2 ORGANISING AUTHORITY The AIODA International Optimist Green Fleet Championship is organised by Sandy Bay Sailing Club Inc. The shore venue will be Sandy Bay Sailing Club; Long Point Road, SANDY BAY in the state of Tasmania and racing will be on the waters of the Derwent River. 1. RULES 1.1 The Green Fleet will be governed by the rules as defined in the Racing Rules of Sailing except where those Rules are replaced by the Introductory Rules for Racing (Attachment 3). 1.2 Rule 40 is changed as follows: The first sentence of rule 40 is deleted and replaced by: Each competitor shall wear a personal flotation device (PFD) according to class rule 4.2(a), properly secured at all times while on the water except when temporarily adding or removing clothing. 1.3 English shall be the Official Language for the Championship. 2. NOTICES TO COMPETITORS All notices to competitors will be posted on the official notice board located at the Regatta Office, Sandy Bay Sailing Club. 3. CHANGES TO THE SAILING INSTRUCTIONS Any change to the SIs will be posted before 0830 hours on the day it will take effect, except that any change to the schedule of races will be posted by 1800 hours on the day before it will take effect. 4. CHARTER BOATS 4.1 Charter Boats will be managed in accordance with the information supplied with the Notice of Race. 4.2 Competitors sailing charter boats shall report any damage or loss of equipment, however slight, to the Organising Authority s representative immediately after securing the boat ashore. 4.3 Failure or loss of chartered equipment shall not be grounds for redress. This changes rule 62.1(a). 5. SIGNALS MADE ASHORE 5.1 Signals made ashore will be displayed from the official flagpole located on the Sandy Bay Sailing Club start box. When a signal is displayed over a class flag it applies to that class only. 5.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in the race signal AP. 5.3 Flag D with or without class/division flags, with one sound means The warning signal will be made not less than 90 minutes after flag D is displayed. Boats shall not to leave the beach until this signal is made. Class or division flags mean that the signal applies to that class or division only. 6.3 For the AIODA Green Fleet Championship: (a) The series will consist of up to 15 races. (b) No more than five races will be sailed on any day. 2

Three races per day are planned, with a maximum of five races per day. (b) The Lay Day may be used for racing if the program is behind schedule. 7.3 The scheduled time of the warning signal for the first race each day is 10:30 hours. 7.4 To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed, with one sound signal, for at least four minutes before a warning signal is displayed. 7.5 On 13 January no warning signal will be made after 16:00 hours. 8. CLASS FLAGS The Class Flag will be a white Optimist class insignia on a green background. 9. RACING AREA Attachment 1 shows the location of the racing area. 10. THE COURSE The diagram in Attachment 2 shows the course, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 11. MARKS Marks 1, 2 and 3 will be yellow triangular inflatables. A new mark as provided in instruction 13.1, will be a red cylindrical inflatable. The start line will be between a staff carrying an orange flag on the Race Committee boat at the starboard end and a flag mark carrying an orange flag at the port end. The finish line will be between a Race Committee boat and a mark carrying an orange flag. 3

THE START 12.1 The starting line will be between staffs displaying orange flags on the starting marks A boat starting later than four minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4 and A CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the Race Committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. 14. THE FINISH The finishing line will be between an orange staff displaying a blue flag on the finishing boat and the inflatable finish mark. 15. PENALTY SYSTEM 15.1 Attachment 3 contains the Introductory Rules of Sailing Coaching of Green Fleet skippers while racing is permitted, however coaching shall be limited to skippers in the bottom third of the fleet in any given race. Coach boats shall neither create wakes nor otherwise interfere with competitors and only coaches who are Green Fleet Coaches, accredited by the Organising Authority, will be allowed to coach on the course during racing. Violation of this instruction may result in any penalty which the Protest Committee deems appropriate, up to and including the disqualification of the coached skipper from the race/regatta. 16. TIME LIMITS AND TARGET TIMES 16.1 Time limits and target times (in minutes) are as follows: Time Limit Mark 1 Time Limit Target Time If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a) Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish (DNF). SCORING 18.1 Race scores: The series will consist of up to 15 races, five of which are required to be completed to constitute a series Each boat s total score will be the sum of her scores for all races except that when fifteen (15) races have been completed, her three worst scores shall be excluded; if twelve (12) to fourteen (14) races have been completed, her two worst scores shall be excluded; or if six (6) to eleven (11) races have been completed, her worst score shall be excluded. 4

