1 Annapolis, Maryland Volume 75, Number 9 Commander s Message Cdr. Joel A Hilden, P Wow, what a fun summer the members of the Annapolis Sail and Power Squadron are having so far! I hope everyone has been enjoying the summer as much as I. Even though school has started and the days are getting shorter we still have a lot of fun events planned, both in the water and land-based. During the last week of July, I participated in the District 5 Summer Cruise. Then, Sandrine and I both enjoyed the D5 Summer Rendezvous and Council at Mears Point Marina. We truly enjoy the D5 events as we renew old friendships and make new ones. In mid-august, ASPS had a fun rendezvous weekend at Herrington Harbour South. The weather was hot and humid but everyone enjoyed themselves. Our Boating Activities Chair Noni Rondeau, JN, deserves a pat on the back for putting together our fun schedule of boating events. Thanks, Noni! I want to highlight a few future events: TrawlerFest 2016 will be held at the Bay Bridge Marina on 27 September thru 02 October. D/5 is requesting our assistance in manning the USPS exhibit at the show. No trawler experience necessary! Standing a watch in the USPS exhibit will get you into the show without an admission fee, so please consider volunteering. Visit the D/5 website ( for details. October brings the Annapolis In-water Boat Shows. Jeff Short and Denise Lindenhall have been working hard for many weeks to make our exhibits at both shows the best ever. Your help is needed! Please see Jeff Short s article for more information and instructions for volunteering. The 2016 USPS District 5 Sail Regatta, Fishing Tournament, and Fall Festival will be hosted by ASPS at Herrington Harbour South, during the weekend of October. We re the hosts, but a lot of D5 people from other squadrons will be helping. There will be a sailboat race, fishing tournament, arts & crafts, and many opportunities to enjoy good food. Details will be forthcoming in the October and Lunch Hook s. I hope to see everyone at these events. Remember, if you re having fun then you re probably doing it right! 2 Executive Officer Lt/C Jeffrey Short, P If you check the calendar, you may be surprised to see that the boat shows are fast approaching. I know I was. The United States Power Squadron boat show booths are D5 events that Annapolis Sail & Power Squadron has always been so proud to host with the excellent help of members from all the District 5 squadrons. When we put our best foot forward at the boat shows we really make a great name for ASPS, D5, and the USPS. As the host squadron, ASPS members get first crack at the volunteer schedule. The schedule is posted at Take a look at it, and decide which open shifts you would like to fill. Then me at boatshow@aspsmd.org with the shift date and time that you select along with your contact info. I will put it in the spreadsheet, and you back confirming your selection. Consider taking a shift or two at each of the shows. Any shift you can fill is greatly appreciated. This year we will be debuting D5 s own fire extinguisher trainer. It is a great device. We can easily and quickly teach some valuable safety skills to boaters and would-be boaters as they pass by the booth. Please come and make this another great boat show season for ASPS, and the USPS. Speaking of safety next time you are on any boat, or anybody s boat for that matter, check the LIFESLING. Many boaters have LIFESLING mounted to a rail so that it is within easy reach in a man overboard situation. The LIFESLING is intended to be rapidly pulled out of its case, thrown to the person overboard to provide them with floatation, and then be hauled back to the boat for recovery. Many boaters, myself included, rarely check their LIFESLING and assume it will work when called upon. Recently a boater checked the fittings where the line attaches to the float and found that it just pulled off in his hand. If you have a LIFESLING, take it out of the case and give the fittings a serious examination to make sure they haven t deteriorated with age. Then be sure to stow the line by gently flaking it back into the case so that it can deploy without snags when the time comes that you really need it. Last month I introduced you to a Maryland State emergency preparedness app for your smart device. This month we get even more specific to our area. This app is from the City of Annapolis Dept. of Emergency Management, and it has been extremely valuable to me. It notifies me when there are severe weather alerts for the Annapolis area and keeps me updated on road closings due to traffic accidents, etc. Check it out at Fall is right around the corner along with some of the best boating weather of the year. There is plenty of time to get your vessel safety exam and a snazzy 2016 VSC sticker to show your commitment to boating safety. Please consider contacting one of our examiners today. 3 Administrative Officer Lt/C Gary P. Antonides, AP As summer s end approaches, we can look back on a very active boating event season. The last rendezvous was well attended, and we are looking forward to our squadron cruise in September. Rendezvous Our last rendezvous was at Herrington Harbor South over the weekend of August. LUX (Slatterys, Maszczenskis, Rechner), PERSISTENCE (my son and I) and LADY J (Wilmots & Gormans) were there, but the Rondeaus unfortunately had to cancel at the last minute. The Nashes drove down for docktails Friday evening. The Hildens, Martins, Sweeting, and Campbell., drove down for dinner at Mango s Saturday night. Even though Noni couldn t make it, we owe her thanks for setting it all up for us. Raft-Ups The last raft-up of the season will be on 10 September in Dun Cove on Harris Creek off the Choptank as part of the squadron cruise. Squadron Cruise Our