Call to Order Meeting called to order at 7:10 pm II. III. Roll Call See Attached roster. Also present, John Christman & Mike Gross from the Appeals Committee. Approval of Agenda Bob Naber asked that an agenda item be added regarding liability insurance for the Board. Paul Kamen would like an agenda item added regarding Certified PHRF Certificates. Bobbi made a motion to approve the agenda as amended. Gerry 2nd. Motion passed. IV. Approval of Minutes a. November 2013 Meeting Bobbi Tosse commented that John Clauser s name was misspelled. John Christman noted that John Siegel is the new US Sailing Area G Judge rep. Gerry made a motion to approve the minutes as amended. Bob Naber 2 nd. Motion passed. V. Chairman s Introduction Charles Hodgkins Charles welcomed everyone to the meeting. He would really like to see a push this year to increase participation. He has been working closely with Don Ahrens on encouraging participation in HDA/ODCA. Charles is looking forward to a great year for the YRA. VI. VII. VIII. I. Executive Director s Report Laura Munoz See Attached. Treasurer's Report Bobbi Tosse See Attached. Secretary s Report Bob Naber No report at this time. Charter Association Reports a. HDA/ODCA Don Ahrens Don gave the HDA/ODCA report. The first survey for 2012 HDA/ODCA racers has gone out and has had a good response so far. He is going to resend the survey to the 2012 racers encouraging people who haven t completed it yet to send in their comments before the survey closes. The responses have been interesting to see so far. Most racers are very happy with the PC races, although many commented that the Sailstice Race and Sunday of the Season Closer were the least popular PC races. There were also a significant number of racers that indicated they would be interested in attending seminars or meetings that would give people a chance to meet fellow racers. John Christmas offered to help put together a seminar regarding the US Sailing rules. Everyone agreed this would be a great idea, especially considering the new 2013 RRS. Also learned from the survey- the Southampton race and South Bay race in the HDA/ODCA season are the least popular races. Once the survey is closed we will make the results available to the Board. The 2 nd survey, focusing on lapsed racers will be going out in the next week or so. Don has also reached out to the Sport Boat community. He has heard from some of the sport boat owners and thinks there is great potential to bring them in to the YRA. There may be an opportunity to talk to the Sport Boat owners at the Saturday night of Vallejo. Don would also like to see something put on the web about the way the new PHRF Downwind ratings are displayed on the certificates.
2 b. OYRA Andy Newell Andy gave the OYRA report. They are adopting the NorCalORC recommendations for equipment requirements. There was an issue with a boat that wanted a waiver to the lifeline requirements, but that request was denied. They will be having a Season Kick-off/Skippers meeting the first week or two of April. c. WBRA Don Wilson/Bob Thalman Brock delappe gave the WBRA report. Both the Knarrs and the Folkboats have their international events this year so they are expecting a good turnout for their seasons. They have a good schedule with 19 WBRA events plus the 5 race Woodies Series. Their Wednesday night series also begins a week early this year. Brock mentioned that the Fort Mason buoy is very important to the WBRA and was happy to hear that it is back on station. Brock gave an update on the SF Marina renovation. They are hoping that some small slips will open up in Gas Light Cove when the SF marina renovation is complete, allowing some of the displaced boats to return. The WBRA is also concerned about being able to access their slips during AC races. Laura will ask the Coast Guard to put together something official explaining how the restricted areas will work. d. IRC Gerard Sheridan Gerard was not able to attend but he did the board the IRC schedule for Standing Committee Reports a. Appeals Committee Paul Kamen/John Christman John gave the Appeals committee report. He has been elected as the new chairman of the committee in light of Tom Allen s death. Mike Gross has been added to the committee as well so they are back up to 5 full members. John Siegel is the regional judge b. Race Management Committee Nancy DeMauro There is an Ocean Race Committee seminar this Saturday to go over the new policies and procedures related to ocean races. Charles mentioned that he would like to see all race committees that run a YRA have a CRO as part of their race committee. c. Buoys Nick Salvador All buoys are on station. d. US Sailing Committee Bartz Schneider no report at this time e. Championship Events Committee Vacant f. Computer Programs Committee George Gurrola no report at this time. I. New Business a. Outstanding issues from previous meetings i. Party Circuit after-race event coordination Andy Newell would like to see someone from YRA take a more active stance in coordinating with the Yacht Clubs for the Saturday night party. A volunteer with some energy who could work with the Yacht Clubs would be ideal. Charles will talk to someone from EYC who may be ideal for the job. ii. ODCA/HDA Governance HDA and ODCA has become one organization at this point. The PC series could easily fold into the group. This is basically being done in practice already. Don, as the current chair of HDA, is going to put together a Board that can oversee the YRA Series and the PC Series. Dan Alvarez s name was mentioned as a good person to represent the Sport Boats. The new PC event coordinator volunteer can also be a part of this board. A discussion was held on the possibility of YRA hosting some sort of crew party, as a way for skippers to meet potential crew. b. NorCalORC Update Andy gave the update on the NorCalORC. There is a PRO meeting on Saturday. There is a Safety at Sea seminar on Sunday that is sold out (140 participants). There will be another SAS in May and there is a possibility of having a 4 hour seminar in conjunction with Strictly Sail Pacific in April. This shortened version of the seminar would be geared towards people who are only planning on doing one or two ocean races each year. Michael Moradzedah is the new chair of NorCalORC. He met with the Coast Guard today to go over what NorCalORC has done so far and the Coast Guard seems pleased with the progress the group has made. Michael is also working on a radio repeater that will help Race Committees communicate with racers while they are on the race course. c Racing Issues Brock inquired about getting Yellowbluff reset. At this point, it s not economically feasible for the YRA to maintain Yellowbluff.
