as modified by verbal changes. e. If the use of an Offset Mark is designated in the Sailing Instructions or verbal instructions, boats must pass to the outside of the Offset, rounding in the same direction as the previous Mark. If an Offset Mark is used, both the Offset Mark and the previous Mark are considered as ONE Mark; rights established for the first Mark are carried past the Offset Mark. f. There is no provision for shortening course once a heat has started. Should a change in conditions warrant, a Heat will be abandoned, and may be re-sailed or cancelled entirely. 22. Control Areas The area(s) marked Skipper s Area mark the approximate location used for skippers who are controlling boats. Skippers who wish to sail while seated must place their seats so those walking have room to pass behind the seats and still have a clear view of the race course. 23. Awards a. Series Awards: Awards will be given to the top three finishers for each series and the series overall. b. Season Awards/ Perpetual Trophies: a. At the conclusion of a season, each skipper s total points for the two Series (after throwouts) will be added together to form a Season Score. b. The skippers with the lowest Season Score in each of the Gold and Silver Fleets shall receive the appropriate Western Reserve Model Yacht Club perpetual trophy; a Soling half-model on a plaque. c. A Perpetual Trophy is to be returned at the beginning of the next season, to be retained by the Commodore until being awarded after the current season. d. In the event of an unbroken Season Score tie- the skippers in the tie will each retain the trophy for half of the time between December 1 and April 1. e. In the event the winning skipper moves out of the area, or leaves the club for any other reason, any perpetual trophy is to be returned immediately to the Commodore. 24. Sportsmanship WRMYC is a friendly club, where Corinthian Sailing is the objective. The RD and SD will monitor the conduct of the competitors during the racing and offensive behavior may be grounds for assessing a penalty. No appeal will be allowed on these decisions by the RD or SD. Penalties that may be assessed by the RD or SD are: a. Penalty turn(s) during a heat b. Scoring the offending competitor as DNF for a single Heat. c. Disqualifying the competitor from the all heats in the day. <END> 2017 Saturday Sailing Instructions (Revised 4/11/2017) Page 6

8 Reference: Brief Rules of Sailing These rules are the most important rules. TEXT has been taken from the US Sailing Rules of Sailing including Appendix E. 1. There are two guiding principles that underlie the Racing Rules. All competitors are expected to compete within the framework of sportsmanship and fair sailing. The actual wording of rules and definitions are published in the Racing Rules of Sailing, and available online from US Sailing. 2. When boats approach each other on opposite tacks, the boat on port tack shall keep clear of the boat on starboard tack (Racing Rule 10). The port-tack boat keeps clear, if the starboard-tack boat does not have to change course to avoid a collision. If your boom is on the starboard (right) side, you are on port tack; if it s on the port (left) side, you are on starboard tack. Fig. 1 Fig. 1 In open water AND at Marks: Fig At an upwind Mark, Starboard Tack boat has rights over Port Tack. The Port Tack boat CAN approach the Mark on Port, but she has to give room to Starboard Tackers. So the red boat in Fig. 2 can approach on Port, and either duck or cross the Starboard Tack boat, or even tack in front of the Starboard Tack boat IF she does not cause the Starboard boat to change course, or even to slow down- both are cause or a Protest and the Port Tack boat would have to do penalty turns. 4. When boats are on the same tack and overlap each other, the windward boat shall keep clear of the leeward boat (Racing Rule 11). If your boom is on the side next to the other boat, you are the windward boat. Fig 3. In the case shown, the green boat may head up as far as head to wind (but NOT beyond), causing the Red boat to also turn to windward. Green must give Red opportunity- time and space- to keep clear. If not- Red can protest. Advice: If you are windward, either tack, or sail higher toward the wind, away from a boat to leeward- you are risking a foul. Fig 3 9

9 5. Downwind, away from Marks, the Port/Starboard Rule holds true- Starboard Gybe has right of way over Port Gybe. Fig 4. a. However, approaching an off-wind mark, the port / starboard Rule is superseded by the Inside Mark Room Rule at the 4-boat Zone. Fig. 4. A port gybe boat, if she has an inside overlap at the Zone, had rights over a starboard gybe boat on the outside. b. When a boat reaches the four-length zone from a mark or obstruction, it has to give boats overlapped inside it room to round or pass the obstruction (Racing Rule 18). The outer edge of this zone is four boat lengths from the mark. This Rule is switched off at starting marks, and between boats on opposite tacks at the windward mark. Fig. 4 At downwind Marks, Inside the Zone The Starboard/ Port Rule gives way to the Room at the Mark Rule. If you have an inside overlap at the Zone, regardless of the gybe you are on, you acquire rights to round inside. 6. Overtaking Boat: When boats are on the same tack or gybe and don t overlap each other, a boat that is overtaking from behind shall keep clear of the boat that is clear ahead (Racing Rule 12). It must change course to avoid running into the back of the other boat. 7. If the boat from behind continues to overtake the other boat and they become overlapped then the windward-leeward rule switches on -- the windward boat must keep clear of the leeward boat. An overtaking boat has to not only give the boat to immediate windward opportunity to stay clear, she must also allow for any boats to windward boat being overtaken to keep clear. Fig 4 10