squadron cruise is a little later than usual this year; September Please set these dates aside. Each boat is asked to make their own reservations at the marinas listed. We ll be at the Elks Lodge in Edgewater, social hour starts at 1800, dinner at Our speaker Terry Slattery, will talk about lithium batteries as a marine house bank. He describes his presentation as follows: Lithium battery technology has gotten a boost from use in electric vehicles. But they have also gotten bad press due to fires in aircraft and consumer goods. Are they safe to use as a marine house bank? How are they different than lead acid batteries? Don't they cost a lot? We'll investigate these questions and look at a marine house bank installation. There are three entrees to choose from as well as a vegetarian option. Be sure to include your choice in the comments section of the online form or in your message on the hotline. The choices are: 1. 5 Assistant Squadron Education Officer A.D. MARTIN, ASEO, JN Ralph Naranjo; former Vanderstar Chair at the United States Naval Academy, has written what is sure to be regarded as a classic. His book is titled The Art of Seamanship and covers many of the essentials found in Chapman s Piloting and Rousmaniere s Annapolis Book of Seamanship. The author s writing style is clear, concise and consistent. The language is plain. Captain Naranjo does not assume the reader has a scientific or technical background. Whenever he has to make a point involving hydrodynamics or weather, it is illustrated with a simple drawing. In terms of the physical layout, I found the spacing of the paragraphs and font size made for easy reading. The only down side was the use of black and white photos. The book has fourteen chapters covering topics such as The Safety Triangle, Planning, Attributes of a Good Crewmember, Attributes of a Good Skipper, Boat Handling, Anchoring and Heavy Weather. It also has a recommended readings section titled A Sailor s Library. This section is divided into How to Books, Narratives/Non-Fiction and Navigation Publications. However, TheArt of Seamanship doesn t quite fit into any of these, because it is a hybrid work. Captain Naranjo has incorporated anecdotes at various points in the reading to emphasize a principle or illustrate a technique. Indeed, one of the more memorable accounts is the ramming of the United States Naval Academy Training Ship; America s Promise. It was a chilly evening on the Chesapeake, in March 1990, when the 60 foot sloop, failed to successfully come about. At some point it became apparent that the lazy sheet; which did not have a stopper knot, had run through the genoa car and tangled on the working sheet. The crew s attention became focused on untangling the line instead of the traffic on the channel. By the time they saw the barge being pushed by the tugboat it was too late to avoid a collision. The investigation revealed a failure on many points, including: command, control and communication. Each was deconstructed succinctly and without added drama. For those who have been sailing for a while, this book is a reminder of basic points and a few that you may not have known; like when to use a half turn as opposed to a three quarter turn on a cleat. The neophyte will find it informative without being boring. I particularly like the fact that it is available in both print and in E-Reader format. A.D. Seamanship and Piloting will be offered once again. We are also offering a new course Electronic Navigation. Please sign up as soon as possible. Take some time to print out our course offerings and hang them up in your marina as well as other boating places you may visit. September Course Offerings: Piloting Starting Tuesday September 20, 2016 for 10 classes Cost: $75.00 Place: Annapolis High School on Riva Road Tuesdays 7:00 to 9:00 PM Instructor: Rich Hughes Piloting is the first course in the sequence of USPS courses on navigation, covering the basics of coastal and inland navigation. This course focuses on navigation as it is done on recreational boats today. It embraces GPS as a primary navigation tool while covering enough of traditional techniques so the student will be able to find his/her way even if their GPS fails. 7 Education, Continued from page 6 developing the student s skills through hands-on practice and learning. Ten classes of two hours each normally are scheduled for presentation of this course. In addition the students have seven days to complete the open book exam. Topics covered include: Charts and their interpretation Navigation aids and how they point to safe water Plotting courses and determining direction and distance The mariner s compass and converting between True and Magnetic Use of GPS typical GPS displays and information they provide, setting up waypoints and routes, staying on a GPS route. Pre-planning safe courses and entering them into the GPS Monitoring progress and determining position by both GPS and traditional techniques such as bearings and dead reckoning The Seaman s Eye simple skills for checking that one is on course Seamanship Starting Tuesday September 20, 2016 for 10 classes Cost: $60.00 Place: Annapolis High School on Riva Road Tuesdays 7:00 to 9:00 PM Instructors: Current Members of the Instructor Development Course Seamanship the first step in building boating confidence and competence for safe and fun on-the-water adventures. Seamanship 2012 presents material applicable to both power and sail, covering such topics as the construction and functioning of a boat, the skipper s responsibilities, preparing the boat for use, handling and maneuvering a vessel under various conditions in close quarters and on the open water, rules of the road, anchoring, emergencies, and marlinespike/basic knots. The Appendices cover boating