2 SAILING INSTRUCTIONS ORGANISING AUTHORITY KINSALE YACHT CLUB In conjunction with HALF TON CLASS ASSOCIATION 1. Rules 1.1 The HTCC 2017 will be governed by the World Sailing Racing Rules of Sailing, the IRC insofar as this rule applies to competing boats, the World Offshore Council Special Regulations, the Class Rules of the Half Ton Association, the Notice of Race and these Sailing Instructions. 1.2 Racing rules will be changed as follows: RRS 44.1 Penalties RRS Appendix A2 & A4. Scoring IRC Rule 22.4 shall not apply 1.3 The RYA Prescriptions shall apply. 1.4 RRS (Black Flag) may not be used by the race committee for any race having a coefficient above Regatta headquarters will be located on the ground floor of Yacht Club. The regatta s official notice board will be situated on the window outside the Race Office on the ground floor of the club house. 1.6 All competitors will be honorary members of Kinsale Yacht Club for the duration of the event. 2. Registration : Registration will take place on: Saturday 12 th between 10:00 to 13:00 & 14:00 to 17:00 Sunday 13 th between 10:00 & 13:00 3. Notices to Competitors Notices to competitors will be posted on the Official Notice Board located at Kinsale Yacht Club Race Office. 4. Crews 4.1 Crew Weight/Number IRC class rules parts 1, 2 & 3 shall apply to IRC competitors, except that the number of crew shall not exceed the number on her IRC TCC or the weight listed on her IRC TCC, whichever is chosen by the Yacht s owner. If weight option is chosen, crews will be weighed up to 13:00 on Sunday and this will be their weight for the entire regatta. 4.2 Crew List A list of boats individual named crew members must be submitted on the provided Crew List Form at the Registration for the Event as defined in the Notice of Race and the Sailing Instructions. 4.3 Crew Changes A boat may only compete with any of the named crew aboard as per the Crew List in all races. On any single day, the same number of crew must be aboard for all races on that day.

3 5. IRC Certificate At registration each boat skipper must provide a paper copy of their IRC Certificate to the Race Committee. These will be kept for the duration of the Event by the Race Committee and will be available for inspection by other competitors. No copies or images of the Certificate are allowed to be taken. The Race Committee reserves the right to carry out measurement checks and request further information regarding a yacht s measurements. Competitors should note RORC inspectors may carry out random inspections during the regatta. 6. Changes to Sailing Instructions Any change to the Sailing Instructions will be posted before 08:00 hrs on the day it will take effect, except that any change to the schedule of races will be posted by 18:00 on the day before it will take effect. 7. Signals Made Ashore 7.1 Signals made ashore will be displayed on the signal mast at Kinsale Yacht Club. 7.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes in the race signal AP. 7.3 When flag Y is displayed ashore, rule 40 applies at all times while afloat. This changes the Part 4 preamble. 8. Schedule 8.1 A briefing will be held for skippers on Sunday at 13:00 in the vicinity of the Race Office. 8.2 Races: It is intended that a total of 11 races, including 1 coastal race, be held between Mon 14 th and Fri 18 th August, inclusive. A maximum of 3 races per day will be held between Mon. and Thurs. inclusive. One Coastal race may be held on either Tues, Weds or Thurs. A maximum of 2 races will be held on Friday 18 th August. Competitors will be informed of the Race Committee s (RC) intention to run the coastal race day no later than 18:00hrs on the previous day. Failure to hold the coastal race on the day specified will not be grounds for redress and the RC may elect to hold W/L races on that day, if they so chose. 8.3 First Warning Signal daily - 10:55 hrs 8.4 On the last day of the Regatta no warning signal will be displayed after 13:30hrs. 9. Class Flag The Class flag will be IC No.5. It need not be displayed by competing yachts. 10. Race Areas Racing will take place in the waters off Kinsale within a radius of 25 nautical mile of Bulman Buoy.

