2 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 No national prescriptions will apply. Class rules will apply. 1.3 Gold Fleet O pen Bic, RS Feva, 29er, Laser The Umpired Fleet Racing Rules, Appendix 1, will apply. Refer to Attachment #4 these change the rules in Part, 4, 5, A5 and definitions under rule The decision of the jury will be final in accordance with RRS Silver Fleet O pen Bic The regatta will be governed by the World Sailing Introdutory Rules for Racing. Refer to Attachment #3. Bronze Fleet O pen Bic Refer to Attachment # Racing rule(s) of sailing, rule 31 Touching a Mark will be changed as follows: A boat shall not touch a mark that is a committee vessel. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules. 1.5 Under rule 87, rule C1.1(a) of the O pen Bic class rule is amended to read as follows: Pumping, rocking and ooching are permitted except on a windward leg. This changes rules RRS 42.2(a), RRS 42.2(b), RRS 42.2(c). The sails do not need to be produced by a licensed manufacturer, but must be consistent with manufacturer s specifications (IE generic sails or sails with replaced panels will be allowed). 1.6 If there is a conflict between languages the English text will take precedence. 1.7 RRS Appendix P will apply. In case of conflict between the NOR and the SI, the SI shall prevail. 2 ADVERTISING 2.1 Competitor advertising will be restricted as follows: The organising authority reserves the right to refuse advertising by a boat or competitor when it is in conflict with an event sponsor or government regulations. Competitor Advertising will not be restricted, but may not added as an appendage to the sailor or vessel. The sails do not need to carry class insignias applied by the licensed manufacturer. 2.2 Boats may be required to display advertising chosen and supplied by the organizing authority. Page 2 of 12

3 3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to four fleets: O pen Bic (U13 and U17 as defined in OBCR), RS Feva, 29er, and Laser classes. All sailors shall be financial members of a yacht club that is affiliated with US Sailing or their MNA. Boys and girls shall race together. Divisions may race as one fleet or in groups depending upon entry numbers. Only competitors in a class with 3 or more boats may qualify for the Baron s Cup. 3.2 Eligible boats may enter by completing registration online through the eventbrite.com link found at Events section. Online registration closes at 23:59 (UTC-10) on Wednesday, March 28, From Monday, March 26, 3:00 PM Charter boats become available by appointment and throughout the week. 3.3 Late entries will be accepted under the following conditions: On-site Registration will be open from 09:30-10:30 (UTC-10), Thursday, March 29, 2018 with an additional $5.00 USD fee per competitor. 4 CLASSIFICATION The following classification requirements will apply (see rule 79): The regatta is open to four fleets: O pen Bic (U13 and U17 as defined in OBCR), RS Feva, 29er, and Laser classes. O pen Bic sailors to nominate (Gold, Silver, or Bronze) fleet at registration. Entry into Silver and Bronze Fleet shall be approved by the Organising Authority upon registration and may be reclassified after the Invitation Race. 5 FEES 5.1 Required fees are as follows: Early Registration by March 1: $50.00 USD per competitor for all classes. Registration March 2 to March 28: $65.00 USD per competitor for all classes. On-site Registration March 29, (UTC-10) $70 USD per competitor for all classes. 5.2 Other fees: Charter boat fee: $125 USD plus $100 USD cash safety deposit 6 INVITATION QUALIFING RACE AND FLEET RACING SERIES The regatta will consist of 1 invitation qualifying race and a fleet racing series. 5 8 MEASUREMENTS A boat or equipment may be inspected at any time for compliance with the Class Rules, Notice of Race or Sailing Instructions. 9 SAILING INSTRUCTIONS The sailing instructions will be available after 12:00PM on Friday, March 23, 2018 and will be posted on the event website and HKBC notice board. 10 VENUE The venue will be in the protected waters of Maunalua Bay inside the reef Attachment #1 shows the location of the regatta harbour Attachment #1 shows the location of the racing areas. 11 THE COURSES The courses to be sailed will be posted in the Sailing Instructions and described at daily briefings by the Race Committee. Courses unique to the O pen Bic Class should be expected. Some unregatta capsize, 360 turns, stand up, Bridge of Doom etc. to be determined by Race committee at briefing. Laser, RS Feva, 29er course: offshore O pen Bic Bronze within the Marina. The target time for each race is 30 minutes. There will be a separate start for RS Feva, O pen Bic, 29er, and Laser classes. 12 PENALTY SYSTEM 12.1 The penalties are outlined in Appendix # 1 Umpired Fleet Racing Rules For the All classes rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty Decisions of the On-water Umpires will be final as provided in rule Page 5 of 12

