1 2017 BLACK ROCK YC, FAYERWEATHER YC, PEQUOT YC TRI-CLUB SERIES SAILING INSTRUCTIONS SCHEDULE: Races will take place on the following dates: July 15 th - Hosted by Black Rock Yacht Club / Fayerweather Yacht Club August 12 th - Hosted by Pequot Yacht Club The first warning will be at 1100 hrs. RULES: All races are governed by the Racing Rules of Sailing. (hereinafter abbreviated RRS), the prescriptions of U.S. Sailing (except as modified herein or where superseded by class rules), and by these Sailing Instructions. ENTRY: All yachts from Pequot Yacht Club, Black Rock Yacht Club, Fayerweather Yacht Club with a valid YRA of LIS, PHRF rating are allowed to participate. DIVISIONS: Division I Spinnaker Boats Division II Non-Spinnaker boats THE COURSE: The Marks to be used are shown on the attached pages; August 19th, race will utilize schedule headed Racing Marks for Pequot Hosted Races while the July 15th races will utilize the schedule headed Black Rock Harbor Race Course Marks letters designating turning marks will be displayed on the Race Committee boat. Marks shall be rounded in the order shown and shall be passed in accordance with RRS 28.1 (the Taut String rule) provided that a boat shall not round in such a manner that it would cross its own wake to enter the next leg. The prohibition against crossing one s own wake notwithstanding, if the course includes two adjacent legs having reciprocal bearings, e.g. windward-leeward, the mark adjoining the two legs shall be rounded on the same side as the starting pin was left at the start. This modifies RRS GOVERNMENT MARKS: Except when used as rounding marks of the course, all government marks may be ignored, consistent with good seamanship, with the following exceptions: Pequot marks of B, G, and K must be passed on the channel side. THE START:

2 The first warning will be at 11:00 AM. Races will be started by using the following signals. Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded. A series of short sounds will signal that the warning is about to occur. Shape or flag removed; 1 long sound 1 min Start Class shape(s) or flag removed; 1 sound 0 min At Pequot: Division I (Spinnaker) = Red Shape Division II (Non Spinnaker) = White Shape At Black Rock Harbor: The Class Flags will be the numeral pennant corresponding to the division number. The warning signal for each succeeding class shall be made with or after the starting signal of the preceding class. At the discretion of the Race Committee, Division II will follow Division I s sequence and start with Division I. This will be signaled by raising both Divisions shapes at the warning signal. If only Division II is racing, then it shall follow the sequence set forth above. At Pequot, the Starting Line will be between a yellow flag on the Race Committee boat and either the A mark or the P mark. At Black Rock Harbor the Starting Line will be between a white flag on the race committee boat and the starting mark A. INDIVIDUAL RECALL: When at her starting signal a boat must comply with RRS 29.1 or RRS 30.1, the Race Committee shall promptly display flag X. The signal shall be displayed until all such boats are completely on the pre-start side of the starting line or its extensions and have complied with RRS 30.1 if it applies, but not later than four minutes after the starting signal or one minute before any later starting signal, whichever is earlier. Additionally, the Race Committee may hail such boats by sail number or name. This modifies RRS Failure to notify such a boat does not relieve her of her responsibility for making a proper start. GENERAL RECALL: When at the starting signal the race committee is unable to identify boats that are on the course side of the starting line or to which RRS 30 applies, or there has been an error in the starting procedure, the race committee may signal a general recall (display the First

3 Substitute with two sounds). The warning signal for a new start for the recalled class shall be made one minute after the First Substitute is removed (one sound), and the starts for any succeeding classes shall follow the new start. THE FINISH: At Pequot, except when courses are shortened, the Finish Line will be between a yellow flag on the Race Committee (or Patrol) boat, which shall display a Blue shape indicating On Station and the P mark. At Black Rock harbor, except when courses are shortened, the Finish Line will be between the Starting Mark A and a white flag on the race committee boat and shall be crossed in the direction of the course from the last mark. PROTESTS: A boat protesting another boat or requesting redress shall comply with the requirements of RRS Part 5. Additionally, such boat shall notify the Race Committee at the earliest time possible after finishing or withdrawing from the race. This modifies RRS ARBITRATION (This modifies RRS Part 5, Section B) For a protest involving an alleged breach of a rule of Part 2, a short arbitration hearing shall be held prior to a protest hearing. After the written protest form is properly lodged, one representative from each boat will meet with the arbitrator. No witnesses will be allowed. Unresolved arbitration will be passed along to the Protest Committee; therefore, the opinions of the arbitrator and the decisions made during arbitration cannot be grounds for redress or be appealed. A boat that accepts fault at the arbitration hearing shall receive a penalty score of 40% of the number of boats entered in her Division in that race (rounding 0.5 upward) added to her finishing position, except that she shall not be scored worse than DSQ. The scores of other boats shall not be changed: therefore, two boats may receive the same score. WITHDRAWAL: A boat withdrawing from a race shall report its withdrawal to the Race Committee by hail, if possible, or by radio (Channel 69 at PYC and 68 in Black Rock), if equipped to do so. Should adverse weather or other conditions make such reporting impractical, such boat must inform the Hosting Yacht Club Manager of its withdrawal. TIME LIMIT: All boats that do not finish within one hour of the first boat to cross the finish line in their division will be scored TLE. REGISTERATION: Any sailboats must have a valid PHRF rating issued by the YRA of LIS, is eligible to compete. All boats must enter the Series online and pay an entry fee of $25. Only boats which have completed the registration requirements will be scored. Late entries may only be accepted at the discretion of the organizing authority. Regatta Network registration Link:

4 SCORING: All boats will be scored on a corrected time computed on the basis of current YRALIS PHRF ratings and the course length or course time as determined by the Race Committee. Races held at Pequot will be scored using time on distance PHRF while races held at Fayerweather or Black Rock will be scored using time on time PHRF. The Low-Point Scoring System will apply with the following modifications. This modifies RRS Appendix A2. Boats which do not start a race will not be scored for that race. This modifies RRS Appendix A4.2. A boat that did not finish, retired after finishing or was disqualified shall be scored points for the finishing place one more than the number of boats entered in that race. This modifies RRS Appendix A4.2. AMENDMENTS: Amendments to the Sailing Instructions and other notices to competitors will be distributed by the race committee in the starting area.
