2 COAST GUARD POLICY (CG-543 POLICY LETTER 11-07) The U.S. Coast Guard issued Policy Letter 11-07, (CG-543 Policy Letter 11-07) for upgrading from Able Seafarer (Deck) to Mate (Near Coastal and Oceans) and Officer in Charge of a Navigation Watch (OICNW). This Policy Letter provides guidance for mariners seeking the following licenses and certificates: Third Mate-Oceans / near coastal, Any Gross Tons and OICNW Second Mate-Oceans / near coastal, Any Gross Tons Mate 500 GRT, Oceans / near coastal and OICNW Mate 1600 GRT, Oceans / near coastal and OICNW Mate-OSV and OICNW (Officer in Charge of the Navigational Watch) MANDATORY COURSES FOR LICENSE You have the option to attend USCG Approved Training Courses to complete the assessments or complete only five mandatory courses of training and complete all other eighty-one (81) Assessments of Competency onboard your ship. Your knowledge, understanding and proficiency of the subject matter of these assessments and courses will still be tested at your seven USCG License Examinations. 3 TRAINING CHOICES YOU MUST MAKE -PMI has developed training options so that you can make the best choices on the amount of time and money you spend to qualify for your license. The elective course options you select really depend on your current skill level and ability to successfully complete the other eighty-one (81) assessments while onboard your ship. Applicants with weak or marginal watch-standing skills should seriously consider our full Twenty-week Bridge Watchstanding Training & Assessment Option, or supplement with elective courses such as, Watch-keeping, and/or Shiphandling. WHAT ARE MY OPTIONS? With few exceptions, the Coast Guard Policy Letter has put the burden of learning back on you, the mariner. You may save money by not taking approved training, but will you be able to stand a competent bridge watch as a new mate? You need to choose all of the mandatory training courses and any of the optional courses you need, to complete any Assessments of Competency; or to better prepare for your Coast Guard License examinations.