6 13 SCORING 13.1 The Low Point scoring system of RRS Appendix A will apply. If there is a seriesscore tie between two or more boats, then Appendix A SCORING, A8, SERIES TIES A8.1 and A8.2 will be used. A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes RRS A4 and A races are scheduled and 3 races shall be completed to constitute a series (a) When fewer than 6 races have been completed, a boat s series score will be the total of her race scores. (b) When from 6 to 9 races have been completed, a boat s series score will be the total of her race scores excluding her worst score. (c) When 10 or more races have been completed, a boat s series score will be the total of her race scores excluding her two worst scores. To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the Race Office. 14 SUPPORT BOATS All support boats shall register with the OA and shall conspicuously display an identifying flag which will be provided at registration and follow the requirements for support boats including providing assistance if requested by the Race Officer. Support boats are requested to monitor VHF channel 68 for safety information from the race committee. Support boats shall remain at least 50m outside the course area unless providing safety assistance to a competitor. Silver and Bronze fleet boats may receive coaching assistance from the official coach boat(s) and any such communication shall not be considered outside help. This changes rule BERTHING Boats shall be kept in their assigned places while they are in the boat park. 16 MEDIA RIGHTS In participating in this event, a competitor or their guardian automatically grants to the organising authority and the sponsors of the event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him/her during the period of the competition for the said event in which the competitor participates and in all material related to the said event without compensation. 7 17 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones. Support boats are requested to monitor VHF channel 68 for safety information from the race committee. 18 PRIZES Competitors will be recognized by 1 award for the first boat in each division of each class. Additional class division awards (up to 5 places) may be given depending on the number of participants in each class. The Baron s Cup will be awarded to the boat with the lowest points overall based on their overall class score. Bronze Fleet - Prizes may be awarded for encouragement and taking part as well as placing for positions. Other prizes may be awarded by the Organising Authority. 19 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk and responsibility. See rule RRS 4, Decision to Race. 9 Attachment 2: Bronze Fleet Guidelines 1. In the Bronze Fleet emphasis is on fun. The objective of this regatta is to offer younger and less experienced sailors the opportunity to sail and participate at the O pen Bic events without feeling the need or burden to sail in the more competitive and arduous Gold and Silver Fleets. 2. Sailing will be a mixture of adventure sailing, racing, freestyle and any other form of sailing that the organisers deem fit. 3. Sailors will benefit from a high level of coaching throughout the event. 4. Sailors entering the Bronze Fleet should be of a beginning level of sailing 5. Bronze Fleet racing is intended to be run dependent on weather forecasts and prevailing winds. Should the conditions be such that racing is an option this will be conducted on a separate course. 6. The Bronze Fleet will consist of a variety of activities, led by appropriately qualified activity leaders/rules advisors (in an approximate ratio of 1:10 on the water). These activities may include both, shore and on-water based skills, coaching and on-water games. 7. Parents, guardians and friends are encouraged to come and spectate but please refrain from coaching/communicating with sailors and allow the qualified coaches to deal with any issues/circumstances that arise. Silver Fleet Guidelines 1. Whether a sailor is to sail in the Silver or Gold fleet at a regatta can be a difficult decision for parents. Here are some guidelines for when entering such an event. They are guidelines only as hard and fast rules in this situation do not cater for everyone years of age or less on the day of the invitation race. 3. A sailor 9 years or more on the day of the invitation race, competing in their first major regatta. 4. A sailor with a medical condition that requires on-water treatment or has a recognized learning/cognitive disorder. 5. A sailor who has never had a podium finish in an organized O pen Bic race. 6. The goal of the Silver fleet is to encourage participation and enjoyment for beginner sailors. 7. A sailor who fits the above criteria but is skilled enough to sail the Gold course is strongly encouraged to enter the Gold fleet to maintain the spirit of the Silver fleet, and for that sailor to challenge themselves and build their own skills. 8. Final acceptance into the Silver fleet will be made by the Organising Authority. Page 9 of 12

12 Attachment 4: APPENDIX 1 UMPIRED FLEET RACING RULES The aim of this process is to have all boat-vs-boat protests decided at the time of the incident. Competitors need to accept that an umpire may not be in a position to adjudicate every incident. This Appendix changes racing rules in Part, 4, 5, A5 and the definition of Finish. Definition Finish is replaced with A boat finishes when any part of her hull, or crew or equipment in normal position, crosses the finishing line in the direction of the course from the last mark, either for the first time or after completing any penalties or, under rule 28.1, after correcting an error made at the finishing line. Protests A boat may protest another boat for a rule of part 2, by hailing PROTEST, raising a hand in the air and identifying the other boat(s) involved at the first reasonable opportunity for each. The protested boats are not entitled to a hearing unless there was damage or injury. Protests for all other rules or requests for redress shall be advised to the Race Committee or umpires within 2 minutes of finishing. The Protest Committee may take evidence in any way it decides and may make any determination it believes is equitable which may be to award no penalty. Penalties and Umpire Decisions A boat may promptly acknowledge breaking a rule by taking a One-Turn Penalty or retiring. Penalties signalled by an umpires shall be a Two-Turn Penalty. If no boat takes a penalty, an umpire shall signal a decision as follows. (a) a green and white flag with one long sound means No penalty. (b) a red flag with one long sound means The identified boat is penalised. (c) a black flag with one long sound means The identified boat is disqualified. An umpire may exonerate a boat without a hearing or penalise a boat without a protest by another boat, or report the incident to the protest committee, or both, when the boat: (a) breaks a rule of Part 2 and there is damage or injury; (b) makes physical contact with another boat or RC vessel that is a mark; (c) indicates that she will take a penalty turn, and then fails to do so; (d) breaks a rule and gains an advantage; (e) fails to take a penalty signalled by an umpire, or (f) commits a breach of sportsmanship. If the umpires decide that a boat may have broken a rule other than Part 2 they shall inform the protest committee for its action under rule REQUESTS FOR REDRESS OR REOPENING; APPEALS; OTHER PROCEEDINGS A boat is not entitled to claim redress under rule 62.1(a). The umpires may request the protest committee to consider redress if they believe an improper action or omission may have occurred. There shall be no request for redress or an appeal from a decision made under the rules of this appendix. In rule 66 the third sentence is changed to A party to the hearing may not ask for a reopening. No proceedings of any kind may be taken in relation to any action or non-action by the umpires, except as provided above. Competitors are encouraged to ask the Umpires after racing about a decision made on the water to assist with learning outcomes. This can be done between races or on shore. Attempt to identify the umpire that made the decision to speak with about the incident. Page 12 of 12