into the waters of Canada and Mexico, the effects of weather on the boater s health, and general information on obtaining a US Coast Guard captain s license. Electronic Navigation Starting Wednesday September 28, 2016 for 10 classes Cost: $65.00 Place: Annapolis High School on Riva Road Wednesdays 7:00 to 9:00 PM Instructor: Michael Maszczenski Electronic Navigation introduces GPS technology from the most basic receiver to chart plotter systems for navigation on board. The process of navigating by establishing waypoints and routes, and then running the planned courses, is demonstrated. Further, electronic charting software for the desktop computer is examined, with creation of waypoints and routes on the desktop and subsequent download to the onboard unit. Despite differences among the various manufacturers' offerings, a thorough discussion of the features being made available is included. Special attention is paid to apps for tablets and smart phones that provide the electronic navigation function at the helm, for relatively little cost. Students should be familiar with basic charting concepts such as latitude, longitude, the compass, course plotting, and time/distance. be taught when schools are out of session for the day. Planning for this event, the District s most FUN activity, is being orchestrated by Annapolis Cdr Joel Hilden. D/Lt Stu Myers is serving as the Sail Regatta Chair, with P/D/C Bernie Karpers as Fishing Tournament Chair, and Lt Georgiana Maszczenski as Fall Festival Chair. Boaters and landlubbers will be welcome for docktails on Friday afternoon 21 October to Herrington Harbour South. The on-the-water events are scheduled for Saturday afternoon 22 October, followed by the Awards Banquet Saturday evening. The event will close with a farewell breakfast Sunday morning 23 October. The marina boasts a seven-foot MLLW approach channel, ample transient slips, on-site inn with guest rooms, suites, and condos, and Beach Pavilion for Captain & Crew Meetings and the Awards Banquet. Attention All Vessel Safety Examiners Decal Awareness Program (DAP) - News from National There is a new replacement tool in the Vessel Safety Check (VSC) tool box called "DAP", an acronym for "Decal Awareness Program". The flyers and posters were designed to display the three primary aspects of the United States Power Squadrons: EDUCATION, SAFETY, and CAMARADERIE. Using the Vessel Safety Check decal is beneficial, as it's a recognizable symbol. Another benefit of the flyer is Squadrons and VEs can add their contact information electronically from their computer. Also displayed on the flyer is the Quick Response (QR) code for the USPS web site, plus a QR code for the United States Coast Guard Auxiliary VSC locater web site. This is a new National project that adheres to the USPS branding manual policy. "Save a Life" boater safety signs were designed to be placed at recreational merchant locations & boat ramps. By including the form 7012, boaters will know in advance what is expected in order to pass a VSC. One of the signs is designed to have a Squadron address box and the other is a Universal sign that combines the USPS & USCGAUX. With your leadership and support the Decal Awareness Program can increase the annual Vessel Safety Checks. 12 Safety Officer Ron Ricketts Maryland Authorities Warn Public After String of Deadly Boating Accidents This was the headline on an 18 August 2016 edition of a regional newspaper. According to the Department of Natural Resources (DNR) Maryland sees an average of 13 boating accidents per year. As of the writing of this article, we are already up to 12 lives lost in recreational boating accidents. The victims have been as young as 9 and as old as 71. Both experienced and novice boaters have suffered. To date, there is only one clear pattern. In each and every tragic accident, the victims were not wearing personal floatation devices. DNR attributes the rise in fatalities to the increase in boating activity in our region. Boating sales are strong. The increase in popularity of kayaks, personal water rafts, and paddle boards has also added to the number of folks enjoying our local waters. As a result, we could be looking at one of the more deadly years for boaters. This underscores the need for our membership to continually demonstrate and teach safe boating standards. Speaking of safety issues, it won't always be summer. As fall approaches, I find myself thinking back on the issue of cold water safety. We are fortunate in the mid Atlantic region to have air temperatures moderate enough to extend the boating season well into November. But, the nights do get colder. That drops the water temperature in the Chesapeake Bay. Immersed in the water by accident or by choice, you are at risk. Remember these four stages: Stages of Immersion Leading to Death Stage 1: Initial "cold shock" (likely to cause death).. Grasp reflex: 50 degrees Stage 2: Short-term "swim failure" Stage 3: Long-term immersion hypothermia Stage 4: Post-immersion collapse (likely to cause death) This graph shows average annual water temperatures at the Chesapeake Bay Bridge. Keep in mind that waters in creeks and rivers will warm up quicker in the spring and cool down faster in the fall. This tells us that someone wearing a PFD will probably be able to handle immersion in local waters from June through September. However, that same person risks drowning the rest of the year - even with the PFD. It could be from sheer loss of breath and panic in the Stage 1 period. 13 Continued from Page 12 hypothermia from being in the water for an extended period of time in Stage 3. In addition to wearing a PFD, it's important to have a plan for getting someone out of the water quickly when boating during the months between October and June.
