1 RED BULL FOILING GENERATION WORLD FINAL SAILING INSTRUCTIONS United States of America (Newport, RI) Oct 21st Oct 23rd 2016 The Organizing Authority (OA) is Red Bull Extreme Sailing, Red Bull USA and Sail Newport. SAILING INSTRUCTIONS Preamble: These SI are designed to govern the 2016 World Final. ABBREVIATIONS [ERS] denotes the Equipment Rules of Sailing [NA] - denotes the National Authority [OCS] - denotes On Course Side [OA] denotes the Organizing Authority [RC] denotes the Race Committee [CR} denotes the Class Rules [E-ONB] denotes the Online Notice Board [J ] denotes Jury [NoR] denotes Notice of Race [ONB] denotes the Official Notice Board [PC] denotes the Protest Committee [RRS ] denotes The Racing Rules of Sailing

RULES 1. 1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The Equipment Rules of Sailing. 1.3 The following will apply: (a) All races will be Umpired (this combines RRS Addendum Q (modified). 1.4 Racing rules will be changed as follows: (a) RRS Definitions Start add: When the gennaker is not used delete equipment from first sentence. (b) RRS 29.1 Individual Recall is changed as follows; When a start is a reaching start the second sentence is deleted and replaced with; The flag shall be displayed until all such boats have crossed onto the second leg of the course clear astern of all other boats, except those boats that; - Are either OCS, or - Are announced as delayed starters by the RC (c) Add to RRS 41: (e) help to recover from the water and return on board a crew member, provided the return on board is at the approximate location of the recovery., (d) The RRS Part 2 When Boats Meet are changed as list Attachment C Umpired Races (e) RRS 42.3 is changed by the CR C1.1 (b), as follows: (j) A boat maybe sculled if the sculling does not propel the boat. 1.5 In the RRS Definitions Zone the distance is three hull lengths, for all formats of races. 1.6 The RC may appoint a person to inspect or measure any boat or personal equipment at any time. 1.7 If there is a conflict between languages the English text will take precedence. 1.8 RRS 64.1(a) is changed to allow the J/PC to waive penalties and/or impose penalties other than disqualification.

3 1.9 Boats shall comply with the advertising requirements in the NoR A boat registered to compete in a regatta shall make a genuine effort to start, sail the course and finish all races, and without following team orders between boats or breeching the principles set out in ISAF Case 78. The penalty for a breach of this instruction may be ranking the boat last in the regatta or series. 2 ENTRIES and ELIGIBILITY 2.1 Only teams invited by the OA are eligible for the Red Bull Foiling Generation World Final. Teams will be listed on the ONB and may be posted on the E-ONB at each Event. 2.2 Each team is responsible for the damage or loss to their boat unless the Umpires or jury otherwise assign responsibility. 2.3 When a registered team member is unable to continue in the event, OA may authorize a substitute, a temporary substitute or other adjustment. 2.4 The total number of crew, including the skipper, shall be two. 2.5 Entry into Red Bull Foiling Generation does not guarantee entry into the racing segment of this event. Individual teams will be evaluated through the training phase of the event and if it is determined by the Red Bull Coaching staff that teams or individuals are not yet ready to race the Phantom they will not be granted an invitation to compete. 3 COMMUNICATIONS WITH COMPETITORS 3.1 Notices to competitors will be posted on the ONB and may be posted on the E-ONB (Online Notice Board) URL is foilinggeneration.redbull.com 3.2 The Official Notice Board is located on the North-East facing corner glass window at the Red Bull Foiling Generation Tent. 3.3 Signals made ashore will be displayed from the flag pole located 50 meters North-West of the Waterfront Centre. 3.4 A team representative shall attend the first briefing at each event, 3.5 Skippers Morning Briefings will be held at the Red Bull Foiling Generation Tent each morning at 0900 hrs.