The Courses 11.1 The diagrams in Appendix 1 (Windward/Leeward) show the courses for the Windward / Leeward races, the order in which marks are to be passed, and the side on which each mark is to be left The marks shown in Appendix 2 list the description and approximate position of each mark to be used in the Coastal Race. In addition navigational mark Black Tom in Courtmacsherry Bay and either of the Sovereign Islands may be used The courses and bearing to the first mark for each race will be displayed on a blackboard on the Committee Boat at or before the warning signal The type of course for each race will be signaled by a flag flown on the Committee Boat. Code flag W signals a windward/leeward race. Code flag G signals a Coastal race If windward/leeward course is chosen, the number of rounds will be displayed on a blackboard on the Committee Boat. 12. Marks 12.1 Marks for the Windward / Leeward courses will be large yellow cylindrical inflatable buoys Marks for the Coastal race are as described in Appendix 2 and also referred to in S.I The Start 13.1 Races will be started using RRS The starting line will be between a line between a mast on the committee boat displaying an orange flag and a mast on a dan buoy or a pin end boat displaying an orange flag A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A The Finish 14.1 The finishing line will be a line between a mast on the committee boat displaying an orange flag and the mast on a dan buoy or pin end boat displaying an orange flag Unless finishing, boats may not pass through the finishing line when a blue flag is flying on the Committee Boat. 15. Penalty System Rule 44.1 is changed so that the Two-Turn Penalty is replaced by the One-Turn Penalty. 16. Time Limits 16.1 Windward/Leeward races: Boats failing to finish within 20 minutes of the first boat will be scored Did Not Finish without a hearing Coastal race: Boats failing to finish by will be scored Did Not Finish without a hearing. This changes Rules 35, A4 and A5.

5 17. Protests and Requests for Redress 17.1 Protest forms are available at the Race Office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit The protest time limit is 90 minutes after the last boat has finished the last race of the day or the race committee signals no more racing to day, whichever is later. This time will be posted on the official notice board at the Race Office Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they or are parties or named as witnesses Notices of protests by the RC or protest committee will be posted to inform boats under RRS 61.1(b) A request for a written decision shall be lodged within 1 hour of the oral decision. This changes RRS On the last scheduled day of racing a request for reopening a hearing shall be delivered (a) Within the protest time if requesting party was informed of the decision on the previous day; (b) No later than 30 minutes after the requesting party was informed of the decision on that day. This changes RRS On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS Scoring 18.1 Three races are required to be completed to constitute a series When fewer than 4 races have been completed, a boat s series score will be the total of her race scores When 4 to 6 races have been completed, a boat s series score will be the total of her race scores excluding her worst score When 7 or more races have been completed, a boat s series score will be the total of her race scores excluding her two worst scores The Low Point scoring system, RRS Appendix A is modified as follows: Windward / Leeward x 1 Coastal race x 1.5 Points scored for the Coastal race may not discarded Points will be awarded as follows (for definitions see RRS Appendix A11): DNS / DNC / OCS / DNF / RAF: number of race entries plus one. DSQ / DNE / DGM: number of race entries plus three. This changes RRS Appendix A2 & A4.2.

6 19. Safety Regulations 19.1 The World Offshore Racing Council s Special Regulations Appendix B apply for this event. In addition, the following must be carried aboard: Permanently installed manual bilge pump A handheld waterproof marine VHF radio A second marine VHF, which may also be a handheld VHF A first aid kit and manual Two orange smoke flares An effective means to quickly disconnect or sever the standing rigging from the boat 19.2 A boat that retires shall notify the RC as soon as possible On any day, a boat not intending to race, shall inform the RC of their intentions. 22. Event Advertising Boats will be required to display advertising chosen and supplied by the organising authority including bow numbers and boom decals. 23. Hauling- Out Restrictions Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the Race Committee. 24. Radio Communication Except in an emergency, a boat shall neither make radio transmissions whilst racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones, tablets and laptops. 25. Prizes Prizes will be given as follows: Half Ton Classics Cup Overall Trophy (this can only be won by a yacht which has a valid Endorsed IRC Certificate) Half Ton True Spirit Trophy (to be decided by Race Committee). Half Ton Production Yacht Trophy Half Ton Classics Cup Corinthian Trophy ECP Trophy First Place in the Coastal Race. 26. Insurance It is the duty of each boat owner to have his boat adequately insured against any risk, including civil responsibility to third parties and to ensure that such insurance remains valid for the entirety of the Half Ton Classic Cup 2017.

7 27. Risk Assessment: Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: (a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event. (b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; (d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a Race Management Team, patrol boats and other officials and volunteers by the organising authority does not relieve them of their own responsibilities. 28. MEDIA WAIVER Competitors give their consent to Kinsale Yacht Club, Half Ton Class Association, its sponsors, and the Organising Authority to use their name, comments, photograph and likeness in order to promote the Half Ton Classic Cup.
