1 Blackline Patos Island Race April 14 & 15, 2018 Sidney North Saanich Yacht Club SAILING INSTRUCTIONS 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 The prescriptions of Sail Canada will apply. 1.3 The rules of PHRF-BC, the Notice of Race, these Sailing Instructions and any ammendments will apply. 1.4 If there is any conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions will take precedence. 1.5 Between sunset and sunrise, the International Regulations for Preventing Collisions at Sea shall replace the relevant rules of Part 2 of the RRS. 1.6 A yacht that impedes or obstructs commercial traffic may be subject to disqualification. 1.7 Yachts must meet current US Sailing Safety Equipment Requirements (SERs) as detailed in the Notice of Race and any amendments thereto as published on patosislandrace.com 1.8 All competitors shall mount Patos Island Race issued SPOT transponders on their yachts. The transponder units will be distributed along with Race Packages at the SNSYC registration desk on Friday, April 13 from Hrs. Any boat that has not picked up a SPOT transponder prior to racing will be disqualified. SPOT transponders must be returned to SNSYC race head quarters upon finishing. As the SPOT transponder is an integral part of race safety, yachts that fail to turn on the transponder prior to the start of the race, or yachts that turn off the transponder during the race may be subject to protest. 2 NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on patosislandrace.com and the official notice board located at the main entrance inside the SNSYC Clubhouse. 2.2 A skippers meeting will be held on Friday April 13, 2018 at 2030 Hrs. in the SNSYC Clubhouse. 2.3 Division splits will be announced at the Skippers meeting. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0900 on the day it will take effect. Any change to the schedule of races will be posted by 2100 on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the flagstaff on the water side of the SNSYC club house. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes in the race signal AP. 2 5 SCHEDULE OF RACES 5.1 Saturday April 14, First Start Long Course PHRF Second Start Short Course PHRF Third Start Day Course 5.2 The scheduled time of the warning signal for the first race is CLASS FLAGS Long Course Numeral Pennant 1 Short Course Numeral Pennant 2 Day Course Numeral Pennant 3 7 RACING AREAS The Racing Area is in the vicinity of Haro Strait and Boundary Pass, as far south as Beaumont Shoals, as far east as Patos Island, as far north as Saltspring Island and as far west as the town of Sidney. Competitors are strongly advised to check the appropriate charts for navigational hazards. 8 THE COURSES 8.1 The Long Course (67 nm) Start in a southerly direction between Red Buoy U6 and an orange flag on the Sidney wharf and: Leave Beaumont Shoals to port Leave Kelp Reef to port Leave Turn Point to starboard Round Patos Island to either port or starboard Leave North and South Pender Islands to starboard Leave Moresby Island to port Leave Canoe Rock to port Leave Buoy U15 to starboard Leave Dock Island to starboard, and Finish in a southerly direction between the white/orange floating cylindrical N, W and an orange flag displayed on the committee N, W. Keep pin end to port as you finish. 8.2 The Short Course (43 nm) Start in a southerly direction between Red Buoy U6 and an orange flag on the Sidney wharf and: Leave the green spar buoy (U5) to port Leave Sidney Spit to starboard Leave the South Cod Reef cardinal buoy to port Leave Rum Island to port Leave Turn Point to starboard Round Patos Island to either port or starboard Leave North and South Pender Islands to starboard Leave Moresby Island to port Leave Canoe Rock to port Leave Buoy U15 to starboard Leave Dock Island to starboard, and Finish in a southerly direction between the white/orange floating cylindrical N, W and an orange flag displayed on the committee N, W. 3 8.3 Patos Island Race long and short courses will not be shortened. This changes rule THE START 9.1 Races will be started by using rule 26 with the warning signal made 10 minutes before the starting signal: First start: Long course Second start: Short course Third start: Day Course 9.2 The starting line for the long and short course will be between a staff displaying an orange flag on the Sidney wharf at the starboard end and Red Buoy U6 on the port end, starting in a southerly direction. 9.3 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. 9.4 In the event of individual recall(s), the race committee (RC) will attempt to broadcast sail number(s) on VHF channel 72. Failure to make a broadcast or for a competitor to hear a broadcast will not be grounds for a request for redress. This changes rule 62.1(a). 9.5 In the event of a general recall (s) the RC will start the same fleet as had the general recall with the warning signal 5 minutes before the starting signal. That warning signal will come 1 minute after the First Substitute is lowered. 