2 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 1.2 The prescriptions and special regulations of Yachting Australia (YA) Part 2 will apply 2 NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on the official notice board located underneath the main clubhouse, opposite the canteen. 3 CHANGES TO SAILING INSTRUCTIONS 3.1 Any change to the sailing instructions will be posted 1.5 hours before the scheduled time of the 1 st race on the day it will take effect, except that any change to the schedule of races will be posted by 19:00 on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the official flagpole adjacent to the main rigging lawn. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. 5 SCHEDULES OF RACES 5.1 Date Event No earlier than Saturday 1 st of April 2017 Information Session 1200 Up to 3 races back to back 1400 Sunday 2 nd of April 2017 Up to 3 races back to back 1100 Presentation at BYS ASAP after racing 5.2 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is displayed. 5.3 On the last day of the regatta no warning signal will be made after 1600 hours. 6 CLASS FLAGS 6.1 The Contender class flag shall be code flag C. 6.2 The MUSTO Skiff class flag shall be the MUSTO Class Flag. 7 RACING AREAS 7.1 Attachment A shows the location of the racing areas. 8 THE COURSES 8.1 The diagrams in Attachment B show the courses, including the order in which marks are to be passed, and the side on which each mark is to be left. 8.2 No later than the warning signal, the race committee signal boat will display the course to be sailed. 9 MARKS 9.1 Marks 1, 2, and 3 will be yellow inflatable buoys. 9.2 Mark 4 will be a orange inflatable buoy. 9.3 Replacement mark 3, as provided in instruction 11, will be a yellow inflatable buoy with a black band. 9.4 Replacement mark 4, as provided in instruction 11, will be a orange inflatable buoy with a black band. 9.5 The starting and finishing marks will be black and white checkered Inflatable buoy.

3 10 THE START 10.1 The starting line will be between a staff displaying an orange flag on the starting mark at the starboard end and the course side of the port-end starting mark A boat starting later than 10 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4, A5. 11 CHANGE OF THE NEXT LET OF THE COURSE 11.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 12 THE FINISH 12.1 The finish line will be between a staff displaying an orange flag on the finishing mark at the starboard end and the course side of the port-end finishing mark. 13 TIME LIMITS AND TARGET TIMES 13.1 Time limits are as follows: Race time limit Mark 1 time limit Target time 90 minutes 25 minutes 40 minutes If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a) Boats failing to finish within 15 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5. 14 PROTESTS AND REQUESTS FOR REDRESS 14.1 Protest forms are available at the BYS Sailing Office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit For each class, the protest time limit is 90 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the McCarthy Training Room beginning at the time posted Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b) 14.5 Breaches of instructions 17, 20, 22 and 24 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee decides On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS ARBITRATION & POST RACE PENALTY 15.1 Appendix T shall apply 16 SCORING 16.1 Three (3) races are required to be completed to constitute a series (a) When fewer than 4 races have been completed, a boat series score will be the total of her race scores. (b) When 5 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score.

4 17 SAFETY REGULATIONS 17.1 Sign On and Sign Off: All boats must sign on before leaving the shore and sign off as soon as practicable after returning to the shore at the completion of the sessions racing. The sign on period will close at the scheduled warning signal time of the first race for that session on that day. The sign off period will close 60 minutes after the last boat has completed the last race of the session Sign On/Off shall be completed adjacent to the official notice board Failure to Sign On/Sign Off in accordance with SI.17.1 will result in that boat being scored a DPI (Discretionary penalty imposed) of 6 places in the Contender Class and 2 in the Musto Class in the first race of the day without hearing. This changes Rule 63.1, A4 and A A boat that retires from a race shall notify the race committee as soon as possible and sign off as soon as returning to shore. 18 REPLACEMENT OF CREW OR EQUIPMENT 18.1 Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 19 EQUIPMENT AND MEASUREMENT CHECKS 19.1 A boat or equipment may be inspected at any time for compliance with the class rule and sailing instructions. On the water, a boat can be instructed be a race committee official to processed immediately to a designated area for inspection. 20 EVENT ADVERTISING 20.1 Boats shall display event advertising if supplied by the organizing authority. 21 OFFICIAL BOATS 21.1 Official boats will be marked with a BYS burgee. 22 SUPPORT BOATS 22.1 Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. 23 TRASH DISPOSAL 23.1 Trash may be placed aboard support or official boats. 24 RADIO COMMUNICATOIN 24.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. 25 PRIZES 25.1 Prizes will be given as per the NOR. 26 DISCLAIMER OF LIABILITY 26.1 Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.
