3 1 Executive Summary The purpose of this report is to detail the accreditation levels of Club, State and National Judge, such that it can be administered across the country consistently. The basis of this report is the National Officiating Program Review 2006, which was compiled with considerable input from current officials. 1.1 Accreditation levels The accreditation levels of Club, State and National have been chosen to reflect the level of volunteer officiating in the sport of sailing: a) Club qualification is used to recognise somebody that has attended an Australian Sailing sanctioned seminar or has been nominated by their affiliated club. Their continued participation in the sport is very important. They should be encouraged to continue their involvement with the sport and be shown how they can progress b) State qualification is used to recognise somebody that has achieved more than just attendance to a seminar or nomination from their club. A State qualified official may have considerable sailing or officiating experience not just at their own club. This is recognised with this formal qualification. Competitors accept that these people are skilled amateur volunteers c) National qualification is used to recognise somebody that has chosen the route of officiating as their way of progressing through the sport. A National official will have met the stringent criteria for officiating in their stream. Competitors will expect a high level of expertise from these officials 1.2 Accreditation fundamentals The fundamentals of becoming an accredited official are as follows: a) The process is administered by Australian Sailing b) Applications for Recognition of Prior Learning (RPL) must be approved by Australian Sailing in consultation with the NRROC Chair c) It is clearly documented what a candidate needs to achieve to become an accredited official d) Candidates are kept informed as to what to do next, or areas that require development to progress e) Candidates should understand the requirement for following World Sailing procedures when involved in judging 1.3 Recognition of Prior Learning There are many ways a Judge can show evidence of the competencies held. Some examples of evidence that can be provided to demonstrate competencies include: a) Resume of your experience b) Reports from other Australian Sailing accredited officials c) Evidence of home/self directed study that may include a list of recent readings, synopsis of seminars attended, reports of own research/analysis undertaken d) Relevant work examples e.g. training programs, videos of your officiating e) Copies of Certificates, qualifications achieved from other courses, school or tertiary POLICY NO. 4 results f) Statements outlining courses and/or study that you have undertaken and the learning outcomes/competencies achieved from these POLICY NO. SPO Page 4 of 17
5 2 Club Judge (CJ) (Protest Committee Member) 2.1 Term of Appointment The terms of appointment shall be as follows: a) The appointment begins on the date approval is granted b) The duration of appointment shall be not more than four years from the date approval is granted c) The renewal date of any appointment is 1 st January, a maximum of four years after appointment 2.2 Requirements for Initial Appointment as a Club Judge A candidate for Initial Appointment shall: a) Send the application to Australian Sailing via the official online form including: i. Signed agreement to Code of Conduct for officials ii. Record of attendance to Australian Sailing Judge seminar (or its equivalent); or, iii. Letter of recommendation from their affiliated club b) Be a current member of their club c) Be proficient in English d) Have attended an Australian Sailing Judge Seminar or Australian Sailing Protest Committee Course (or its equivalent) in the last four years; or, e) Have been nominated by their affiliated club If a Judge considers that they have already acquired all or some of the competencies of the Australian Sailing National Officiating Program, they may apply to have these skills recognised 2.3 Requirements for Re-appointment A candidate for re-appointment shall: a) Apply directly to Australian Sailing. b) Send the application to Australian Sailing via the official online form including: i. Signed agreement to Code of Conduct for officials ii. Record of attendance to Australian Sailing Judge seminar (or its equivalent); or, iii. Letter of recommendation from their affiliated club c) Be a current member of their club d) Be proficient in English e) Have attended an Australian Sailing Judge Seminar or Australian Sailing Protest Committee Course (or its equivalent) in the last four years; or, f) Have been nominated by their affiliated club POLICY NO. 6 2.3.2 If a Judge considers that they have already acquired all or some of the competencies of the Australian Sailing National Officiating Program, they may apply to have these skills recognised 2.4 Considerations for Appointment or Re-Appointment Australian Sailing shall only consider the following when processing an application: a) Whether the candidate has the qualifications required in the regulations b) In the event of uncertainty when processing the application, Australian Sailing shall refer to a qualified panel of senior officials including the NRROC Chair 2.5 Recognition and Designation The list of Club Judges shall be made available on the Australian Sailing website. When appointed or re-appointed, a Club Judge shall receive a Certificate of Appointment 2.6 Termination of Appointment Australian Sailing may, at any time, vary or terminate an appointment based on an investigation of a report from any source An official can appeal against the decision that affects: a) Initial appointment as a Club Judge b) Re-appointment as a Club Judge c) Termination or variation of the Club Judge status This appeal shall be decided by Australian Sailing Where there is a conflict or dispute in respect of these Guidelines, Australian Sailing reserves the right to interpret this document and to use its sole discretion in resolving the matter in conflict or dispute POLICY NO. Be fit and able to withstand a day on the water in small powerboats d) Have attended an Australian Sailing Judge seminar (or its equivalent) in the last four years e) Have passed the Judge examination with a state level score or more in the last four years: i. Candidates who fail the examination may take a new examination, but not within one month of the first ii. Candidates who fail the examination more than once will be encouraged to seek mentoring and must attend a further seminar before resitting a further examination f) Have served as a member of a protest committee or jury in at least four fleet racing events g) Have passed the SJ Performance Assessment in the past four years: POLICY NO. 8 i. The SJ Performance Assessment is designed to establish that the candidate has the qualifications listed in the regulations ii. Candidates that fail the Performance Assessment may take a new assessment, but not within one month of the first iii. 13 5 International Judge (IJ) 5.1 Requirements for Initial Appointment as an International Judge The international accreditation is administered by World Sailing, details of which can be found on the World Sailing website International Judges shall also be ex-officio National Judges Retiring International Judges become ex-officio National Judges POLICY NO. 14 6 Judge Assessor 6.1 Who can be an assessor? The following table details what qualifications or accreditation an official shall have in order to carry out an assessment. It is recommended, but not mandatory, that assessors for National Level Accreditation be from a different state than the person being assessed.
