ORGANIZING AUTHORITY The Organizing Authority is the Sonar Class Association in conjunction with Sonar Fleet 1 and the Noroton Yacht Club. 2. RULES 2.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) The prescriptions of the national authority will not apply except that US SAILING Prescriptions to RRS 61.4, 68, 76.1, and 76.3 shall apply. Additional US SAILING Prescriptions that, if adopted, will take effect after September 1, 2009, may apply. The US SAILING Prescriptions may be found at the bottom of this document or at The full text of the applicable prescriptions will be included in the Sailing Instructions If there is a conflict between languages, the English text will take precedence If there is a conflict between rules, other than RRS, the Sailing Instructions will prevail. This changes RRS An On-Water Jury may be used On-water Jury boats will display Code Flag J. The protest committee will be watching to see if boats break a rule of Part 2 (When Boats Meet) or RRS 31 (Touching a Mark) When the protest committee sees a boat break such a rule, it may make one sound signal, but will not display any flag nor hail any sail number, indicating that Jury members will be available as witnesses in the event that a valid protest is filed If no boat takes a penalty under RRS 44.1, the Jury may protest one or more boats in accordance with RRS 60.3(a). 3. ADVERTISING 3.1. Advertising on boats shall be in accordance with Sonar Class Association Rules Boats may be required to display advertising chosen and supplied by the organizing authority. 4. ELIGIBILITY 4.1. All competitors shall meet the eligibility requirements of the Sonar Class Association and shall comply with the ISAF Eligibility Code, Regulation The registered Person in Charge must be an Active member or Associate member of the Sonar Class Association. If the Person in Charge (PIC) is not the Helmsman, then the registered Helmsman must also be an Active member or an Associate member of the SCA. The PIC or Helmsman will be required to provide proof of membership at registration Crew names shall be submitted at registration for each day. Number of crew shall not vary. Crew change requests during the regatta must be made in writing and approved by the Jury

2 5. ENTRIES 5.1. Entries may be made either online at or by mail using the attached Official Entry Form Entries made by mail should be forwarded to the Organizing Authority accompanied by the entry fee of $395 US dollars The entry fee is payable in US dollars by credit card, wire transfer or check in US dollars payable to Sonar Fleet Entries must be received by Sept 8, Late entries may be accepted at the discretion of the Organizing Authority and subject to a late fee of $75 US dollars and received by 1700, Sept 30, Fees will include scheduled entertainment and victuals for the crew of each boat. Additional tickets will be available for a nominal fee at registration Lunches will not be provided, however lunches may be purchased at registration for daily distribution. 6. SCHEDULE OF EVENTS 6.1. 3 7. REGISTRATION & MEASUREMENT 7.1. Registration will be open at 1300 on Tues., Sept 29 and at 0900 on Wed., Sept Measurement will take place from 0900 on Tues., Sept 29 and from 0900 on Wed., Sept Boats may be measured for compliance with the Class measurement regulations and class rules. Boats may be required to produce a valid measurement certificate on demand of the Organizing Authority Sails will be checked for valid Certification Marks Safety Equipment in accordance with SCA rule C.3.1 (a) will be inspected Unless chartered, a boat shall display the SCA assigned sail number of its owner. A chartered boat may display a unique SCA assigned sail number Entrants will be notified if an assigned measurement time is scheduled All registration formalities, including payment of all Class and event fees, boat and sail measurement, are required to be completed by 1700 on Wed., Sept Technical and measurement issues will be decided by the International Jury upon recommendation of the class Chief Measurer or Event Measurer appointed by the Sonar Class Association During competition, any boat may be subject to re-measurement or examination at any time. 8. SAILING INSTRUCTIONS The Sailing Instructions will be available at registration. 9. RACING AREA The races will be sailed on the waters of Long Island Sound, approximately 2nm south of the harbor entrance. 10. COURSES The courses shall be Windward-Leeward with number of legs to be posted in accordance with the Sailing Instructions. 11. PENALTY SYSTEM A boat that has retired in acknowledgment that she broke a Rule, or taken a penalty in accordance with RRS 44.1, shall complete an acknowledgement form at the race office within the protest time limit. 12. SCORING A boat s series score will be the total of her race scores excluding her worst score if 6 or more races are completed Three races are required to be completed to constitute a series. 13. INTERNATIONAL JURY An International Jury constituted in accordance with RRS 91(b) will be appointed by the SCA. Decisions of the Jury will be final in accordance with RRS

