1 RONSTAN 2018 INTERNATIONAL FINN AUSTRALIAN CHAMPIONSHIP January 2018 SAILING INSTRUCTIONS Organising Authority (OA) ROYAL QUEENSLAND YACHT SQUADRON LTD, in conjunction with THE INTERNATIONAL FINN ASSOCIATON OF AUSTRALIA

2 1. RULES 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 1.2 The Prescriptions and Special Regulations of Australian Sailing (AS) shall apply. 1.3 The International Finn class rules, as defined by World Sailing, shall apply. 1.4 Appendix T (Arbitration) shall apply. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board outside the RQYS Sailing Office, adjacent to the Southern fenceline. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted not less than two hours before it will take effect, except that any change to the schedule of races will be broadcasted by 1900 hours on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the flagpole to the North of the Main Rigging Lawn, South to the Bill Kirby Jetty. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 min in the race signal AP. 5. SCHEDULE OF RACES 5.1 Ten (10) races are scheduled. 5.2 Two (2) races per day are planned back to back. Additional races may be sailed on any day provided that the regatta does not become more than two (2) races ahead of schedule. No more than three (3) races will be sailed in one day. 5.3 No warning signal shall be made after 1500 hours on Saturday 20th January The schedule shall be as follows: DATE EVENT TIME/FIRST WARNING SIGNAL Mon 15 January 2018 Registration and Measurement at RQYS Support/Coach Boat Registration at RQYS Sailing Office 10:00 Welcome and competitor briefing at RQYS 18:00 20:00 Tues 16 January 2018 Wed 17 January 2018 Thurs 18 January 2018 Fri 19 January 2018 Sat 20 January 2017 Warning signal for Race 1. Subsequent Warning signals will be made ASAP after finish of Presentation Function RQYS 11:00 19:00 6. CLASS FLAGS The Class Flag shall be a white flag with the Finn emblem.

RACING AREAS Racing will be on the waters of Waterloo Bay in the approximate areas shown in Appendix A. 8 THE COURSES 8.1 The diagrams in Appendix B describes the courses and marks. 8.2 No later than the Warning Signal, the race committee will display the appropriate number on the number board on the back of the start boat, indicating the course to be sailed. 9 MARKS Marks are described in Appendix B. 10 THE START 10.1 The starting line will be between a staff displaying an orange flag on a race committee boat at the starboard end and a staff displaying an orange flag on a race committee boat at the port end A boat starting later than 5 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4. 11 CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 12 THE FINISH The finishing line will be between a staff displaying an orange flag on the race committee boat and an orange inflatable buoy at the other end. 13 PENALTY SYSTEM 13.1 Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty Appendix P5 shall apply in accordance with IFA Class Rules C.1.1.(1) and C.1.1.(2) 13.3 When wind speeds are averaging more than10 knots, the Race Committee may fly Code Flag O, which overrides Rule If conditions alter and wind speed drops below 10 knots, the Race Committee vessel and/or Mark Boat, may fly Code Flag R accompanied by repeated sound signals. This is to indicate to competitors that Rule 42 now applies. 14 TIME LIMITS AND TARGET TIMES 14.1 Target time for all races is 60 Minutes 14.2 Time limit for all races will be 90 minutes Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a) Boats failing to finish within 20 minutes of the first boat sailing the course and finishing will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5. 15 PROTESTS AND REQUESTS FOR REDRESS 15.1 Appendix T (Arbitration) shall apply Protest forms are available at the Regatta Office. Protests and requests for redress or reopening shall be delivered to the Regatta Office within the appropriate time limit The protest time limit is 60 minutes (1 hour) after the last boat has finished the last race of the day for each class or the race committee signals no more racing today, whichever is later Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b) Breaches of instructions 18, 19.2, 21, 22 & 23 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI On the last scheduled day of racing a request for reopening a hearing shall be delivered: Within the protest time limit if the requesting party was informed of the decision on the previous day; No later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule 66.

4 On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule SCORING 16.1 The Low Points Scoring System specified in RRS Appendix A will apply as modified below Five races are required to be completed to constitute a series for each class Each boat s series score will be the total of her race scores, excluding the number of worst scores as below: When five (5) or fewer races have been completed, a boat s series score will be the total of her race scores When from six (6) to ten (10) races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 17 SAFETY REGULATIONS 17.1 Sign-On and Sign-Off: All boats must sign-on before leaving the shore and sign-off as soon as practicable after returning to shore at the completion of the session s racing. Sign On/Off station is located on the RQYS Sailing Office veranda The Sign-On period will close at the scheduled Warning Signal time of the first race for that session on that day. Competitors who did not sign-on for the first race in a session but wish to sign on for subsequent races in that session must sign-on prior to launching then inform the Start Boat of their intention to race The Sign-Off period for each Class will close at the protest cut-off time for each class Failure to sign-on or sign-off in accordance with SI 18.1 and 18.2 will result in competitors being penalized of three (3) points on the race closest to which they failed to sign-on/off, but not worse than a DNC A boat that retires from a race shall notify the race committee as soon as possible. 18 HARBOUR SAFETY Attention is drawn to Fundamental Rule REPLACEMENT OF CREW OR EQUIPMENT 19.1 Substitution of competitors will not be allowed without prior written approval of the race committee Substitution of skippers will not be allowed after close of registration for the applicable class Substitution of damaged or lost equipment will not be allowed unless authorised by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 20 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. 21 ADVERTISING All advertising will be in accordance with World Sailing Regulation. Boards shall display event advertising supplied by the OA. 22 OFFICIAL BOATS Official boats will be marked with a white board/flag with the letters RC in black. 23 COACH AND SUPPORT BOATS 23.1 If called upon support boats will be required to act as rescue boats. Support boats must be registered here: / 23.2 Support and coach boats are required to have a VHF Radio with the capability of communicating on VHF Coach boats shall stay outside areas where boats are racing from the time of the preparatory 23.4 Coach and Support boats while afloat must display numbered identification supplied by the Organising Authority. This identification is obtained upon registration If flag V is displayed by the Race Committee, and accompanied by a VHF broadcast, all Coach boats must become rescue boats and may enter the course area. No coach boat is to leave the water until all sailors are accounted for and directed by the Race Committee. 24 TRASH Trash may be placed aboard support or official boats. RRS 55 will apply. 25 RADIO COMMUNICATION 25.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

5 25.2 Support boats must have a VHF radio with the capability of communicating on VHF ADVERTISING Boats shall display advertising supplied by the organizing authority if requested, in accordance with World Sailing regulation DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