10 8. When tacking, you must keep clear of all other boats from the time your boat passes head to wind until it is on a close-hauled course (Racing Rule 13). Look around before you tack to make sure you don t tack in the way of another boat. 9. You must avoid contact with other boats if possible. Even if your boat has right of way you must avoid contact, but you don t need to act until it becomes obvious that the other boat is not going tokeep clear (Racing Rule 14). 10. Whenever you are the right-of-way boat and want to turn, you must give the other boat a chance to keep clear (Racing Rule 16). You cannot make an abrupt turn that allows no opportunity for the other boat to stay out of your way. 11. If you cross the starting line too soon before the start, you have to go back behind the line and start again. While going back, you have to keep clear of all boats that have started (Racing Rule 20). 12. If you hit a mark while racing, you must take a penalty as soon as possible by doing one 360-degree circle (Racing Rule 31). While doing your penalty circle, you must stay clear of all other boats. 13. If you foul another boat while racing, you must take a penalty as soon as possible by doing two 360- degree circles a 720 (Racing Rule 44 and our Sailing Instructions). While doing your penalty circles, you must stay clear of all other boats. <end> 11

11 Reference: Definitions of Racing Terms Keep Clear One boat keeps clear of another if the other can sail her course with no need to take avoiding action and, when the boats are overlapped on the same tack, if the leeward boat can change course in both directions without immediately making contact with the windward boat. Clear Astern and Clear Ahead; Overlap One boat is clear astern of another when her hull and equipment in normal position are behind a line abeam from the aftermost point of the other boat s hull and equipment in normal position. The other boat is clear ahead. They overlap when neither is clear astern or when a boat between them overlaps both. These terms do not apply to boats on opposite tacks unless rule 18 applies. Disabled unable to continue a race or heat as a result of actions by another boat. It does not mean cannot continue as fast - continue period. If you disable another boat, and were in the wrong, you must retire from the Heat; the other boat can then file for Redress. A mast in the water, being run aground, or a broken sheet is disabled ; catching a weed, or a broken boom vang would not be disabled. Finish A boat finishes when any part of her hull, or crew or equipment in normal position, crosses the finishing line in the direction of the course from the last mark, either for the first time or after taking a penalty. Four-Length Zone The area around a mark or obstruction within a distance of four hull lengths of the boat nearer to it. Jibe (Gybe) To change course from one side to the other when running before the wind on any course beyond a beam reach. The wind passes across the stern of the boat. On a Gybe - traveling downwind, on any course beyond a beam reach. Leeward and Windward A boat s leeward side is the side that is or, when she is head to wind, was away from the wind. The other side is her windward side. When two boats on the same tack overlap, the one on the leeward side of the other is the leeward boat. The other is the windward boat. Leeward Boat- Boat getting the wind after a boat on the same tack to windward of her - generally the leeward boat has right of way over the windward boat. Mark An object the sailing instructions require a boat to leave on a specified side, and a race committee vessel surrounded by navigable water from which the starting or finishing line extends. Obstruction An object that a boat could not pass without changing course substantially, if she were sailing directly towards it and one of her hull lengths from it. An object that can be safely passed on only one side and an area so designated by the sailing instructions are also obstructions. However, a boat racing is not an obstruction to other boats unless they are required to keep clear of her, give her room or, if rule 21 applies, avoid her. Overlapped Two boats on the same tack are overlapped IF a line abeam from the transom of the boat ahead cuts or falls behind the boat astern. Port Tack The wind is coming from the left side of the boat. The boom is over the right side. Protest An allegation by a boat or a race committee that a boat has broken a rule. Can be a verbal, onthe-water protest, which is cleared when the protested boat acknowledges and does a penalty, OR in a Formal Protest where the incident is heard by a Protest Committee. Protest hearings are a part of the sport- they 12

12 are NOT fights or arguments, and usually all involved come away understanding the Racing Rules better. Racing A boat is racing from her preparatory signal until she finishes and clears the finishing line and marks or retires, or until the race committee signals a general recall, postponement or abandonment. Redress Awarding a finish position different from the actual position as a result of a protest hearing, or action by the Race Director/ Committee. Retire Dropping out of a race and returning to shore. Necessary IF there is serious damage to one or both boats. You may return for next race. However, if another s boat is disabled because of your actions, and you were in the wrong, you should retire from that race rather than take an alternate penalty; then the other boat is eligible for redress, meaning she would be awarded points based on her average in some way rather than a DNF. It is considered sportsmanlike to offer your boat to the other sailor if the other boat is totally disabled. Also- you should assist in any repair within your abilities, and are obliged to PAY for any damage you may have caused if you were in the wrong. If it will take some time for the repair of the other boat, so the other sailor might miss a race, it is also sportsmanlike to offer your boat to the other sailor to use while his/her boat is under repair. This would likely apply to material damage- not cosmetic.) Room The space a boat needs in the existing conditions while maneuvering promptly in a seamanlike way. ROW Right Of Way. Starboard Tack The wind is coming from the right side of the boat. The Boom is over the left side. Windward Boat On the same tack, wind is passing over your boat before it reaches the other boat. <END> 13
