1 Flying Scot Sailing Association 2017 FLYING SCOT North American Championship Sailing Instructions (Revision ) June 24 29, 2017 The Organizing Authority is the FSSA. Hosted by the Sandusky Sailing Club and the FSSA Ohio District 814 E Water St Sandusky, OH (419) RULES 1.1. The regatta will be governed by the rules as defined in the current edition of the Racing Rules of Sailing (RRS) and the FSSA Class Rules. However, the following Rules are changed: 1.2. U.S. Sailing Prescriptions to RRS 63.2 and 63.4b will not apply Race Signals AP is modified. (See SI Section 4.2) RRS 63.1 and A5 are changed regarding penalties for failing to check in. (See SI Section 9.1) 1.5. RRS 62.1(a) is changed regarding requests for redress related to OCS communications. (See SI Section 9.7) 1.6. RRS 63.1 and A5 are changed regarding penalties for not starting on time. (See SI Section 9.8) 1.7. RRS 35 and A11 are changed regarding alternate scoring for Time Limit Expired finishes. (See SI Section ) 1.8. RRS 44.1 is partially modified to invoke Appendix V for alternate penalties. (See SI Section 13.) 1.9. RRS 62.2 and 66 are changed to set time limits for redress requests under certain circumstances. (See SI Sections 14.4, , and ) RRS A2.1 is changed so that there will be no throwouts. (See SI Section ) 1.11.RRS 35, A4, A4.2 and A5 are changed to specify the scoring for Time Limit Expired boats. (See SI Section ) RRS 60.1(a) and 63.1 are changed regarding penalties for unauthorized towing. (See SI Section 16.) 1.13.RRS 92 is clarified as follows: The Measurement Committee is the Technical Committee for this regatta. 2. NOTICES TO COMPETITORS 2.1. Notices to competitors will be posted on the official notice board located on the front porch of the Sandusky Sailing Club (SSC) clubhouse The Race Committee will use VHF channel 68 for radio communications with competitors. 3. CHANGES TO SAILING INSTRUCTIONS

2 3.1. Any changes to the Sailing Instructions will be posted before 0900 on the day they will take effect, except that any change in the racing schedule will be posted before 2000 the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1. Signals made ashore will be displayed on the flagpole located east of the SSC clubhouse When Flag AP is displayed ashore, one minute is replaced with not less than 60 minutes in the Race Signal AP. This changes Race Signals. 5. SCHEDULE 5.1. A competitors meeting for the Junior and Women s Championships will be held on Sunday at 1030 at the SSC pavilion A competitors meeting for the NAC will be held Sunday at 2030 in the SSC clubhouse Races are scheduled as shown in Addendum If three or more races have been completed by the end of the day on Wednesday, no warning signal will be made after 1300 on Thursday. However, this time limit will be extended to 1500 if three races have not been completed by the end of the day on Wednesday. See FSSA Bylaw Article B-IX, Paragraph 5c At registration for the NAC, each boat will be assigned to a fleet (A, B, C, or D) and given a colored pennant, which shall be flown from the leech of the mainsail at least 12 inches above the clew for the Qualifying Event. For the, only boats in the Challenger Division shall display their colored pennant. Each boat shall sail with its assigned fleet or Division and start in its Division. 6. RACING AREA 6.1. The racing area will be either in the main bay north of the SSC, or in the east bay immediately east of the SCC, depending on wind conditions, the number of entrants and number of races scheduled for that day. 7. COURSES 7.1. Courses to be sailed are illustrated in Addendum There will be an offset mark at the windward mark There will be a leeward gate. Boats shall sail between the gate marks in the direction from the previous mark and round either mark. If one gate mark is missing, the remaining mark shall be rounded to port Except for the leeward gate, all marks shall be rounded to port The course designation will be displayed on a black placard with white numbers on the port side of the Signal Boat. 8. MARKS 8.1. The windward mark and the gate marks will be orange tetrahedrons Change marks will be yellow cylinders except the offset mark will remain the same. If the course is changed again, the original marks will be used The offset mark will be an orange ball two feet in diameter The starting marks will be orange flags on Race Committee boats The finishing marks will be an orange flag on a staff and an orange flag on a Race Committee boat. 9. THE START 9.1. Prior to the first Warning Signal of each day, all boats shall check in by sailing past the stern of the Signal Boat on starboard tack and hailing their sail number until acknowledged. A boat failing to do so will be notified of its failure on the official notice board, and for a subsequent infringement may be scored DNS without a hearing. This changes RRS A5 and Races will be started in accordance with RRS and are identified in Addendum The Class Flags will be: Red flag with a White FS.

