1 12 th «Trophée Marie-Agnès Péron» Event of Championnat de France de Course au large en Solitaire Mini 6.50 From Monday, June 06 th to Saturday, June 11 th ORGANIZATION NOTICE OF RACE The Trophée Marie-Agnes Peron that will take place from Monday June 06 th June to Saturday June 11 th 2016 is organized by the Winches Club in association with the Mini Class, and with the support from the Douarnenez City and other local authorities under the auspices of the French Sailing Association (FFVoile). 2. RULES The race will be governed by: - The rules as defined in the Racing Rules of Sailing (ISAF) The set of rules of the French Sailing Federation (FFVoile), applying to foreign competitors defined in the attached Appendix Federal Prescriptions - The Offshore Sailing Regulations category 3 race. - The International Regulations for Preventing Collisions at Sea (COLREGS) and especially part B, section II from the RIPAM (IRPCAS) when replacing rules from chapter 2 of the RRS. - The 2016 Classe Mini rules (see the 2016 Mini Guide). If there is a conflict between languages, the French text will take precedence. 3. ADVERTISING Advertising will be accepted under the condition that the sailing boats carrying individual advertising during the race are delivered a valid card by the French Sailing Federation (FFVoile) or the Sport Authority of their own country. In accordance with the article 20.3 (d) (i) of the Advertising Code (ISAF) and the article R-17 of the 2016 Guide Mini, each boat may be required to display an advertising chosen and supplied by the Race Authority. Applying a sticker and its maintenance will be under the responsibility of the crew whom will have to replace it if necessary. 4. ELIGIBILITY AND ENTRIES 4.1 The Trophée «Marie-Agnes Peron» is opened to all boats complying to the 2016 Classe Mini Rules and hold a valid Class Measurement Certificate. This race is classified as a C Level Race by the Classe Mini. 4.2 The skipper is the sole competitor in this single-handed race, and he/she must be admitted to take part in the race by the Sport and Maritime Authority (Cf. Class Rules of Class Mini, article R-2). 4.3 Eligible boats can register by completing the form enclosed and send it to the Winches Club, with the registration fee (see chap 5.5). 4.4 All competitors must hold a valid and signed license from the FFVoile or a valid certificate from the Sport Authority of their country (+ health certificate). 2 4.5 All competitors not licensed with FFVoile must be insured with valid third-party liability insurance with a minimum cover of The Race Committee reserves the right to refuse any entry (R.76 of the RRS ). 5. REGISTRATION 5.1 Registrations are opened from March 07 th 2016 The checking in date is fixed on March 07 th 2016, any registrations received before will be registered on that very same date. 5.2 Entries will be restricted to 40 boats. However, the Organizer reserves the right to: - accommodate additional boats to take part in the race; - refuse registrations. 5.3 The entry fee is 250 (included a non refundable 150 fee for traker renting). 5.4 The entry form completed and signed must be returned by post to the Winches Club (Maison du Nautisme, 59, quai de l Yser Douarnenez France) or by with the prove of bank transfer (IBAN : FR For the registration to be valid (waiting list included) at the date of the postmark or the , it is imperative that : A - The "compulsory" clauses of the entry form must be duly filled in B - Entry fees must be paid as follow: Terms of payment of the entry fee The entry form must be sent together with: - a cheque of 250 to Winches Club Or - a prove of a 250 bank transfer to the Winches club (Bank certificate with the number of the Mini concerned confirming the 250 payment to Winches club) (See the entry from for the Winches club s IBAN) 5.6 Order of entries: All the entry forms received and stamped before March 07 th 2016 will be taken into account at this very same date. Once the 40 first complete entry forms received, the competitors wanting to participate will be registered on the waiting list according to their chronological arrival of their forms and payment of their entry fee (as attested by post mark or ). 5.7 If all the conditions defined in the preceding chapters are not met, the date taken into account for the registration will be the date when the forms are conformed to these conditions. 5.8 Entry forms must be sent in by Monday May 16 th 2016 the latest (as attested by post mark or ). Beyond this delay, the Organizers have the right to refuse entries. 5.9 The Winches Club will acknowledge receipt of the entry form and payment (by or postal letter) confirming the registration All remaining administration forms necessary for a valid registration (Article R-11 of the 2016 Mini Guide) must be sent to the Classe Mini. 3 5.11 Withdrawals: If a competitor withdraws their entry to a race less than one month before the start of the race for reasons other than absolutely necessary, then he will lose 100% of the entry fees (Article R- 13-a of the 2016 Mini Guide). This rule applies to all competitors, including those on a waiting list. l skippers must be aware of the waiting list (web site) at any given time 5.12 The registration is finally accepted when : - The entry forms are completed ; - The full payment of the entry fee is done ; - The skipper received agreement from the Race Committee, the measurement Committee, the Classe Mini and from the organizer of the race in general. Each skipper is responsible for following his file process and be in touch with the Race Committee. 