3 d. Liability Insurance Bob asked about liability insurance that covers the Board of Directors. YRA does have a comprehensive insurance policy that covers the directors and officers of the YRA, in addition to our regatta insurance, as part of our overall business insurance. e. Certified PHRF ratings Paul mentioned that Jim Antrim spoke to the Pac Cup group about making certified PHRF ratings available. In order to qualify for a certified certificate a boat would need to be officially measured. The PHRF Committee is waiting for the Pac Cup group to say they are interested in using the certified ratings before moving forward. II. Chairman s closing statements Charles thanked everyone for coming to the meeting. He reiterated that he is looking forward to a good year. He encouraged any board member with ideas about how to make 2013 successful to contact him and share their ideas. III. Adjournment Bobbi made a motion to adjourn the meeting. Gerry 2nd. 6 Executive Director Report February 2013 Statistics Item thru 1/31/ thru 1/31/13 HDA Signups ODCA Signups OYRA WBRA Party Circuit NA Total YRA Racers YRA Memberships Single Race Entries PHRF Certificates PHRF Appeals From the Office The 2013 Master Calendar publication was distributed, as scheduled, at the beginning of the year. The current version of the calendar, including the US Coast Guard permit numbers for each event, is published on the YRA website. Changes to the calendar are now being handled on an event by event basis. We ended up with 871 permitted events sent to the Coast Guard in December, compared to 866 submitted by the December deadline for By the end of 2012 we had 909 events permitted. I expect a similar number of events to be permitted by the end of 2013, if not slightly more. It appears the America s Cup will have a negative impact on Bay Area racing, in terms of available racing opportunities. We are fully switched over to the Jibeset system for both race registrations and PHRF Registrations. For sailors that have used Jibeset before, the transition has been fairly smooth. A majority of our boats are already in the Jibeset system, which makes registration easier for the user. For those sailors that have not used Jibeset before, there have been some issues. I ve been able to walk most of these people through the sign-up process, or, take their renewal over the phone. For those renewals that don t go through Jibeset, I ve been manually entering them into Jibeset so that if they sign up to race in the future their boat will be there already.
7 Working with Ray Irvine, the Jibeset developer, we were able to come up with a way to verify PHRF ratings for boats that have a current 2013 certificate on file with the YRA. These verified ratings can be accessed by club race committees, thus eliminating the need for a club to require an uploaded copy of a racer s certificate. This is a great service to the racers, and is available to any club that requires PHRF Certificates for their races. Even boats that send in paper applications to the YRA office are uploaded to Jibeset so that their rating is available if they sign up for a race later on. The main issue that has come up with Jibeset is on the accounting side. I am working with Ray Irvine to come up with monthly reports that will allow me to reconcile the transactions that occurred within a month against the fees he sends us for a particular month. Most organizations that use Jibeset do their accounting on a regatta by regatta basis, but because we are using Jibeset for more than just individual regattas, we need monthly reports. Hopefully Ray can come up with reports that will work for us in the next month or so. We have a new member Yacht Club The Zephyr Yacht Club, based out of San Francisco. The ZYC is a paper-club, without a physical clubhouse. This brings our total number of active member yacht clubs to 43. I ve been working with the America s Cup group and John Van Vessen, the Rear Commodore at VYC, on having some sort of presence at the Vallejo Race. The AC group is interested in having a someone there, perhaps to give a talk after the race. We are also hoping that they might bring one of the 45 s up and VYC can ferry people out to tour them. John is working on the details with the AC people. The surveys Don Ahrens worked on are done. The first one was sent out to those racers that competed in the YRA Series & the PC Series in It was sent to 116 racers and we ve received 30 responses (25%), which is a fairly good response. This survey focused on what worked and didn t work for the racers in The other survey will be sent out to everyone on the YRA mailing list, and focuses on whether or not a sailor races with YRA, and if not, why not. This survey will go out shortly, as part of a newly formatted newsletter.