3 White flag with a Blue FS The starting line will be between staffs displaying an orange flag on Race Committee boats at both ends of the line As a courtesy, the Warning Signal for the both Divisions may be preceded by short repetitive sound signals to alert competitors that a starting sequence is about to begin Boats whose Warning Signal has not been made shall keep clear of the starting area As a courtesy, the race committee will, after the starting signal, hail the sail numbers of OCS boats and boats that have not complied with RRS 30.1 via VHF channel 68. The delay of such hails, the order of hailing, the failure of the Race Committee to hail, or the failure of a competitor to hear such a hail shall not be grounds for redress. This changes RRS 62.1 (a) A boat that does not start within 5 minutes after her starting signal will be scored DNS without a hearing. This changes RRS A5 and CHANGED OR SHORTENED COURSE If a Changed or Shortened Course affects only one Division, the Race Committee will display the class flag for the Division affected along with flag C or flag S. If no class flag is displayed, flag C or flag S applies to both Divisions No course can be shortened to less than three legs. The offset is not a leg of the course. Course changes that shorten a leg of a three leg course are not permitted. 11. THE FINISH The finish will be between a staff displaying an orange flag on a Race Committee boat and the course side of the finish mark Boats that retire before finishing should inform the RC as soon as possible. VHF notification will be accepted Flag A displayed, with no sound, while boats are finishing means, No more racing today. Conversely if flag A is not displayed, it will be the intention of the RC to continue racing. 12. TIME LIMIT For each Division, the following apply independently: The time limit for the first boat to pass the first mark will be 45 minutes, and for the first boat to sail the course and finish will be 120 minutes If either of these limits is not met, the race for the division will be abandoned Boats failing to finish within 30 minutes of the first boat to sail the course and finish will be scored Time Limit Expired (TLE) as defined in paragraph 15.7 in these SIs. This changes RRS 35 and A ALTERNATIVE PENALTIES The alternative penalties of RRS Appendix V, Rules V1 and V2, will apply. 14. PROTESTS, REDRESS & DIVISION ASSIGNMENTS Protests: Protest Forms will be available at the Commodore s room in the SSC clubhouse, and shall be filed within 60 minutes of the Signal Boat s docking time, which will be posted on the official notice board. The order of protests will be approximately in the order received and will be posted within 15 minutes of the end of the protest time. Protests will be held in the Junior Barn Training Room, located to the right of the clubhouse Appeal: In the event a boat wishes to appeal a decision of the Protest Committee in the Qualification Event, it shall follow the instructions in FSSA Bylaw B-IX, Paragraph Assignments for the : If no races are sailed in the Qualifying Event, competitors will be assigned to the Championship or Challenger Division by the National Championships Committee. Competitors may request to be placed in the Championship Division, subject to approval of the Judges and an appointed representative of the National Championships Committee Redress Request: If the Race Committee posts a list of boats scored OCS, ZFP, or BFD on the official notice board before the protest time limit, a request for redress shall be made no later than 30 minutes after the protest time limit. This changes RRS 62.2.

4 14.5. On the last day of the NAC, a request for reopening a hearing shall be delivered: Within the protest time if the party requesting reopening was informed of the decision on the previous days, or No later than 30 minutes after the party requesting the reopening was informed of the decision on the last day of the NAC. This changes RRS On the last day of racing, a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2 and SCORING At the completion of the Qualifying Event, the final positions of the boats will be used to assign the boats to either the Championship Division or the Challenger Division as follows: The top 50% will be assigned to the Championship Division If an odd number of boats is registered, the number of registrants will be divided by two, rounded up to nearest whole number and that number of boats will be assigned to the Championship Division In the event of boats being tied at the split, all such boats shall sail in the Championship Division The remaining boats will be assigned to the Challenger Division The Low Point System of Appendix A of the RRS will apply except all races will be scored in the Qualifying and s. This changes RRS A Three races are scheduled in the Qualifying Event. One race constitutes the Event Points from the Qualifying Event do not carry forward to the Five races are scheduled for both Divisions of the. If fewer than three races are completed in the for either Division, the Event will be declared a non-championship for that Division. The perpetual trophies will not be awarded, but the keeper trophies may be awarded A boat scored TLE will be awarded points one greater than the last boat to sail the course and finish within the 30 minute time window. This changes RRS 35, A4, A4.2 and A TOWING Boats may be towed to and from the race area only if towing is made available to all participants. Otherwise, a boat accepting a tow without consent of the Race Committee shall be disqualified from its most recent race without a hearing. This changes RRS Exceptions to this rule may be made by the Protest Committee in extenuating circumstances, i.e. breakdown, illness, or other factors that may be appropriate. Protests under this rule may be made only by the Protest Committee or the Race Committee. This changes RRS 60.1(a). 17. SUPPORT BOATS Support boats shall not be used, except for those available to all competitors provided by the Organizing Authority. 18. TROPHIES The Gordon K. Douglass perpetual trophy will be awarded to the National Champion. Additional awards will be awarded to Helmsmen and Crews of the 1st through 10th place boats overall in each of the Championship and Challenger Divisions. In addition, keeper trophies will be awarded to the Helmsmen and Crews of the first place boats in each of the Qualifying and Championship and Challenger Division races. Perpetual and other trophies may be given as appropriate. 19. DISCLAIMER OF LIABILITY Competitors participate in this regatta entirely at their own risk. See RRS 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with, prior to, during, or after the regatta. 20. COMMERCIAL VESSELS A boat and its crew shall at all times keep well clear of all commercial vessels and shall not maneuver in any manner which would cause a commercial vessel to be unable to sail its proper course or carry out its commercial functions in a normal manner.
