3 Part 1 NOTICE OF RACE Name and Organising Authority 1.1 This Notice of Race will be used for all Club racing unless replaced by event specific notice of race. 1.2 The Organising Authority is The Poole Yacht Club Sailing Committee. 2 Rules 2.1 The events will be governed by the rules as defined in the Racing Rules of Sailing, by the RYA prescriptions (as relevant), PYC sailing instructions, The Poole Harbour bye-laws and The Poole Harbour yacht racing criteria. 2.2 After sunset, RRS Part 2 is replaced by the INTERNATIONAL REGULATIONS FOR PREVENTING COLLISIONS AT SEA. 2.3 The Exoneration Penalty, the advisory hearing and RYA Arbitration of the RYA Rules Dispute Procedures will be available. 3 Eligibility 3.1 The events are open to boats in the classes indicated in Part 3 of the Notice of Race and Sailing Programme. 3.2 Handicap cruisers will race under IRC (administered by the RORC Rating Office) or VPRS (Velocity Prediction Rating System) administered by VPRS.org. Class definitions will be announced prior to series start. Handicap dinghies will race under the RYA Portsmouth Yardstick Scheme. 3.3 Entries will be made by completing an entry form available from the Poole Yacht Club office and returning it, together with the appropriate fee, to the office. Results will not be awarded to boats for races prior to the date that the entry form and fee are received. 3.4 In addition to the requirement in 3.3 above, cruisers will not be awarded results for races prior to the date that their current Rating Certificate is published on the IRC or VPRS website. Note that a new certificate is required each year. 3.5 For YW Dayboats, only clinker boats, namely Type A or Type D with wood or metal spars may race. (Refer to YWDB class rules.) 3.6 In addition to the requirements of NoR 3.3 above, all under 18 years of age racing Club racing, shall enter their Name, Boat Type, and Sail Number on the Entry Sheet each time provided next to the Course Board. 4 Fees 4.1 Fees are as follows: Saturday / Sunday Spring Series Saturday / Sunday Spring Series and the Evening Series Poole Y.C. Members Non Poole Y.C. Members Cruisers Dinghies Cruisers Dinghies ( under 18) Autumn / Winter Series An entry fee is only transferable for the same owner to a new boat within the same class. A new entry form must be completed. Results are not transferable. 4.3 A new owner of a boat must pay a new entry fee and complete a new entry form. 4.4 The Entrance Fees for the series listed in 4.1 above, for Poole Yacht Club members includes the entrance fees for the Poole Yacht Club Regatta. For Non PYC Members entrance fees please refer to the relevant entry form. 2

4 4.5 The fee for a Poole YC Member racing for their first year is set at ( under 18) as an introductory offer. This applies to both dinghy and cruiser racing. 5 Schedule 5.1 The schedule of races is given in Part 3 of the Notice of Race and Sailing Programme. 5.2 Notice to Competitors Dinghies: Start of the 2018 Season It is acknowledged that the first Saturday of Dinghy Racing is scheduled for Saturday 31 st March Berthing and Dry-side storage for dinghies is usually available from 1 st April each year. For this 2018 year, it will be possible to bring your dinghy to the Club any time from 12noon Thursday 29th March 2018, in readiness for the racing season. You may not be allocated your final berth / yard space until the early part of April. If you wish to take up this facility, you need to advise the Office in advance of Thursday 29 th March so that early arriving dinghies may be more easily accommodated, bearing in mind there may well still be a number of Cruisers in the Yard. 6 Measurement 6.1 Dinghies shall be in possession of a valid and current measurement certificate as required by their class rules. 6.2 All non-handicap classes shall be in compliance with their class rules. 6.3 No alteration to a boat's rating/handicap will be permitted during a race series except as a result of a rating/handicap protest or to correct a rating/handicap authority error. 6.4 Cruisers will comply with the relevant rating system measurement system requirements. 7 Cruiser Handicap Classes 7.1 Allocation of boats to classes may be decided and imposed by the organising authority and published on the Cruiser Notice Board. 8 Dinghy Handicap Classes 8.1 The dinghy handicap classes will race using the RYA Portsmouth Yardstick scheme in the following classes:- Class T E F Portsmouth Yardstick Numbers 1201 and above 1025 to 1200 Inc to 1024 Inc and below 9 Sailing Instructions 9.1 A copy of Sailing Instructions will be issued to competitors. Additional copies can be purchased from the Poole Yacht Club office. 9.2 Sailing instructions will detail courses, penalty and scoring systems. 10 Racing Area 10.1 The Racing Area is Poole Harbour, Swanage Bay and Poole Bay. Admiralty Charts 2611 (Poole Harbour and Approaches), 2172 (Swanage & Studland Bays) and 2175 (Poole Bay) are recommended. 11 Radio Communication 11.1 All Cruisers and R19s shall maintain a listening watch on VHF Ch37 at all times whilst racing 11.2 R19s Thursday evenings only: in place of channel 37, channel 72 is to be used. 12 Additional Cruiser Safety (Excluding R19s) 12.1 In addition to the requirements of her class rules and the RRS, a Cruiser shall comply with World Sailing Offshore Special Regulations Category 4 Monohulls but modified as described below. 3