4 3.6 An informal daily meeting with the umpires may take place normally in the morning of each race day following the daily competitors and safety briefing. 3.7 Flags In addition to the RRS Race Signals, the following flags flown by RC/Umpires will mean and the following actions by a competitors will mean Flag Action by Competitor Flown by RC/Umpires Red Hand Raised and Hail (Hearing Request) Tack Penalty Yellow Y (Yellow and Red) Green and White Black Pink with Black Cross Hand Raised and Hail (Decision Request) Gybe Penalty No Penalty Disqualification Insufficient Information Within a multiple race sequence, instructions will be announced by supplied VHF The RC/Umpires may broadcast information before and during races by supplied VHF 69. A failure to broadcast or receive such information does not constitute grounds for redress (amends rule 62.1) and information broadcast by the RC/Umpires does not constitute outside help (amends rule 41). 4 NOTICES, INFORMATION & CHANGES TO SAILING INSTRUCTIONS, & SIGNALS MADE ASHORE 4.1 Amendments to the SI made ashore will be posted on the ONB and may be posted on the E-ONB, at least 60 minutes before the start of any race affected and except any change to the schedule of races will be posted by 21:00 on the day before it will take effect. 4.2 Rule 40 applies at all times while afloat. This changes the RRS Part 4 preamble. 4.3 Add to rule 40 competitors shall wear helmets and the rule applies at all times while racing. This changes the RRS Part 4 preamble.

5 5 DATES OF SERIES & SCHEDULE OF RACING 5.1 Red Bull Foiling Generation World Final United States of America (Newport RI.) Date Wednesday Oct 19 Thursday Oct 20 Friday Oct 21 Saturday Oct 22 Sunday Oct 23 Event Training Training Single Knock-out Series Quarter Final Semi Final and Final 5.2 The scheduled time of the warning signal for the first race each day will be 1030 hours 5.3 The RC may terminate any race, stage or event when, in its opinion, it is impractical to attempt to hold the remainder of races under the existing conditions or in the remaining time scheduled. Early stages may be terminated in favor of later stages. 6 SPARE 7 RACING AREAS Race Area Attachment A, will be posted on the ONB and may be posted on the E-ONB. 8 THE COURSES 8.1 The Course Attachement B, the order and the side on which each mark is to be passed or rounded may be announced by the RC by supplied VHF 69 prior to the attention signal. 8.2 Marks may be laid at any time before a competitor begins the leg on which the mark bounds or ends.

6 9 MARKS 9.1 Marks will be large inflatable marks, color (yellow, red, blue and white/black checkered,). Additional shaped marks may be used and will be described on the ONB and or via the supplied VHF The starting and finishing mark will normally be a white and black checkered. 9.3 A mark may be substituted, replaced, or moved. 9.4 A boat signaling a change of a leg of the course is a mark as provided in SI THE START SYSTEM, START/FINISH LINES 10.1 This changes RRS 26, 29 and 30. The standard RRS 26 starting sequence will not apply. Times shall be taken from the visual signals that will be based on GPS time; the absence of a sound signal shall be disregarded. Races shall be started in accordance with the following signals; 4 Lowering Red and White Vertical Striped Flag AP Postponement Concluded 3 White flag with black 3 Warning 2 Yellow flag with black "2 Preparatory 1 Black flag with white "1" Get Ready 0 Black flag with white 1 removed Line Open 10.2 The use of a black flag as the Get Ready signal does not bring rule 30.3 into effect An individual recall will be signaled with a flag with the boat color and number. In addition the RC may announce the names of the OCS boats over the supplied VHF 69 as soon as possible. Not hearing the hail, the order in which the hails are made, or the RC failing to make the call over the supplied VHF 69 will not be grounds for requesting redress (amends RRS 62.1 (a)) The starting/finishing line(s) will be described in Attachment B, and or by supplied VHF Each subsequent race will be started as soon as practicable after the previous race. The last race of the day may be announced.

