1 Jack Hyde Memorial Navigation Contest Saturday, March 18, 2017 The Same Only Different March 17, 2018 Skippers, Mates and Crews, On behalf of the Tacoma Yacht Club let me welcome you to the running of our annual Jack Hyde Predicted Log Race to be held from March 16 through March 18, 2018 in Wollochet Bay. We are sure that you will find this course to be a challenge to your navigation skills. Please be aware of changes made to the Special Rules #11- Navigational aids. The weekend festivities will commence with a Happy Hour at 1700 hours in the clubhouse on Friday evening (beer, wine and appetizers also provided) Saturday morning race log check-in will be from hours in the clubhouse. Observers will be provided for all contestants who are registered by March 12, The contest committee will accept your log and assign an observer to you on Saturday morning between A complimentary continental breakfast will be provided. Post-race completed logs will be accepted aboard Laughin Place (Chuck Irwin) until 1600 hours. Race awards and recognitions will be presented immediately following dinner on Saturday evening which will consist of BBQ Chicken and pork ribs with all the appropriate side dishes. There will also be beer and wine provided for dinner beginning at 1800 hours in the Tacoma Yacht club outstation clubhouse. Observer dinners will be provided by Tacoma Yacht Club. 4 SPECIAL RULES 1. Introduction: This contest shall be conducted under the Standard Rules of the International Power Boat Association, 1998 Edition, as modified by these Special Rules. The IPBA Standard Rules are available on the IPBA website at IPBA rules require that contestants operate in a safe manner in compliance with all Pilot Rules, Rules of the Road and Navigational Law, including local laws enacted by proper authority applicable to the Contestant s cruiser in the area where the contestant is operating (Rule No. 8.I). Failure to comply with the Rules of the Road will result in a l% penalty or disqualification (Rule No.14.A). Because the federal government has elevated the national risk of terrorism, special restrictions governing marine traffic are in effect. This effects the separation that must be maintained between pleasure vessels and certain military and commercial ships. These restrictions apply to Washington State Ferries. The State has asked that all contestants within 500 yards of a state ferry hail the ferry on VHF Channel 13 to advise the Captain that they are competing in a predicted log contest and are following a prescribed course at the prescribed speed. In order to comply with this request, all Contestants are required to monitor VHF Channel 13 as well as 16 and are required to hail any approaching State Ferry as described above. Use of Radios for this purpose will not be penalized in this contest. 2. Observers: Observers will be provided to all contestants registered on or before March 19, Contestants who register after that date may have to provide an exchange observer. Observers will be assigned when your logs are submitted to the Contest Committee. Observers are honored guests on your boat and should be provided a lunch by you. They will also be provided complimentary dinners Saturday evening after the contest. Please make them feel welcome and take the time to let them know how you did. 3. Logs: Predicted Logs and Contest Logs shall be completed in ink and shall be submitted to the Contest Committee in the TYC clubhouse between 0830 and 1030 on the day of the contest. The completed and signed Contest Log shall be returned to the Contest Committee in the clubhouse prior to 1630 on contest day. It is recommended that the total error in seconds and handicapped percentage of error be calculated and entered on your log prior to turning in your Contest Log. The Contest Committee will accept Contest Logs only when submitted with the Contestant and Observer present together. 4. IPBA Numbers: IPBA numbers must be displayed port, starboard and astern and be visible. 5. Time: Time shall be Pacific Daylight Time (PDT). The official timepiece will be located at the Registration Desk. 6. Stop Watches: A stop watch will be allowed only for timed runs, time outs and verification of official time by the observer in accordance with Rule No. 8.O. Only a stop watch will be used for timed runs and shall be available to the Observer who shall confirm the proper time has been run. The stopwatch shall be cleared and stopped when its use is no longer permitted. 7. Throttles: Throttles may be adjusted during the contest to vary engine RPM from the basic RPM shown on the log with no limit to variation as long as the vessel remains in forward gear.

5 8. Flat Water Speed: Flat Water Speed is the speed of your boat at the basic Cruise RPM shown on your Contest Log without consideration for wind or current. 9. Handicap: The current IPBA handicap as set forth in the Standard Rule Book shall be used to determine the net percentage of error. For predicted speeds of less than 7.0 knots, the handicap for 7.0 knots shall be used. For predicted speeds of more than 23.0 knots, the handicap for 23.0 knots shall be used. Predicted speed in knots is determined by multiplying the official mileage by 3600 and dividing by the total number of seconds predicted by the contestant to complete the course. Predicted sped shall be rounded off to the nearest 1/10 th of a knot 10. Radios: VHF Channel 13 shall be monitored during the contest. Prior to contest start, contestants should utilize VHF Channel 09 for pre-start communications. Immediately prior to starting, contestants must switch to Channel 13 and 16 for the duration of the contest. 11. Navigation Aids: Radar MAY be used for contest navigational purposes. Chart plotters and electronic charts may be used to replace paper charts as long as the chart plotter or computer DOES NOT display speed or time (SOG or Time of Day). NOTE Be sure that event marks (such as pressing the F5 key on Coastal Explorer and Nobeltec navigation programs) do not display Time of Day. If electronic charting is used, a large-scale printout of the course layout must be made available to the observer. Autopilots and depth sounders may be used as long as they do not use active GPS signals for waypoint arrival or for steering the boat. Electronic ranging devices may not be used. Cell phones may not be used. 12. Chart: The recommended chart for this contest is Puget Sound Seattle to Olympia The Official Mileage for this contest is Nautical Miles, which cannot be exceeded. 13. Finish Classes: There are three (3) finish time brackets in this contest. And begin Timed Run 1 (TR 1) at cruise speed on a heading of 119 T for a

6 distance of 1.67 NM. At the completion of TR 1 proceed directly to the Gig Harbor Park building abeam to port at a distance of 200 yds. Upon arrival turn to starboard a proceed to Control Point 1, the S.E. bridge piling to port within 100yds. Ferry Piling N W Gig Harbor Park building N W CP 1 S.E. Bridge Piling N W After arrival at CP 1 proceed to the last house apparent on Sunset Beach at a distance of 200 yds which will be CP 2. While reroute come within 200 yds of the TOA ramp and within 250 yds of the north end of Day Island. TOA Ramp N W North end of Day Island N W CP 2 Last House on Beach N W From CP 2 turn to starboard and go to the Gibson Point Lt 6 and pass at a distance of 300 yds to starboard and immediately begin TR 2 on a heading of 267T for a distance of.5 NM. Once completed the TR proceed as direct as possible to CP 3 the Large Dock Complex on Fox Island at a distance of 400 yds abeam to starboard. Gibson Point Lt N W CP 3 Large Dock Complex N W From the Large Dock Complex proceed on a heading of 313T until you are abeam to starboard a range line drawn 223T along the northern most shoreline of Fox Island (Nearns Point) at which time you will reduce speed to slow and begin TR 3 on a heading of 013.4T for.827 NM. From the end of TR 3 proceed to the Fox Island Bridge center span eastern edge and then to the finish which will be the northern most shore of Ketners Point at a distance of 200 yds to starboard.