5 19. SAFETY REGULATIONS 19.1 Boats shall sign on before leaving the shore and shall sign off within one hour of the finish of the last boat in the last race of the session upon returning to the shore. Sign-on and sign-off will be with numbered tallies, corresponding to a boat s bow number, on a board at the Race Office. See Attachment 4 below for sign-on and sign-off procedure. Failure to sign on or sign off will attract a penalty as determined by the Protest Committee and may be less than DSQ A boat that retires from a race shall notify the Race Committee as soon as possible and shall also fill in the relevant form available at the Race Office Competitors who require assistance should blow a whistle or wave the paddle or one arm. The Race Committee reserves the right to assist competitors who in its opinion require assistance, regardless of the wishes of the competitor. This will not be grounds for redress. This changes rule 62.1(a). 20. REPLACEMENT OF EQUIPMENT 20.1 Substitution of damaged or lost equipment will not be allowed unless approved in writing by the Race Committee. Requests for substitution shall be made to the Race Committee at the first reasonable opportunity Substitution of damaged equipment may be permitted providing that the relevant form has been filled in at the Race Office, the damaged equipment has been checked by the Event Measurer and the substituting equipment has been inspected by the Event Measurer If the substitution was made on the water between races, both the damaged and the substituting pieces of equipment shall be presented to the Measurer after the end of the day s racing. In this case, the substitution is subject to the approval of the Race Committee given retrospectively. 21. EQUIPMENT AND MEASUREMENT CHECKS 21.1 A boat or equipment may be inspected at any time Measurement for Green Fleet will be safety equipment only, as per the Measurement Checklist provided in the Registration Kit. 22. OFFICIAL AND ACCREDITED BOATS 22.1 Official boats will be marked as follows: Boat Race Committee vessels Jury Boats Rescue Boats Equipment Inspector Boat Support and Coaches boats Flag Jackson Volkswagen Flag Black flag marked with white J Jackson Volkswagen Flag White flag marked with black M White flag marked with black number as supplied at Registration 22.2 Accredited boats will be marked as follows: Boat Press, spectators and VIP boats Flag Jackson Volkswagen Flag 5

6 23. SUPPORT BOATS 23.1 Team Leaders, Coaches (except as designated by the Race Committee as accredited Green Fleet Coaches set out in SI 15.2) and other support personnel shall stay outside areas where boats are racing from the time of the warning signal until all boats have finished or the Race Committee signals a postponement, general recall or abandonment. Race Committee vessels may indicate a support boat to move further from the course area, in which case the mentioned boat shall do so immediately The penalty for failing to comply with instruction 23.1 may result in the disqualification (from the race/s in which the infringement took place) of all boats associated with the infringing boat or other penalty at the discretion of the Protest Committee. 24. BEHAVIOUR Team members and officials shall observe the regulations of the Sandy Bay Sailing Club and shall behave correctly at all times. Bad behaviour at any time, whether on shore or afloat, with or without any damage to the facilities, may be investigated by the Jury, who may call a hearing and impose a scoring penalty when appropriate. 25. RUBBISH DISPOSAL Boats shall not put rubbish in the water. Rubbish may be placed aboard support and Race Committee boats. 26. BERTHING Boats shall be kept in their assigned places in the boat park. 27. PRIZES Green Fleet championship 1st place, Natalie O Brart trophy Green Fleet 2nd to 10th places More prizes may be awarded at the discretion of the Organisers. 28. DISCLAIMER OF LIABILITY 28.1 Competitors participate in the regatta entirely at their own risk and responsibility. See rule 4, Decision to Race The Organising Authority and any other party involved in the organisation of the Championship will accept no liability whatsoever for any injury, damage, loss or claim, whether personal or material, incurred by or inflicted to participants before, during or after the Championship All competitors and coaches will be required to execute liability waiver. 29. INSURANCE 29.1 All boats shall have third party insurance cover of not less than AUD5,000,000. (recommend AUD10,000,000 or the equivalent thereof in any other convertible currency) for any accident. All owners / competitors who sign the entry forms are deemed to have made a declaration that they hold such cover. Owners / competitors not holding this cover shall withdraw their entry. The skipper of each boat must be able to display proof of cover if requested to do so. 6

10 ATTACHMENT 4: SAFETY EQUIPMENT CHECKS, SIGN ON, SIGN OFF Boats will be inspected before they are allowed to proceed to the launching area each day. Safety equipment shall comply with the Class Rules and the Yachting Australia Special Regulations Part 2 Off the Beach Boats. To comply with the requirements of SI 18, competitors will do the following: To sign on before going afloat, helms will transfer their Tally disc from the Off-Water side of the sign-on board to the On-Water side of the sign-on board. When coming ashore, either between races or at the end of racing or after retiring, helms will transfer their Tally disc from the On-Water side of the sign-on board to the Off-Water side of the sign-on board. 10