7 11 CHANGE OF THE NEXT LEG OF THE COURSE, ABANDONMENT & SHORTENING 11.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position If a mark is dragged/shifted then the RC may substitute the mark with either a boat bearing a flag M or another buoy (amends RRS 33 and RRS Race Signals) RRS 32 is deleted and replaced with: After the starting signal the RC may abandon or shorten any race for any reason, after consulting with the umpires when practical. 12 BREAKDOWN & TIME FOR REPAIRS 12.1 In case of a boat gear failure, a delay to conduct repairs will be granted if notified and acknowledged by the RC. To request such a delay the boat must call the RC on the VHF 69 stating their damage. The delay that may be granted is at the sole discretion of the RC After the first signal of a start sequence, a race will not be postponed or abandoned due to breakdown or request for delay. Except when RRS 62.1(b) applies, failure to effect repairs in the time allowed, or breakdowns after four minutes to the start of the next race shall not be grounds for redress. This changes RRS PENALTY SYSTEM 13.1 Umpired Race penalties Attachment C shall apply RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

8 14 TIME LIMITS 14.1 A boat that does not start within 4 minutes after the start will be scored DNF without a hearing. This changes RRS A boat that does not finish within 175% of the elapsed time based on the time the first boat sails the course and finishes will be scored DNF. This changes RRS PROTESTS AND REQUESTS FOR REDRESS 15.1 Breaches of RRS 40, 55, NoR items, Safety Regulations & Requirements, will not be grounds for a protest or a request for redress by a boat. This changes rule Penalties for these breaches may be less than disqualification if the J/PC so decides Umpired Races will apply as per Attachment C. These rules will apply to protests and requests for redress and change several RRS. 16 SCORING 16.1 There will be a knock out series with four boats racing each other. The 2 first boats will advance to the next round until there is the final race where the first boat is the winner of the event. The Sports Directors or their representative can modify this formant anytime to ensure the completion of the event based on conditions. This could include the use of seeding, elimination or addition of brackets to ensure a fair and complete event. The winning team of each national event may than sail in a final event against the other national winning teams Boats allocations will be directed by the RC and may be posted on the ONB and E-ONB within 30 minutes upon conclusion of the the morning competitors briefing, but are subject to change during the days racing at the discretion of the RC. 17 SAFETY REGULATIONS 17.1 Please refer to NoR Pre-Amble and Risk Statement (refers to RRS Fundamental Rules 4), and separate Safety Regulations & Requirements booklet when presented A boat that retires from a race shall notify the RC as soon as possible.

9 18 EQUIPMENT & MEASUREMENT CHECKS, REPLACEMENT OF EQUIPMENT 18.1 Substitution of damaged or lost equipment will not be allowed unless authorized by the RC. Requests for substitution shall be made to the committee at the first reasonable opportunity, which may be retrospective. 19 OFFICIAL BOATS A list of boats and their identification may be posted on the ONB and may be posted on E-ONB. 20 TRASH DISPOSAL. Trash may be placed aboard support and RC/Umpire boats. 21 HAUL-OUT RESTRICTIONS Boats shall not be launched or recovered during the regatta except with and according to the terms of prior permission of the OA/RC. 22 RADIO COMMUNICATIONS Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

13 Attachment C On Water Umpire Rule UMPIRED STADIUM-STYLE RACING RULES Q1 CHANGES TO RACING RULES Q1.1 Changes to the Definitions and the Rules of Part 2. (a) The definition of Finish is changed to: A boat finishes when any part of her hull crosses the finishing line in the direction of the course from the last mark after completing any penalties. A penalised boat shall not be recorded as having finished until she takes her penalty and sails completely to the course side of the line and then finishes.. (b) Add to the definition Proper Course: A boat taking a penalty or manoeuvring to take a penalty is not sailing a proper course.. (c) Rule 13 is changed to:. 13 WHILE TACKING OR GYBING After a boat passes head to wind, she shall keep clear of other boats until she is on a close-hauled course After the foot of the mainsail of a boat sailing downwind crosses the centreline she shall keep clear of other boats until her mainsail has filled or she is no longer sailing downwind While rule 13.1 or 13.2 applies, rules 10, 11 and 12 do not. However, if two boats are subject to rule 13.1 or 13.2 at the same time, the one on the other s port side or the one astern shall keep clear. (d) Rule 18.2(e) is changed to: If a boat obtained an inside overlap and, from the time the overlap began, the outside boat has been unable to give mark-room, she is not required to give it.