4 14. ARBITRATION For protests involving a breach of a rule of Part 2 of the RRS, an Arbitration hearing will be held prior to the protest hearing. After the protest forms are lodged pursuant to the sailing instructions, one representative from each boat will testify before an Arbitrator. No witnesses shall be allowed but the parties may each bring an interpreter if necessary Arbitration is not available to a boat that causes injury or significant damage, or has gained a significant advantage by her breach At any time before the end of the Arbitration hearing, a boat may accept a 40% Scoring Penalty, calculated in accordance with RRS 44.3(c) The arbitration procedure will be outlined in the Sailing Instructions and RRS 63.1 will be changed to permit the Arbitrator to allow a protest to be withdrawn without penalty to either party. 15. SUPPORT BOATS Support boats must be registered with the Organizing Authority and shall be marked with identifying flags issued by the Organizing Authority Specific coach and support boat instructions will be stated in the Sailing Instructions. 16. HAUL-OUT RESTRICTIONS All boats shall be afloat before 2000 on Wednesday, Sept 30 and shall not be hauled out during the regatta except with and according to the terms of prior written permission of the Race Committee. 17. PLASTIC POOLS Plastic pools or their equivalent shall not be used between 2000 on Wed., Sept 30 and the end of the regatta. 18. BERTHING Berthing shall be done at assigned moorings or at dockage at the discretion of the Organizing Authority. 19. RADIO COMMUNICATION All boats shall carry a marine band VHF receiver capable of receiving normal international channels. Boats shall use the radio to report retirement from racing and may use the radio to request assistance in an emergency. The Race Committee may use the radio to advise competitors of race information Except as permitted in 19.1 above, boats shall not make nor receive any radio transmissions not available to all boats after the harbor start on each day and until the end of the last race of the day. This restriction applies to mobile phones Except as provided for in the Sailing Instructions, Global Positioning System receivers shall not be used while racing. 20. PRIZES The World Championship Perpetual Trophy will be awarded to the overall winner Individual trophies will be awarded to the first 5 places overall. Other prizes may be awarded at the discretion of the Organizing Authority

5 21. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk (see RRS rule 4, Decision to Race). The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta The Organizing Authority is not responsible for the seaworthiness of a yacht whose entry is accepted or the sufficiency or adequacy of its equipment. 22. INSURANCE All yachts competing are required to carry current Third Party Property Liability insurance. Each skipper and/or co-skipper is liable for any third party personal injury claims. Each yacht shall be covered by adequate Third party Damage and Personal Injury Liability insurance of not less than $300, The Person in Charge of each yacht may be required to produce evidence of Insurance upon demand of the Jury. 23. CHARTER BOATS Charter boats may be available for entrants and will be allocated on a first come/first served basis. The Charter fees and terms are at the discretion of the individual boat owner Application for a Charter boat should be arranged by contacting the designated person listed on the official Sonar Worlds web site ( Sails will not be included with Charter Boats. 24. SPECTATOR BOATS Spectator boats may be available by the Organizing Authority. A fee may be required Competitors expecting to be accompanied by spectators must advise the designated contact (See no later than Sept. 23, along with the number of persons and dates expected. 25. ARRIVAL, STORAGE & LAUNCHING The Noroton Yacht Club will be available for visiting competitors beginning on Sat., Sept Supervised launching is available utilizing 2 hoists. Launching is allowed from 0700 to 2000 on each day but not permitted after Wednesday, Sept. 30 without written permission of the Race Committee. There is no limitation on launching due to tides. 27. 7 NATIONAL AUTHORITY PRESCRIPTIONS US SAILING Rule 61.4 Add rule Fees for Protests and Requests for Redress US SAILING prescribes that no fees shall be charged for protests or requests for redress. Rule 68 After rule 68 add US SAILING prescribes that: (a) A boat that retires from a race or accepts a penalty does not, by that action alone, admit liability for damages. (b) A protest committee shall find facts and make decisions only in compliance with the rules. No protest committee or US SAILING appeal authority shall adjudicate any claim for damages. Such a claim is subject to the jurisdiction of the courts. (c) A basic purpose of the rules is to prevent contact between boats. By participating in an event governed by the rules, a boat agrees that responsibility for damages arising from any breach of the rules shall be based on fault as determined by application of the rules, and that she shall not be governed by the legal doctrine of assumption of risk for monetary damages resulting from contact with other boats. Rule 76.1 After rule 76.1 add US SAILING prescribes that an organizing authority or race committee shall not reject or cancel the entry of a boat or exclude a competitor eligible under the notice of race and sailing instructions for an arbitrary or capricious reason or for reason of race, color, religion, national origin, gender, sexual orientation, or age. Rule 76.3 Add rule US SAILING prescribes that a boat whose entry is rejected or cancelled or a competitor who is excluded from a race or series shall be, upon written request, entitled to a hearing conducted by the protest committee under rules 63.2, 63.3, 63.4 and