6. HAUL OUT RESTRICTION Cost of lift-in and lift-out is at skipper s charge. A reduced rate at 22 is offered to skippers registered to the race. Craning is organized at low tide. Please take contact with the Harbour office: tel 0033 (0) port.de.plaisance@mairie-douarnenez.fr 7. MEASUREMENT Boats must be conformed to 2016 Mini measurement. A measurement session may be organized in Douarnenez before the race. Please take contact with the Classe Mini. 8. SECURITY CHECKS The boat fittings out will have to follow the Classe Mini requirements at the starting date (see special rules for events of the 2016 Mini guide). Please use the timetable available in Douarnenez to book a meeting. 9. RACE: Douarnenez Iroise Sea South Brittany Douarnenez (roughly 220miles) (Substitute routes are possible). 4 The marks will be defined in the Route Appendix given with the Race Instructions after confirmation of the registration. The detailed routes, the list of compulsory maps and other security documents will be posted on the Winches Club's website a few weeks before the race. 10. SCHEDULE EVENT The pre-event of the Marie Agnes Peron Trophy, will take place at the harbour of Tréboul. - Boat Arrivals : - From Saturday May 28 th Opening of the check-in and confirmation of entries : - Monday June 06 rd at 09AM - Closing of check-in : - Wednesday June 08 rd at 06PM - Skippers reception : - Wednesday June 08 rd at 07PM - End of registration : - Thursday June 07 th at 08AM - Start of the race : - Thursday June 09 th - Awards ceremony and Reception: - Saturday June 11 th at 07PM - End of the free berth period in the harbour : - Sunday June 19 th Noted : briefing on Thurday June 09 th in the morning. The direction of the race saves the possibility of moving the briefing in Wesdnesday 08 th. Any change will be posted in the official boar. Please keep the Race Committee and harbour office informed on your eventual intention to remain in the harbour after the race. 11. PRE RACE 11.1 Boats and skippers (or skippers agent or representative) must be available for the Race Committee the latest on Monday June 06 th 2016 at 6PM in Douarnenez. From that date, skippers must be present and available for boat safety checking and should attest their presence to the Race Committee. Passed this deadline the following penalties can be applied: 80 the first day, 160 the second day, (See 2016 Mini rules, article R-13-b) All boats and skippers, after exemption of the article 11.1 granted by the race director, who will not be in Douarnenez on Wednesday June 08 th 2016 at 12AM may not be allowed to take part to the race. 12. RANKING There will be made a Proto and a Serie ranking. They will be made in real time including eventual penalties and bonuses (adjustment to RRS A.4). Notice of race - Trophée MAP Page 4 sur 6

5 13. PRIZES Trophies will be awarded to the winner of each series. 14. INSURANCE Every boat taking part to the race must have a valid insurance and third party Civil Responsibility with a minimal cover of 1.5 million of Euros for the race. (The competitors not licensed FFVOILE must be insured with valid third-party liability insurance with a minimum cover of Mini Guide R-11). 15. BRIEFINGS AND RECEPTIONS It is compulsory for competitors to attend the official briefings and receptions listed on the programme of the Race Instruction. 16. USE OF RIGHTS In accordance with n of July 16th 1984 abou t the organization and advertizing of sportive activities, modified by the n of August 1 st 2003, competitors taking part to the MARIE AGNES PERON Trophy automatically give authorization to the organizing authority to use and show, whenever they wish, their name and image of the boat and sponsors to communicate on the race on the territory and on any support. 17. RESPONSABILITIES Competitors participate at the event at their own risk and they alone shall be responsible for their participation. It is the sole responsibility of each skipper to decide whether to take part in the event, to stop or continue it at any given time according to his or her competences, the equipment, the weather conditions, etc. The 2016 Mini Guide with the Mini rules, the special rules for events and the Mini Class rules is available on the website of the Classe Mini. 6 ANNEXE «PRESCRIPTIONS FEDERALES» FFVoile Prescriptions to RRS Applying to foreign competitors RRS 62 REDRESS FFVoile Prescription : For the events of the Fédération Française de Voile, the equipment inspection committee or measurement committee is composed of the event measurer and the equipment inspectors, if any. For purposes of rule 60.2, the event measurer and the equipment inspectors are included in the race committee. RRS 67 DAMAGES Any question about or request of damages arising from an incident involving a boat bound by the Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the appropriate courts and will not be dealt by the jury. RRS APPEALS AND REQUESTS TO A NATIONAL AUTHORITY In such circumstances, the written approval of the Fédération Française de Voile shall be received before publishing the notice of race and shall be posted on the official notice board during the event. RRS 78 COMPLIANCE WITH CLASS RULES; CERTIFICATES The boat s owner or other person in charge shall, under his sole responsibility, make sure moreover that his boat comply with the equipment and security rules required by the laws, bylaws and regulations of the Administration. RRS 91 PROTEST COMMITTEE The appointment of an international jury meeting the requirements of Appendix N is subject to prior written approval of the Fédération Française de Voile.