5 a. Boats shall not be required to carry a radar reflector. b. Lifebuoys need not be fitted with a self-igniting light. c. Any boats that do not comply fully with the requirements may apply to the Poole Yacht Club Sailing Committee for written dispensation against specific requirements. 13 Definitions 13.1 A boat is defined as the crew, and sailing yacht or dinghy entering any of the races within this programme. 14 Risk Statement Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Sailing by its very nature is an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: 14.1 They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; 14.2 They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; 14.3 They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; 14.4 Their boat is in good order, equipped to sail in the event and they are fit to participate; 14.5 The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; 14.6 The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; 14.7 (Especially Offshore Races and/or Longer Distance Races) They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather, that there is a crew sufficient in number, experience and fitness to withstand such weather, and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew They will use their best endeavours to advise the Race Management Committee of any incidents on the water affecting safety. Appropriate forms will be available in the Sailing Office. 15 Insurance The boat must be adequately insured, with cover of at least 2,000,000 against third party claims. (Please note that in the 2019 Notice of Race this will be increased to At least 3, ). 4

6 Part 2 AMENDMENTS TO SAILING INSTRUCTIONS Amendment Number: 2018/01 10 THE START INSERT: Flags may be used instead of the light system defined above. When so used, flags will be used in accordance with RRS 26. 7 Part 3 SAILING PROGRAMME Start sequence: Classes will start in the sequence in which their respective Class Signals are listed in the programme under Event. The Warning time denotes the time of the warning signal for the first start. The interval between each class starting shall be 5 minutes. An example showing a Monday in the programme is given below, BUT always check the start sequence for the date in question, and any amendments. Start Sequences: Where Classes are shown in brackets e.g. (T,7),(G,D),8: Classes within the brackets start at the same time; (T,7) start 5 minutes before (G,D) and, then a further five minutes later, Class 8 starts. Classes, starting together, may sail different courses and if shortened will be done so with the individual Class light. Saturday Club Series Racing: Where 2 races are indicated, they shall be run Back to Back. Junior and Youth training takes place on a Wednesday evening, with Junior sailing being run in accordance with the RYA sailing training syllabus. Junior sailors progress from RYA level 1 to RYA Start Racing. The adult training programme is based on a pathway approach: Beginner Novice Improver Free Sailing and Club Racer Beginner - for members who have no or very little sailing experience. Beginner training will be done as part of the Youth section training evening on a Wednesday as well as training courses which will run over specific weekends. These will support people to achieve RYA level 1 and 2. Beginner training is done using club boats. Novice (Improver Level 1) for those who have learnt the basics of dinghy boat handling and need practice and further instruction in a relatively limited sailing area in order to consolidate their sailing. Novice/Improver 1 sailing will take place on a Thursday evening, April to October. Improver Level 2 - for those who are confident to sail further within the top triangle, in stronger winds and tides. Instruction in this group will concentrate on skills needed to take part in club racing and on building confidence so sailors can enjoy cruising dinghy sailing in all areas of the harbour. Improver 2 sailing will take place Monday evenings, April October. Free Sailing for those who can sail independently, i.e. with safety cover but without instruction, and who wish to sail in company of other dinghies instead of, or as well as, taking part in club racing. Free sailing will take place on Friday evenings as the Friendly Fridays group. Club Racer - assistance will be given within each fleet for sailors of any age who want to begin taking part in Club racing. Class Captains will assist in providing crewing opportunities with helms, advice on boat purchases, pre-and post-race briefings, introductions to the other class sailors, learner ribbons on the sail to indicate an inexperienced racer. Cruiser Racing keelboat helms are often willing to train novice sailors in how to crew on their boats and this is a great way to extend sailing skills and meet other members. Boat Hire - Club-owned boats can be hired by members (pycbookaboat.com) in order to take part in the above training groups. Members can also use their own dinghies in the Improver, Free Sailing and Club Racer groups. All training is run by volunteers, and people taking part in any of the above activity will need to cover volunteering duties during the season. Training is open to all members. Come along dressed in your best fake tan, board shorts & swimwear, flip-flops and cork hats. We have a surfboard simulator, limbo poles and an Aussie music playlist. Join in on the Dame Edna look-a-like competition and generally have a good laugh! Ticket information to follow. 24/2/18 Coach to Portsmouth Gunwharf Quays. Pick up 8.30am from the Club, arrive 10am Portsmouth where you can spend the day going to the museums or shopping. Leaves 4pm and return to Fish & Chip Supper at Club all-inclusive. 17/03/18 - St Patrick s Day. We have a brilliant fiddle band booked for this night, which follows an Irish themed menu of Irish stew and Colcannon, Guinness & Chocolate Pudding with a Baileys Irish Cream. Ticket prices and further information to follow. 21/04/18 - St. George s Day. A brilliantly fun sing-a-long night run by Martin who compered the German Fest night. Two course meal of roast beef & Yorkshire pudding carvery, bread & butter pudding with cream or custard. 26/05/18 - International Paint Regatta.