10 THE FINISH 10.1 The finish line will be between a committee boat (MYSKAPE III, Meridian 411 motor cruiser) displaying an orange flag N, W at the starboard end and the port-end finishing mark (floating white/orange buoy located at N, W.) In darkness the location of the orange flag on the committee boat will be marked by a revolving orange light and a white 2 sec. flashing light on the buoy at the port end of line All Long and Short Course competitors are requested to contact the RC on VHF channel 72 when passing Dock Island en route to the finish line. If there is no answer via VHF, then boats are to call the RC mobile phone: As you near the finish line, you are again requested to call RC on Ch.72 to identify boat name and sail number The Town of Sidney bylaws prevent the use of an air horn during night hours; therefore, the RC will announce the word Finished over VHF channel 72 to notify when a boat has crossed the finish line. During daylight hours a horn may be used. In order to help identify finishing boats in darkness, it is recommended that the boats sail numbers and /or boat name be lit up Each boat is required to record her own finishing time on the finishing form provided, and her position in relation to nearby boats. This information is to be submitted to the RC within two hours of finishing the race Upon finishing, the RC may contact boats via VHF channel 72 to verify the sail number and boat name Finished Boats may be randomly inspected for SER compliance 11 PENALTY SYSTEM For all competitors rule 44.1, the Two-Turns Penalty, remains unchanged. 12 TIME LIMITS 12.1 For the Long and Short Courses the time limit is 1100 Hrs. on Sunday, April 15. 4 13 PROTESTS AND REQUESTS FOR REDRESS 13.1 A boat intending to register a protest must inform the RC at the finish line or when it withdraws from the race Protest forms are available at the official notice board, located in the SNSYC clubhouse Completed forms must be delivered within 2 hours of finishing to a race officer at SNSYC clubhouse Notices will be posted on the Official Notice Board to inform competitors of hearings in which they are parties or named as witnesses. If possible, a protest hearing will be convened no later than 1300 hours on Sunday April Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b). 14 SCORING 14.1 For the Long and Short Courses the Low Point System of RRS Appendix A will apply and will be calculated by PHRF Time on Distance. 15 SAFETY REGULATIONS 15.1 Boats are strongly advised to monitor VHF Channel 11 for vessel traffic A yacht shall be protested for using an engine for propulsion except when she is: a) in danger of being run down or impeding commercial traffic, in which case she may use engine propulsion to gain a safe position but not to improve her competitive position. b) required to aid another yacht or its crew. c) engaged in search and rescue activities. If engine propulsion is used the skipper, after finishing, shall give a written report to the RC. The report shall include: time, duration of power use, speed, direction, wind and current conditions, and the reason for using engine power. Any such request for time allowance redress must be made in writing immediately upon finishing. A yacht shall not gain competitive advantage from any time allowance granted A boat that retires from her race shall notify the RC as soon as possible on VHF channel 72 or the RC mobile phone If there is no response, please call SNSYC Race HQ at Any boat that has retired and has not reported to the RC within one (1) hour of the time limit will be scored DSQ. 16 EQUIPMENT INSPECTION Boats selected by the RC for safety inspection, must report to the SNSYC Reciprocal Dock to ensure compliance with the SER s. Failure to comply or failure to be present for inspection when required, may be grounds for disqualification. 17 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Boats are recommended to monitor the RC channel VHF channel 72 during the start sequence 18 PRIZES Prizes will be presented at the awards presentation 12:00 Sunday April DISCLAIMER OF LIABILITY Competitors participate in this race entirely at their own risk. See RRS rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. Page 4 of 5

5 20 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1,000,000 (CAD or USD) per incident or the equivalent. 21 WASHINGTON STATE ORCAS AVOIDANCE REGULATION Competitors must not: Cause a vessel or other object to approach, in any manner, within two hundred yards of a southern resident orca whale: Position a vessel to be in the path of a southern resident orca whale at any point located within four hundred yards of the whale. This includes intercepting a southern resident orca whale by positioning a vessel so that the prevailing wind or water current carries the vessel into the path of the whale at any point located within four hundred yards of the whale: Fail to disengage the transmission of a vessel that is within two hundred yards of a southern resident orca whale; or Feed a southern resident orca whale.
