1 Melbourne Yacht Club 1202 East River Drive Melbourne FL Sailing Instructions Racing Fleets 2013 Fall Regatta Big Boat Weekend October 26-27, Rules: The Melbourne Fall Regatta is governed by: a) The Racing Rules of Sailing for Entry and Eligibility: This regatta is open to all sailors with a monohull sailboat over 20 feet in length. One design fleet starts will be offered for classes with 4 or more boats. PHRF classes are open to boats with an ECSA issued PHRF rating or an equivalent rating issued by the MYC race committee. This changes RRS 78.1, 78.2, & Notices to Competitors: 3.1 Notices to competitors will be posted on the official notice board at located at the MYC clubhouse. 3.2 Race Committee notices or changes to the Sailing Instructions shall be posted and signaled no later than 60 minutes before the departure of the Race Committee signal boat, except any change in the schedule of races will be posted by the end of Protest Time on the day before it will take effect. 4.0 Signals Made Ashore: 4.1 Signals made ashore shall be displayed at the MYC flagpole and announced by sound signal per RRS Racing Signals. 4.2 When AP is displayed ashore, 1 minute is replaced by not less than 40 minutes in Race Signals AP. 5.0 Schedule of Races: 5.1 Saturday, October 26: 11:00 Competitors meeting 12:30 First Warning Signal. Other Races to follow 5.2 Sunday, October 27 11:00 First Warning Signal. Other Races to follow 5.3 In the PHRF A Division, five races are scheduled, one of which may be a distance race of approximately15 miles. One race constitutes a Regatta. 5.4 In the PHRF B, Cruising, Division, two distance races are scheduled. One race constitutes a regatta. 5.5 In the One-Design Division, seven races are scheduled. One race constitutes a regatta. 6.0 Racing Area: 6.1 The Indian River Lagoon, south of RT 192 causeway. 7.0 Courses: 7.1 Courses will be designated for each class on a white marker board displayed from the stern of the race committee signal boat. Designations are 1-2 for short course races and A-D for long courses. 7.2 Courses, marks and order of rounding shall be as shown on the accompanying diagrams shown in Appendix A and B. 8.0 Marks: 8.1 Primary Marks on courses 1-2 will be Orange Tetrahedrons. The offset mark will be an orange ball. Marks A and B on distance courses A-D will be yellow tetrahedron marks. Other marks on courses A-D are government channel marks. 8.2 The starting mark for all divisions and finishing mark for courses 1 and 2 will be an orange ball. 8.3 The finishing mark for courses A-D will be an orange cylindrical mark (West Marine). 8.4 If a course is changed, the marks will be moved and not replaced with different marks Fall Regatta Big Boat SI Page 1 of 7 Official copy posted on Regatta Notice Board

2 9.0 The : 9.1 The starting line is between the staff from which an orange flag is displayed on the port side of the race committee signal boat and the course side of the starting mark. 9.2 Races shall be started in accordance with RRS The class flags and order of starts shall be announced at the competitors meeting. 9.4 After a Division s preparatory signal, all boats not in that Division shall keep clear of the starting line until their Division s warning. 9.5 The race committee will attempt to hail OCS boats on VHF channel 72. Failure or delay of the committee to make the hail, or failure of the competitor to hear the hail, shall not be grounds for redress. This changes RRS 62.1(a) Reporting at s: 10.1 Before the warning signal of THE FIRST RACE OF EACH DAY, each boat is required to sail past the stern of the Race Committee signal boat on starboard tack and verbally check in When the Race Committee orally acknowledges a boat s sail number, the check-in has been officially noted Any boat failing to check-in, in accordance with instructions 10.1 and 10.2 shall receive a 20% scoring penalty for the first race of the day The 11.1 The finish for course 1 and 2 shall be between the staff from which an orange flag is displayed on the race committee signal boat and the course side of the finishing mark The finish line for courses 1 and 2 will be the same as the starting line The finish line for course A-D will be between the staff from which a blue flag is displayed on the Starboard Side of a race committee boat and the course side of the finishing mark. A small diameter keep off ball will be positioned on the finish line between the Signal boat and the finishing mark. ing boats must sail between the keep off ball and the finishing mark Time Limit: 12.1 Any boat finishing more than 20 minutes after the first boat in her class in course 1 or 2 races shall be scored Time Limit Expired (TLE) without a hearing and will receive 1 point more than the number of boats that finish within the time limit. This changes RRS 35, 63.1 and Appendix A The race committee will at its discretion shorten the distance race if it feels that the race may run longer than 4 hours. The finish will be between a mark boat displaying code flag S and any mark of the course that the first boat has not yet reached. Boats not finished within 60 minutes of the first boat in her class will be scored TLE without a hearing. This changes RRS 32.2, 35, 63.1 and Appendix A Withdrawing From the Race: 13.1 A boat that leaves the course before the end of racing shall notify the Race Committee at the first opportunity Protests: 14.1 Any boat intending to protest or file a request for redress is required to notify the Race Committee immediately after finishing that race. This modifies RRS 62.1(a) A boat, which is too far away for a verbal hail to be heard, shall within one minute of the incident attempt to contact the protested vessel via VHF 72. This constitutes first reasonable opportunity. An acknowledgement by the Race Committee shall be proof that the protesting boat fulfilled her obligations. This changes rule 61.1(a) 14.3 Protests shall be in writing on forms available from the race committee. Protest shall be delivered to the Jury within 30 minutes after the Signal boat sounds the Harbor Signal. This period is the Protest Time. This modifies RRS Boats may only protest for infractions of RRS Part 1, 2 or 4. This changes rule Within the Protest Time, the Race Committee shall post the sail numbers of all the boats that are disqualified or penalized under RRS 29 and 30. A boat so notified may file a request for a redress hearing within 30 minutes of that posting. This changes RRS A notice fulfilling the requirements of rule 63.2 RRS, and indicating the parties, time and order of hearings will be posted not later than 30 minutes following the expiring of Protest Time Fall Regatta Big Boat SI Page 2 of 7 Official copy posted on Regatta Notice Board

3 14.7 On the last day of the regatta, a request for reopening a hearing shall be delivered: (a) Within the Protest Time limit if the party requesting reopening was informed of the decision on the previous day (b) No later than thirty (30) minutes after the party requesting reopening was informed of the decision on that day. This modifies RRS Scoring: 15.1 The low point scoring system of appendix A will be used If fewer than 6 races are completed, a boat s series score shall be the total of all her race scores. This changes RRS A Distance Race will be scored double for fleets that sail a combination of windward/leeward and Distance races PHRF races will be scored using time-on-time Penalties: 16.1 Any competitor using an alternate penalty under rule 44 shall report that to the Race Committee promptly upon finishing that race. This adds to rule Disclaimer of Liability 17.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta Prizes: Trophies will be awarded to first, second and third place finishes for each class.