14 SECTION 1. (e) RRS 18.3 is changed to: If a boat in the zone passes head to wind and is then on the same tack as a boat that is fetching the mark, rule 18.2 does not thereafter apply between them. If, once the boat that changed tack has completed her tack,. (a) the other boat cannot by luffing avoid becoming overlapped inside her, she is entitled to mark-room;. (b) the other boat can by luffing avoid becoming overlapped inside her, the boat that changed tack is entitled to markroom.. (f) When rule 20 applies, the following arm signals are required in addition to the hails:. (a) for Room to tack, repeatedly and clearly pointing to windward; and. (b) for You tack, repeatedly and clearly pointing at the other boat and waving the arm to windward.. (g) Rule 22.3 is changed to: A boat astern through the water shall keep clear of one that is not.. (h) Rule 24.1 is changed to If reasonably possible, a boat not racing shall not interfere with a boat that is racing or an umpire boat.

15 Q1.2 Changes to Rules Involving Protests, Requests for Redress, Penalties and Exoneration. (a) Rule 44 is replaced with: When a boat may have broken a rule of Part 2 (except rule 14 when she has caused damage or injury) or rule 31 or rule 42 while racing, she may take a penalty by:. (1) before the start or on an upwind leg, taking the gybepenalty described in instruction Q3.2(a), or. (2) on a downwind leg, taking the tack-penalty described in Q3.2(b).. (b) Rule 60.1 is replaced with A boat may protest another boat or request redress provided she complies with instructions Q2.1, Q2.4, Q5.1, Q5.2, Q5.3 and Q5.4.. (c) The third sentence of rule 61.1(a) and all of rule 61.1(a)(2) are deleted.. (d) Rule 64.1(a) is changed so that the provision for exonerating a boat may be applied by the Umpires without a hearing, and it takes precedence over any conflicting instruction of this addendum. Q2 PROTESTS AND REQUESTS FOR REDRESS BY BOATS Q2.1 While racing, a boat may protest another boat under a rule of Part 2 (except rule 14) or rule 31 or 42; however, a boat may only protest under a rule of Part 2 for an incident in which she was involved. To do so she shall conspicuously wave an arm at the first reasonable opportunity for each. She shall stop waving before, or at the first reasonable opportunity after a boat involved in the incident has taken a penalty voluntarily or after an Umpire s decision.

16 Q2.2 A boat that protests as provided in instruction Q2.1 is not entitled to a hearing. Instead a boat involved in the incident may acknowledge breaking a rule by taking a penalty. If the protested boat does not take a penalty voluntarily, an umpire will decide whether to penalise any boat and signal the decision as provided in instruction Q3.1 Q2.3 Reserved for future use. Q2.4 A boat intending to:. (a) protest another boat under a rule other than instruction Q3.2 or Q4.2, or rule 42, or a rule listed in instruction Q2.1,. (b) protest another boat under rule 14 if there was contact that caused damage or injury, or. (c) request redress because of circumstances that arise before she finishes or retires she shall conspicuously wave an arm at the first reasonable opportunity as soon as possible, after she becomes aware of those circumstances, but no later than 2 minutes of the last boat finishing or retiring. Or, if the protest or redress does not relate to an incident afloat, within 1 hour of the incident occurring. The same time limit applies to consideration of redress under instructions Q5.2 and Q5.3 and to protests by the RC. The PC may extend the time limit if there is good reason to do so. Q2.5 Reserved for future use.

17 Q3 UMPIRE SIGNALS AND IMPOSED PENALTIES Q3.1 An Umpire will signal a decision as follows: (a) A green flag or a green and white flag means No penalty. with one long sound (b) A yellow flag with one long sound means A gybe-penalty as defined in Q3.2 (b) remains outstanding. The umpire will hail or signal to identify each such boat. (c) A red flag with one long sound means A tack-penalty as defined in Q3.2 (a) remains outstanding. The umpire will hail or signal to identify each such boat. (d) A black flag with one long sound means A boat is disqualified. The umpire will hail or signal to identify the boat disqualified (e) A pink flag with a black cross with one long sound means The umpires have insufficient information to make a clear and timely decision, no penalty Q3.2 Boats shall take penalties given by the Umpires as follows:. (a) A boat given a gybe-penalty under Q3.1(b) shall, after getting well clear of other boats as soon as possible, take a penalty by gybing until her mainsail fills on the new tack.. (b) A boat given a tack-penalty under Q3.1 (c) shall, after getting well clear of other boats as soon as possible, take a penalty by passing through head to wind and bear away to a close-hauled course on the new tack.. (c) A boat disqualified under instruction Q3.1 (d) shall promptly leave the course area.

18 Q4 PENALTIES AND PROTESTS INITIATED BY AN UMPIRE; ROUNDING OR PASSING MARKS. Q4.1 When a boat:. (a) breaks rule 31 and does not take a penalty,. (b) breaks rule 42,. (c) gains an advantage despite taking a penalty,. (d) deliberately breaks a rule,. (e) commits a breach of sportsmanship, or. (f) fails to comply with instruction Q3.2 or to take a penalty when required to do so by an umpire, an umpire may penalize her without a protest by another boat. The umpire may impose one or more penalties described in Q3.1 or disqualify her under instruction Q3.1 (d), or report the incident to the PC for further action. If a boat is penalised under instruction Q4.1(f) for not taking a penalty or taking a penalty incorrectly, the original penalty is cancelled.. Q4.2 (a) A boat shall not round or pass a mark on the wrong side. If she does so, she may correct her error as provided in rule 28.1 only if she does so before she rounds or passes the next mark or finishes. (b) When a boat breaks Q4.2 (a) and fails to correct her error before rounding or passing the next mark or finishing, an umpire may disqualify her under instruction Q3.1(d).. Q4.3 An Umpire who decides, based on his own observation or a report received from any source, that a boat may have broken a rule, other than instruction Q3.2 or Q4.2(a) or a rule listed in instruction Q2.1, may inform the Jury for its action under rule However, he will not inform the PC of an alleged breach of rule 14 when there is no damage or injury.

Q4.4 When a keep clear boat (or one that is not entitled to room or mark-room) breaks rule 14 and there is obvious damage or injury to another boat, an umpire may disqualify her under instruction Q3.1(d). Q5 PROTESTS; REQUESTS FOR REDRESS OR REOPENING; APPEALS; OTHER PROCEEDINGS. Q5.1 No proceedings of any kind may be taken in relation to any action or non-action by an umpire.. Q5.2 A boat may not base an appeal on an alleged improper action, omission or decision of the umpires or PC. In rule 66 the third sentence is changed to A party to the hearing may not ask for a reopening. Q5.3 (a) (b) The PC may take evidence and conduct the hearing in any way it considers appropriate Protests and requests for redress need not be in writing. and may communicate its decision orally. (c) If the PC decides that a breach of a rule has had no effect on the outcome of a race, itmay impose a penalty of points or fraction of points or make another arrangement it decides is equitable, which may be to impose no penalty.. Q5.4 The RC will not protest a boat, except following a report under rule 43.1(c) or Q5.5 The PC may protest a boat under rule However, it will not protest a boat for breaking instructions Q3.2 or Q4.2, a rule listed in instruction Q2.1, or rule 14 when there is no damage or injury.
